23. PROFESSIONAL PRACTICE My Professional Practice
I define my professional practice in 2013-14 in three specific and overlapping areas of: (A) FORENSIC Psych/Mental Health education and interdisciplinary research practice in the areas of forensic nursing and mentally disordered offenders; (B) ABORIGINAL health and online education; and, (C) INTERNATIONAL collaboration in the areas of education, student clinical exchange, policy development, and research. My past clinical practice experience, course development, and research have focused on vulnerable populations and specialty areas of education. In online educational course development, policy implementation, and research I draw from a strong clinical base of over 30 years of clinical nursing practice in forensic psychiatric nursing (18 years full time and .6), correctional nursing (3 years, full time), psych mental health nursing (part time 5 years), addictions nursing (casual 8 years), and emergency nursing (8 years full time). My teaching experience as a sessional instructor dates back to 1993 after completing my masters in nursing. My online course development experience dates back to 1996 when I first began online course development, content writing, and online teaching. The definition of my professional practice adheres to the definition of educational practice provided by the College of Nursing Standards for Promotion and Tenure (2002): Educational practice applies to faculty members engaged in a professional practice in educational program development and delivery, and or instructional design. College standards “outline expectations ensuring that the practice is grounded in a conceptual framework that is supported by contemporary literature, and that there is evidence of results achieved” (p. 12).
My Philosophy of Nursing I believe that professional nursing is an art and a science, and that nursing and nurses must continually evolve to meet the needs of a changing society. The art of nursing requires that nurses use knowledge gained from the humanities, arts, and sciences as the foundation for acceptance and appreciation of clients’ values. Nursing care requires sensitivity as well as critical, logical, and analytical thinking to effect changes in clients and the health care system. The science of nursing requires that nurses study, explore, and research nursing and related knowledge areas. From these areas nurses develop and test nursing theories for the improvement of nursing practice and health care. I believe that specialty areas of nursing and education have evolved both from societal need, and from our own need to provide for patients, the best possible care.
My Philosophy of Nursing Education
I believe that education for professional nursing practice includes a sound theoretical knowledge and clinical base to support experiential learning. I believe that the educational process facilitates continuing personal and professional growth. The intent of the educational programs is to focus on the learner with active participation of the student in the learning process. I believe education to be a life-long process with the commitment of the learner to establish patterns of continued inquiry. (See Self Assessment Form for more detail on my philosophy of teaching)

GERMANY COLLABORATION In January of 2011, I was contacted by a professor in Germany who saw some of my recent publications on forensic nursing education. There was email communication over a few months with regard to sending a grad student from Germany for a 2 week observational placement in Canada. Professor Harold Haynert has also been very involved politically in moving forensic psychiatric nursing forward in Germany and to bring the standards of health care in corrections up to the standards of the European Union. Subsequently I was invited to attend and present at a 2 week “think

tank” symposium in Germany in Nov of 2011, sponsored by the German Ministry of Health and Justice.
Host for Colleague from Germany October 3-14, 2011 Professor Harald Haynert came to Saskatchewan in October 2011 for a 2 week study tour. While in Saskatchewan Professor Haynert presented on the issues of forensic psychiatric nursing in Germany at the Custody and Caring Conference in Regina and toured the Regina provincial Correctional Centre (RPPCC) and the RCMP historical Museum. The following week in Saskatoon I organized a tour for him through the Regional Psychiatric Centre (RPC) and the newly approved Forensic Centre at the University of Saskatchewan, at both of which he met had the opportunity to meet many academic and clinical forensic psychiatric health care professionals. I also arranged for Harald Haynert (and myself) to tour Saskatchewan Penitentiary in Prince Albert and the Forensic Psychiatric Unit in North Battleford. The multidisciplinary staff at North Battleford greatly appreciated Professor Haynert presentation on Germany and his teachings on mental illness. Harald is very interested in doing a doctoral fellowship here in Saskatoon in the future and has full funding for this. November 4-20, 2011 in Germany In November of 2011, it was a privilege to participate as an expert representing nursing and forensic Nursing. Other professions from the disciplines of forensic psychiatry, psychology, theology, and sociology, and doctoral students were also invited to attend . While in Germany I participated in the two weeks of presentations and toured 5-6 forensic, correctional and addiction services in the Ruhr area, which has a population of over 5 million people in a country of 83 million. 2010-11 Overview I came to this appointment at U of S having previously been recognized by my peers provincially, nationally and internationally for my forensic nursing practice and education initiatives: the National Award of Excellence, from the Canadian Federation of Mental Health Nursing in 1995; the Pioneer Award, the highest award given for specialty and educational development by the International Association of Forensic Nurses in 1997; the Exemplary Program Award (credit

