STANDARDS AND MARKET ACCESS PROGRAMME (SMAP) ‘Enhancing food safety, quality and trade’ K enya’s economy is predominantly agriculture based. The sector, including livestock, forestry and fisheries, accounts for approximately 27% of Kenya’s Gross Domesc Product (GDP) and for 60% of export earnings from trade in goods. Approximately 80% of Kenya’s populaon depends on agriculture for their livelihood. Although there has been a rapid increase in internaonal trade over the last 10 years, Kenya’s export levels remain well below its potenal both in terms of produce and markets. The Standards and Market Access Programme (SMAP) is financed under the 10th European Development Fund (EDF-10). The total EDF contribuon is € 12.1 million shared by four implemenng agencies: the Kenya Bureau of Standards (KEBS), the Kenya Plant Health Inspectorate Services (KEPHIS), the Department of Veterinary Services (DVS) and the UNIDO. The overall aim of SMAP is to assist Kenya to minimize risks and hazards related to agricultural products, enhance the quality of local produce and increase the country’s export basket and its access to new export markets. The program will enhance market access and compeveness of Kenya’s animal and plant-based products through adopon of relevant internaonal standards and improved food- safety regulaon and enforcement in Kenya. To realize these objecves, SMAP addresses three key areas: The development of standards and quality regulaons so that the relevant Kenyan authories can put in place improved legislave frameworks for plant and animal based products. Capacity of the competent authories to provide appropriate cerficaons regarding standards and conformity. STANDARDS AND MARKET ACCESS PROGRAMME (SMAP)

‘Enhancing food safety, quality and trade’

development activities for the Kenya Bureau of Standards (KEBS), Kenya Plant Health Inspectorate Service (KEPHIS), and the Department of Veterinary Services (DVS). The programme will also fund the purchase of the State of the Art laboratory equipment to carry out tests that will ensure the quality and safety of Kenyan products.

• Increase the capacity of producers, processors and traders of Kenyan plant and animal-based products of meeting SPS and commercial standards and demanding for improved certification systems via training and workshops organised by UNIDO.

Specifically, the impact of SMAP to Kenya’s economy will be:

Trade Relations between Kenya and the EU

SMAP is one of the flagship programmes that cement the long-standing partnership between the Government of Kenya and the EU. The programme complements a number of interventions that support Kenya’s agricultural sector, in line with the Vision 2030.

• strengthen its institutional capacity by upgrading its laboratories.

• update and implement a risk- based Residue and Contaminant Monitoring Plan.

Kenya Plant HealtH InsPectorate servIce (KePHIs)

KEPHIS is the government parastatal whose responsibility is to assure the quality of agricultural inputs and produce to promote food security and national growth.

KEPHIS offers services in three main areas: seed certification and plant variety protection, phytosanitary (plant based) and bio-security and laboratory analyses.

SMAP will strengthen KEPHIS capacity in a number of areas: surveillance and risk analysis, testing and certification of plant and plant based products. SMAP will also contribute to domesticate and gazette food safety standards of plant-based products. This will ultimately improve market access for Kenya’s agricultural products, raise awareness on international market requirements but also improve the quality of local produce.

Furthermore, the EU is one of Kenya’s main export market: in 2012, 23% of Kenya’s total exports went to the EU market – most of which are agricultural goods. According to the industry, the EU market represents over 85% of Kenya’s total horticulture exports with a value of over KES 95 billion a year. The main agricultural commodities exported to the EU are cut flowers, fresh vegetables, fresh fruits and coffee/tea.

Competent Authorities Participating in the SMAP Programme

Kenya Bureau of standards (KeBs) KEBS is the National Standards Body in Kenya. KEBS offers Standardization, Calibration, Conformity Assessment (Import and Export Inspection, Quality Assurance, Market Surveillance, Product and System Certification, Testing), Training and Information services. KEBS is charged with the development of standards for all products, including food and agricultural products through technical committees. KEBS also has the key role in the testing of food products against specific standards. KEBS hosts the National Enquiry Point on Technical Barriers to Trade, and is the National Codex Contact Point for Kenya.

KEBS will host and coordinate the SMAP programme. Through the SMAP project, KEBS will:

• develop standards and codes of practice related to plant and animal-based products.

dePartment of veterInary servIces (dvs)

The Department for Veterinary Services (DVS) is responsible for all matters relating to animal health, food safety and the quality of animal products. It is a member of the OIE and the enquiry point for WTO-OIE on animal health standards.

The mandate of the DVS is to prevent and control animal diseases and pests, to safeguard human health, improve animal welfare, increase livestock productivity, control their products and facilitate domestic and international trade.

SMAP will help DVS in enhancing food safety standards and regulations for animal based products and building institutional capacity for testing and certification of animal based products.
