Standard Operating Procedure (SOP)

The following outline represents a generic SOP or Contingency Order specifically directed

and designed for general public use. In order for the general public to be adequately informed,

civilians must understand the “alert process”, with the ability to respond properly when directed

by either State or County officers. The State or County Police demand absolute compliance

with any emergency orders, but are also aware that many civilians want to help or render

assistance if possible.

The purpose of this SOP is to align the Governor‟s Contingency Plans with the general

public‟s desire to help or augment much needed manpower to deal with the situation at hand in

an orderly, efficient and safe manner.

This will be in outline fashion built upon five (6) categories.

(1) (Olive or Dark Earthy Green) Military (National Guard)

(2) (Light Blue) State or County Government

(3) (Black) - Federal Government

(4) (Light Green) - Vegetable

(5) (Red) - Animal

(6) (Blue) - Commercial/Business/Corporate

(1) (Olive or Dark Earthy Green) National Guard

The National Guard has its own SOP, receiving its orders from the Governor directly. Due

to operational security, the National Guard is hesitant in releasing any information that might

cause panic or an overly anxious reaction to the general population. Any information will be

disseminated through the State or County Police.

Each governor has a Contingency Action Plan (CAP) which deals with a variety of

emergencies from

(1) Registration for interest free loans/grants is an impossible and frustrating

process even if done efficiently. The amount of felonious conspiracy and

corruption seen on all levels is beyond accountable, and in the long run does

more damage to the individual completing the application.

(2) State Management, Logistics, Infrastructure and Budget

(a) At this point, are the general public privileged to this part of State Government.

The question is, should the general population have some say in what happens in

an emergency? There are smarter people than me who can define the

Bureaucracy‟s procedural process when addressing any emergency. Deciphering

the massive amounts of “RED TAPE” as per Federal and State regulations is not a

matter of accountability, but at some point any bureaucracy must be willing to

yield to the Public‟s sense of urgency. We all see the fine line between Public

Demands and State‟s Official Business to protect the public. The public should

NOT go half cocked believing anarchy is the best remedy. This also will be

discussed in the viewpoint of the general population‟s private militia‟s

Due to the current hostilities involving Unions, protestors, anarchists hired as socialist

conscripts, each governor faces potential losses of public employees, services and entitlement

funding. Each governor may address the situation differently, but the eventual result will result

in severe consequences which puts the general public in danger.

Each Governor prioritizes his/her concerns according to

(1) general public,

(2) public lands,

(3) public infrastructure

(4) public moneys

***This is important***, the governor‟s major concern is not for the general public, but in the

bureaucratic capability of managing public moneys to coordinate public safety. No governor in

their right mind would release the general public on their own recognizance, believing the

general will spontaneously respond and prioritize themselves accordingly.

In 2009-2010, Arizona‟s Governor was very close to releasing the general public to defend

Arizona from the overwhelming threat of illegal criminals, aliens and immigrants. The SOP

believes the Governor acted correctly by acting in the people‟s best interest, not in the

bureaucratese‟s ability to manage. If citizens are properly motivated and given accurate

information, the people are better able to assist and defend a governor, knowing the governor

doesn‟t take crap from anyone. Obviously, an oblivious or politically hostile governor many

NOT want to invite public retaliation. TEA‟s birth was in protest to a corrupt government.

While watching the video footage of the Japanese earthquake and the impending nuclear

disaster, there‟s a fine line between public involvement and government‟s decision to withhold

information. The release of toxic radioactive clouds in broad daylight can be seen as

informational hypocrisy between the government and what the general public absolutely

NEEDS to know.

Human nature as it is, the criminal mind will always take advantage of chaotic emergencies.

I would have no problem shooting criminals involved in criminal acts during periods of

declared emergencies. Unfortunately, trying to distinguish between the criminal and those

killing the criminal would cause one to kill both. This is why official uniforms are so important

when managing both the emergency and panicked citizens.