category), from the Western Association of Summer Session Administrators, in 2001-2002; and the Provincial Award of Excellence in Education, from the Alberta Association of Registered Nurses in 2002. Since the mid-nineties, I have served as a consultant and an expert witness in forensic/legal related areas and have been contracted to write and develop forensic nursing courses at three universities/colleges in Canada and one in Australia in 2000. Recently, I have collaborated with international colleagues on the core curriculum development for forensic nursing education using advanced practice nursing standards for graduate level certification. I also have been consulted to review books, chapters and articles on forensic nursing (see item #24).

Forensic Interdisciplinary Mental Health
The federal presence of the Regional Psychiatric Centre (RPC) Prairies in Saskatoon has attracted many forensic clinicians and academics to the RPC and to the University of Saskatchewan. Over the years, personal from disciplines of the forensic behavioural sciences and justice studies have come to know each other through biannual conferences hosted by the college and departments of various disciplines affiliated with Correctional Service Canada (CSC). Specifically, the “Biannual Symposium on Violence and Aggression” since 1986, and the “Custody and Caring International Conference for the role of the nurse in the justice system” since 1989, have become international conferences icons sustained by the commitment of passionate individuals. This mutual forensic focus and the desire to breakdown silos, led to the creation of provincial interest groups and research forums so that individuals could share ideas inter-professionally. Disciplines represented are justice studies, law, nursing, psychiatry, psychology, social work, and sociology. History of Members Working Together
Our history of working together began with the Provincial Corrections Research Forum in 2004; the Forensic Interest Group of Saskatchewan (FIGS) in 2004; a proposal for a Forensic Centre in 2007; support for the Forensic Psychiatric Division in spring 2009; and the Forensic Interdisciplinary Research: Saskatchewan Team (FIRST) in July 2009. Recently, $650,000, plus an additional 1 million funding over 5 years was granted from CSC for the Forensic Behavioural Science and Justice Studies (FBSJS) initiative in November 2009.
Forensic Interdisciplinary Research: Saskatchewan Team (FIRST)
FIRST formed as a group in July 2009, with the goal of providing evidence-based research to address the needs of the increasingly complex mentally disordered offender population in the province of Saskatchewan. In an effort to break down silos, FIRST is made up of health care providers, researchers, and educators, from the University of Saskatchewan and the community, representing but not limited to education, law, nursing, psychiatry, psychology and sociology. By building on professional and collaborative relationships already established across disciplines, a goal of FIRST is to establish an interdisciplinary research team to deliver fundable and sustainable research agendas. Through this venture, senior and junior faculty are brought together as equal learners, and graduate student membership is welcomed as a means of further building research capacity.

The Forensic Behavioural Studies and Justice Studies (FBSJS) Centre
In fall of 2009, the University of Saskatchewan and the Correctional Services Canada (CSC) formally signed a MOU to enhance justice and forensic behavioural science research and training on campus. The FBSJS overall goals are: to provide and facilitate collaborative research training and outreach activities relayed to law and justice systems, personnel and inmates, crime prevention and conflict resolution studies and community health issues as informed and impacted by correctional services; to provide a comprehensive a knowledge centre through which government, private agencies , and the not for profit sector could access expertise on the brad scope of issues related to criminal justice and corrections from a clinical, behavioural, social science legal, management and multidisciplinary perspective.
The Forensic Behavioural Studies and Justice Studies (FBSJS) initiative generously funded by Correctional Services Canada (CSC) was recently established with the mission to serve as a gateway to a unique array of multidisciplinary research education and engagement activities that will serve to build capacity in the use of knowledge and evidence and act as a catalyst for policy change and for addressing service deficiencies in the criminal justice system with evidence-based practices. Many of the same members make up the Forum, FIGS, FIRST, and the FBSJS initiative representing health care providers, researchers, and educators from the University of Saskatchewan and the community.

