History Mission Authority and Responsibilities Challenges

Thinking and acting regionally

• Establishment of Louisiana Coastal Protection and Restoration Authority (2006) – Non Federal Sponsor on HSDRRS Projects – Development of Coastal Protection and Restoration Master

Plan – Provide oversight over coastal levee districts

• Levee Board Consolidation (2007) – Systems approach for planning, design, construction,

operating and maintaining flood risk reduction infrastructure

A New Approach to Flood Risk Management

Thinking and acting regionally

• Created by Act of Louisiana State Legislature in 2006

• Governed by a nine-member Board of Commissioners appointed by the Governor

• Focus is on “regional” flood risk management

• Oversight provided by the Louisiana Coastal Protection and Restoration Authority (CPRA)

FEMA NFIP Levee Recertification

• USACE provided initial certification of HSDRRS (Levee System Evaluation Report)

• USACE NFIP Certification expires in June 2023

• Recertification may require Surge Reanalysis
