Introduction

This section provides an overview of state-owned assets in relation to high risk hazard areas using a macro approach to ascertain the extent of vulnerability for state-owned and critical assets in North Carolina on a county-by-county basis. 2013 Plan Update

The North Carolina State Property Office provided an updated list of state-owned structures effective January 1, 2013. This is the same source of data used for the first three editions of the state 322 plan. The previous list identified 11,196 structures; the current list identifies 11,986 structures. The State of North Carolina self-insures many structures and based on available data, no significant changes in risk have been identified by NCEM or the NC Center for Geographic Information Analysis. The process used in 2004, 2007 and 2010 for the first three assessments of state owned assets has been deemed sufficient for this update. Identification and assessment of Critical State Owned or Operated Assets continues below.

Methodology

The following methodology was used to (1) calculate the dollar value exposure of state-owned assets; and (2) determine the vulnerability of state-owned assets to identified hazards.

In order to calculate the exposure of state-owned assets, the first step was to acquire the most up-to-date state-owned building inventory from the North Carolina State Property Office (updated in January 1, 2013). This inventory includes the identification of 11, 968 structures such as buildings, service trailers, storage sheds, picnic shelters, restrooms,

pump houses and other structures. The database on state-owned buildings includes important attribute information for most assets including number of buildings, square footage, acquisition and construction costs, and insured property values. Building contents values are not expressed in the most current spreadsheet of properties. In order to reduce the list to a manageable size, facilities deemed critical are identified only once, regardless of the number of buildings for the site. A column in the final spreadsheet shows the actual number of buildings for each site. Each facility was assigned an identification number 1-18 based on the 18 Critical Infrastructure Classifications of the US Department of Homeland Security. 10 Distinct types of facilities from the list are recognized and include the following categories: 1) Agricultural Facilities, 2) Information Technology, 3) Communications, 4) Government facilities, 5) Monuments and Icons, 6) Transportation Facilities, 7) Emergency Services; 8) Health Care, 9) Nuclear Facilities (redacted for reasons of national security), 10) Commercial Facilities. County totals for number of facilities, buildings, and building value are represented. Since information was not available to allow site by site investigation, the total exposure of the critical facilities for each county is expressed by comparing the total number of facilities and their cost to the overall hazard score assigned to the particular county in the Risk Assessment Appendix A of this document. Table 7-1 lists the total exposure for state-owned buildings on a county-by-county basis in terms of the attribute information listed above. According to the database, total statewide exposure to 9,321 state-owned facilities in terms of insured property value is $24,594,130,240.

The highest concentration of exposure for state-owned buildings is located in Wake County, with more than $4.85 billion in insured building values (more than 25% of all state-owned buildings). Orange County is ranked first in terms of building exposure with around $5 billion in insured building values, most of which are located at the University of North Carolina at Chapel Hill. Figure 7-1 illustrates total exposure of state-owned buildings, as listed in Table 7-1.

The next step in determining the total exposure of state-owned assets was to add in the total value of state-owned transportation systems to total exposure values of state-owned buildings. Transportation systems include highway segments, bridges and tunnels; railway segments, bridges, and facilities; bus facilities; port facilities; ferry facilities, airport facilities; and runway facilities. During the 2010 update, Utility Systems to include potable water facilities, oil systems facilities, natural gas facilities, and electric power facilities were included in this valuation, even though they are not state owned. Since utility data is also difficult to collect given the number of private sector utilities operating in the state, this data was excluded from the 2013 update. Using data provided by the North Carolina State Property Office and HAZUS-MH, FEMA’s loss estimation software tool, the planning team determined the total statewide exposure for critical assets is nearly $148 billion.

The highest concentration of state-owned transportation system value is associated with the highway segments category, which accounts for a majority of the total transportation system value. Overall, eleven counties contain 2 percent or more of the total exposure of state transportation system facilities (in terms of dollar value), including Buncombe, Carteret, Cumberland, Forsyth, Guilford, Johnston, Mecklenburg, Nash, Robeson, Wake, Counties. These eleven counties account for nearly 25 percent of the total exposure of state transportation infrastructure, whereas during the 2010 update, only 5 counties contained more than 2 percent of the total state transportation exposure.