In watching video footage from Japan, the SOP requests to recruit older Americans in their

experiences with the CD or Civil Defense. Japan has a very involved CD force, immediately

jumping into action with official uniforms, helmets and life saving gear. This immediate

response obviously has a psychological effect on the general public where compassion is

greeted with an eagerness to assist because everyone is invited to join in.

Anyone who has lived in Japan has seen the miraculous efficiency of the Japanese people.

How can we achieve this level of involvement or commitment here in America? Well, that the

question we are all faced with.

It‟s the job of each governor to keep their State solvent regardless of federal infringement,

hostilities or militant interference. Each governor must realize that the federal government can

at any time terminate all SSN, Medicare, Welfare or other federal sustenance funding. Due to

the present movement toward socialized government, each governor must realize that his/her

State is expendable, eventually throwing the general public into the great unknown.

The CD or Civil Defense concept represents the best “bridge” between the governor and the

general public. A word of warning: if a CD begins to move as a governmental representative,

it‟s the general public‟s responsibility to remedy the problem. In military terms: T.D. Tango

Delta. For the CD to manage and assist panicked citizens, it must be the closest governmental

entity to the people. Obviously, this alliance between CD and government is not the most

trustworthy model, then we need to consider building the CD around concerned citizens as a

team concept. As Americans and members of the general public, we must define political

obedience. Unfortunately, humanity isn‟t what it is because the political winds of socialism

has little reason to support team concepts, especially when it benefits ordinary citizens.

This SOP requests that the National Guard separate itself from the CD, but assist the CD.

Open hostilities between the military and a frustrated general public must never occur. Yes, the

National Guard is part of our uniformed military whose job is to prevent the actions of

unauthorized militias from undermining emergency procedures. The CD should stand between

any unauthorized militia and the general public. More about militias later.

We have a problem. Yes, an efficient CD is cost effective, its a bridge between the governor

and the people; it allows for the people to get involved; it allows for the dissemination of

information, goods, services, logistical supply chain and augmented security assistance. Due to

the greater good CD brings to the table, we cannot dismiss the growing threat of socialism. If

concerned citizens were to create an efficient CD program in cooperation with the local police,

then each governor can take advantage of additional public resourcefulness, and leave the

bureaucracy at home till after the disaster. Any civilian SOP will need to establish and

prioritize all liaison protocols with the local or state police.

(3) Black - Federal Government

(a) What is the Federal Government‟s role in assessing disasters or emergencies?

(1) The Federal Government‟s role in assessing any emergency is to inspect and

designate appropriate emergency status to any State Governor who asks for it, or

Governors who needs it.

What are the assigned duties of the federal government‟s emergency services? Yes, the

federal government does provide a wide range of bureaucratic functions, but as the federal

government presses toward socialism, it‟s the general public who will suffer the most. There

are those smarter than me who can address this issue and come up with some provisions which

better equips the general public. The point is, the federal government has no intention of

accommodating the general public other than following existing regulations, so we as the

general public must identify our own strategy when the federal government fails in theirs.

The Department of Agriculture represents the federal agency which

monitors/manages/allocates all phases of commercial produce, whether it be meat or plant

foods. As far as the general public is concerned, this SOP is applicable only to the

farm/farmer/dairy/rancher and not the government

This requires deeper analysis than just an outline. Federal or State disaster relief is

administered through submitted applications. Even though disaster relief is available, the

larger questions, (1)does the farmer need it? (2) can the farmer afford another loan faced with

this year‟s total loss?

Why are family farms failing? Google lists hundreds of studies from the USDA

regarding why the family farm is declining. The SOP needs to distinguish between the family

farms and corporate mega-farms.

(1) Corporate farms are not public friendly

(2) Corporate farms do not contribute to the supply of local produce

(3) Corporate farms are more “foreign” based (Are taxes accessed on foreign farms??)

(4) Corporate farms are heavily invested in USDA, unionization, and given

privileged supplier status over family owned farms

(5) Corporate farms receive better supply chain and distribution contracts than family

farms who struggle to bring their goods to market or bid for commercial contracts.

