The system is designed to help managers to:

Star Fleet Management System will show a list of vessels linked to the system to the far left in the Vessel area of Star Explorer. The system will normally contain all the modules as shown
in the Outline area next to the Vessel area. The Detail area to the right displays information that is linked to the module in focus in the Outline area.
The opening window shown above lists four vessels in the Vessel area, one of which is in focus. All other information in the other areas has reference to the vessel in focus. Star Fleet Management System is used as an office based system in interaction with vessel Star Information & Planning Systems and Accounting.
Star Fleet Management System may also be used as a stand-alone fleet management system. Star menu flexibility is ensured by a User Administration module, where each user’s access to the system may be regulated in very fine detail. Thus, the same system may be tailor-made to meet the requirements of a wide variety of user demands – from a very simple maintenance and spare part system to a comprehensive information and planning system.

Normally, Star Information & Planning System is used as a vessel system in interaction with an office based Star Fleet Management System. The system may also be used as a
stand-alone vessel system without shore-based interacting systems except for direct purchases to vendors.

The different modules in Star Central Purchasing System are reached by quick keys. The system may allow direct purchases from the vessel for local purchases or according to frame agreements. For other purchases
requisitions are established on board and replicated to Star Central Purchasing System for further handling.
The system is designed to assist the purchase manager and staff to: - generate or receive requisitions - approve requisitions - generate inquiries - compare tenders - generate purchase orders - follow up deliveries - update interacting systems wrt material & part prices - receive & approve invoices - transmit invoice, estimate & commitment

Star Central Purchasing System receives requisitions for approval or rejection in the Material requisition (MR) module. If the requisition is accepted it is transferred to the Purchase order module where it will undergo a
normal inquiry and tender evaluation process. Changes in purchase order status in Star Central Purchasing System updates the vessel Star Information & Planning System.
Star Central Purchasing System may be used as a stand-alone system to handle fleet purchases but will normally be integrated with Star Information & Planning System.
Star Central Purchasing System can interact with the most common accounting systems. The system is arranged for Electronic Data Interchange (EDI) and B2B e-commerce.

material administration with inventory control on board, requisition system, inquiries to vendors, purchase orders, forwarding, quality control and receipt of goods, with cost control.

Management of crew is one of the most important and complex tasks in ship operation. A fleet may consist of ships of different types, which requires crew with different qualifications. At the same time license requirements are different for different flags. Crew are recruited from very diverse places holding different kind of licenses. A lot of information needs to be analysed in order to achieve a right mix of crews, which meets licensing requirements, and at the same time cost is kept minimum. Ship managers need to be able to come out with manning budget for a mix of crew, which owners are asking for, in a very short period of time. All these tasks are complex and information intensive. It is made even more complex by the fact that information usually originates half a globe away from where it is required. SIS has alternative types of crewing systems, a crew account & tracking system integrated in Star FMS, Star Crew Management/Payroll, integrated in the Star IPS document handling module and resource planning functions. Overview of Star Crew Management/Payroll: Star Crew Management / Payroll is an onboard module for use towards third party Crew Management / Payroll systems in the office. The system is designed to help ship management to: - plan preventive & corrective maintenance
work - report work done - issue requisitions - keep stock & handle supplies - control plant inventory - replicate data between ship and shore
Star Maintenance will contain one vessel, which will always be in focus.
Star Maintenance is the first step in vessel maintenance software. The system may be expanded to include more functions according to user’s requirements.
Most of the work in Star Maintenance will be carried out from the planning board. From the planning board it is possible to look up work
instructions, technical account and job histories, and to print work orders and report work done

The system is designed to help fleet & ship management to: - issue & handle documents - handle certificates - issuing recommendations and lessons
learned from events - linking photos & images to reports, etc - standardize procedures across the fleet - administer forms and form data required for
ship operation - generate reports to the different managerial
levels - replicate data between ship and shore
Star Document is used to standardize document handling throughout the company.
Star Document holds a library of forms and reports that are normal in vessel operation. The system can present scanned documents, video recordings, images, cad drawings, forms, documents, graphical reports, etc. If Star Document is expanded with other operative modules, the forms are often linked to jobs and filled in together with work done reports. It is here possible to report trends of measurements taken over time.
Other forms are applied in vessel operation and port/ terminal relations. Reports are available to meet the requirements of cost control, inventory control, consumption analysis and requirements of authorities, IMO, ISO, and the classification society. Special forms and reports may be tailor-made according to customers’ specification.

