1.0 INTRODUCTION / BACKGROUND

Environmental Integration Services seeks an experienced Senior Scientist and Air Quality Engineer to provide air quality support, including air dispersion modeling, toxic and radiological air permitting, and project management, to assist with rad and non-rad air permitting with focused air dispersion modeling projects as directed by the U.S. Department of Energy Richland Operations Office (DOE-RL).

2.0 OBJECTIVE

The Senior Scientist and Air Quality Engineer will work together to provide air quality support to MSA Environmental Integration Services, including radiological and non-radiological air modeling across the Hanford site, data quality checks, coordination and facilitation with other Hanford contractors, maintenance and preparation of air quality plans and procedures, preparation and presentation of Site Air Modeling project information and process, and project documentation and support as requested by the U.S. Department of Energy Richland Operations Office (DOE-RL).

3.0 DESCRIPTION OF WORK – SPECIFIC

Sr. Scientist – Air Modeling Subject Matter Expert

The Sr. Scientist - Air Modeling Subject Matter Expert will assist with various tasks related to air dispersion modeling and toxic air permitting across the Hanford Site. Work scope tasks include the following:

Site Air Modeling Project Manager

Manage project schedule and project staff

Lead and conduct AERMOD modeling

Management of calculation spreadsheets

Composition of technical reports, documents, and presentations

Present modeling results and interpretations to numerous organizations

Researching public health risk procedures

Developing health assessment methodology and documents

Manage communications between project team members, client, and other

interested parties

- Prepare and lead presentations as needed with client and customers

- Respond to DOE questions and comments

Assist with preparation of Notice of Construction applications

Quality Assurance and Control

- Spreadsheet and calculation review

- Model input and output review

MSA Modeling Lead and Mentor

Run air dispersion models using models including but not limited to US EPA

Maintain modeling license(s) and modeling computers

Mentor junior level scientist

- Provide education on AERMOD, health impact assessment methodology,

air permit applications, etc.

Toxic Air Modeling Methodology SME

Act and provide subject matter expertise in air modeling, quality, and permitting.

Develop Toxic Air Modeling and Permitting Guidance Document

- Maintain, in partnership with the Department of Ecology, and provide

applicable files and methodology to other Hanford contractors

Emission Source Database Development and Maintenance

Provide toxic air permitting guidance

Collaboration and review of modeling with other Hanford Contractors

Researching air modeling methodologies as requested

Consult with MSA Air team on air quality compliance

Assist with compliance strategies

Respond to questions about permitting and modeling

Strategizing future radiological and non-radiological permitting and public health

exposure analysis

Support presentations, document preparation, and meetings with DOE.

Research modeling techniques and become proficient in their use as requested.

Coordinate, attend, and document regularly scheduled meetings with DOE.

Provide written status of project status to keep MSA and DOE apprised of

progress, issues, and achievements.

Provide recommendations as requested on air modeling and site wide approach

The Senior Air Quality Engineer will provide air quality expertise to the Sr. Scientist, performing various modeling, permitting, and research projects tasks as follows:

Site Air Modeling Project Lead Air Engineer

Research and develop health risk methodology

Develop health risk calculations and documentation

Lead CAMx photochemical modeler

Backup AERMOD modeler

Develop source emissions estimates

Analyze concentrations for public health risk

Develop applicable dispersion modeling studies

Assist in presentation preparation and delivery

Develop and maintain technical documentation

Support presentations, document preparation, and meetings with DOE.

Research modeling techniques and become proficient in their use as requested.

Radiological Permitting and Modeling

Consult on current methodologies and integration into procedures

Develop modeling methodology for projects

Emissions Estimates and Modeling Support

Develop emissions estimates for various types of sources using available sampling data

and/or current methodologies

Running air dispersion models using US EPA AERMOD

Toxic Air Pollutant Notice of Construction Applications

Assist with preparation of Notice of Construction applications

Quality Assurance and Control

Spreadsheet and calculation review

Model input and output review

Quality Assurance and Quality Control

Provide review and verification for spreadsheets, documents, model files, and

other air quality program documentation.

4.0

4.1 General

Will work be performed off site but attendance and participation at on site meetings and

presentations is required.

For any work performed on the Hanford Site or any MSA controlled facility, the provisions of the On Site Services Special Provisions, will apply to Subcontractor personnel.

4.2 Engineering Requirements

Engineering requirements applicable: No

4.3 Environment, Safety, & Health (ES&H) Requirements

The Subcontractor shall exercise a degree of care commensurate with the work and the associated hazards. The Subcontractor shall ensure that management of safety and environmental functions and activities is an integral and visible part of the Subcontractor’s work planning and execution processes. The Subcontractor shall flow down safety and environmental requirements to the lowest tier Subcontractor performing work on the Hanford site commensurate with the risk and complexity of the work.

Prior to start of work the Subcontractor shall work with the MSA BTR to do a Job Hazard Analysis (JHA).

All subcontractor and sub-tier employees shall have completed OSHA Hazard Communication training that meets the requirements of MSC-PRO-WP-13299, Hazard Communication. See MSC-PRO-WP-10468, Chemical Management Process, for more information.

Subcontractors and its lower-tier subcontractors shall be responsible to complete an Employee Job Task Analysis (EJTA) in accordance with MSC-PRO-WP-11058 for any of the following situations:

For any subcontractor employee who will be on the Hanford Site for more than 30

days in a year.

For any subcontractor employee who may potentially be exposed to hazards (e.g.

radiological, beryllium, hazardous wastes, noise) while performing in accordance with

the subcontract statement of work.