Family farms usually set up road side stands, cater to farmer‟s markets or advertise

“farm tourism” for school kids.

(6) Corporate farms receive more USDA inspection approvals over family farms. As the

federal government moves toward socialism, the family farms can no longer set up

road side stands or participate in farmer‟s markets because of inspection regulations.

Overregulated socialism prohibits rogue or freelance farmers from serving the public

good.

(7) Corporate farms are unionized. The family farmer faces potential threat of violence,

arson, or murder from unions if that farm has not contributed to the union‟s cause.

Union activists destroy or cripple expensive farm equipment, livestock or storage

Silos.

(8) Corporate farms are seldom faced with the threat of Eminent Domain, while family

farms have little option but to comply with government orders or forced into

foreclosure using fraudulent CDC, EPA or USDA inspection violations.

Every governor faces the impossible task of whether to abide by federal

emergency mandates or face the possibility of local farms being forced out of

business. As part of a federal emergency bureaucracy, the CDC, EPA and USDA

will quarantine all produce within the disaster area due to possible contamination.

Local farms which weren‟t affected by the emergency are now under quarantine

while the governor is forced to purchase produce out of state (or) import produce

from other countries (or) go against the federal quarantine and use the local produce

anyway.

Family farms - Security concerns. First off, complex security systems including

installation/monitoring/maintenance is very expensive. The family farm has been in

gradual decline since WWII, but the USDA has tried to help. Unfortunately,

socialism put a stop to that.

Besides the ordinary pest (foxes, wolves, wild dogs, ground hogs, deer, moles,

insect pests), having to guard against illegal immigrants, contraband pot farmers,

trespassers, vagrants, Union protestors and common criminals requires more

manpower than the family farmer can afford.

An unfortunate consequence to the security dilemma is personal injury insurance.

Farmers try to predict crop insurance and personal liability insurance, the threat of

being sued has sent many family farms to the poor house. Again, as socialism

undermines America‟s major insurance companies, insurance policies are becoming

extremely expensive and cost prohibitive.

Are family farms becoming clandestine “Pot Plantations”? The appeal of easy

money and readily available land makes for difficult decisions to go “contraband or

not”. It is the job of the DEA, AFT, IRS and DOJ to search out these illegal farms

because all undocumented drug money violates SSN regulations and federal and state

income tax. Most illegal farms are protected by “drug gangs” who takes care of all

security, planting, “sexing” of the pot plants, and final harvest.

The main cash crop is marijuana, but there‟s also Crystal Meth, cocaine,

prescription drugs, fraudulent Medicare claims and whatever else comes their way.

As far as the general public is concerned, the family farm must survive. How we

configure the SOP will change the way we shop.. It‟s more convenient to shop at a

corporate market than visiting a farmer‟s market (that‟s if one is available)

The general public must press each governor for the availability of farmer‟s

markets and roadside stands free from government USDA regulations and the food

police. The general public must press each governor to restrict all federal mandates

which hurt the family farms. The general public should be able to greet and welcome

family farms as per the 4H, County Fairs, and assisting where possible to reduce the

overall financial burden of family farms. The general public should be in good

standing with local family farms, to assist if possible against security threats,

emergencies or other disasters. The general public should press each governor to

allow for “farm tourism” throughout the entire growing season to benefit school

children learning about farms. Many family farms hold evening Christmas Eve

services complete with farm animals and baby Jesus laying in a manger and singing.

The family farm should make the public aware of any situation which might cause

the general public alarm or concern. The family farm should not be afraid to ask

for community assistance of any kind.

Many local farms with animals do hire certified butchers to market an assortment

of meats and cuts at the farmer‟s market. The general public needs to press each

governor to make available certified butchers to the family rancher with pre-

inspections, slaughter, USDA inspection and processing. Some of the more

traditional farms process and market their own soap, jerky, sausage and smoked

meats.

Many dairies offer tours to watch the preparation for milking and the processing

of cheese, butter and milk. Some family dairies operate a small market there on the

premises complete with an assortment of dairy products and ice cream.

