• Levee Board Consolidation (2007) – Systems approach for planning, design, construction,
operating and maintaining flood risk reduction infrastructure
A New Approach to Flood Risk Management

• Created by Act of Louisiana State Legislature in 2006
• Governed by a nine-member Board of Commissioners appointed by the Governor
• Focus is on “regional” flood risk management
• Oversight provided by the Louisiana Coastal Protection and Restoration Authority (CPRA)

Mission Statement – Our mission is to ensure the physical and operational integrity of the
regional flood risk management system, and to work with local, regional, state, and federal partners to plan, design, and construct projects that will reduce the probability and risk of flooding for the residents within our jurisdiction.

Recommendations For Levee Lift Prior To Armoring

Project Statistics: Real Estate:
Land Purchased (191 acres: 146 of which are for mitigation)
Environmental Compliance:
NEPA compliance achieved under EA 433. FONSI signed on 24 July 2006.
Project features:
Project area broken into 3 sub-basins for appropriate reforestation and invasive species control as per existing elevations.
Water control structure at the northwestern corner of the project area to control water levels.
Chinese Tallow trees and Chinaberry to be killed with herbicides. A variety of trees and shrubs (approx. 85,000 total) planted.

• USACE provided initial certification of HSDRRS (Levee System Evaluation Report)
• USACE NFIP Certification expires in June 2023
