Food Processing and Agro-based Industries

Bihar’s agro-based industry is expected to be a major growth driver forthe economy, engendering large-scale employment in rural areas andhigh returns for the farmers.

The people of Bihar are largely dependent on agriculture and alliedactivities for earning their livelihood. Due to flow of several rivers andstreams, the land is most fertile over here.

Bihar is the leading State in the production of fruits and vegetables. It isthe first largest producer of vegetables and second largest producer of fruits in the country. There exists huge scope of investment in the food-processing sector in the State.

The present government has constituted a separate “Agriculture Cabinet”,the first of its kind in India.




This cabinet is responsible for planning, investment and execution in theagriculture sector to boost up the production of grains and value addedproducts. The main crops and produce (Grains, Fruits & Vegetables all

together) of the state are as follows-paddy, wheat, maize and pulses. Main cash crops are sugarcane, potato,

tobacco, oilseeds, onion, chillies, jute and roselle. Industries based on

agricultural products like sugar mills, edible oil mills, spices and other

agro based industries have a good demand and export potential.

These facts indicate that there is a need to integrate the rural producers of these to the mainstream economy using food processing technology.




Textile Industry (Handloom & Silk)

Textile is among the nine sectors or thrustareas which will have separate policies. "Thereare many areas in Bihar which are known for

small-scale textile units. The major locationsfor the textile industry are Bhagalpur, Gaya,Nalanda, Darbhanga, Madhubani, Siwan andPatna.

The textile sector is one of the thrust areas for the industry department.






There are about 83 thousand handlooms in the Bihar and the number of weavers is approximately 1.3lakh. The major weaving areas areMadhubani, Gaya, Nalanda, Bhagalpur, Katoria, Patna district etc. Thereare 2 weavers’ cooperative institutions at the state level and 6 at the

regional level.

It also coordinates the functions of training, marketing, funding, economicresearch and Prime Minister’s Employment Generation Programme(PMEGP). The Khadi and Village Industries Board at the state level has itsdistrict level offices, through which it operates in promotion of villageindustries.




Indian silk industry is one of the largest generators of employment andforeign exchange for the country. India enjoys a unique global position interms of production of all commercially useful varieties of silk.

In Bihar, Bhagalpur region has the great potential of silk industry. Morethan a century old Tussar silk weaving industry in Bhagalpur has about30,000 handloom weavers working on some 25,000 handlooms. The total

value of annual trade is around Rs. 100 crores, about half of which comesfrom exports.




Tourism related Projects

Bihar is one of the oldest inhabited places in theworld with a history going back 3000 years.

Bihar is the cradle for different world famedreligions like Buddhism, Hinduism and Sikhism. Itwas also the centre for many great empires likethe Mauryas, Guptas and the Nandas. Bodhgaya,

Nalanda, Rajgir and Vikramshila are some of theleading Buddhist spots in Bihar which shows thestate’s deep connection with Buddhism.

Sugarcane Industry

Sugar industry is the largest agro-basedindustry in Bihar. The industry generates

sizeable employment directly in the farmsector and indirectly through ancillary industries and related activities. It is estimatedthat about 5 lakh farmers are engaged in the

cultivation of sugarcane and, approximately.

The state government's focus on SugarIndustry is beginning to show its effect.




The state government has received 28 investment proposals for new sugarmills, which will bring more than Rs. 6,500 crores to Bihar. Besides that,the existing sugar mills are also planning to expand their crushingcapacity. Bihar is one of the major sugar cane producers in the country.

"The climate of Bihar is very suitable for cane production. In comparisonwith southern states, the crop, in Bihar, just needs two rounds of

irrigation. Of the total cultivable area of 54 lakh hectares in the state, only 4.41 percent is covered under the sugarcane cultivation, and there isample scope for increasing the area under sugarcane cultivation.






Bihar produces good quality of cattle hides and goat skins in large quantity.The state occupies third rank in the country, next only to West Bengal andRajasthan, in terms of availability of hides and skins. Hence, leather basedindustry has a great potential in the state. As per the recent survey

conducted by Central Leather Research Institute (CLRI), Bihar producesannually 2.64 million bovine hides and 5.09 million bovine skins. Morethan the number, Bihar is known for its best quality goat skins, cow hidesand calf skins.

Leather-based industries have vast potential in the state owing to Bihar’srich cattle population and the high quality of their hides. There are 50,000footwear artisans in the state.




There are 85 leather units, of which 20 manufacturing units each arelocated in Patna, Muzaffarpur and Bettiah, and the remaining 25 unitstake up only job work.

The leather tanning industry consists of units established under the BiharLeather Development Corporation (BLDC) and its sister concern, the BiharFinished Leather Ltd; private tanneries operate at Muzaffarpur (sixtanneries in the industrial area at Muzaffarpur) and Mokhamehghat. Statehas tanneries as well as footwear units in the private sector. There isabundant skilled labour available in the State.










Mines & Minerals Industries

Minerals are non renewable and limited naturalresources and constitute vital raw materials in a

number of basic and important industries. Indiahas a large number of economically usefulminerals and they constitute one-quarter of theworld's known mineral resources.

Prior to bifurcation, Bihar was one of theleading producer of minerals.
