POLICY (PM – 3.13) COLLEGE STANDING COMMITTEESoThe effective operation of Standing Committees shall be recognized as critical to the mission of

the College.

oService by employees on a Standing Committee shall be identified as one of the important responsibilities of each employee, as well as an opportunity for employee participation and development.

oParticipation on a Standing Committee to which the employee has been assigned shall be considered as part of their duties and shall be considered in the personnel performance evaluation of employees.

STANDING COMMITTEE SELECTION PROCESSCommittee shall serve a two-year

term beginning in January of even-numbered years.

Faculty and Staff appointments to Standing Committees shall be made every two years.

Appointment recommendations are made by Administrative Council.

THE DUTIES OF THE CHAIRPERSON• Determination of each committee’s meeting agenda

• Scheduling of committee meetings as needed, with a minimum of one meeting per semester

• Supervision of each committee meeting

• Supervision of all committee activities and confirmation of appropriate, timely recordkeeping

• Appointment and supervision of sub-committees and workgroups as appropriate

• Follow-up on committee activities and recommendations

• Publication of reports and approved committee meeting minutes and other activities

• Consultation with supervising VP concerning committee activity

• Publication of the committee’s meeting agenda to the campus and submission to SharePoint at least 2-3 days prior to the meeting.

• Assignment of committee member to record minutes at each meeting

• Receipt and verification of the accuracy of committee minutes from the appointed recorder within one week after the meeting

• Distribution of minutes for approval of committee members

ACADEMIC ADVISINGPURPOSE:To review, evaluate, and make recommendations to the appropriate administrative officer concerning academic advising needs; to recognize needs of the students, faculty, and staff; to recommend changes in the advising system that will encourage retention, graduation, and/or transferring; and to coordinate advising and registration efforts with the faculty and staff.

BUILDING & GROUNDSPURPOSE:To provide recommendations regarding the appearance and functionality of the College's buildings and grounds.  To provide input on budget priorities which impact the college’s buildings and grounds. To provide input to the Vice President of Administrative Services on buildings and grounds matters of concern. To be knowledgeable regarding the College’s buildings and grounds, and serve as an information resource for college employees. To review campus wide surveys for employee and student input on items related to the College’s buildings and grounds.

BUSINESS CONTINUITY & RECOVERY

PURPOSE:To gather information and to provide guidance to the College as a whole in the area of business continuity. These plans are required by the System Office, and they must be revisited each year. The membership will work within each division to develop and update plans for the departments and the College, so that JCC is prepared to provide at least basic services after an emergency situation.

LEARNING RESOURCE CENTERPURPOSE:

To review and evaluate the LRC’s capabilities and needs to meet the requirements set by SACS and other accrediting agencies; to serve as a liaison between the faculty and library staff in recommending acquisitions and methods for integrating LRC programs with academic activities at the College to increase use by faculty, staff, and students; to advise the LRC Director on matters of general LRC policies; to encourage the involvement of the Johnston Community College’s faculty, students, and resources in local history projects and programs in cooperation with other interested community organizations and individuals; and to promote cultural and artistic programs and a forum for public issues.

PERSONNELPURPOSE:To assist in administrating and monitoring the Affirmative Action Plan; to review and recommend personnel policies and procedures which enhance employee performance; to assure employee problems or complaints are considered rapidly, fairly, and without fear of reprisal pursuant to the grievance and appeals policy; to study and screen potential and/or new changes to existing employee benefits; to review and recommend changes in the JCC Personnel Manual in accordance with college policy; to coordinate the social activities of the employees; and to identify the types of recognition appropriate for the college family.

SAFETY & HEALTHPURPOSE:

To assist the college in all areas of risk management, i.e., risk assessments, safety inspections, review of accident/event reports, and recommendations for corrective measures; to detect and correct campus and workplace hazards and concerns, reduce injuries and illnesses, and increase safety, security, and health awareness; to make recommendations on the development and administration of ongoing safety and environmental health programs and training on emergency procedures; to assist with the development and revisions of safety and health-related plans and policies; to aid the College in complying with all laws and regulations pertaining to safety; and to serve as an advisory body to management on health and safety issues.
