FirstNet Award…
Has not happened yet. Had been publicized as planning to
occur around November 1st, but it has been delayed.
How long? We don’t know. NY has no control over this Federal
process.
Does it affect the State Plan schedule? We don’t know (yet).

State Plan Evaluation Process
We have been developing a State Plan evaluation process.
• Core group of SME to evaluate entire plan
• Regional Meetings with stakeholders for input
• 90 days total time from FirstNet delivery of Final State Plan
to Governor’s decision
When this will occur is dependent on FirstNet’s schedule.

SLIGP 2.0
• NTIA announced a new grant concept, SLIGP 2.0
• Current SLIGP grants end around 01/2018. Might be right
around/just after State Plan decision
• NTIA concept is to use unexpended funds to issue a new
grant opportunity in 2017, which would start right as current
SLIGP (1.0) ends – allowing uninterrupted outreach and
planning.
• Still a few months away from anything concrete.

Next PSBB WG Meeting
Was planning to hold it after award – to discuss award and
impacts.
But given the delays, we may schedule one (WebEx)
regardless of award date…discuss evaluation process to get
comments.

Activities • 155.205 – add to EMS naming guideline as NYMED205.
• Would be for the next Board meeting
• Review existing guidelines and determine if any updates or
corrections are needed.
• Reminder: National Interoperability Repeaters must be OFF
when not in active IO use.
• Reminder: Base/Repeater stations must be licensed in all
cases!
• Only mobiles and portables are licensed by rule.

o Per statutory amendments in 2011 $102 Million dedicated for further development of statewide interoperable
communications for public safety – SICG (Statewide Interoperable
Communications Grant) - $80.3 million reimbursed
$9 Million (PSAP 2012) dedicated for proposals related to Public Safety
Answering Points (PSAP) operations – PSAP 2012 Grant - $8.6 million
reimbursed
$9 Million PSAP 2013 Grant - $7.7 million reimbursed
