The Statement of Owner Requirements (SOR) incorporates stakeholder input, and sets out key elements required to ensure the renewed building meets the needs of the school and the District. The document incorporates the Planning Principles identified in the 2010 Project Definition Report, and is supported by the detailed facility planning work and key stakeholder consultation completed over the past four months. The SOR is a main component of the Request for Proposals document, which will be distributed to select design build teams in August 2012. The SOR will: Describe key functional requirements for project design and construction to ensure the renewed building meets the needs of the school and District. Become the “rule book” for the project, and the mechanism for evaluation of submitted proposals. Include program requirements, operational, heritage, technical, and educational requirements. Include appendices containing the City of Vancouver Design Guidelines for the project, the Heritage Conservation Plan, and Building Tomorrow's School Today – a document outlining the core education values of the VSB.

WHAT IS THE STATEMENT OF OWNER REQUIREMENTS?

School Program RequirementsThe SOR will ensure proposals address:

• Student-centred learning environments.

• Adaptable,flexiblespacesthataddresspersonalizedlearning, and future technological changes.

• Theimportanceofcentralizinganddecentralizing"informal learning spaces" throughout the facility.

• Spacesappropriateforstudents,staff,and the community.

• Public circulation for "breakout spaces" – non-teacher oriented area for group learning and student gathering.

• Double loaded corridors with lockers do not meet the intent of 21st century education principles.

• Retaining a high level of access to the windows and views in the current circulation space along the north heritage façade.

Neighbourhood Learning Centre (NLC) RequirementsThe SOR will ensure proposals address:

• Strengthening the longstanding partnership between the community and Kits Secondary.

• Various School spaces being shared with the community:• Multi-purpose space• Theatre • Activity/gym space • Meeting space• All-weather,litfield.

• A multi-purpose meeting space, which will be used by Kits PAC and community groups.

GUIDING PRINCIPLESThe guiding principles of the SOR are consistent with the Planning Principles identifiedinthe2010 Project Definition Report. Key elements of the SOR include:

Create a Model 21st Century School 21st century education principles will used as a guide for designing student and teaching spaces.

A full, Functional Program has been developed to ensure department and school requested requirements are met, such as:

• SpecifictypesofspacesrequiredforeachcomponentoftheKitsilanoeducational program

• 350-seat (minimum) auditorium• Gymspaceandanall-weatherfieldtoaccommodatethephysical

education program

Plan for Sustainability Therenewedschoolwillbebuilttomeet,orexceed,LEED®Goldcertificationstandards. This may include innovation in the design of mechanical systems, alternate energy sources, and other approaches.

Improve Health and Well-being The new building will ensure air quality and a comfortable indoor environment, alongwithopportunitiesforbothphysicalfitnessandmentalreprieve.

Plan as a Neighbourhood Learning Centre (NLC) Anadditional15%oftheschool'sareaisidentifiedasNLCspaceforusebytheschoolandcommunity.SpecificNLCspacedrequirementsarecapturedinthe Functional Program. Spaces include a theatre, a third gym,multi-purpose space,aweightroom,changerooms,andlit,all-weatherfield.

Strengthen Connections with Kitsilano Community Centre The school and community centre share a strong functional relationship already. Connections will be improved through site design, and provision of shared program space.

Provide Great Outdoor Space The small site will be planned to provide high quality active and passive outdoor spaces for year-round use by students and the whole community. Plans will also incorporate retention of heritage landscape elements.

Respect Heritage The iconic and valued 1927 heritage identity will be retained in the renewed school.• InclusionofrehabilitatedClassroomBlockfloor-to-floorheights• Maintain access to north corridor windows• Conformtothegeneralsiteconfigurationofthe2010 Preferred Concept• Inclusion of 1927 north, west, and east heritage elevations.

Protect and Enhance School Spirit and Sense of Place Kitsilano Secondary has a great sense of energy and school spirit. The renewed school will provide common space for students to gather that will become the heart of the school. Elements of the existing school, including heritage features and school memorabilia, will be retained.

Safety and Phasing A key point in the SOR is that the school remain operational during the renewal process. • Studentswillnotbesplitup,ormovedoff-siteduringconstruction• CPTED principles will ensure a safe and secure school facility.

Sustainability RequirementsThe SOR will ensure proposals address:

• The project being designed to meet, or exceed LEED®forNewConstructionGoldCertification.

A total of 19 points are available in the LEED® Energy and Atmosphere Credit 1 – Optimize Energy Performance. Stantec is currently conducting research to determine a reasonable, yet aggressive, mandatory minimum energy performance target for the project.

• Using natural ventilation.

• Maximizingdaylightingopportunities

• Reviewing possible heat recovery from the adjacent ice rink.

• Implementing heat recovery from mechanical ventilation systems.

• Installinglowwateruseplumbingfixtures.

• Integrating HVAC and lighting control systems.

• Reviewing a ground source heat pump system for heating, cooling, and preheating domestic hot water. Heat pumps could also possibly recover useful heat from server and equipment rooms.

• Supplementing a ground source heat pump system with high efficiencycondensingboilers.