Amish, Quaker, Mennonite and Shaker communities offer a wide range of tourist

attractions, flea markets, shows, exhibits and market produce. Many of these

communities are “Non-electric” which invites a whole assortment of non-electric

items like wood stoves, windmills, blacksmith and sawmill equipment, and useful

home comforts for the primitive enthusiast.

As far as the SOP is concerned, rural America must preserve all its family farms.

Unfortunately, this is easier said that done.

(9) Ethanol – Whether you approve of ethanol or not, the question should be, is it

benefiting the family farmer or the corporate maga-farms? Chances are, the mega

farms have invested a large majority of their land value into ethanol due to massive

government appropriations and foreign funding. One would think that the family

farms would pick up the slack, but socialism can destroy 2 birds with one stone,

destroy family farms and destroy America. Idiotic propaganda about processing

complications, excessive use of clean water or reduced octane only adds to the

diversionary argument. The focus should be on the farms and which farms

benefit/go bust.

(5) Red - Animal

Animal refers to humanity itself. Encapsulating humanity into a single SOP is an exercise in

futility. The purpose of this SOP is to identify and addres all general public concerns.

First off, what is “leather necking?” In some ways, ordinary citizens are their own worst

enemy because any disaster is a spectator sport. Why is this? If disasters weren‟t morbid

enough, now we have this bizarre psychological audience to contend with.

As mentioned before, no governor would ever release the general public on their own

recognizance, or leave ordinary citizens to their own devices during a national or state disaster.

So, who should be in charge?

Psychologically speaking, this SOP wasn‟t written to be a bureaucratic document meant to

dictate all actions or directions to an oblivious public. This SOP is meant to self-educate

individual citizens in the decision making process at the governor‟s level. Any SOP is a

standardized set of procedures, guidelines and precautionary warnings on a particular subject,

bureaucracy or instruction set. Now, we offer this decision making process to you!

There is a fine line between governmental procedures and that of socialism. **Socialism

depends on propaganda when not in power**, but once socialism takes over, all individual

thought is immediately extinguished. This SOP is meant to evoke critical thought, self

examination in what you believe and create a new mindset in goal development.

Just as logistics manages inanimate objects, this SOP is meant to inform the general public

in event of a disaster or emergency. As in all things, socialism needs an emergency to

transition from propaganda to absolute annihilation. This SOP is meant to identify the most

basic aspects of self-management during emergency situations. Which environment do you

place yourself in?

(1) Urban

(1) each governor relies on statistical information regarding any disaster based on real

time events including projected casualties.

(2) each governor is hesitant to release any emergency information due to time relevance,

security concerns or harm to the general public. Unfortunately, the general public is

far from statistical data but still become part of the disaster as inconsequential fodder

proving the statistics correct. This is a huge lack of judgment on the governor‟s part

and a huge lack of any judgment on the citizen‟s part. This SOP demands that the

governor move beyond this statistical self-fulfilling prophecy and push for

informational and decision making training to the general public to enhance their

survivability and possible assistance to emergency personnel.

(b) Panic Quotient

(1) Panic and hysteria are self explanatory, but is psychology or conditioning to blame?

(2) Is panic stimulated by situation, disaster or an overwhelming/sudden anxiety?

(3) Identify egress points and evacuation routes.

(4) Identify pre-designated neighbors, friends or others involved in practice drills.

(5) Do not assume that any infrastructure will remain intact (phone, cell phone, TV. or

radio)

(6) Prepare a back-pack with: 2 days worth of food, water/chlorine tablets, space

blankets, rain tarp, first aid kit, Tylenol or Ibuprofen, mirror, flashlight, manual

compass for direction finding, “crank” or solar powered radio and pedometer.

(7) During any emergency situation, one must anticipate an impending Panic Quotient

and a possible “Criminal insurgency”. In any urban situation, usually 1-2

after an emergency situation, looting begins. Obviously, getting caught up in the

criminal element is not advisable.

