AcademicStandardsandProgramsMotion(ApprovalofDiplomaandTechnicalCertificateofCredit):MotionwasmadebyMr.BenCopelandthatthecollegerequestslistedbelowtoofferdiplomaandtechnicalcertificateofcreditprogramsbeapprovedeffectivethesemesterspecifiedforeachrequest.Anyfiscalrequirementstobegintheseprogramsmustbeapprovedthroughthestandardbudgetapprovalprocess.MotionwassecondedbyMr.BaokyVuandwasunanimouslyapproved.Discussion:SoutheasternTechnicalCollege-DiplomaprograminDieselEquipmentTechnology,DET4,47CreditHours,effectiveAugust2016ADieselTechnologyprogramisneededforSoutheastern's(STC)servicedeliveryarea(SDA)basedonneedsassessmentsandrelatedsurveys.ThisprogramwillbelocatedontheSwainsboroCampusinanewlyremodeledbuildingandwillhouseastateoftheartfacilitytotrainstudentsinthedieseltechnologyfield.ThisprogramwillpurchaseequipmentusingbondfundsfromtheFFEforthenewbuildingandalsofromtheworldclasslabfundingthatwasawardedtoSTCforDieselTechnology.TheproposeddiplomaprogramisastatestandardprogramdevelopedbyTCSG.Anticipatedenrollmentforyearoneis15studentswithaprojectedenrollmentof36studentsbyyearthree.TheseprojectionsarebasedonthelargenumberofinquiriesandprospectsreceivedbyStudentAffairscounselorsandinputfromtheAutomotiveAdvisoryCommittee.Increasesinjobopportunitiesareexpectedintheagriculture,timber,andcommercialtruckdrivingindustries.Qualifieddieselmechanicswillbeneededtomaintaintheadditionalequipmentneededtosupporttheexpectedgrowthintheseareas.AgricultureandtimberaretwoofthelargestindustriesinSoutheastern'sSDAandbotharelargeusersofdieselequipment.Studentswillbetrainedonthelatesttechnologyandbebetterequippedgraduatesfortheworkforce.ThedieseltechnologyprogramplanstocompletetheprocesstobecomeNATEFcertified,thusallowinggraduatestositfortheNATEFindustryexams.Employmentofdieselservicetechniciansandmechanicsisprojectedtogrow8to14percentfrom2012to2022,aboutasfastastheaverageforalloccupations.Themedianannualwagefordieselservicetechnicianswas$43,630.00or$20.98hourlyin2014.Additionally,itisprojectedthatthisprogramwillsavethecollegeatleast$30,000ayearinlaborcostsforourcommercialtruckdrivingprogram.EnrollmentProjections:DayStudentsYear1:15Year2:25Year3:36EveningStudentsYear1:0Year2:0Year3:0WiregrassGeorgiaTechnicalCollege-TCCprograminCarpentryFundamentals,CF21,17CreditHours,effectiveAugust2016.WiregrassGeorgiaTechnicalCollegeisrequestingtheCarpentryFundamentalstechnicalcertificateofcreditattherequestofanareahighschool.ValdostaHighSchoollocatedintheWGTCserviceareahasexpressedtheinterestinthistechnicalcertificatetouseasa

programtofulfilltheircarpentrypathway.Studentsgraduatingfromhighschoolwillalsobeawardedthistechnicalcertificateandhavetheskillsetneededtoenterthecarpentryworkforce.PertheGeorgiaCareerInformationSystem,thisjobfieldisexpectedtoseea31.8%growthinthestateofGeorgiabetween2010and2020.Graduatesenteringthisfieldcanexpecttomakeastartingsalaryof$28,970.00annually.WGTCcurrentlyofferstheGeneralMaintenanceMechanicandGeneralConstructionAssistanttechnicalcertificatesofcredit.SouthernRegionalTechnicalCollegeoffersadiplomaandtechnicalcertificateinCarpentry.Thistechnicalcertificateisastatestandard,andWGTCwilladheretoallstandardsandguidelinessetforthbytheStateBoardoftheTCSGwhenimplementingthisprogram.Thefirstyear'sbudgetisestimatedtobe$60,000.00whichwillincludetheinstructor'ssalaryandfringebenefits.Thisamountwillbecoveredsolelybytuitionandfees.Thefirstandthirdyears'enrollmentisestimatedtobe80studentseach.EnrollmentProjections:DayStudentsYear1:80Year2:80Year3:80EveningStudentsYear1:0Year2:0Year3:0BackupmaterialfortheserequestswillbeavailablewhenthecommitteemeetsattheBoardmeetingormayberequestedpriortothemeetingfromJoeDanBanker,ExecutiveDirector,AcademicAffairs,at404-679-1670.

