SCOPE AND CONTENT NOTE

The Department of Institutions was created in 1923 for the purpose of administering prisons, reformatories, orphanages, mental hospitals, and schools for the handicapped were shifted to the newly created Department of Mental Health in 1953. Records generally include commissioners’ correspondence, inventories, financial records, monthly reports, and various miscellaneous records. An index to correspondents can be found in this finding aid following Box 14. In addition to routine administrative affairs, prison reform and politics attracted considerable attention from various commissioners. Economic and political battles were fought over the dominance and eventual decline of institutional industries. Scandals involving inadequate facilities, prison drug rings, and mistreatment of the insane frequently erupted. A constant struggle among institutions for more funds and more statewide support marked the tenure of every commissioner. Information on early institution records can be found in Record Groups 8, 9, 12 and 13.