Custody and Caring International Conference The Custody and Caring International Conference on the Nurse’s Role in the Criminal Justice System has been a biennial conference held in Saskatoon, SK, since 1989. The Custody and Caring International Conference is sponsored by College of Nursing, University of Saskatchewan, and the Regional Psychiatric Centre, Prairies.
Conference Planning Committee, Member, 2002-current. I have had the opportunity to be a member of this planning committee since 2002. In this time there have been four (4) biennial conferences and we are now planning for 2011. For each conference there are approximately 10 meetings to plan and evaluate the program, brochures, budget, key note speakers, entertainment and website. Forensic Nursing International Association of Forensic Nurses (IAFN)

I have collaborated with international colleagues on the standards of forensic nursing using advanced practice nursing standards for graduate level certification. In July, 2009, the American Nurses Association (ANA) the International Association of Forensic Nursing (IAFN) has published their revised edition of the Scope and standards of Forensic Nursing (IAFN & ANA, 1997; 2009), and I have been recognized for my contributions to both in published documents. Forensic Nursing Curriculum Committee (FNCC) (2010, spring) During the March 2010 IAFN Board Strategic Planning Committee, it became
evident that a forensic nursing curriculum was needed and would benefit many of the IAFN members. As a result, the IAFN Board established the Forensic Nursing Core Curriculum (FNCC) Committee and appointed Bonnie Price MSN, RN, SANE-A, SANE-P as the chair. This committee has been tasked with the development and implementation of a forensic nursing curriculum. In March, 1010, I was asked to serve on the FNCC Committee. The commitment will most likely require two years of time with monthly meetings lasting 1 to 2 hours, with pre and post meeting assignments. Developing the first official Forensic Nursing Core Curriculum will be important and a historical achievement for our profession. 2010-2011

2008-2009 Research in Forensic Nursing Education My PhD dissertation defended in August, 2008 was a mixed methods study of forensic nursing education. The purpose of the study was to explore forensic nursing knowledge as a specialty area of study and factors influencing educational development from the perspective of nurse educators who wrote many of the initial programs. A thematic analysis of the data was interpreted from a constructivist worldview and compared to the relevant literature. Outcomes of the study were constructed definition of forensic nursing, a differentiation and a demarcation of forensic nursing concepts that were similar and different from nursing in general and similar and different from other forensic differences. In addition, findings from the study filled in gaps in the literature of why forensic nursing developed when it did and why educational development did not occur sooner. An interprofessional practice model, a suggested metatheory for specialty development, and a taxonomy of concepts to include were also outcomes that began further needed discussion and research in this specialty area.

(B) Focus: Aboriginal Health (Interdisciplinary, Online Education & Research)
Online education in the area of Cultural diversity and Aboriginal health is an area of
scholarly interest since developing and teaching an online course in this area for the College of Nursing’s Post Registration program. Both Aboriginal health and forensic psychiatric/ correctional health represent vulnerable populations of which have been focus areas of the College of Nursing’s integral plan. In online course development I draw from the experience of online course development, content writing, and online teaching since 1997 (see item #9).

My graduate NURS 814.3 Aboriginal Health Issues course is marketed as an open elective to
other disciplines. The undergraduate course, in addition is well suited as an interprofessional course as well. With our move as a college to an interprofessional focus in a new curriculum for 2011, this area will become more of a focus.

Policy Development for International Agreements, MOUs and Letters of Intents/ Proposals International Practicum for Student Exchange with Australia A professional relationship with a colleague Professor Linda Starr from Flinders University of South Australia in Adelaide, SA, since 1996, has resulted in many collaborative projects over the years. More recently, a proposal for an International clinical placement for students has resulted in an International Agreement signed between our two universities: University of Saskatchewan and Flinders University. The five year international student exchange has to date witnessed three cohorts of student placements in each country each year since January, 2008. Appointments. In 2009, Linda Starr was appointed a reciprocal Adjunct Appointment to U of S as the Flinders faculty active in this international agreement. I currently have an Adjunct Appointment with Flinders University, and nursing registration with the Nursing Board of South Australia.
Future Graduate and PhD student(s) International research. Continue to market to the graduate and PhD students the opportunities available for International Aboriginal or Forensic research with our Australian University partner (Flinders University). In 2008 presented at a NURS 990 seminar to inform students and faculty of this opportunity (See Item #9 Teaching)

2008-current Nursing Registration in South Australia. Flinders School of Nursing & Midwifery has a
requirement that the Nurse in the host country responsible for supervising the Flinders students they send abroad has registration with their Nursing Board of South Australia (NBSA).This was a six month process where NBSA assessed my nursing documents of original CNAT scores and all academic qualifications. I was granted NBSA registration in August 2009. Flinders paid the yearly fee. As I now have license to practice in South Australia, I may consider short-term teaching roles with Flinders Uni in future sabbaticals.