EducationcommitteeandthatonbehalfofthecommitteetheywerethrilledtobeinDouglasvilleatWestGeorgiaTechnicalCollegewithCOABEProgramAdministratoroftheYear,Ms.MarenKirchler.Mr.CopelandreportedthattheAdultEducationFallConferenceisbeingplannedcurrentlyandthattheCLCPretreatinMarchwasahugesuccess.Hereportedthattherewere1,128GEDawardsinMarch2016,thehighestgraduatenumbersincetheimplementationofthenewGEDtest.HealsosharedthatthecommitteeheardfromMs.KarenKirchler,VicePresidentofAdultEducation,whosharedwiththegroupthewonderfulthingshappeninginAdultEducationatWestGeorgiaTechnicalCollege.ThatconcludedMr.Copeland’sreport.

Mr.CarterreportedfromhiscommitteethatQuickStart,forthemonthofApril,hadsixprospectsforatotalof413potentialnewjobsandtwoannouncementsfor450newjobs.HesharedwiththegroupthattheGovernors’ManufacturingAppreciationLuncheonwentwell,andthankedeveryonethatwasabletomakeittotheevent.FromthecommunicationsdepartmenthesharedthattheCoxMedianativeadvertisingcampaignisslatedtolaunchMay11,andthattheAprileditionofGeorgiaTrendhadahealthcarearticlewithquotesfromCommissionerCorbinandDr.KathyLove,presidentofSavannahTechnicalCollege.Lastly,thenextStrategicIndustriesWorkforceDevelopmentGrant[SIWDG]industrypanelwouldbeheldonMonday,May9attheKiaGeorgiaTrainingCenterandwouldfocusonPrecisionManufacturing.Fromthelegislativeaffairsdepartment,AssistantCommissionerTravisJohnson,sharedwiththegroupthattheCarryForwardbillwassignedbytheGovernor,andthatonMonday,May2theGovernorsignedtheFY17budgetatLanierTechnicalCollege’snewHallCountycampus.Lastly,Mr.Carterreportedthatfromthedepartmentofstewardshipanddevelopmentthattheannualinternalgivingcampaigniswellunderwayandbeatingthenationalaverage.ThatconcludedMr.Carter’scommitteereport.

B. SavannahTechnicalCollege–$529,936withBonitzofGeorgia,Inc.DISCUSSION:SavannahTechnicalCollegerequestsapprovalontheexecutionofaconstructioncontractfor“AdminAnnexBuildingReroof”ontheMainCampusofSavannahTechnicalCollege,withBonitzofGeorgia,Inc.,Savannah,GAintheamountof$529,936,usinglocalfunds.

SouthernCrescentTechnicalCollege-$1,441,708.88withRubioandSonInteriors,Inc.DISCUSSION:SouthernCrescentTechnicalCollegerequestsapprovalontheexecutionofaconstructioncontractfor“InteriorDemoandBuildBackofBuildingA”ontheFlintRIverCampusofSouthernCrescentTechnicalCollege,withRubioandSonInteriors,Inc.,Hephziban,GAintheamountof$1,441,708.88,usinglocalfunds.

WestGeorgiaTechnicalCollege-$229,800withJ.M.ClaytonCompanyDISCUSSION:WestGeorgiaTechnicalCollegerequestsapprovalontheexecutionofaconstructioncontractfor“ChillerReplacement”ontheLaGrangeCampusofWestGeorgiaTechnicalCollege,withJ.M.ClaytonCompany,Thomaston,GAintheamountof$229,800.00,usinglocalfunds.

