1. Call to Order:Vice Chairperson Sherman Warner called the meeting to order at 10:32 a.m.

2. Approval of the Agenda:A motion to approve the agenda was made by Clyde Sakamoto and seconded by Nalani Brun. The motion toapprove the agenda was approved unanimously.

3. Statement from the Public:No written or oral public testimony was submitted or offered.

4. Approval of Minutes of the Board Meeting Held on May 20, 2020:A motion to approve the minutes of the Board meeting held on May 20, 2020 was made by Nalani Brun andseconded by Ronald Michioka. The motion to approve the minutes was approved unanimously.

5. New/Continuing Business for Discussion and/or Action:

5.a Recommendation of FY21 Artists in the Schools:A motion to approve the FY21 Artists in the Schools recommendations for FY21 was made by Karen T.Polivka and seconded by Ronald Michioka. The motion was approved unanimously.

5.b. Recommendation of Distribution of CARES Act. Funds:A motion to approve the CARES Act fund distribution was made by Ronald Michioka and seconded by KarenT. Polivka. The motion was approved unanimously.

5.c. Art Advisory Committee Nominations: Women’s Community Correctional Center:A motion to approve Art Advisory Committee members for the Women’s Community Correctional Center wasmade by Nalani Brun and seconded by Ronald Michioka. The motion was approved unanimously.

5.d. Art Advisory Committee Nominations: Kapiolani Community College:A motion to approve Art Advisory Committee members for the Kapiolani Community College was made byClyde Sakamoto and seconded by Karen T. Polivka. The motion was approved unanimously.

5.e. Filipino Veterans of World War II – Contract Amendment:Artist Kelley Hestir is requesting an additional $83,270 for the Filipino Veterans World War II CWA project atthe Waipahu Public Library. The additional funds would be used to increase the size of the four bronze soldiersculptures from 6’ tall to 7’. The funds would also allow for site amelioration including landscaping, coloredwalkway, and lighting. A motion to approve a contract amendment increasing the scale of the monument andthe budget by the requested amount for the Filipino Veterans of World War II monument contract with artistKelly Hestir was made by Jane Clement and seconded by Karen T. Polivka. The motion was approvedunanimously.

5.f. Daniel K. Inouye International Airport, Mauka Terminal Contract Amendment:Artist Sean Browne is requesting an additional $34,000 to create a stone sculpture for the Daniel K. InouyeInternational Airport, Mauka Terminal. The additional funds would be used to increase the size of the sculpturefrom 8’ to 9’. A motion to approve a contract amendment increasing the budget by the requested amount for astone sculpture by Sean Browne at the Daniel K. Inouye International Airport, Mauka Terminal was made byJane Clement and Karen T. Polivka. The motion was approved unanimously.

5.g. Discussion and or Action regarding FY21 Budget:A motion to approve the budget as presented was made by Karen T. Polivka and seconded by Clyde Sakamoto.The motion was approved unanimously.

6. Purchase and Gift Recommendations for the Art in Public Places:Recommendations for purchase were from the Gallery ‘Iolani / Virtual, Exhibition Title Fiber Hawai’i 2020 thattook place on April 3, 2020 and virtually on May 3, 2020.

A motion to approve the purchase and Gift Recommendations was made by Jane Clement and seconded by Karen T. Polivka. The motion was approved unanimously.

8.Announcements:Mr. Johnson announced opening of HiSAM on July 13, 2020. Implemented CDC guidelines pertaining to

9.Adjounment:Vice Chairperson Sherm Warner called for motion to close the meeting by Nalani Brun and seconded by ClydeSakamoto. The meeting adjourned the meeting at 10:44 a.m.

Painting Description:

My concept of poetic abstraction combines Sijo (a distinctive Korean poem format),

the Korean traditional color schemes of Oh Bang Saeg and Oh Gan Saeg, and the

concept of Han (the Korean interpretation of a historically particular, innate bittersweet

sorrow emotion). To better understand the definition of Han and also new interpretations

of Han in modern Korean society, it is necessary to look into Korean history. The idea of

Han was developed from a long history of invasions into Korea from surrounding

countries. The current manifestation of Han in Korean people has changed to reflect

individual struggles rather than nationwide problems. I tried to embody Han on canvas

with the color white to represent yeo back ui mi, the beauty of blank and negative space.

My paintings are based on the Korean folktale metaphor, Yeoubi, which is a phenomenon

in nature usually called ‘sun showers’ in English. The subject matter of ‘rain’ is indicative

of the influence the various rain phenomena of Hawaiʻi has had on my artwork.

In Korean, the phenomenon known as ‘sun showers’, where rain is coming down while

the sun is still shining, is referred to as Yeoubi. Breaking the word down, Yeou means

‘fox’ and Bi means ‘rain.’ The origin of this name is from one of the traditional Korean

folktales depicting a bittersweet love, also called Yeoubi. In the story, a cloud fell in love

with a fox. However, this fox got married to a tiger, and this happened on a day when the

sun was shining brightly. When the cloud saw the fox’s wedding, he cried for he could not

marry the fox himself and was thus left with his unrequited love. The cloud’s teardrops

then turned into rain in the human world, however, it was still a clear, cloudless day. The

cloud quickly stopped crying, however, because he soon hoped the fox would have a

bright future, even if it were without him. This story then spawned the concept of Yeoubi,

a short sun shower.