The highest concentration of exposure for all state-owned assets (including building and transportation systems) is located in Wake, Mecklenburg, Orange, and Guilford Counties. Figure 7-2 illustrates total exposure of state-owned assets by county.

Exposure of State Owned or Maintained Critical Facilities

The state property office (NC DOA) identifies 11,968 state-owned or operated buildings in North Carolina. By and large, the local HM plans in NC do not provide a standardized assessment of specific critical public facilities

NCEM Hazard Mitigation staff reviewed the entire property list during the 2013 update and compared the building descriptions to the 18 Critical Infrastructure and Key Resource Sectors identified by the US Department of Homeland Security. The 18 CIKR’s are:

Based on comparison of the description in the list of state owned/maintained properties, there are no state owned or maintained dams, postal/shipping facilities, banking/finance facilities, defense industrial base facilities, chemical facilities, or critical manufacturing facilities or water facilities identified. Facilities identified on the state property office list that do not fit into one of the remaining nine sectors were eliminated from consideration as “critical public facilities.” Eliminated facilities include such structures as picnic shelters, camp cabins and agricultural or equipment storage shelters/shed. Multiple structures on the 17 state university campuses and at other facilities were considered as single structures for analysis purposes. Staff reviewed the remaining list and categorized the properties based on the Building Asset Name provided by NCDOA and identified 703 State Owned or Operated Critical Facilities containing 9,359, Structures as follows:

In order to establish relative risk for the 428 critical facilities, the list was sorted by county location and compared with the state COMPISTE HAZARD SCORE (see Risk Assessment Appendix A fig 4-1 Hazard Score Composite By County)

The attached spreadsheet identifies the CIKR to which the facility is attributed with a number designation 1 thru 10, a description of the facility, address, city and county and the composite hazard score for the county in which the facility is located. A more detailed assessment of the risk can be made by looking at the individual hazard scores for the county in which the facility is located (see Appendix A sections 2 and 3)

State-Owned Facilities Analysis By Hazard

During the 2013 update, the methodology for assessing the vulnerability of state owned facilities to each of the hazards was changed. For the 2013 update, we carried out an analysis that was similar to that carried out in Appendix A6. Based on the count of the number of state owned facilities and each county’s relative risk to each hazard outlined in Appendices A2 and A3, the state owned facility vulnerability was calculated. The breaks between tiers in each of the maps below were determined in ArcGIS using the natural (Jenks) breaks that were automatically applied when the data was brought into the model for mapping. It also must be noted that the analyses that were performed in the 2010 update were somewhat haphazardly done on a mix of hazards and sub-hazards. During the 2013 update, the planning team determined that the nine major hazards were the most important to evaluate and, for the sake of consistency, only these nine hazards were analyzed in terms of state owned critical facility vulnerability.

Flood

Coastal counties in the state with high numbers of state owned critical facilities are those with the highest flood vulnerability for state owned critical facilities (Figure 7-3). Interestingly, the counties in the highest tier often follow the course of major rivers in the eastern part of the state as those basins drain into the Atlantic Ocean.

During the 2013 update, it was determined that information concerning an estimation of the location and dollar value of flood-vulnerable state owned critical facilities by county would not be available in time for the completion of this update. Therefore, annualized flood loss estimates in terms of state owned critical facilities could not be calculated and Table 7-3 became irrelevant. As such, this table was removed during the 2013 update..

Earthquake

Although most counties in North Carolina face, at worst, a moderate risk of being impacted by an earthquake, it is still important to note the vulnerabilities of critical facilities in the state to this hazard. As demonstrated in Figure 7-4, counties in the western part of the state tend to have a higher vulnerability score for critical facilities in terms of the earthquake hazard.

Hurricane/Coastal Hazard

As would be expected, counties in the eastern part of North Carolina have been determined to have a higher state owned critical facility vulnerability to hurricanes than those in the west (Figure 7-5).