ApprovalofBondSaleRequestMOTIONwasmadebyMr.ChunkNewmantoauthorizetheChairpersonoftheStateBoardtorequesttotheGeorgiaStateFinancingandInvestmentCommissionthatsaidGSFICissueStateofGeorgiaGeneralObligationBondsintheaggregateprincipalamountlistedbelowforthepurposeoffinancingtheprojectslistedbelow.MotionwassecondedbyMr.BuzzLawandwasunanimouslyapproved.[AttachmentA]

TheTechnicalCollegeSystemofGeorgiaanditsconstituenttechnicalcollegesdonotdiscriminateonthebasisofrace,color,creed,nationalorethnicorigin,gender,religion,disability,age,politicalaffiliationorbelief,geneticinformation,disabledveteran,veteranoftheVietnamEra,orcitizenshipstatus(exceptinthosespecialcircumstancespermittedormandatedbylaw).ThisnondiscriminationpolicyencompassestheoperationofallTCSGandtechnicalcollege-administeredprograms,federallyfinancedprograms,educationalprogramsandactivitiesinvolvingadmissions,scholarshipsandloans,studentlifeandathletics.Italsoappliestotherecruitmentandemploymentofpersonnelandthecontractingforgoodsandservices.

CURRENTPOLICYSTATEMENTThenamingofbuildings,facilities,grounds,andorganizationalunitsoftechnicalcollegesforindividuals,businesses,orgroupswhohavemadesignificantcontributionstosocietyisanhonoredtraditionofhighereducation.TheprerogativeandprivilegeofsuchnamingsonthecampusesoftheTechnicalCollegeSystemofGeorgiaarevestedintheStateBoard.POLICY:Specificcollegebuildings,interiorspaces,grounds,orprogramsmaybenamedforlivingordeceasedindividuals,businesses,ororganizationsthathavehadasignificantpositiveimpactonthecollegeoveranextendedperiodoftime;havedemonstratedoutstandinganddistinguishedservicetosociety,thecommunityorthecollege;and/orhaveengagedinphilanthropicgivingdirectlybenefitingthecollege.NamingsofneworexistingbuildingsrequireapprovalbytheStateBoardoftheTechnicalCollegeSystemofGeorgia[TCSG].Buildings,interiorspacesorprogramsnamedfortheirgeneralpurposeorfunctionsarenotsubjecttothisprocedure.AllnamingswillbeconsistentwiththebestinterestofthecollegeandwiththeTCSGandwillmaximizefundraisingpotentialofthecolleges.NamingrequestsshallbesubmittedtotheBoardinaccordancewiththeproceduresandguidelinesestablishedbytheTCSGCommissioner.Thenamesoftechnicalcollegeswilltypicallyreflectthenameofapoliticalsubdivision,aregion,orageographicalfeatureofGeorgia.Ashonoredtraditionofhighereducation,specificcollegebuildings,facilities,grounds,andorganizationalunitsoftechnicalcollegesmaybenamedforlivingordeceasedindividuals,businesses,ororganizationsthathavemadesignificantcontributionstosocietyorengagedinphilanthropicgivingtobenefitcolleges.AllsuchnamingsrequireapprovalbytheTCSGStateBoard.

Requestsforthenamingofcolleges,buildings,facilities,groundsandorganizationalunitsshallbesubmittedtotheBoardinaccordancewiththeproceduresandguidelinesestablishedbytheCommissioner.CollegepresidentsareexpectedtomaximizethefundraisingpotentialinassociationwithnamingrequestssubmittedtotheBoard.