Adjunct Appointment with Flinders University. On July 31, 2008, I was honored to accept an Adjunct Academic Status appointment as a Senior Lecturer (Academic Level C) School of Nursing and Midwifery, Faculty of Health Sciences, Flinders University of South Australia, for a three year term 2008-2011. Although this honorary appointment carries no remuneration, it affords the recognition as a member of Flinders University, and allows me full access to the University Library, and permits such assistance as the Dean of the School of Nursing and Midwifery shall determine. There are two categories of Academic Status with Flinders University: Adjunct Academic Status and Full Academic Status, which I will now work toward achieving. Full Academic Status is normally awarded to an academically qualified employee of another organization, or professional, where there is a high level of ongoing collaboration in the development, preparation and presentation of a course, or in the conduct of a research program. Adjunct Academic Status is normally awarded in recognition of an ongoing but less extensive contribution to a teaching or research program. 2008-2009

In 2007, an International Student Exchange Agreement and Memorandum of Understanding (MOU) was signed between the School of Nursing and Midwifery at Flinders University in South Australia and the College of Nursing at the University of Saskatchewan in Saskatchewan, Canada. This five year venture is expected to yield benefits in the way of rich cultural student clinical experiences and additional faculty and agency collaborations for research between the two countries.
The International Student Clinical Exchange Project entails a 4-6 week clinical practicum for undergraduate senior year nursing students between the College of Nursing and Midwifery, Flinders University of South Australia, and the College of Nursing, University of Saskatchewan. It also may provide for future graduate student exchange placements.
The project augments many of the focus areas identified in our College’s Integrated Plan: primary health care, rural and remote health, Aboriginal health, research linkages, and internationalization. The College of Nursing at Flinders University and the University of Saskatchewan each works closely with their respective external clinical and community agency partners in creating a curriculum and student practice that are informed by primary health care principles and demonstrate the highest levels of professionalism.
Objectives of the Student Exchange-Expected learning outcomes On completion of the Study Abroad topic students will be expected to: • have an understanding of the knowledge, skills and disposition required to be a culturally
aware practitioner • reflect on their own and other peoples' cultural assumptions which influence the delivery of
health care services • be aware of other approaches to health and health care service delivery to those of their home
country • be aware of the intellectual knowledge traditions and approaches to learning of the host
country • critically examine and compare their home country health care system with that of the host
country. Memorandum of understanding (MOU). This MOU was signed November 22, 2007,
between the University of Saskatchewan and Flinders University. Memorandum of Understanding entered into on November 22, 2007 the Flinders University of South Australia and the University of Saskatchewan agreed to endeavour to collaborate in areas of mutual interest including common academic fields. These may include: discussion of possibilities for cooperation in common academic fields involving students and staff; research projects of mutual interest; exchange of materials, information and publications as jointly agreed. The details of any joint activities will be negotiated and separate agreements signed in each specific case.

Forensic Tour - Japanese International Forensic (9 day) Tour. In 2002, I coordinated a tour for 20 psychiatric nurses, psychiatric nurse educators and one forensic psychiatrist from Japan for a 9 day tour of forensic psychiatric facilities in Calgary and Saskatoon. Coordination consisted of arrangement of: students housing at the University of Calgary, bus transportation, and tours or seminars at the 5 forensic psychiatric facilities, 2 acute care hospitals, a homeless shelter and the University of Calgary and the Regional Psychiatric Centre in Saskatoon, SK. The tour was arranged with my contact and Interpreter Harumi Mihara, RN, MS, from Roslindale, Massachusetts. Having been appointed as a new faculty member to U of S in July 2002, I involved Saskatoon in the tour and asked colleagues Richard Johnson BN, & Cindy Peternelj-Taylor, RN, MSc (Saskatoon) to assist for the two days in Saskatoon. August 6-14, 2002.
