THE TRAINING & CERTIFICATION PROGRAM
This is the State of Florida’s first training and certification program for Florida public purchasing professionals.
There are two parts to the program: Training Certification
PART ONE, TRAINING
Two aspects to the training:1. First, training in general public
purchasing principles and processes, applicable to most state and local government purchasing programs, and,
2. Training in the specific statutes, rules and policies that govern public purchasing in the State of Florida.
PART TWO, CERTIFICATION
Second, certification to encourage and recognize the professional development and service provided by Florida purchasing professionals who complete these programs
WHO CAN PARTICIPATE:TRAINEES State Purchasing Professionals Other State personnel including, but
not limited to, contract managers, contract administrators, and attorneys.
Training is optional for political subdivision personnel, who are responsible for compliance with local ordinances, rules and policies which may differ from state requirements.

FLORIDA CERTIFIED PURCHASING MANAGER - FCPM
FCPM certification requires CPPB or CPPO certification Completion of the Public Purchasing in
Florida seminar And a minimum of three years
experience in a full time purchasing position for the State of Florida or one of its political subdivisions, of which at least one year must be in a Florida public purchasing management position.
FLORIDA CERTIFIED CONTRACT MANAGER - FCCM
FCCM certification requires Completion of the NIGP Contract
Administration seminar Completion of the Contract Management in
Florida and Best Practices in Grant & Contract Management in Florida seminar
And either twelve months experience in a full time purchasing position for the State of Florida or one of its political subdivisions, or twelve months cumulative experience managing one or more contracts for a Florida state agency or political subdivision.
FLORIDA CERTIFIED CONTRACT NEGOTIATOR - FCCN
FCCN certification requires Completion of the NIGP General
Public Procurement or Sourcing in the Public Sector seminar
Completion of the Negotiation Strategies & Techniques seminar
Completion of the Negotiation in Florida seminar (continued)
FLORIDA CERTIFIED NEGOTIATOR - FCCN A minimum of twelve months experience
in a full time purchasing position, contract manager or monitor, attorney or an employee whose job description lists at least 50% of their job is negotiating contracts for the State of Florida or one of its political subdivisions.
And leading a team through at least one procurement through negotiation or serving on three such teams.
Negotiator Requirements (cf. SB 2518)
Section 1 amends 287.057: For any negotiated contract exceeding $1 million in any fiscal year, one of the negotiators must be a DMS certified contract negotiator.
For any negotiator contract exceeding $10 million in any FY, one of the negotiators must be certified by the Project Management Institute as a PMP.
These qualifications could reside in 1 person THIS APPLIES TO ALL ITNs, NOT JUST
OUTSOURCING.
PMP Requirements – 1st Schedule
High School Diploma, Associate’s degree or global equivalent
Minimum 5 years/60 months unique non-overlapping professional project management experience during which at least 7500 hours are spent leading and directing project tasks
35 contact hours of formal educational
PMP Requirements – 2nd Schedule
Bachelor’s degree or global equivalent Minimum 3 years/36 months unique
non-overlapping professional project management experience during which at least 4,500 hours are spent leading and directing project tasks
35 contact hours of formal education