V.PROCEDURE:A.GeneralConsiderations1.Generallytechnicalcollegesandoff-campusfacilitiesbearthenameofapoliticalsubdivision,aregion,orageographicalfeatureofGeorgia.2.Anoff-campusfacilityshallincludethenameofthehosttechnicalcollegeinitsofficialname.3.Officialsignageidentifyingtechnicalcollegesandoff-campusfacilitiesshallinclude“AUnitoftheTechnicalCollegeSystemofGeorgia.”ThissectiononlyappliestosignsboughtorsubstantiallymodifiedafterMay3,2007.4.AnindividualroomwithinabuildingonaTechnicalCollegecampusoroff-campusfacilitymaybenamedbytheLocalBoardofDirectorsofthetechnicalcollegeaslongassuchnameisinaccordancewithstatelaw.B.Criteria1.Ingeneral,individuals,businesses,andgroupsforwhombuildingsarenamedmusthavemadeasignificantcontributiontothefieldofeducation,government,science,orhumanbetterment.TheLocalBoardofDirectorsshallsetascheduleallowingforbuildingstobenamedforindividuals,businesses,orgroupsaftertheymakeacertainlevelofmonetaryorinkinddonations(includingyearsofservicetothecollegeortechnicalcollegesystem)tothecollege.2.TopreservetheintegrityofallbuildingsnamedintheDepartment,thishonormustbereservedforindividualsofrecognizedaccomplishmentandcharacter;nobuildingmaybearthenameofanindividualconvictedofafelony.3.Withrespecttothenamingofbuildingsonaparticularcampus,specialconsiderationshallbegivento:a.Thehistoricalsignificanceofthecontributionoftheindividualorgrouptothecollege;b.Theassociationoftheindividual,business,orgroupwiththebuildingtobenamed;c.Anyfinancialcontributionoftheindividual,businessorgrouptothecollege;andd.State,regional,national,orinternationalrecognitionoftheindividual's,business'sorgroup's

C.ProcessofRemovingNamefromBuilding

1.Thetechnicalcollegepresident,theCommissioneroftheTechnicalCollegeSystemofGeorgia,anyStateorLocalBoardMembermayraisethesubjectofthecontinuedappropriatenessofthenameofanytechnicalcollegebuilding,facility,groundorunitoftheTechnicalCollegeSystemofGeorgiatotheLocalBoardofDirectorstoconsiderrenaming.

2.AftertheLocalBoardofDirectorsreceivessuchrequest,theyshallvoteonwhetherornotthebuilding,facility,groundorunitshouldberenamed.

3.ThepresidentshallsubmittheLocalBoard’svoteandrecommendation,alongwithanyminutesofdiscussion,totheStateBoardthroughtheCommissioner.

4.NopublicityshallbegiventotherecommendationforrenaminguntilitisapprovedbytheStateBoard.

willStep2(anactivedisciplinaryrecord)beconsidered.ThissamemethodologywillcontinuethroughStep4intheprocess.Onlyintheeventofatieafteragivenstepamongtwoormoreemployeeswillthenextstepbeconsidered.

4. Forpurposesofthispolicy,performanceratings/evaluationsforthetwenty-four(24)monthperiodimmediatelypriortoproposedeffectivedateofthereduction-in-forceshallbeaveragedifmorethanoneappraisal/evaluationhasbeendeliveredduringthisperiod.Asingleappraisal/evaluationmaybeusedifonlyonesuchappraisal/evaluationhasbeendelivered.Ifanemployeehasnotreceivedanappraisal/evaluationduringthetwenty-four(24)monthperiod,theemployeewillbeprovidedwithapresumptiveratingof“MetExpectations”or“Satisfactory”.

5. DuringtheStep1assessment,technicalcollegesusingamulti-levelnumerical,descriptive,ormeritapproachtoperformancemanagementshallconvertscorestothefollowingperformance-basedmodelandshallapplyapointvalueasnotedbelow:

Oneormoreappraisals/evaluationswhichisorwhoseaverageequalstolessthanawholenumber(e.g.,ascoreof2.4)shallberoundedasfollows:ascorewithafractionof0.5orhighershallberoundedtothenexthigherwholenumber;andascorewithafractionoflessthan0.5shallberoundedtothenextlowerwholenumber.

