The Office of Criminal Conflict and Civil Regional Counsel was created by the legislature in 2007 to handle criminal cases that the public defender was unable to handle due to conflict The Office was also given primary responsibility for representing parents in dependency cases for those who could not afford it

There are 5 Regional Counsels and the regions coincide with the 5 District Court of Appeals Regions The 1st Regions offices are comprised of 14 locations throughout the 32 counties that make up the 1st DCA region and the 6 judicial circuits within that region There are 77 full time employees Of those 10 handle solely dependency and TPR cases They have a total of 1001 cases currently for an average of about 100 cases per attorney 16 attorneys handle a combination of cases in addition to dependency and TPR cases that include but are not limited to criminal delinquency guardianship and mental health Currently they have a total of 1709 cases (1022 of which are dependency) for an average of 107 cases per attorney

Attorneys hired for dependency typically have a minimum of 5 years experience Attorneys are sent to trainings one or two times per year that is either the dependency summit or parent attorney representation training that is sponsored by Regional Counsel Tony Ryan in the 4th DCA Region There are several other dependency trainings that attorneys are encouraged to view or attend including those available through the GAL program and throughjaxccrorg Board Certification is encouraged and incentives for such certification is being considered RC 1 currently employs three board certified attorneys in juvenile law

RC 1 has a total due process appropriation of $795349 This budget must cover all types of cases including capital cases criminal appeals juvenile and death penalty re-sentencings and dependency RC 1 employs 8 full time and one part time investigator They are assigned to both criminal and dependency cases RC 1 does not employ social workers for dependency cases