Star Maritime Index is an index used to carry information related to fleet and ship management.
The system has a hierarchic structure, which subdivides the main groups into functions and management and technical accounts. These accounts are the main information carriers in the system since information from all other registers may be linked to them.
A management account provides basis for process and procedural information, and provides access to documents & forms that are used in daily ship operation. Management accounts are also used for filing of information that does not fit in the plan of technical accounts. The Fleet management section may be used as a global information source for the whole fleet.
The plan of technical accounts divides the vessel into functions in a hierarchic tree structure down to component level. Star Maritime Index can use different plans of technical accounts. In the example shown, the index is coupled to the class code at the
Star Information Systems AS Products & services Page 15 Training and consultations SIS has a staff with considerable experience in the implementation of administrative software in the maritime industries. In order to achieve maximum benefit from such software it is recommended to consider how the software will affect the working conditions, not only in the unit where the installation is made, but also in the whole organization and its environment. Since the Star software may be used as a major factor in fleet standardization it is further recommended to establish a company manual to explain and specify how the software will be applied in the organization,
both with regard to procedures and data ownership. When it comes to introduction of computer software on board ships, SIS is familiar with the high costs of user training, especially due to frequent turnover of personnel. Great efforts have therefore been made to make the systems as self-explanatory as possible. For this reason, all major procedures are guided by wizards. The wizards carry information to guide data entry and are found to be very efficient, both as a help in program introduction as well as in the daily operation of the systems.
The wizards allow a display of company policy and a reduction in the normally high computer training budgets for seafarers.

Star Information Systems AS Products & services Page 16 Data ownership Star Fleet Management System and Star Information & Planning System apply the concept of data ownership. For the operation of a fleet of vessels, or a group of vessels, some data may be defined as common data that may only be changed centrally. Other data may apply to one vessel only, and may be changed locally.
Data ownership is of particular importance for cross fleet information flow and for statistical purposes. For these reason a central ownership is often awarded to data in the Document module and in the Common codes

Budgeting and cost control are carried out in the Budget module. Costs are compared with budgets as basis for cost control reports
Budgets are generated and shown in a matrix between finance accounts and technical accounts.

Work planning may be based on work instructions. When an instruction is linked to a technical account it is given a due date and becomes a scheduled job. A scheduled job may be printed out it as a work order.
A scheduled job has a detail window which carries information about the technical account, the equipment connected to the account, and job related codes. Scheduled jobs and work orders are handled in StarBoard (work planning board).

