Star Union Dai-ichi Life Insurance Company Ltd. (SUD) is a joint venture between Bank of India & Union
Bank of India, India's leading public sector banks and Dai-ichi Mutual Life Insurance, one of the top ten
world leaders in insurance which has been incorporated with the primary objective of carrying out life
insurance business in India.
This Request for Proposal (RFP) is to invite proposals from Bidders for IT Resources for Star Union Dai-
ichi Life Insurance (SUD LIFE) at Mumbai. Detailed JDs for the IT Resource have been given in section 2 of
this document.
The Bidding Document may be obtained from the Company as under or downloaded from the Website
http://www.sudlife.in and the bid should be submitted to the office of Star Union Dai-ichi Life Insurance

nor an offer and is only an invitation by SUDlife to the interested parties for submission of bids. The
purpose of this RFP is to provide the bidder(s) with information to assist the formulation of their
proposals. This RFP does not claim to contain all the information each bidder may require. Each bidder
should conduct its own investigations and analysis and should check the accuracy, reliability and
completeness of the information in this RFP and where necessary obtain independent advice. SUDLife
makes no representation or warranty and shall incur no liability under any law, statute, rules or
regulations as to the accuracy, reliability or completeness of this RFP. SUD Life may in its absolute
discretion, but without being under any obligation to do so, update, amend or supplement the
information in this RFP.

SECTION 1 - ELIGIBILITY CRITERIA
1.1 Eligibility
The bidder should either have its own IT Services or it should have a consortium to provide an
arrangement with anIT Resource service provider for providing such services.
The bidder can have a partner / consortium to provide necessary services as mentioned above.
The Bidder should have experience in providing the IT Resource Services and the same should
continue to be in successful operation for minimum 5 of similar or higher capacity in the last five
years of companies having a PAN India presence.
The bidder can bid for one or more than one IT Resource positions (Refer Section 2 for Job
Descriptions)
The bidder must registering profits for last three years.
The bidder should have permanent office in Mumbai.
Financial statements i.e. Audited Balance sheet and Profit & Loss accounts for last three years of
the bidder and consortium partners, if any will have to be submitted.
All systems and related services to be supplied under the Contract shall have their origin in
countries allowed as per Import Trade Control Regulations in India.
“Origin” means the place where the products are produced or the place from which the related
services are supplied.
The origin of products and services is distinct from the nationality of the Bidder.
1.2 Supplier’s Other Project Requirements

JAVA DEVELOPERS
2-6 years programming and design experience in Java/J2SE, J2EE, FTL, ajax

project till commissioned.
Expertise in JavaScript , HTML, JSP, Struts is a must.

abstract problems and concentrate for long periods of time are qualities that employers
seek in Java developers.

2 Years of Experience testing products built in Microsoft SQL Server and the Microsoft
Business Intelligence Stack (database engine, SSRS, SSAS and SSIS).
Strong functional and automated testing, test strategy and planning, writing detailed
test cases based on user scenarios and deep technical knowledge.
Candidate should demonstrate expertise with Transact-SQL (T-SQL), Stored Procedures,
Triggers, Replication, DTS, Query tuning and optimization and other advanced SQL
Server features to implement distributed and partitioned databases.
Experience with Data-warehousing, Reporting and/or Business Intelligence Applications.
Familiarity with white-box (unit, integration and system level) and black-box testing.
Working on at least one software engineering test tool e.g. QTP.
Must be able to create a complex SQL code in order to validate data.
Domain Preferable: Insurance and BFSI
SQL DBA :
4-6 Years of Experience as SQL DBA.
Responsible for supporting the SQL Server databases and ensuring their performance,
availability and security
Responsible for data modeling/ tuning to database Administration
Responsible for performing database design and implementation tasks including design
database naming convention and physical storage configuration, perform database
export and import, data migration/ conversion and database performance tuning,
develop data dictionary documentation, execute full data conversion and troubleshoot
application database issues (identify database server issues vs. application issues) and
maintain large databases (gb-terabytes of data).
Responsible for ensuring availability and performance of the databases that support the
system.
Work to ensure that the associated hardware resources allocated to the databases and
to ensure high resilience and performance tuning.
To proactively monitor the database systems to ensure secure services with minimum
downtime (both SQL Server and Oracle interface).
Responsible for providing trend analysis to management team to enable them to make
informed decisions regarding resource management.
Responsible for troubleshooting and problem solving of SQL and Oracle development.
Responsible for improvement and maintenance of the databases to include rollout and
upgrades.
Responsible for implementation and release of database changes according to agreed
timescales and costs.
Must have experience in clustered environment.

