    Well-Respected History

    Our firm started 33 years ago (1985) as Rex Brown Consulting Engineers(RBCE). RBCE was founded by Rex D. Brown, an amicable engineer fromTexas. Rex and his engineering staff, including Erik Kysar starting in1990, developed a market niche serving the needs of public utilities thathad little or no engineering staff. In 2006, Erik bought the utilityengineering-service firm and became both principal and owner, changingthe firms name honoring Rex’s legacy - Brown & Kysar, Inc. (BKI).

    Their tradition continues today on a larger scale. The business hasexpanded since Erik turned over management of the company and laterownership (in 2018) to the executive team. This change is in ownership onlyas Scott Lindsay, Eddie Jackson, Guy Colpron and Byron Woltersdorf arecommitted to carrying on Rex and Erik’s client-centered approach, as well asthe Brown & Kysar name.

    BKI prides itself on employing multi-disciplinary individuals with a widevariety of experience. Our combined experience equates to more than 250years in the electric utility industry.

    Over the past 33 years, BKI has performed numerous system planningstudies, electric distribution, transmission and substation design projectsfor public power utilities in Oregon and Washington. Since its founding,BKI has worked exclusively with Electric Cooperatives, Rural ElectricAssociation’s, Public/People’s Utility Districts and Municipalities who areand always have been the core of our customer base. Such a largenumber of successfully completed projects with numerous PacificNorthwest public utilities demonstrates the outstanding qualifications,specialized experience and technical competence of the BKI Team.

    Please note: BKI provides full-service quotes for its work unless instructed otherwise. When comparing BKI’s rates to itscompetitors you may find the full costs for a project are not captured up front by others. BKI has extensive experience inproject planning and quotes the full cost for projects. We work with clients to help identify work that can be done by theutility and save them money. We will also stage work in phases to allow our partners to pay for work over time. In essence,the costs in our proposals are fully estimated and only change if there are requested scope modifications.

    Long-Range Planning Study and Work Plan

    As part of the USDA Rural Utility Services (RUS) loan applicationprocess, BKI completed a Long-Range Plan and Current Work Plan(CWP) for Harney Electric Cooperative. This involved a detailedsystem survey and full computer modeling of the utility’s system,development of recommendations and several written reports forsubmittal to the RUS. The CWP detailed over $40 M in long-rangefinancial investment, emphasizing proactive equipment replacement,reduction of power losses and increased capacity.

    2009-2023 System Planning Study

    With projected steady load growth along with increasing pressures onreliability, Wahkiahum PUD needed a clear vision to guide decisionsfor the next 15 years. BKI completed a System Planning Study thatsets forth recommendations for both the Cathlamet and Grays Riverservice areas, including a new substation and several majorequipment replacements.

    Electric System Long Range Plan

    BKI developed an overall philosophy and general vision for the entireParkland Light & Water (PL&W) system for the next 10 years. Thiseffort resulted in a work plan, where all needed projects were identifiedand prioritized. The road map provided to the board and staff outlinedan understandable path forward. It gave a series of recommendedoptions to best address the needs of their community, while beingsensitive of financial considerations.

    T3ba’das to Manzanita Transmission Rebuild

    The T3ba’das to Manzanita project was a 34.5kV to 115kV conversionthrough very difficult terrain. It was broken into three phases overseveral years due to funding constraints. In addition to design, thescope of work included geotechnical investigation, archeologicalinvestigation due to its location on tribal property and biologicalinvestigation since it is in the tide flats of Hood Canal. The footingdesign in the tide flats was especially challenging, since the soil wasvery poor up to 80 feet deep; the footing ended up as 40 deepcaissons essentially “floating” in the soil.

    Worden 115kV Transmission Line

    The Worden tap is a double-circuit 115 kV transmission line to a newsubstation. The line is all self-supporting steel poles in poor soils witha full-length static and provisions for two fiber optic cables. The twoprimary challenges on this project were landowners with changingrequests very late in the design process, and the poor soilsnecessitating a challenging footing design to support the double-circuittransmission.

    Fields to Quinn River Transmission Line

    The new 115kV, 52.5-mile transmission line replaces the existing 9.7-mile transmission line section from Fields Switching Station to FieldsSubstation. This section was replaced with H-Frame structures with nodistribution under build. The existing 42.8-mile line section from FieldsSubstation to Quinn River Substation was replaced with single-poletransmission structures utilizing line post insulation and distributionunder build. The under build utilized the existing 3/0 conductor whichwas moved from the existing structures to the new structures.Although the entire project area fell under the NESC Medium LoadingZone for overhead line loading, areas of concern were evaluated forhigher wind and ice loads.

    DISTRIBUTION

    Mitchell Distribution Feeder Rebuild

    The BKI team managed the Mitchell distribution feeder rebuild project,including providing all qualified professional personnel, labor,supervision, equipment, materials and tools necessary to rebuildapproximately 25 miles of the 24.9kV feeder, associated tap lines andappurtenances.

    Redesign of I-84 Overhead Line Crossing

    BKI redesigned the circuit for Northern Wasco PUD’s (NWPUD) I-84overhead crossing near US 197 after the line was damaged by aconstruction crew. The BKI team utilized PLS-CADD, AutoCAD andappropriate regulations for interstate highway crossing to optimize thedesign. Staking sheets and guying and anchoring guidelines weredrafted for NWPUD for their future use.

    NW Hill Road Distribution Re-Design

    As part of a road widening project within the city of McMinnville, BKIredesigned the existing 12.47kV distribution along the projects route.Part of the existing overhead distribution was converted tounderground distribution. BKI provided the overall electricaldistribution design, bill of materials and assistance with constructioninspections.

