Item 1.1 for Alternative Fuel

Special Requirement for providers of Alternative Fuel Vehicles (AFV)

1. AFV provider must be licensed by the State of North Carolina to do business in the State.

2. AFV provider must be either a licensed Small Volume Manufacturer, a licensed franchised dealer of AFV products, or a NHTSA registered Vehicle Manufacturer, part 565 and part 566 compliant. Requirements for Bid, as stated elsewhere in this document are superseded.

3. Alternative Fuel Vehicles must provide a statement of compliance with FMVSS requirements where applicable. Bids invoking section 555 (Temporary Exemptions from Motor Vehicle Safety Standards) will not be accepted.

4. All AFV providers must provide compliance with the Environmental Protection Agency (EPA) Memo 1A, and Section 203(a)(3) of the Clean Air Act or compliance with appropriate sections of the Code of Federal Regulations (40 CFR Parts 85 through 88) also known as a “Certificate of Conformity” for the model year being solicited. The only exception will be pure battery electric vehicles, as long as the AFV provider meets all the other requirement of this section.

IV. WARRANTY

The manufacturer warrants to the owner that all equipment furnished under this specification will be new, of good material and workmanship, and agrees to replace promptly any part or parts which by reason of defective material or workmanship shall fail under normal use, free of negligence or accident, for a minimum period of 36 months from the date put in operation.

V. SERVICE, PARTS, AND MANUALS

Operator's manuals, shop manuals, parts books and warranty details shall be furnished as specified in the Invitation for Bids.

VI. ACCEPTANCE EVALUATION AND QUALITY ASSURANCE

Upon receipt of each vehicle at the receiving point the purchaser or his authorized representative may arrange for an acceptance inspection for compliance with the provisions of this specification.

VII. DELIVERY AND PAYMENT

Delivery of and payment for vehicles under this specification shall be in accordance with the terms and conditions of the Invitation for Bids. The contractor shall be responsible for any protection required to insure delivery in an undamaged condition.
