Who is Business Services?

What is On-the-Job Training Funding (“OJT”)?

OJT funds are provided through WIOA as a 50% wage reimbursement grant for up to 6 months to address any skill gaps.

Amount of reimbursement will vary by the length of the employer’s training plan, the wage, and source of the new hire.

All In-Demand industries qualify for this program.

How does an employer qualify? ❑ Offer full time, permanent positions that pay $12.50

per hour or more and conduct on-the-job training for new hires

❑ Positions must be In-Demand Jobs based on The State of Ohio’s In-Demand Occupation list

❑ Have a solid employee retention rate ❑ Must not be on the County’s suspension or debarment

Employer Application Process

1. Complete the 3 page Employer Qualification Application (“EQA”)

2. Submit job orders to OMJ|CC for open positions

3. Submit job descriptions and sample training plans for all open job orders

Ready for Employer Eligibility Review

✓ All of your documents are submitted. ✓ OMJ|CC staff will do our own employer vetting. We will check suspension

and debarment lists, Secretary of State, System for Award Management site, and Ohio Auditor of State site.

✓ OMJ|CC staff will visit the worksite to take photos.

➢ Your complete file is ready for Committee review.

Employer Eligibility Review takes 15 business days once all of these pieces are submitted.

➢ The employer will receive a Certificate of Eligibility once approved ➢ Employer is ready to submit training plans on new hires.

How does the trainee qualify?

✓ Job seeker must meet WIOA eligibility requirements

✓ Must be a new hire

✓ Must require on-the-job training to bridge the skills gap

✓ Must have a training plan submitted for eligibility no less than 10 business days prior to the start date

Trainee Eligibility

➢Proof of citizenship or eligibility to work in the United States

➢Proof of age (must be 18 or older)

➢Proof of registration with Selective Service – males born in 1960 or after

➢Must meet income requirements and provide last 6 months proof of income

➢Must register with OhioMeansJobs on the state and local sites

The Training Plan: Skills Gap

• The OJT program is intended to assist employers with the cost of training to bridge the skills gap. That gap will vary from trainee to trainee. Therefore, training plans must be individualized.

• If the job seeker lacks relevant experience, the training plan will include that skill gap training. In the example we just saw, it was 798 hours, or 5 months.

• If the job seeker is bringing relevant experience, fewer hours would be reflected on the training plan.

• We need the employer to tell us what training the individual will need for each specific position, so the committee can make an informed decision on approval. OMJ|CC staff will walk you through this step with each training plan you submit.

Submitting Training Plans

1. Training plans, along with the offer letter and the new hire’s resume or employment application must be submitted to your OMJ|CC Representative with 15 business days prior to the new hire’s start date.

2. OMC|CC Staff will contact the trainee to schedule an in-person meeting at our offices at 1910 Carnegie Avenue to complete intake and eligibility. Note: during the COVID-19 epidemic all interactions with trainees will be handled electronically.

3. The Committee will review the training plan and the trainee’s eligibility, and will meet to determine approval.

4. The employer is notified of the Committee’s decision prior to the planned start date and emailed a certificate of approval.

Other Key Points on the Training Plans

• Employer agrees to hire the individuals they submit training plans on, regardless of approval.

• Retention is important. If an employer’s retention rate falls significantly below a 75% standard, they may be put on probation from the program until it improves. That is 75% or more of your OJT trainees stay employed at your company for 12 months or longer.

• Trainees will receive customer service phone calls from OMJ|CC staff to ensure they are receiving the approved training.

• Follow up monitoring happens at the end of training plans.

What is Incumbent Worker Training? Incumbent Worker Training (IWT) is a work-based training model and is designed to assist workers in obtaining the skills necessary to advance their employment or prevent company layoffs.

IWT is a 50% reimbursement grant of approved training expenses.

IWT must increase both a worker's and a company's competitiveness.

IWT is restricted to skill attainment activities. The training should benefit workers by making them more qualified in their line of business and by providing them with skills for new products or processes.

What is Incumbent Worker Training? Cont.

This program is intended to assist with the costs of training needed for existing employees to learn a new function, process, software system, or piece of equipment that is necessary to successfully do their jobs.

A budget must be submitted and approved prior to expenses being incurred.

An employer match contribution is required.

What is Customized Training?

Customized Training is intended for employers who hire in cohorts, or groups of new hires, and train them as a group on the same skills, processes or products.

For new hires only. New hires must meet the same WIOA eligibility requirements as OJT.

Wages must be $12.50 per hour or more.

Program provides a 67% reimbursement of training costs as approved from the budget submitted by the employer.

Employer match contribution is required.
