1.1 Introduction:
In accordance with international conventions approved by the International Civil Aviation
Organization (ICAO) and signed by the State of Kuwait and in line with the Security Annex 17 of
the Chicago Convention and Security Manual 8973, in accordance with Standard practices (3.4.1)
(3.4.2) (3.4.3), which provides that persons carrying out security controls shall be subject to
adequate training, and the updating of appropriate records on them and shall ensure that such
persons are subject to the requirement of the National Civil Aviation Security Program (NCASP)
and the National Civil Aviation Security Quality Control Program (NCASQCP) and National Civil
Aviation Training Program (NCATP). The DGCA/CASD has laid down the foundations and
standards for the certification of civil aviation security personnel, the approval of aviation security
centers and the adoption of security programs.
1.2 Selection, appointing, training and certification of security personnel implementing
security at airports:
The modernization of detection equipment by the State without addressing the additional training of
the human element would result in inefficiencies and could eventually lead to failure to prevent an
act of unlawful interference, and therefore the recruitment, testing, training and certification of
security personnel should always be considered.
Standard Practice (3.4.1): Security authority shall ensure that the persons implementing security
controls are subject to background checks and selection procedures.
Standard Practice (3.4.2): Each Contracting State shall ensure that the persons implementing
security controls possess all competencies required to perform their duties and are appropriately
trained according to the requirements of the national civil aviation security program and that
appropriate records are maintained up to date. Relevant standards of performance shall be
established and initial and periodic assessments shall be introduced to maintain those standards.

1.2.2 Selection by a detailed test of job characteristics with regard to mission requirements,
knowledge, abilities and skills tests the staff or operator assigns a comprehensive
training program to all security personnel before performing any aviation security duties
and includes training on:
a) Nature of duty
b) Sob obligations and responsibilities
c) Study of international legislation and national
d) Laws governing aviation security
e) Practical courses on different methods of different security equipment
f) Security management courses
g) Security awareness courses
h) Training in the workplace under direct supervision of the security inspection methodology
i) Security inspection of persons, passengers and their baggage
j) Identify prohibited items and dangerous goods
k) Use of explosive test detection systems
l) Legal authorities for inspector and security personnel
m) Airport access permit system.
n) Objectives, organization and introduction of the national civil aviation security program

Standard Practice (3.4.2): Each Contracting State shall ensure that the persons implementing
security controls possess all competencies required to perform their duties and are appropriately
trained according to the requirements of the national civil aviation security program and that
appropriate records are maintained up to date. Relevant standards of performance shall be
established and initial and periodic assessments shall be introduced to maintain those standards.
Standard Practice (3.4.3): Security authority shall ensure that the persons carrying out screening
operations are certified according to the requirements of the national civil aviation security program
to ensure that performance standards are consistently and reliably achieved.
1.2.3 The entity responsible for the implementation of the security measures inside Kuwait
International Airport (KIA) is the Ministry of the Interior (M01) or a third party approved by
the Directorate General of Civil Aviation (DGCA) and the approval and supervision of MO’.
After completing all the requirements and conditions for security staff certification, the
Directorate General of Civil Aviation (DGCA) / Civil Aviation Security Department
(CASeD), which in turn reviews and issues the required certificate and maintains detailed
records of each aviation security officer who is certified to practice civil aviation security
within Kuwait International Airport.

1.5 Certification of Aviation Security Instructor
1.5.1 Education Qualifications and Experiences:
Any university qualifications or diplomas preferably in the fields of military study Aviation
Engineering, security, protection or any similar disciplines related to civil aviation in general and the

1.5.4 AVSEC Instructor Certification:
a) After all the requirements and qualifications received have been fulfilled, the employer to
which the person is applying shall apply for a certificate that has been filled in according
to the attached form through his sponsors to which it applies.
b) Civil Aviation Security Department (CASeD) of the Directorate General of Civil Aviation
(DGCA) shall review the application, which a certificate for practicing a profession shall
be issued as a Civil Aviation Security Instructor.
c) The certificate renewal process shall be valid for two years.
d) For re-certification, the certified instructor shall deliver a minimum of 2 Aviation Security
Training per year, if not, he shall be subjected to full or specially designed Re-fresher
training and the evidence that the instructor has conducted 2 AVSEC courses per a year.
1.5.5 Exemption:
Except for experts and approved instructors by the International Civil Aviation Organization
(ICAO) and approved instructors by another Contracting States, provided that documents are
submitted to the DGCA/CASeD prior to the training for approval.