6. Ifoneormoreadditionalemployeesmustbeimpactedafterthosewiththelowestpointvalueasreferencedabove(i.e.,atieexistsandtherearemoreemployeeswiththesamepointvaluethanmustbedismissed),thenStep2(i.e.,thoseonanactivestepofdiscipline)shallbenextinordertobeimpacted.

Ifoneormoreadditionalemployeesmustbeimpactedafterconsiderationofperformanceratings/evaluationsanddisciplinaryrecords,thenStep3oftheprocesswillbeinitiated.Thisinvolvesasupervisory/managerialassessmentofeachremainingemployee’sknowledge,skills,abilitiesandexhibitedcompetenciesusingAttachments4.4.5p.a1.and4.4.5p.a2.

8. Theassessmentguidelinesandaccompanyingdefinitionsprovidethescoringmethodologyandnotwoemployeesmayreceivethesameranking.Forexample,theemployeewhohasconsistentlybeenthebestperformerversusothersremaininginthecompetitivegroupinthePerformance-ResultsCategoryshouldberankedthehighestandreceivea“1”.Thenextbestperformershouldreceivea“2”andsoon.Thissameapproachshouldbeusedforeachoftheremainingthree(3)categories.

9. Ifoneormoreemployeesremaintiedaftertheassessmentofknowledge,skills,abilities,andexhibitedcompetencies,Step4oftheprocesswillbeconsidered.Theemployee(s)withthelongestperiod(s)ofcontinuous,unbrokenserviceinaregular,full-timesalariedpositionwiththeTCSGwillberetained.

10. AsreferencedinAttachment4.4.5p.a2.,suchserviceshallincludeallyearsanemployeeworkedinapostsecondarytechnicalschooloperatedbyalocalboardofeducationimmediatelypriortoTCSGassuminggovernance(ofthepostsecondarytechnicalschool)andprovidedtheindividualwasanactiveemployeeinaregular,full-timesalariedpositionatthetimeofthetransferoftheschooltostategovernance.

11. Forpurposesofthiscalculation,aperiodofemploymentofsix(6)monthsormoreinacalendaryearwillbeconsideredasone(1)yearofservice.Aperiodofsix(6)monthsorlessinacalendaryearwillnotbeconsidered.

12. Ifatiecontinuestoexistamongoneormoreemployeesafterallfour(4)stepsareconsidered,atechnicalcollegePresidentortheCommissionerforaSystemOfficereduction-in-forceshalldetermineamethodologyforbreakingthetie.Themethodologycouldbebylot,someadditionalmeasureofperformancesuchasthehighestnumberof“metexpectations/satisfactory”orhigherratingindicatorsinthemostrecentappraisalorforallappraisalsduringthetwenty-four(24)monthperiod,orotherapproachwhichdoesnotconflictwiththeprovisionsofTCSG’sStatementofEqualOpportunity.

13. Exceptionstotheprocessforidentifyingemployee(s)tobeimpactedbyareduction-in-forceshallbelimited.Noemployeerankedlowerinthecompetitivegroupshallberetainedinpreferencetoanotheremployeeinthecompetitivegroupwhoishigherintheorderofthereduction-in-forceunlessthedutiesandresponsibilitiesassociatedwiththejobtobeperformedcannotbeaccomplishedsatisfactorilyafterareasonabletrainingperiodbyanotheremployeeinthecompetitivegroupwhoishigherintheorderofretention.Inthislimitedinstance,anemployeewhoislowerintheorderofreduction-inforcemaybe

A.TechnicalCollegeLocalPolicy/Procedure:AppropriateproceduresfortheimplementationofthispolicyshallbedevelopedbyeachTechnicalCollege.Theproceduresshallinclude,butarenotlimitedto,thefollowingitems:

1. Alistofprogramswhichareeligibletoperformlivework;2. Alistofthetypeofworkthatmaybeperformed;3. DefinitionsofthetypeandscopeofLiveWorkProjectswhichmaybeperformedfor

profitandthoseforwhichthecollegewillonlybereimbursedforactualcostsassociatedwiththeproject;

4. Prioritizedlistofpersonsforwhomliveworkmaybeperformed(i.e.faculty,staff,

students,generalpublic);5. Establishesdefiniteparameterswithinwhichliveworkmaybeconducted(i.e.