The painting, Yeon U [Fig.5], a misty foggy rain, mainly consists of dark Oh Gan

Saeg colors such as dark purple, green, and orange. The combination of three dark colors

is inspired by the post-sunset dark sky of Hawaiʻi, in the moments right before it becomes

a dark navy night sky. On the bottom, there are smooth curved lines in an earthy dark

purple. These depict the splashes and ripples made by rain on rivers or oceans. With

those lines and dark colors, I depict the moment in which the cloud in the story disgorges

its negative emotions. The cloud became calm after crying, but the scars left in the mind

remained. On the edge of the right side of the middle, there is a white dash, which appears

to be shining when the viewer looks from far away; however, it becomes a matte surface

when one looks closer. I wanted to depict the white-gray clouds, which shine in the night

through the bright yet matte white. The matte surface depicts the dull reality and the

shining appearance depicts the shiny ideal while dealing with problems, which are

invisible to others. This is aptly described in a quote from Charlie Chaplin commonly used

in Korea: Life is a tragedy when seen in close-up, but a comedy in long shot. The dark

color combinations indicate the cloud’s personal struggles. However, I ultimately want to

deliver the positive message to the viewers expressing the light that comes at the end of

a struggle.

Briefly describe your approach in critiquing a work of art When taking in a work of art, the following aspects are important to me: Context – what is the (sub-)culture from which the work comes? Media – what is the technical and material scope of the work? How does the work relate to its genre(s)? Physical presence – what is the work’s optimal vantage point? Does it draw me in? Does it demand that I step back? Or both? Form – What is the visual vocabulary? How is the work attracting and repelling my vision? Semiotics – what is the subject matter? What associations can I make to the subject matter? Originality – what aspects have I never seen before? Does it surprise me? D. Briefly explain your experience in the visual arts in Hawaii as well as nationally and internationally. -- I was raised in Hawaii. -- I had a private art teacher from age 15-18. Her name was Regina Fierro and as a freelance artist she completed many private commissions on Oahu in the 1990s, including the relief sculptural elements in the historical renovation of the Hawaii Theatre. -- After earning my BFA on the mainland US, I returned to UHM for my MFA, learning under esteemed faculty, including: Patricia Hickman, Rick Mills, Fred Roster, Gaye Chan, Karen Kosasa, Charles Cohan, Allyn Bromley, Maile Andrade, Lew Andrews and John Wissnosky. -- I taught Art 101/ARTS 1000 in the UH system /HPU from 2007 – 2017. -- Duane Preble gave me my first set of art history slides to use when I first taught Art 101. -- I have an active studio practice and have shown locally contiguously since 2001. -- My first local exhibition was Artists of Hawaii, when it was still a juried exhibition. -- From 2008 – 2011 I was production assistant to Tim Bostock (Tim Bostock Productions), who produced many musical and theatrical performances. Tim Bostock Productions was a partner at the Arts At Marks Garage, and heavily involved in the Honolulu Arts District during that time. -- In 2015 I was selected as the 13th recipient of the Catherine E. B. Cox Award of Excellence in Visual arts by the Honolulu Museum of Art. -- National and International residencies awarded include: Haystack Mountain School of Craft Studio Residency (2018), Hangar Artist Residency, Lisbon, Portugal (2016), Waaw Art and Design Residency, Saint-Louis, Senegal (2015), Doubledogdare Studio Residency, Kauai, Hawaii (2012), CHHAAP Baroda Printmaking Studio Residency, Baroda, India (2011). -- My work was included in the Holland Paper Biennial at the Ryswyk Museum, Den Haag, Netherlands in 2008. -- I had a solo sculptural installation at the Florence Museum of Natural History and Zoology ‘La Specola’, in Italy (2009).

State Foundation on Culture and the Arts Arts Education Program

STAFF REQUEST September 16, 2020

REQUEST: Request Approval from the SFCA Board of Commissioners for: Arts Education Hybrid Professional Development for Teaching Artists and Classroom Teachers (AE PD) Grants recommendations for funding

We were looking for: • Hybrid (online/in person) Culturally Relevant and Culturally Inclusive Professional

Development for the Artistic Teaching Partners• Hybrid (online/in person) Professional Development to increase teaching artists knowledge

and skills to work with underrepresented populations• Hybrid (online/in person) Professional Development for teaching artists and/or classroom

teachers

This aligns with: • the NEA Goal for Learning• the SFCA Strategic Priority for K-12 Education• the ARTS FIRST Partners Strategic Plan Goal for ongoing and high-quality professional

learning opportunities for pre-service and in-service teachers, and teaching artists.

On September 7, 2020, a Panel of six arts education professionals met to approve the three applications for Professional Development. Commissioners Susana Browne and Sherm Warner facilitated the meeting.

The Applications: • The Hawaii Arts Alliance: Professional Development for Pre-school Teachers and Teaching

Artists ($14,000)• Honolulu Theatre for Youth: Professional Development for Classroom Teachers

($20,000)• Maui Arts and Culture Center: Professional Development for Teaching Artists and

Classroom Teachers including a 1) Teaching Artist Institute, 2) pacific poetry PDWorkshop, and 3) a Virtual Summer Institute with a focus on Cultural Responsiveness inthe Arts ($30,000)

RECOMMENDATION:

Staff recommends Board of Commissioners’ approval to fund the ARTS FIRST Partners Arts Education Professional Development K-12 for Arts Educators (AE PD) Grants per the Panel recommendations.

We will be following up with each applicant to be sure they are prepared when plans need to change due to COVID-19.