Application Support Engineer:
2-4 years Experience of working in applications support.
Fundamental understanding of .NET applications and functionality.
Broad understanding of Microsoft Office products.
Experience of MS SQL Server in a working environment, including sound knowledge of
constructing complex SQL queries.
Practical knowledge of the Windows desktop environment.
Enjoy working with users and helping them to make the most of technology in order to
provide a good service to their customers.
BI developers:
4-6 Years of Experience as BI Developer.
Must have strong skills in Microsoft SQL Server 2005/2008 including.
a) SQL Server Integrated Services (SSIS)
b) SQL Server Analysis Services (SSAS)
c) SQL Server Reporting Services (SSRS)
d) ProClarity
Experience in the design and implementation of ETL processes.
Experienced in developing Business Intelligence solutions (reports, dashboards, scorecards) using Microsoft SSRS, SSAS, and MDX in a data warehousing environment.
Ability to perform detailed data analysis (i.e. determine the structure, content, and quality of the data through examination of source systems and data samples).
Advanced knowledge of and OLAP/MOLAP technologies and dimensional modeling, including applicability to various reporting problems.
Knowledge of any of the following would be advantageous:

An Engineering Graduate / Post Graduate with minimum experience of 6-8 years as Business
Analyst in Life Insurance domain.
Experience of working with Insurance companies or IT companies is a must
Business data modeling and process modeling.
Design, develop and build of business process and content
Solid understanding of SDLC.
Certifications such as fellow (III), FLMI or an MBA from reputed universities would be an added
advantage.
Sr. MS Admin:
Minimum 4+ year of experience in Microsoft System AD administration
Sound knowledge of LAN/WAN/MS enterprise server 2003/2008 , MS enterprise exchange 2007/2010
Manage 24 X 7 Data Center, DC Inventory/Security Management.
Server Installation , provisioning & Performance Management
Definition and implementation of backup and restoration procedures.
Management & renewal of MS licenses for various products.
MCSE certification would be an added advantage Networks Admin:
Minimum 4+ year of experience in Network administration
Sound knowledge and management experience of LAN/WAN/firewall (CISCO ASA, Checkpoint etc), EPABX, and UPS etc.

1. Project Methodology
Project plan / methodology in terms of onsite or offsite support etc. Overall timelines for setting up Intermediate deliverables and phasing. The vendor must provide backend support to onsite deployed resources. Ensure documentation/ knowledge retain for addressing attrition. Please attach sample resumes of resources who are probable to be deployed for the project.