1.6 Certification of the National Airline Security Manager / Air Cargo Security Manager /
Airport Security Manager
1.6.1 Education Qualifications and Experience:
Any university qualifications or diplomas preferably in the fields of military study Aviation Engineering,
security, protection or any similar disciplines related to civil aviation in general and the security of civil
aviation in particular and with at least three years experience in aviation field.
1.6.2 Knowledge:
Knowledge of international legislation in the field of aviation security, the most important of which

1.8 Certification of X-ray Screener
1.8.1 Qualifications:
Shall have a minimum of one year experience in Aviation Security.
1) Airport Screeners shall be physical attribute, emotionally stable and mental state of health to
be able to perform their duties to an adequate standard.
a) High School as a minimum.
b) Certificate of medical fitness for hearing and sight / certificate of color.
2) Perception suitable for operating color x-ray equipment and checking color coded periods:
a) X-Ray equipment training course (Basic ASTP123 — Basic Training Course)
b) On-Job Training (OJT).
3) An ability to recognize objects highlighted by X-Ray Screening.
1.8.2 Training and Qualification:
a) Basic Aviation Security Course
b) Specific specialty course on the X-ray security equipment

1.9 Required Documents
1.9.1 Documents to be submitted by the Applicant:
a) Official cover up letter
b) Copy of the Civil ID
c) Filling the form DGCA /CASeD Form 2300
d) Copy of certificates and qualifications
e) Two photos measuring 3" x 2" with a blue background
f) Copy of valid passport.
1.9.2 Sequence and Details of Certification Work Steps:
a) The applicant fills out the applicable form through the official website of the Directorate
General of Civil Aviation (https://vvww.dgca.gov.kw).
b) Civil Aviation Security Department of the Directorate General of Civil Aviation shall:
Review the application and verify the required documents.
c) The applicant shall pay the assigned fees (governmental bodies and authorities shall be
exempted from fees).
d) If the applicant satisfies all the requirements and criteria laid down in the guidance
material and national requirements, Civil Aviation Security Department issues the
certificate accordingly.
e) Hand out the certificate to applicant. The certificate is valid for two years.

2.1 Approval of Civil Aviation Security Institute / Center
2.1.1 Documentation and Information to be submitted by the Applicant:
a) Initial Application Form (DGCA/CASeD Form 2301)
b) Submit attachments attached to the application form indicating the names, addresses and
qualifications of the managers, instructor, and employees who will occupy the
administrative positions in the company, indicating that he has sufficient number of
qualified staff for administrative positions, describing and specifying the responsibilities
and obligation in each suitable person for administrative and managerial positions.
c) Provide a list of Aviation Security Training standard packages (ASTPs) and, relative
documents and programs.
d) A list of trainers' names, qualifications and certificates.
e) Types of courses to be trained.
f) Any other information requested by the Authority.
g) Submit the application (DGCA/CASeD Form 2301) stating all the required information
and signed by the applicant or the official commissioner who will follow the approval
process.
h) The applicant signs affidavit stating that all information and documents provided are
correct and accurate.
2.1.2 Sequence and Details of Stages of Work:
a The founders of the Institute shall submit the initial application.
b) Receipt of the initial application from the founders of the Institute.
c) Preliminary assessment by Civil Aviation Security Department of the Directorate General
of Civil Aviation for the project and guidance material.
d) If the initial application is accepted, the operator is required to submit the formal
application.
e) The operator shall submit the request in accordance with the required attachments.
f) Civil Aviation Security Department shall start the approval process by reviewing the
documents.
g) The Department shall set an inspection date of the facility.
h) An official letter is issued by the Directorate General of Civil Aviation to issue an
operating certificate as specified in the instructions if the operator's application is
matching the condition.
i) An official letter is issued by the Directorate General of Civil Aviation issuing a
temporary operating approval and conditional on the correction in case the operator's
application is in compliance with some deficiencies.
j) The approved applicant cannot obtain the certificate, unless the charges and fees are paid.

2.1.3 Time Required for an Aviation Security Institute / Center Approval:
The time required to obtain the approval of the Institute or the Center 90 days after submission and
completion of the requirements of the official application.