Severe Winter Weather

Counties in the western and northwest Piedmont have the highest state owned critical facility vulnerability across the state (Figure 7-6). Notably, several counties in the eastern Piedmont also received high scores due to their high number of state owned critical facilities.

Wildfire

State owned critical facility vulnerability to wildfire is widespread throughout the state (Figure 7-7). At least some counties in the all parts of the state demonstrate a significant state owned critical facility vulnerability. Many of these high scoring counties are more rural than high scoring counties for other hazards since larger tracts of forest land located in a county can lead to higher likelihood of wildfire.

Dam Failure

Counties with the highest state owned critical facility vulnerability to dam failure tend to be those with the highest number of high hazard dams located in that county (Figure 7-8).

Note: Dam failure hazards have not been spatially identified in North Carolina in terms of dam failure inundation zones. Since point locations for high hazard dams are available this information was matched with the location of state-owned buildings or facilities that are potentially at-risk to dam failure. North Carolina Emergency Management continues to coordinate with the Department of Environment and Natural Resources, Division of Land Resources to determine how and when meaningful data on dam failure inundation hazard areas may be developed, but this information is unknown at this time and will likely depend on future state and/or federal funding availability for dam failure hazard mapping.

Drought

Since the likelihood and severity of drought is roughly the same throughout the state, the state owned critical facility vulnerability is mainly driven by the number of state owned critical facilities located in each county (Figure 7-9. As such, it is noteworthy that county like Wake and Orange have the highest level of state owned critical facility vulnerability to drought.

Geological

Due to the variety of geological hazards that can impact the state, there is not particular area that shows significantly higher state owned critical facility vulnerability (Figure 7-10). However, generally counties in the western part of the state seem to score slightly higher on the overall geological state owned critical facility vulnerability.

Tornado/Thunderstorm

As the map below shows, counties in the central and eastern part of the state exhibit the highest state owned critical facility vulnerability to the tornado/thunderstorm hazard (Figure 7-11). This is driven mainly by the much higher likelihood that counties in these areas of the state will experience tornadoes.

State-Owned Assets Estimates of Potential Losses by Hazard

In order to estimate potential losses to state-owned assets, “worst case scenario” results were produced to show the maximum potential extent of damages for those hazards. It is understood that any smaller events that could occur would likely create fewer losses than those calculated here. The determinations presented in this section with regard to vulnerability were developed using best available data, and the methodologies applied have resulted in an approximation of risk.

For the hazards of Earthquake, Hurricanes and Coastal Hazards, Severe Winter Weather, Drought, and Tornado/Thunderstorm, all state-owned assets are considered to be at risk. In a worst-case scenario event for each of these hazards, it is assumed that all state-owned assets would be impacted and may incur substantial damage, or losses equal to or exceeding 50 percent of the exposed value. Thus, potential state-owned buildings losses are estimated at around $11.5 billion and transportation system losses are estimated at $62.5 for total potential losses to state-owned assets estimated at $74 billion. As specific state-owned asset location information as well as specific hazard location data becomes available, future plan updates may explore vulnerability and potential losses due to these hazards in more detail.

It is difficult to estimate potential losses for site-specific hazards such as Flood, Wildfire, Dam Failure, and Geological Hazards because vulnerability and potential losses depend on the specific location of each facility in relation to the hazard area, and such data is not currently available. Only a small percentage of state-owned assets are likely to be located in these specific hazard areas, thus only a small percentage of the total exposure of these assets may experience losses due to these hazards. As specific state-owned asset location information as well as specific hazard location data becomes available, future plan updates may explore vulnerability and potential losses due to these hazards in more detail.

Conclusion

In terms of total exposure of state-owned assets by hazard, all state-owned assets in North Carolina, valued at around $148 billion, are exposed to many of the major hazards that affect the state. These exposure estimates, used to calculate exposure of state-owned assets for each hazard as identified in this section, were determined using data provided by the North Carolina State Property Office and in using HAZUS-MH, FEMA’s loss estimation software tool.