    SUBSTATIONS

    Multiple Substation Projects

    There were multiple substation projects with the city of Centralia.Cook’s Hill and North Port were greenfield 20/27/33 MVA substations,including planning the size and location, design, specifications,bidding, relay and protection settings, transmission line, working withBonneville Power Administration (BPA) for the tap and metering, andfinal inspection and commissioning. Ford’s Prairie and Zimmermanwere major remodels, which included complete rebuilds of thesecondary sides, ground grid, oil containment, relaying and exitfeeders. The Yelm Hydro was a complete rebuild of a generator step-up station including transmission breaker with distance relaying,ground grid, oil spill containment, fault current analysis and generationprotection settings.

    Multiple Substation Projects

    There have been multiple substation projects with Wasco ElectricCooperative. Tygh Valley was a major remodel of an old BPAsubstation including a new power transformer, transmission breakeron a transmission tap, regulators, station service, protection recloser,settings, and ground grid. Pine Hollow was a complete removal andrebuild of another old BPA substation from the transmission high-sideto the exit feeders and everything in-between. Kah-Nee-Ta consistedof a new ground grid and feeder reclosers with the associated settings.The Muddy Ranch and Rosebush consisted of ground grid upgrades.Endersby is next to a sensitive watershed area, and therefore includeddetailed oil spill containment equipment along with new a new groundgrid with grounding wells, regulators, secondary bay and reclosers.

    Read Substation

    Salem Electric performed a 15kV switchgear upgrade utilizing an openair main and transfer bus configuration. BKI performed electrical andcivil design, contract documents, bid advertising / administration /opening / awarding, project management, inspection andcommissioning coordination / oversight.

    Riverbend Landfill Interconnection Study

    BKI completed an interconnection study for the Riverbend Landfillmethane gas generation plant owned by Waste Management inMcMinnville, OR. The study was based on an initial plant size of 3.28MW with a rating of 4.1 MVA at 0.8 power factor. Maximum futurepeak generation was assumed to be 8.2 MW. System upgrades andoperational policy modifications were recommended to optimizeintegration of the generation source.

    Yelm Hydro Upgrades

    Yelm Hydro is a run-of-the-river hydroelectric project on the NisquallyRiver. The plant contains three generators, nominally rated at 3MW,3MW and 6MW respectively. BKI’s scope of work consisted of multipleprojects over several years. One phase included the upgrade of allcontrols and protection at the hydro plant, including the protectioncoordination with BPA. Another included the BPA metering andmonitoring. A third consisted of developing as-built documents for theentire station. There were also multiple additional projects such assafety controls at the spillways, providing an alternate source of stationservice, etc.

    Scott has been a public power advocate for much of the last 20 years. Hehas worked for the Northwest Public Power Association (NWPPA),Washington PUD Association (WPUDA), Energy Northwest, NorthernCalifornia Power Agency (NCPA), Transmission Agency of NorthernCalifornia (TANC) and many other public power organizations over hiscareer.

    Scott brings strong industry relationships, insights and marketing capabilitiesto BKI. He is entrepreneurial in his approach to work and seeks to createmutually beneficial relationships among partners.

    Scott leads BKI’s executive team and helps position BKI for future growth,drive its vision and works to maintain the high level of service BKI partnershave come to expect.

    Eddie has extensive experience working with public utilities. He served thecity of Pulaski, TN for 14 years, beginning as a Design Engineer andobtained the role of Vice President of Engineering and Operations. Eddiewas responsible for the design of the entire system, as well as, budgetingand developing the system for future growth and maintenance.

    Often working with a constrained budget, he guided the utility into the firstCAD drawings, standards, GIS mapping system, outage managementsystem, electronic relaying retrofits for the substations, fiber opticdeployment, system coordination and balancing, redundant capacity tiecircuits, system-wide reliability and critical load protection for the systemwhile meeting time and budget constraints.

    Currently, Eddie is in charge of business operations for BKI and is focusedon increasing efficiencies and managing the budget.

    Prior to coming to BKI, Guy was with Idaho Power Company (IPCo) for 28Years. Guy served in various roles at IPCo: Systems Planning Engineer (2yrs.); Power Production Electrical Engineering Leader (10 yrs.); and SystemProtection and Communication Group (14 yrs. with 7 of those as thePrinciple Engineer for the group).

    Guy has also been a regular Western Electricity Coordinating Council(WECC) committee member, having served as the Chair of the WECControl Work Group from 2013 to 2015. Guy has been with BKI since lateJune of 2017 and manages the BKI design team and is the project managerfor much of their work.

    Byron has over 20 years of experience in planning, water systems and civilengineering projects, having served as an Engineer, Planner and Managerin both private consulting companies and public utilities. Since 2014, Byronhas led BKI’s Civil Engineering, Environmental, Permitting, Real Estate andWater Systems Team. Byron has a wide range of experience with civilengineering, water systems, permitting and environmental regulation, andhas administered and updated Spill Prevention, Control andCountermeasure and pollution control and mitigation plans for a variety ofprojects. He has also worked with utilities to develop Best ManagementPractices for erosion control of projects adjacent to water bodies.

    Erik’s engineering and management career spans over twenty-five years. Hisprimary management vision is to establish and maintain a premier service-based consulting firm for small and mid-sized public utilities in the PacificNorthwest.

    He has unique foresight from both his consulting and managementexperience to assist and develop long-term visions, directions andphilosophies for the future, helping public utilities understand their needs anddevelop a sustainable plan of action to address those needs.