The Japanese quake has given us a glimpse into Japanese culture with respect to

societal Civil Defense. Compared to Japan, Haiti resembled a zoo escape at Jurassic

Park. Katrina represented a monumental display of incompetence in CD, city and

state government. Let‟s examine this incredible discrepancy involving similar

emergency evolutions. Was the problem racial? No. Was the problem based on

economic privilege? No. Was the problem due to governmental incompetence or

blatant contempt of the general public? Yes! More about this later.

(c) Survivor‟s back-pack

To better design the SOP around each individual, the SOP will assist in configuring the

type of back-pack to the emergency

(1) Flood - the essentials previously mentioned plus 2-3 days clothing (stored in a sealed

plastic bag), a glow wand, whistle, Triple Antibiotic Ointment (Neosporin), Alcohol

or sanitary hand cleaner, soap, Q-Tips and Children„s Ibuprofen or Motrin . The

threat of Cholera occurs about 3 weeks to 10 months after a flood due to

contaminated water. Plan to be away from your home indefinitely unless otherwise

told. You may want to bring your bank‟s debit card for emergency cash. Most

government assistance payments need an updated address, unless direct deposited into

your account.

(2) Earthquake - the essentials mentioned plus 2-3 days clothing (stored in sealed plastic

bags), whistle, Neosporin, Alcohol or sanitary hand cleaner, leather or rubber work

gloves. The gloves are for climbing over the exposed “Rebar” iron rods found in

concrete re-enforcement. Again, the threat of cholera occurs when the drinking water

is contaminated. Have cash on hand because all ATM‟s or banks are without

electricity. Chances are your home, apartment or Condo has suffered structural

damage and possibly condemned for demolition.

(3) Terrorism - The essentials mentioned plus 1-2 days worth of clothing, Neosporin,

Sanitation hand cleaner, leather or rubber work gloves. One of the primary

considerations in preparing your back-pack for terrorism is its weight. Chances are,

most of your activity will be “running”. Stop for nothing, keep your family or kids

close and keep your head down. Examine your surroundings, are the gun shots ahead

of your or from the rear? If you have a smoke bomb(s), light them off around your

escape route using the smoke to hide your get-away. Never use flares due to possible

gas leaks. If you can stand it, do not wear ear protection because you need to identify

both direction and distance.

(4) Nuclear Disaster - Believe it or not, this is a slow evolving process. What the public

absolutely needs are the following:

(a) weather report for the prevailing winds and wind forecasts.

(b) core temperature readout

As per previous nuclear accidents, the core temperature can reach 5,500 degrees

Fahrenheit. This core temperature can fluctuate according to the quantity of

material and the uranium‟s chemical ionization.

(1) Is flooding the core with saltwater dangerous? No, but here‟s more information.

If the core is still intact and no containment rupture, the seawater will

explosively flash evaporate leaving behind evaporated salts. This is a good

thing because sodium boils at 1621 degrees F and Calcium boils at 2703 degrees

F. Built into the construction of the lower containment chamber is about 30 feet

of concrete and reinforced rebar. Iron boils at 4982 degrees F. At normal

atmosphere, chlorine is a gas, but is categorized as a cryogenic element. The

Potassium Iodine tablets only influence the Thyroid gland. Most radioactive

radiation will penetrate fleshy tissue, but be absorbed in the bone. Radiation

contamination within the bone causes Leukemia and similar blood cancers and

bone cancer. Unless you have an underground bunker, you‟re already

contaminated.

(2) Respectfully request radioactive exposure levels and bio-medical hazards

and mass casualty drill procedures. Monitor all wind changes, avoid any

contaminated water. Respectfully request fabricating an ESD suit (used in

electrical component containment) to limit penetrating radiation, provide

sufficient grounding to prevent static attraction due to atmospheric ionization

and possible fabric inlay of insulator material similar to lead.

(d) Now What, your escape Failed!! -

(1) Go to higher ground! This doesn‟t mean go up to the 7th

floor or go to the

nearest bridge, but find “dry ground” because any building or landmark within

the emergency‟s perimeter has already been contaminated.

