6. A brief note about the University

Assam University came into existence through Assam (Central) University Act, 1989 (Established under an Act of Parliament). It was established in 1994, since then the University is steadily becoming an excellent centre of learning.

The campus, situated in Dargakona, about 20 kms from Silchar, is set amid sprawling hillocks, a typical landscape in the North East. The campus in an area of 600 acres surrounded by lakes and mountains provides an ideal environment for academic pursuit. Drawing its 325 faculty from many disciplines, from all over the country, the University sustains a multidisciplinary approach to higher education.

The University has 16 Schools of studies on major disciplines and 34 Departments under these Schools and 5 centre of studies in the main campus at Silchar. There is a satellite campus at Diphu, district headquarter of Karbi Anglong district of Assam. In that campus there are 8 departments and one centre of studies.

8. Brief details of the support services in the University on the following:

Central Library Assam University Library was started with the establishment of the University in the year 1994

as a central facility for meeting the information requirements of the academic community of this University. The Central Library of Assam University has been shifted to its new permanent Central Library-cum-Computer Centre building and started functioning since January 21st, 2006. The new building is having the total plinth area of 38,700 sq.ft. The main function of Library includes- collection development of knowledge resources, technical processing, organization, retrieval and dissemination of information to the end users including- Barak Valley in particular and the entire North Eastern Region in general.

The Knowledge Resources available in Assam University Library has been categorized in 13 collections arranged in separate Halls: 1)Text Book Collection, 2)Social Science and Humanities Collection(including Business Studies, Commerce & Information Science, 3) Language Collection, 4) Science Collection, 5) Reference Collection, 6) Periodical Collection(Current and Back Volumes), 7) Ph.D. Theses/M.Phil Theses Collection, 8) Reports and Conference Proceedings Collection, 9) Gift Collection, 10)Donated Collection of Eminent Scholars of the Locality having important Manuscripts and rare documents, 11) North East Collection, 12) Audio-Visual Collection and 13)Digital Collection including CD-ROM Databases, E-Journals, Internet Resources.

The University Library at present has a stock of total 1,09,331 books out of which 11,373 books have been acquired during 2010-11.

There are 460 Indian Journals and 100 foreign journals in the subscription list, out of which library subscribed/renewed 96 Indian and 89 foreign journals during 2010-11. Besides these, 18 Newspapers and 12 Popular Magazines have also been subscribed during this period.

There are also departmental library in each department mainly maintained by one faculty member of the concerned department as Library in-charge.

Computer Centre

The Computer Centre was established in March ‘1997 during the 9th ‘Five year Plan’ as a service centre. The Centre is providing internet connectivity through fibre optic campus-wide network to all the academic departments and administrative buildings with a Bandwidth of 1Gbps OFC link under the NMEICT project of Govt. of India. Another 10Mbps OFC link is provided for e-journal access under UGC-Infonet Scheme. The System Administration of Web Server, Mail Server, DNS Server, and FTP Server are done by the centre. The centre is also responsible for maintenance of the campus-wide network, the web server and uploading official documents in the web server, maintaining the Mail Server and web-mails.

Apart from these, the Computer Centre is running a one year Post Graduate Diploma in Information Technology (PGDIT) course. It is one of the 62 Centres in India with Satellite Interactive Terminal (SIT) “Virtual Classroom” setup under CEC-UGC EDUSAT Network funded by ISRO, Govt. of India. The Centre organizes Computer awareness programmers, Computer literacy Courses, Summer/ winter schools for the teaching and the non-teaching staff of the University. The faculties of the Computer Centre are involved in taking P.G. and Integrated Ph.D classes for various departments. The Computer Centre provides a Central computing facility to the students, teachers and researchers of the University for their project, dissertation and research related works.

The Compute Centre is covered under Wireless Network. As a part of the University digitalization, the Computer Centre has taken up the initiative of commencing the e-governance

solution project for the University. This initiative needed the initial building up of awareness of the numerous benefits associated with the idea of e-governance solution and the Computer Centre has played a significant role in the spreading of this awareness of e-governance amongst the faculty members of the University and its various affiliated colleges.

Health Centre

The University Health Centre, managed by One Lady Medical officer, two medical consultant and three visiting medical specialists, supported by para-medical staff, cater to the medical needs of the University community. The University has made an agreement for Medical Insurance with United India Insurance Company for cashless treatment to student and it will be implemented very soon. Besides these, health camps are frequently organised in the campus with specialist doctors from Silchar Medical College. University has the system of providing Health Card to each student for extending Medical facilities to the students efficiently. In case of emergency, ambulance service is also provided to transfer patients to Silchar Medical College, around 15 km from the campus.

The health centre in the campus is well equipped with important modern diagnostic facilities like X-ray, pathology, ECG etc.

Sports Facilities

Since its inception in 1994, games and sports have been one of the important foci of Assam University’s endeavour to facilitate all-round development of students’ physical and mental abilities. Every year an Annual Social Meet is organized in the University where along with cultural activities indoor and outdoor sports are held. There is a Sports Board headed by a Chairman and Assistant Director of Physical Education as Convenor.