SECTION 3 - INSTRUCTIONS TO VENDORS
Cost of Bidding
The Bidder shall bear all costs associated with the preparation and submission of its Bid, and Star Union
Dai-ichi Life Insurance will be in no case be responsible or liable for these costs, regardless of the
conduct or outcome of the Bidding process.
Submission of Proposals (Methodology)
The Proposal shall be submitted in two separate envelopes – Part I covering the Technical, and Masked
Commercial and Qualification aspects hereinafter referred to as “Technical Proposal” and Part II
covering only the price schedules hereinafter referred to as the “Price Proposal”. The two parts should
be in two separate covers each super scribed with the name of the Project “Proposal for IT Resource
Outsource“as well as “Technical Proposal” and “Price Proposal” as the case may be.
Documents comprising the Technical Proposal Envelope, should:
Comply with the TCC (Section 4)
Comply with the Technical Specifications of each item (Section 2)
(Provide details of with respect to the Service and Support details (Section 2)
Be accompanied by duly filled in Proposal Form (FORM-1). The form must be duly signed by the
vendor.
Masked price – Form 3 (containing all the information except the prices)
Note: Any Technical Proposal not containing the above will be rejected.
Any Technical Proposal containing any price information will be rejected.
Price Proposal Envelope should be accompanied by duly filled in Proposal Forms (FORM 2) AND (FORM
3). The vendor must duly sign the forms.
The vendors shall seal the “Technical Proposal” and “Price Proposal” separately and the same shall:
Be addressed to SUD at the address given; and
Bear the Name “PROPOSAL FORIT Outsourced Resources”
Proposals must be received by SUD at the address specified, not later than the date & time specified in
Request for Proposal.

SECTION 4 - TERMS AND CONDITIONS OF CONTRACT (TCC)
1. Definitions
In this Contract, the following terms shall be interpreted as indicated:
“SUD” means the Star Union Dai-ichi Life Insurance Company Ltd.
“The Services” means those services any other incidental services, such as installation,
commissioning, provision of technical assistance, training and other such obligations of the
Supplier covered under the Purchase Contract;
“TCC” means the Terms and Conditions of Contract contained in this section;
“The Supplier” or “the Vendor” means the individual or firm supplying or intending to supply the
Goods and Services under this Contract; and
“The Project Site” means corporate office/Head Office/various administrative offices of SUD.
2. Country of Origin
All Services and related services to be supplied under the Contract shall have their origin in
eligible source countries, as per the prevailing Import Trade Control Regulations in India.
For purposes of this clause, “origin” means the place where the Services are produced, or the
place from which the related services are supplied.
3. Standards
The Services supplied under this Contract shall conform to the standards mentioned in the
Technical Specifications, and, when no applicable standard is mentioned, to the authoritative
standards appropriate to the Services‟ country of origin. Such standards shall be the latest
issued by the institution concerned.
4. Use of Contract Documents and Information
The Supplier shall not, without SUD prior written consent, discloses the Contract, or any
provision thereof, or any specification, plan, drawing, pattern, sample or information furnished
by or on behalf of SUD in connection therewith, to any person other than a person employed by
the Supplier in the performance of the Contract. Disclosure to any such employed person shall
be made in confidence and shall extend only as far as may be necessary for purposes of such
performance.

The Supplier shall not, without SUD‟s prior written consent, make use of any document or
information enumerated in this document except for purposes of performing the Contract.
Any document, other than the Contract itself, shall remain the property of SUD and shall be
returned (in all copies) to SUD on completion of the Supplier’s performance under the Contract,
if so required by SUD.
5. Delivery and Documents
IT Services shall commence within 2weeks from the date of purchase Order.
Vendor has to ensure proper documentation of the Project and all the codes , design, documents etc
delivered will be proprietary to SUD Life.
6. User Training
The supplier will provide the necessary user training required for proper usage of the software
to their IT Resource and required personnel of SUD.
7. SLA
SLA will be defined mutually at the time of award of contract.
8. Payment Schedule
Payment shall be made in Indian Rupees on in the following manner:
Monthly T&M Basis after taking approval of attendance from SUD Life.
8. Prices
Prices payable to the Supplier as stated in the Contract shall be firm and not subject to adjustment
during performance of the Contract, irrespective of reasons whatsoever, including exchange rate
fluctuations, changes in taxes, duties, levies, charges etc.
9. Change Orders
9.1 SUD may, at any time, by a written order given to the Supplier, make changes within the general
scope of the Contract in any one or more of the following:

Specifications;
The Services to be provided by the Supplier.
9.2 If any such change causes an increase or decrease in the cost of, or the time required for the
Supplier’s performance of any provisions under the Contract, an equitable adjustment shall be made in
the Contract Price or delivery schedule, or both, and the Contract shall accordingly be amended. Any
claims by the Supplier for adjustment under this clause must be asserted within 7 days from the date of
Supplier’s receipt of SUD‟s changed order.
11. Taxes and Duties
11.1 Tax deduction at Source: Wherever the laws and regulations require deduction of such taxes at the
source of payment, SUD shall effect such deductions from the payment due to the Supplier. The
remittance of amounts so deducted and issuance of certificate for such deductions shall be made by
SUD as per the laws and regulations in force. Nothing in the Contract shall relieve the Supplier from his
responsibility to pay any tax that may be levied in India on income and profits made by the Supplier in
respect of this contract.
12. Award Criteria
The SUD will award the Contract to the successful Bidder, out of the Bidders who have responded to
SUD's Invitation for Quotation, who has been determined to qualify to perform the Contract
satisfactorily, and whose Bid has been determined to be substantially responsive, and is the lowest
evaluated Bid. Contract will applicable for one year only.
13. Repeat Orders
After a Purchase Contract is awarded to a Supplier, SUD may, at his discretion, award further Purchase
Contracts to the same Supplier for all/some of the Services originally quoted by him at the
same/reduced prices up to a period of one year from the date of the first Purchase Contract without
calling for fresh quotations
14.SUD’s Right to Reject Any or All Bids
SUD reserves the right to accept or reject any Bid, and to annul the Bidding process and reject all Bids at
any time, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to
inform the affected Bidder or Bidders of the grounds for SUD‟s action.
15. Termination
SUD reserves the right of termination of contract by giving a notice period of 30 days only.

SECTION 5 - TECHNO - COMMERCIAL SCORING
The commercial bid of the technically shortlisted bidders will be opened and the bidders will be ranked
as L1, L2, L3, etc on the basis of their prices offered (final offered price will be calculated on the basis of
weighted average of prices for various items mentioned in BOM).
There would be a weight-age of 60% to the Technical score and 40% for the Commercial price. The
maximum marks (Total score) for Technical and Commercial proposals would be 100. It would be
normalized as under for each bidder:-
Total Score = 0.6 x T (s) + 0.4 x F(s)
Where;
F(s) = (LP / BP) x 100
Acronyms:
T(s) stands for technical score out of 100 for the bidder.
F(s) stands for percentage of a bidder’s commercial price compared to the lowest quoted price
among the bidders whose commercial bids are opened.
BP stands for Bidder’s price.
LP stands for lowest price among all the bidders.
The proposals will be ranked in terms of Total Scores arrived at as above. The proposal with the highest
Total Score will be considered first for award of contract and will be invited for price and contract
negotiation.
The bidders are requested to note the following:
(i) Strictly conforming to the specifications as mentioned in the Tender should be quoted.
(ii) Total unit cost to SUD will be decided on the basis of unit cost of IT Resources.
(iii) All standard (default) items / components and optional items / components, if any, should be
separately and clearly mentioned. Detailed cost breakup should be furnished in the Price
Schedule as per the format prescribed.
(iv) Technical specifications of the Services offered (against the requirements specified) as well as
the Technical Details (in the prescribed format) should be furnished along with the Bid, for all
the standard and optional items if any offered. Otherwise the offer would be treated as Non-
responsive.

(v) Detailed supporting documentation (in English language) specific to the solution and other
optional/dependent components should be submitted along with the offer. Otherwise the offer
would be treated as Non-responsive.
(vi) Any deviation from the services offered should be separately brought out explicitly, in the
column provided for this purpose.
(vii) SUD reserves the right to accept or reject in part or full, any or all the offers without assigning
any reasons thereof.

We undertake, if our Proposal is accepted, to deliver IT Resource as per the Section 2. We agree to abide by the Proposal and the rates quoted therein.