B.FinancialAdministration

1)TechnicalCollegesmustnormallybefullyreimbursedforalldirectcostsassociatedwiththedeliveryofLiveWorkProjects.TheTechnicalCollegesmaygenerateareasonableprofit.2)TheindividualTechnicalCollegesshalldeterminetheamounttobechargedforeachproductorserviceprovided.3)AllmoniesassociatedwithLiveWorkProjectsshallbesubjecttostatefiscalandaccountingpoliciesbutexcessrevenuesmaybecarriedforwardtosuccessivefiscalyears.4)MoniesgeneratedbyLiveWorkProjectsshallbeclassifiedasspecialrevenuefunds.5)MoniesgeneratedbyLiveWorkProjectsshallbeconsideredasasourceofrevenuewhendevelopingannualbudgets.6)MoniesgeneratedbyLiveWorkProjectsshallnotbeusedtosupplantexistingstate,federal,orlocalfunding.7)LiveWorkProjectsrevenuesexceedingbudgetedestimatesshallbeamendedintotheannualoperatingbudgetduringthecourseofthefiscalyear.8)Excessmoniesor"profits"generatedbyLiveWorkProjectsshallbeusedonlytoenhanceinstructionalprograms.9)EmployeesofTechnicalCollegesshallbeassignedtoLiveWorkProjectswithinthescopeoftheir

C.Liability,DefenseandIndemnificationAlthoughLiveWorkProjects,asanintegralpartoftheDepartment'sacademiccurriculum,aregovernedbytheStateofGeorgia'sconstitutionaldoctrineofsovereignimmunityanditsrelatedstatutes,eachTechnicalCollegeshalltakeallnecessarystepstoensurethatitsLiveWorkProjectsaremanagedinawaysoastominimizeoreliminatetheriskofharmtopatrons,studentsandemployees.Moreover,theCommissionerandthepresidentsofeachTechnicalCollegeshalltakeappropriatestepstolegallyprotecttheDepartmentandtheTechnicalCollegesfromliabilityarisingoutofLiveWorkProjects.Thismayincluderequiringpotentialpatronsandotherrecipientsofinstructionalserviceprojectservicestosigndeclarationsofassumptionofriskandwaiversofliability.

MOTION:ThemotionwasmadebyMrs.DinahWaynefortheStateBoardtoauthorizetheCommissionertopurchasethedesignateditemsorexecutetherequestedcontractsfortheSystemOffice and technical colleges as listedbelowat a costnot to exceed theamountsstated. Themotionwas seconded byMs. Shirley Smith and passed State Board approvalunanimously.

1. Office of Adult Education (OAE) – Request to extend the contractwithUGA to assist

OAE in the program review process, in ongoing instructor and staff professionaldevelopment,conductingtargetedresearchstudies,anddevelopmentandmaintenanceoftheprofessionaldevelopmentwebsite,tobeprovidedforOAEsystemofficeon-siteand field staff, at a cost not to exceed $300,000.00. Funds are available for thisexpenditurefromGeorgia’sfederalallocation.

Discussion: This proposed expenditure is for TCSG-OAE to enter into an interagencyagreementwiththeUniversityofGeorgia(UGA)inanefforttoassistOAEintheprogramimprovement process, in ongoing professional development and targeted researchstudies.The UGA School of Education has an Adult Education Department whose missionstatement reads as follows: “Themission of the Technical College SystemofGeorgiamirrorsthethree-foldmissionoftheUniversityofGeorgia:toteach,toresearch,andtoserve. What makes the department’s mission unique is the central idea of adulteducation that conscious, systematic, purposeful learning should be a lifelong processfor everyone.” TCSG and the UGA, Department of Adult Education serves the samepopulation.Bothentitieshavefacedsomeofthesamechallengesineffortstoprovideoptimal services for Georgia’s adult learner population. The collaboration of the twodepartments is a needed combination of research (UGA) and application (TCSG);therefore, we propose that the Office of Adult Education extend a one-year contractwithUGAfortheservicesnotedbelow:

o CollaboratingwithOAEstaffon theFallConference to include the identificationofpotentialpresenters,workingwithOAEstafftodevelopacompleteconferenceplan,provision of pre-service and on-site support for presenters, and conducting anevaluationoftheconferenceresultinginaformalreport.