(2) If you‟ve reached relatively safety and away from the emergency, you first task

is to check yourself, the kids and/or family for cuts or open wounds.

Immediately clean and treat each wound with applications of Neosporin.

(3) The second task is to put on dry/clean clothes. Ration all drinking water.

(4) Your final mission is to leave the contaminated area as soon as possible.

**NEVER** offer money for stuff you should already have!

Depend on what you‟ve prepared and your wits to survive! If you reached safer

ground, give your kids Children‟s Motrin to cut down on any potential fever.

(5)The Red Cross/National Guard will respond with special units to retrieve

flood or earthquake victims. Please be patient, respectful and thankful!!

(6)Your prime mission is to get out of the city. Yes, you can seek shelter at refugee

shelters, but over time these areas will become disease ridden. You are better

off looking for safer quarters far from the contaminated area. Your home may

be a far-gone conclusion, concentrate on the here and now!

(e) Understand Who You Are, not how you were Conditioned

(1) why do people live in such congested cities?? It‟s impossible to design a

functional SOP without understanding the psychology of urbanization.

Urbanization is an exercise in bureaucratic retardation. I will be getting into

this layer, but understand the differences between a public citizen and a private

citizen. A public citizens living within the confines of a bureaucratic disaster

leaves little room for complaints you can‟t fix yourself. An entitlement

mentality is counter to any human desire to survive.

Are we to assume that urbanization is anything more than pseudo-socialism?

Yes, many churches and charities cater to the intellectually and spiritually

indigent by offering soup kitchens, clothing dens, sleeping quarters and small

infirmaries. As churches and charities suffer under the threat from Socialism,

the very concept of God is lost under the propaganda of hopelessness without

bureaucratic guardianship. Public citizens are experiments in socialized

psychological conditioning whether they like it not.

(2) Is Urban life dependent on economic status? This is the incorrect question, it

should be, can you survive with what you have, not what we‟re given? The

“Fatalistic” notion that all is lost is why psychological conditioning works.

Socialism depends on mass casualties to rid itself of needless biomass. On the

other hand, socialism doesn‟t want people surviving on their own without

socialism. Any self analysis must start with examining what psychological

conditioning you‟ve received, and why you are attracted to such hopeless

propaganda believing that its helpful.

(3) An inner “Chi” is worthless without inner knowledge and inner determination.

Watching TV shows or reading survival books does nothing in preparing you

for the “Real Deal”. Confidence is experiencing your worst fears “second by

second, minute by minute.”

Urban life has a tendency of creating an “overly anxious mind”, but

when contemplating survival, patience and wits are you most valuable assets.

(f) The Darker Side of Urbanization - Friends help friends who are drive drunk. If we

apply this same philosophy to emergency situation, friends help friends survive.

Unfortunately, this doesn‟t always apply. Welcome to the “Criminal Element?”

(1) Does the criminal element represent any tactical advantage? That depends on

who the enemy is, but if that enemy is in your head, God help ya‟!

I would rather play paintball with 10 guys with 100 rounds of ammunition

than 100 guys with 10 rounds of ammunition. Either way, the probability of

survival is almost non-existent, yet you decided NOT to escape the city when

you had the chance! Urban warfare is not for the amateur or the all night

FPS! This mindset might work in the rural backwater of Deliverance, but

not in any major city faced with an already disastrous calamity.

(2) So, you want to break bad. Ok, let‟s organize a plan.

(a) #1 rule is, urban militia‟s do not work, you are better off on your own.

(b) Identify your secret weapon

(1) Patience and Wits. If you want to level the playing field, access all buildings

from the TOP. You figure it out.

(2) Your goal is to empty the building of all occupants. Obviously, using any

traditional weapon is risky at best, so we have to improvise with what we

have. Your first mission is to gain the following items:

(a) chlorine powder used in pools

(b) Isopropyl alcohol 90%

(d) Ammonia

(e) large sized balloons.