The module for Material & services makes it possible to handle different types of purchases according to different stock strategies.
Spare parts may be for specific equipment or apply to groups of equipment. Some parts are carried on board and have an order point, some are ordered when needed, based on planned use of resources for jobs in Star Information & Planning System. Some parts have a safety stock, i.e. a minimum stock. Consumption articles may be carried on board and have an order point, some are ordered
when needed, based on planned use of resources for jobs in Star Information & Planning System. Provisions are ordered on the basis of store count before port arrival, based on expected length of voyage and availability of provisions in next port. Tools are ordered to replenish stock.
Some parts, articles and provisions are ordered directly from the vessel when needed. The vessel may pay cash or instruct the vendor to invoice the office.
Star Information Systems AS Products & services Page 20 Replication engine Star has a replication engine which, together with standard mailing systems, ensures efficient replication of data from vessel systems to shore, and from shore to vessel.
This feature, together with the concept of data ownership ensures rapid and selected distribution of information and database changes throughout a fleet at minimum costs.
Star Information Systems AS Products & services Page 21 Common codes To enhance standardization in program operation throughout the fleet the systems use common codes with central data ownership. The codes are also very efficient in operation and reduce the need for user training.
The codes may be tailored to company requirements and need not be visible in the vessel system except for transactions.
Star Information Systems AS Products & services Page 22 Procedures Data ownership Star IPS applies the concept of Data ownership to govern the rights to alter or delete data from the program. This feature supersedes the normal user access grants allocated in the Star User Administration program. Data ownership may be used as follows:
1. Common data for office and ships. All common data has to be created and modified by dedicated users in the office system and will be distributed to all ships.
2. Ship specific data. Ship specific data may be inserted or modified by dedicated users on board the ship or in the office. This data will only be available in the office and on board that particular ship.
3. Data for office only. 4. Group specific data. Group specific data has to be created and modified by dedicated users in
the office system and will be distributed to ships that are listed within that particular group. A group may represent a set of sister ships, ships with similar cargo, sailing patterns or trades, or ships with similar machinery, etc. There is no limitation on the number of groups that may be established or on groups that a ship may be a member of.
Data ownership should be decided as a compromise between the need for company standardization and freedom of decision for the operative unit. Information handling/ work flow Star IPS has a push feature that automatically provides a user with a list of tasks that the user is requested to give attention. The items in the list may appear for two different reasons:
1. The user is set up to be notified of certain kinds of information 2. Someone has sent a special request to the user.
If the user closes the list without opening an item, the list will automatically pop up again after a predetermined time. Master documents To avoid replication of large documents and at the same time enable users to search and read features in large documents and books Star IPS has a feature for linking of single documents into chapters/ books. When the content of a new chapter/ book is set, it is possible to create a Master document in a new adobe pdf file and save it to the database. Hyperlinks may be used to refer to any location within one document, to jump directly to another document or to open a non-document object in Star IPS. The Star IPS push feature is essential for the controlled distribution and acknowledgement of receipt in document handling. Event logging and handling The logging and handling of events rely on certain procedures of communication between vessel and office. An authorized person on board may log an event with estimated consequences in Star IPS. This is replicated to a dedicated person in the office.
Star Information Systems AS Products & services Page 23 An event may also be logged by other authorized Star IPS users in the company, since people on board may not be the first to discover the occurrence of and the consequences of an event. The event log with documentation will also appear in Star Insurance and may be used as basis for a claim if the event is covered under a marine insurance policy. If the event is covered by a guarantee it must be logged under the Guarantee claims module. Competent personnel on board and in the office may enter Recommendations regarding corrective actions to prevent reoccurrence of the event. After thorough evaluation an authorized person should log a Lesson learned from the event, to be replicated to all ships in the fleet where a similar event might occur. Corrective actions should be entered as corrective jobs to be followed up in the Work planning module of Star IPS.
Star Information Systems AS Products & services Page 24 Star Fleet Management System, Star Information & Planning System, & Star Insurance System have been developed in Visual Basic 6 and is a 32-bit application that can be run on Windows 95/98/2000/NT/XP workstations. The program uses SQL databases like Oracle, MS SQL Server, or Sybase Star Information & Planning System is arranged for communication with an office based Star Fleet Management System (incl.Star Central Purchasing System). The system uses SISCommerce for direct EDI communication with vendors Star Information & Planning System may be used as a stand-alone information and planning system for companies that have no other interacting systems (ships, drilling rigs, etc).
Star Central Purchasing System is arranged for satellite communication with the requisition module in Star Information & Planning System or an equivalent DOS or Windows based system. The system uses SISCommerce for EDI communication with vendors and for B2B e-commerce. Star Central Purchasing System may be used as a stand-alone purchasing system for companies that have no interacting requisition/ purchasing systems at other locations (ships, drilling rigs, etc). The system has been designed to interacts with a number of accounting systems that are in use in the marine industries.
