EHSA offers both consulting and project management services to healthcare industry

clients. Essentially, these services are relevant to existing healthcare or green field

projects and encompass Nursing dynamics, Standards, Policies and Procedures,

Controls and Systems, CAPEX medical & Non-medical - Budgeting, cost accounting,

planning,specification,procurement and commissioning. EHSA has successfully

completed 31 healthcare projects throughout Africa and has consulted in the following

facets: Emergency Medical Services( equipping of Basic, Advanced , Air Ambulances

and Mining Proto-teams) Primary Healthcare (including mobile, fixed and containerized

clinics), Acute (Public, Private, NGO and Specialized), Academic hospitals (Public &

Private) and Triple P projects (Public-Private Partnerships).

Our objective is to facilitate and ensure the delivery of comprehensive, cost effective and

integrated, healthcare, appropriate to the prevailing needs of the surrounding

community, in partnership with all the relevant stakeholders. In achieving its objectives,

EHSA utilises its employees` medical background and expertise to achieve a high

standard of proficiency and success.

As a consultancy-based company, EHSA not only provides expertise based on

extensive experience as healthcare professionals, but is also able to maintain an

impartial approach in the evaluation of the clients needs. EHSA can,therefore, utilise

associate specialists in meeting a broad spectrum of requirements.

DYNAMICS, HOSPITAL COMMISSIONING

Maureen is a founder member of EHSA with 40 years experience in the Healthcare

Industry. She holds several Nursing Diplomas from Johannesburg Hospital, namely a

Diploma in General Nursing and Midwifery and a Diploma in Intensive Nursing

Science.She was employed as a student nurse in 1975 and worked her way through the

ranks as a Junior Sister, Senior Sister and ended her nursing career as a Chief

Professional Nurse (Senior Matron) in the Intensive Care Units. During her time in the

Surgical Intensive Care Unit, she was actively involved in flying for the “Flight for Life” Air

Ambulance Service.

On account of her specialized experience, she was invited to deliver research papers on

various aspects of Intensive Care at a number of Medical Congresses. She also

qualified as an Emergency Medical Assistant in 1993. She has since extensively

researched the needs of the Health Care Industry.

Maureen has proven herself by successfully Project managing 31 Health Care projects

in Africa.

Phase 2 – Facility Planning

A. Functional Brief

Planning in this context refers to the early stage of design development where the scope

of the project is still fluid. It is critical at this stage to cement the model of care to be

delivered at the facility. The deliverable will be a functional brief detailing the model of care

to be provided, incorporating the following breakdown for each Health Planning Unit, both in

clinical and support services:

c) Functional relationships

d) Operational Policies

e) Design Requirements

f) Schedule of Accommodation

B. Patient Journey

The patient journey will be planned along the different patient pathways to be undertaken

i.e.

C. Design Review

The architectural plans will be work-shopped and reviewed within the context of design

objectives and legal requirements including access, flows, processes and level of

services to be provided; clinical, non-clinical and support.

Phase 3 – Pre-Procurement

“Pre-procurement” is the process that mirrors the detail development of the physical plan

by the architect. During this process, the equipment, furniture, fittings and soft

furnishings, required in each room are considered and discussed with user departments

as well as the design team and then annotated. The final product of this phase is room

data sheets, designating the room, detailing equipment type and specification and the

building services required for the optimal functioning of the devices. This data is also

made available in the form of a procurement list with specifications in order to advance to

the procurement phase. The budget is re-planned and reworked, taking cognizance of

end-user requirements.

EHSA’s contribution at this stage is through the deliberation of the mix of services

proposed, the layouts of individual departments and the impact that these decisions

would have on Equipment and Equipment Cost. Consideration of inter-departmental

reliance on technology, the analysis of clinical requirements and the interfacing of Health

Technology Systems with other systems is also applicable. This planning is within the

concept of the patient journey.

Phase 4- Procurement

“Procurement” involves the process of utilizing the detailed procurement list generated

in Phase 2 and then managing the actual procurement process. This involves the

finalization of request for quotation (RFQ) documentation, the distribution of the RFQ

documents, the receipt of proposals as well as the analysis, adjudication and selection

of equipment. All of these are tailored towards the requirement or protocols of the client.

The deliverable of this phase is the confirmation of orders and awarding of contracts. A

procurement management process will be detailed. Procurement will be done on behalf

of the client and contracted accordingly.

Phase 5 - Commissioning

“Commissioning” involves verification of delivery and placing the items procured during

phase 3 in the facility, ready for use by the end user. The commissioning process

includes planning, delivery scheduling, receiving of equipment delivered as per official

order and acceptance testing. It will also include the facilitation of initial user training

and exit strategy as per client needs. The deliverable of this phase is the handover of

the Healthcare Facility with all equipment checked and ready for use. All equipment will

be included in an asset register, detailing item, description, purchase order number,

category, allocation, and cost per item, supplier and serial numbers where applicable.

Extended warrantee and service level agreements will be presented to the client for

action.