For any subcontractor employee enrolled in a medical or exposure monitoring

program required by 10 CFR 851, and/or any other applicable federal, state or local

regulation or other obligation.

If any of the above conditions are met, the subcontractor and its lower-tier subcontractor employee is to have a current approved EJTA prior to that employee beginning work on the Hanford Site.

Buyer’s Safety and Health Procedures are available on the internet at http://www.hanford.gov/pmm/page.cfm/Construction. The documents on this site are kept current and are available for Subcontractors and lower-tier Subcontractor use.

4.4 Quality Assurance (QA) Requirements

Are quality assurance requirement applicable to this scope of work: No

The work activities for this Statement of work has been designated as a Quality Level G - Q Level 0 - GS

The Subcontractor shall be responsible for performing quality workmanship and shall conduct the quality control measures necessary to ensure work conforms to reference requirements defined in the SOW.

The work activities for this statement of work shall be performed in accordance with the following MSA Quality Assurance Program and Procedures, if provided below:

4.5 Government Property

Government property is required to be used by the Subcontractor for this effort.

If Government property is permitted or required to be used by the Subcontractor, and controlled by the Subcontractor, to accomplish this statement of work, FAR 52.245-1 is applicable and is incorporated into the subcontract terms and conditions by reference. A list of the Government property is, if applicable, is attached to this scope of work.

5.0 PERSONNEL REQUIREMENTS

5.1 Training and Qualifications

Training

AERMOD Air Dispersion Modeling (BREEZE software) – Certificate of Completion required

Subcontractor shall ensure that its personnel meet and maintain the appropriate training, qualification and certification requirements.

All Subcontractor personnel shall complete MSA General Employee Training (MGET) (4-hour average per individual) or Hanford Site Orientation (HSO) (sent to the Subcontractor at their location).

There are other required training if listed below:

Qualifications

The following types of training qualifications are required:

Sr. Scientist – Air Modeling Subject Matter Expert

Required Qualifications:

Bachelor’s Degree in Environmental plus 10+ years’ work experience directly related to

air regulations, permitting, air modeling of emission sources, and project management.

Subcontractor shall ensure that its personnel meet and maintain the appropriate

training, qualifications, and certification requirements as applicable.

Knowledge of state and federal air regulations.

Familiarity with EPA Water9 and California EPA Air Toxics Hot Spots Program.

Experience performing air dispersion modeling using AERMOD and WATER9 for

Washington Administrative Code toxic air pollutant threshold compliance.

Experience calculating and analyzing emission estimates and source parameters for

development of emission scenarios and regulatory compliance.

Experience with radiological and toxic air modeling.

Experience presenting technical results and interpretations to numerous organizations.

AERMOD course with documented completion.

Desired Qualifications

Experience conducting air modeling of Hanford Site specific emission sources.

Knowledge of Hanford Site operations and emission sources.

Knowledge of Hanford Site Air Operating Permit.

Senior Air Quality Engineer

Required Qualifications

Master’s Degree in Environmental Engineering, or equivalent, or a combination of

education and experience in the Environmental Engineering field.

10+ years’ experience in air dispersion modeling, including AERMOD, meteorological

data review, and documented modeling of Hanford Site specific emission sources.

Excellent interpersonal skills with proven ability to work in a team-oriented

collaborative environment including direct involvement with customer.

Highly self-motivated and self-directed.

Strong customer relationship skills.

Desired Qualifications

Doctorate Degree in Environmental Engineering, or equivalent.

15+ years’ experience in air dispersion modeling, including AERMOD, meteorological

data review, and documented modeling of Hanford Site specific emission sources.

Working knowledge of Hanford site operations and data sources.

Subcontractor shall ensure that its personnel meet and maintain the appropriate

training, qualifications, and certification requirements as applicable.

5.2 Security and Badging Requirements

For any on site work, see Special Provisions – On Site Services for details.

Subcontractor employees will be required to submit to vehicle searches and not personally carry or transport certain prohibited articles.

Will the scope of work will not require access authorization (security clearance).

If the scope of work will require access authorization, then the following applies to this scope of work:

A security clearance is required for all Subcontractors who will have: (1) access to classified matter, (2) access Special Nuclear Material (SNM), and/or (3) require frequent, unescorted access to secured areas.

A facility clearance must be in place at Hanford for the individuals employer (facility), before a security clearance may be granted Facility Clearance (FCL) approval will be required for a facility to be eligible to (1) access, handle or possess classified information, (2) SNM, or other hazardous material presenting a

potential sabotage threat, or (3) responsibilities for safeguarding $5M+ of government property. If any of these criteria apply to the SOW, the Contract Specialist needs to be notified immediately, in order to process clearance paperwork. The work cannot begin until an FCL is in place. A new FCL is required for each subcontract meeting the criteria.

A subcontractor that will not possess classified information or matter, or SNM at the subcontractor’s place of business and will only access such security activities at other cleared facilities must be cleared as a “non-possessing facility.”

5.3 Work Location / Potential Access Requirements

Vendor provided facility and 825 Jadwin Richland, WA and attendance to monthly meetings in Richland, WA with MSA, DOE, and regulators as requested. Richland WA locations require badging.

5.4 Site Access and Work Hours

Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 am and 4:30 pm, with one-half hour designated as an unpaid period for lunch, Monday through Thursday.

6.0 MEETINGS

Subcontractor shall participate in all meetings as required by the Buyer’s Technical Representative (BTR).