2. SystemOffice/TechEd–RequesttopaytheBoardofRegentsfortheGALILEOrenewal

feesforthetimeperiodJuly01,2016–June30,2017;cost$858,766.00.Statefundsareavailableforthisexpenditure.

Discussion: Thisexpenditure is topay for resourceanddatabase feeson theGALILEO(GeorgiaLibraryLearningOnline)system.GALILEO,aninitiativeoftheBoardofRegentsoftheUniversitySystemofGeorgia,isaworldwideweb-basedvirtuallibraryavailabletothe technical colleges. GALILEO provides access to multiple information resources,includingsecuredaccesstolicensedproducts.Participatinginstitutionsmayaccessover100 databases indexing thousands of periodicals and scholarly journals. Over 2,000journaltitlesareprovidedinfulltext. Otherresources includeencyclopedias,businessdirectories,governmentpublications,andelectronicbooks.

3) CorenetworkinfrastructureequipmentandconnectionstoedgeswitchingfromAdcapNetworkSystems forAlpharetta-NorthFultoncampus;cost$295,360.00.Bondfundsareavailableforthisexpenditure

Discussion: This equipment is needed to facilitate all voice and data accessincludingphones, servers, computers,wireless infrastructure, security cameras,accesscontrol,andpowerneedsfortheAlpharetta-NorthFultoncampusastheunderlying network backbone. Equipment includes a Nexus 9508 chassis,supervisor card, 3 line cards, 10gig long range SFPs, and all necessary fiberconnectstodatacenterandedgeswitching.

4) Two Robotic Education Cells from Lincoln Electric for welding programs; cost

$174,000.00.Bondfundsareavailableforthisexpenditure.Discussion: With the shift of the welding industry from traditional weldingtechniques to more high tech processes, robotic welding is in high demand.There is a void of skilled labor that can program, operate and troubleshootwelding robots in themanufacturing environment. Lincoln Electron equipmentwasselectedbecauseoftheweldingprojectbased lessonprograms included inthe educational package that will assist the instructor in lesson planning. Theweldingprogramcurriculumwillbeamendedtoaddrobotictraining(aswellastraditional) tostudents'possiblecertificates. Eachcell includesroboticweldingpackage (Fanuc robot), project based lessons, welding fixture, and fumeextractor/extractionnozzle.

5. Lanier Technical College – 12 Technical Training Systems from Southern Educational

Consulting for new Mechatronics Technology & Building Automation Technologyprograms at Barrow County campus; cost $451,373.00. Bond funds are available forthisexpenditure.

Discussion: The Barrow County campus is located on the same campus as the SimsAcademy of Innovation& Technologywhich introduces high school students tomanycareers offered at Lanier Tech. Barrow County schools offers a career pathway inmechatronicsandmanyofthesehighschoolstudentsareexpectedtofeedintoLanier’snew Mechatronics Technology program starting this fall. Purchasing self-containedtraining systems for our Building Automation Technology program will eliminate theneed for electrical and plumbing modifications to the building. Purchased trainingsystemswillbefaster/morecosteffectivethanmakingtherequiredmodifications.

Mrs.DinahWaynethankedCommissionerCorbinforjoiningthecommitteemeeting.Mrs.WaynesharedthatRichardYounggaveaStrategicPlanupdatewithhighlightsincludingoutcomemeasuresbeingupdated,althoughthecontentoftheplanwillnotchange,andtheplanwillbevotedonattheJunemeeting.Lastly,Mrs.WaynestatedthatMrs.LindaOsborne-Smithsharedwiththecommitteethatcampussafetyremainsatoppriority,andthatthequarterlyreportwillbesharedattheJunemeeting.ThatconcludedMrs.Wayne’scommitteereport.
