ABOUT TIDES TIDES1 is a DoD research project dedicated to open-source knowledge sharing to promote sustainable support to populations under stress – post-conflict, post-disaster, or impoverished. The project provides reach-back “knowledge on demand” to decision-makers and those working in the field. It encourages public-private, whole-of-government, and trans-national approaches to achieve unity of action among diverse organizations where there is no unity of control. TIDES has three main goals, to: 1. Leverage Global Talent 2. Promote Integrated Approaches 3. Sustain Through the Private Sector TIDES analyses begin with scenarios chosen by stakeholders. These include: (1) Stabilization and Reconstruction in Afghanistan, (2) Humanitarian Assistance/Disaster Relief (HA/ DR) in tropical regions, (3) Defense Support to Civil Authorities (DSCA) in the US and (4) Building Partnership Capacity (BPC) in Latin America and Africa. Better collaboration and shared situational awareness among disparate stakeholders in these, and other, environments could improve readiness for, and responses to, disasters, instabilities, insurgencies, and food crises. Exercises, training and education are keys to institutionalizing lessons learned. Links are being forged among the DoD, State Department, DHS, other US government agencies, International Organizations, NGOs, Private Volunteer Organizations (PVOs), the business sector and academia. TIDES encourages innovation by tapping into a global network of distributed talent. It maintains a website, www.star-tides.net,2 where anyone in the project’s network (the STAR-TIDES net) can publish their work for feedback and critique. After the Haitian earthquake it helped catalyze co-operation between government agencies and civilian technologists. TIDES focuses on shared situational awareness and eight infrastructures: shelter, water, power, integrated combustion and solar cooking, cooling/heating, lighting, sanitation and information & communications technologies (ICT). TIDES emphasizes the needs of local coalitions of business, government and civil society. Not all solutions suit all scenarios—building partner nation capacity to stabilize southern archipelagoes calls for different answers than supporting mountain earthquake victims in winter. TIDES’ contributes to humanitarian assistance, the Millennium Development Goals, and peace building. It supports public diplomacy, meets National Security Strategy guidance, and improves the inter-agency’s ability to collaborate with participants in civil-military missions, domestic and foreign. In addition, all parties may save money by agreeing on which supplies could best be provided by governments, and which by non-government entities, commercial supply chains, or empowered individuals.