The University is currently a member of the Inter-University Sports Board of India and its teams participate in Zonal and all-India University tournaments bringing laurels and prizes and medals for the University.

The Central Sports-complex which is in the process of coming up is expected to give a major boost to games and sports and to related extra-curricular activities of the students in Assam University.

Workshop

There is a modest facility of workshop attached to Triguna Sen School of Technology equipped with modern implements and technical manpower. The University is contemplating to construct a full fledged workshop during 12 plan.

Hostels

There are at present seven hostels for students in the University campus. Among these, three are for boys and four for girls’ students having approximately 600 single and shared room accommodation. The Hostels are well-furnished with common room, recreation facilities, provisions for indoor and outdoor games and First Aid facilities. However, hostel seats are limited and every student may not get the seat in hostel. Availability of seats depend upon the vacancy in the hostel.

Guest House University has one guest house with 12 furnished rooms. In every room, there is internet connectivity. The construction work of one international guest house is underway. Housing

The residential facilities are available for both teaching and non-teaching employees in the main campus. There are at present 70 residential quarters for teachers and 26 for non-teaching staff. The construction work of some more residential quarters both for teaching and non-teaching staff are underway. Canteen

There are facilities of University canteen attached to the academic departments and also administrative units. In addition there is Amenity Centre where the facility of canteen and shopping has been provided. There is also one Amul parlour maintained by the company. However the University is contemplating to construct University level state of the Art canteen facilities during the XII plan.

Welfare Schemes The office of the Dean of Students Welfare looks after the welfare of the students with active support of the representatives of the students, faculty and administration. Student Community Centre has been inaugurated during the year 2010 for various students’ activities. For the benefit of the needy and deserving students, the University maintains and operates a fund called the Assam University Students’ Aid Fund which is instituted out of the contribution from the students of the University and collections from other sources. The main objective of the fund is to render financial assistance to poor and deserving students for payment of tuition fees, examination fees, purchase of text books, stationery etc. A student requiring financial assistance from the fund shall have to apply in the prescribed form through the concerned Head of the Department. There is a Students’ Council in the University which caters to the student’s interests and contributes towards the promotion of students’ extra-curricular activities. The Students’ Council also organises a week-long social meet every year. During the social meet the students display their creative talents in the field of sports and other cultural activities. Grievance redressal Cell In pursuance of the decision of the Executive Council there is a Grievance Redressal Committee for University Employees with six members.

The scope of the Grievance Redressal Committee will exclude matters for which separate committees are constituted such as Transport Advisory Committee, House Building Committee, Health Advisory Committee, SC/ST Welfare Committee etc.

1. The Committee may look into grievances over matters such as denial of service benefits to which the employees are entitled as per rules, matters involving equitable dispensation, non-implementation of decisions taken etc. but the Committee may not entertain grievances against the decision of Statutory Authorities or Quasi Judicial Authorities. Also only such grievances which the University is competent to redress may be referred to the Committee.

2. The Comments of the Administrative Authorities whose decisions gave rise to grievances may be obtained by the Committee.

3. Grievances formulated in anticipation of decision/action of an administrative authority should not be entertained.

4. Personal hearing to the aggrieved employee may be granted at the discretion of the Committee.

The University has well equipped Day Care Centre and Women Facility Centre for the benefit of working parents and women employees of the University respectively.

There is also facility of modern Gymnasium for students separately for both Boys and Girls’. The Gymnasium is well equipped with all modern equipments.

There is also Central Instrumentation Laboratory (CIL) was established in the year 2008 with financial assistance from the University Grants Commission (UGC), New Delhi. The CIL houses excellent analytical instrumentation facilities like 400 Mhz Nuclear Magnetic Resonance Spectrometer (NMR), Gas Chromatogram and Mass Spectrometer (GC-MS), High Performance Liquid Chromatogram (HPLC), Atomic Absorption Spectrometer, FT-IR Spectrometer, Impedance Analyzer and Liquid Nitrogen Plant. The main objectives of CIL are as follows :

a) To carry out quality sample analysis to support R&D activities of Assam University, Silchar and other institutes of the country.

b) To acquire and develop the preventive maintenance of equipments. c) To organize short term courses and workshop on the use and application of various analytical

instruments. d) To support teaching at the UG, PG and Pre-Ph.D levels e) To undertake design and development of low cost instruments.

The facilities of the CIL are utilized by all science departments of the Assam University, Silchar and other institutes of the region at a very nominal charge. The Career Counselling Placement Cell of the University extends counselling services to all placement aspirants. The activities of the cell include organisation of workshops and lectures by corporate professionals and placement consultants and preparation of students’ resume / bio-data/

curriculum vitae and placement brochure. The Placement Cells in the various departments of the University are currently engaged in developing a detailed Employer’s Database that would help the students to trace out employment opportunities in India and abroad. In the recent past, many companies had participated during last couple of year’s placement programme. The Companies include : IDBI Bank, ICICI Bank, TCS, HSBC Global Outsourcing, Stock Holding Corporation of India, Wipro BPO, Tata Motor Finance, PRADAN, CAPART, Axis Bank and ICICI Prudential Life Insurance Company. Students from almost all the departments have been participating in the placement sessions.