(f) a disposable plastic water bottle

(3) In all the empty balloons, put about 2 tea spoons of chlorine powder. Your

second step is to put maybe 1/3 cup of alcohol (or) ammonia (or) hydrogen

peroxide into the plastic bottle. Next, hold the water bottle at an angle of 45

degrees with the top up. Carefully without breaking the balloon, stretch the

neck of the balloon over the bottle‟s screw on top till its securely on. Then

tip the water bottle upside down till the liquid fills the water balloon. Pinch

your fingers against the neck of the balloon pulling it off of the water bottle,

securing the balloon with a knot.

Hopefully you would have tied the balloon before the chlorine

chemically reacted with whatever liquid you put added. The balloon should

swell up but not burst. The goal is to strategically throw or place these

balloons at locations where you anticipate a confrontation. The balloon is

easily punctured by any sharp object from a safe distance.

Is this dangerous? No, but what‟s the goal? The goal is to empty the

building. As the building is emptied from below, criminals will find

themselves exposed in the street amongst other coughing criminals,

immediately followed by a desperate gun battle.

(4) Is this dangerous? Compared to what? If Islamic terrorists have AK‟s,

RPK„s, RPG‟s, Molotov cocktails, gasoline/sterno cocktails, canisters of pipe

bombs or similar explosives, then chlorine gas seem almost inert.

(5) Again, what is your goal? Psychologically, the criminal mind transitions

through three (3) emotional states:

(a) Hysteria from the initial emergency

(b) Controlled Panic

(c) Fanatical struggle between intense paranoia and mindless aggression

(6) Again, what is your goal? The purpose of this SOP is not to entertain

yourself by injuring other people, but negotiating extremely dangerous urban

obstacles till you reach safety. Avoid subway tunnels (any tunnel for that

matter), avoid parks and back alleyways. Most refugees trying to escape will

be escorted by convoys of National Guard or State Police.

Due to the enormous level of anxiety, constantly remind yourself “what is the goal?” The

goal is to escape the city without suffering injury.

Is it your job to consider the city‟s bureaucratic nightmare? Absolutely NOT!! Your job is

to escape that socialist city and start fresh, as a Private Citizen.

In your struggle to escape the city, has any federal or state bureaucratic agencies assisted

you in any way? Nope!! Besides the National Guard truck, your escape was a testament to

your bravery, determination, strength and willingness not to give up. Patience and Wits can

beat any criminal element, but you must obey the method to the madness.

What else do we need to consider about Urbanization? The governor‟s mission is to

preserve as much of the city‟s infrastructure as possible. Wow, then is the governor concerned

with any particular individual? Except for his himself, not really. In such disregard for life,

can you fault in governor„s lack of compassion? Sure, but who really benefits in the governor‟s

lack of judgment? The criminals!!

Then has the governor inadvertently disgarded the entire public to their own devices? Yes.

What‟s the role of the National Guard? To manage public hysteria, while preventing the entire

population from mindless aggression. Then who is at fault here, the governor or the general

public at large??

Can a Civil Defense work in an Urban environment? Even in the best of conditions, No.

What happened in Katrina? Katrina was more suburban and rural than urban Was there a

criminal element? Yes, partially because the police deserted their posts and went home to take

care of their own families. Once the police were rounded up and the National Guard stepped in,

the confiscation of all guns began.

Was the confiscation of guns important to the overall goal of securing New Orleans? There

is an inherent danger when public citizens with guns fall under the absolute scrutiny of any

socialized bureaucracy. Yes, New Orleans is vastly different from New York, but in the

bureaucratic process of confiscating guns, are citizens ASKED to respond? Asked, I have to

laugh! Welcome - the Militia!

(2) Religiously based neighborhood security force - No, SOP does not like the ideal of

open hostility between religions under the supervision of bureaucratic socialism.

(4) How can we configure an urban militia to fit the goals of the SOP? I don‟t know if

we can.

New Orleans is a deep southern city deeply rooted in carefree living and great entertainment.

New Orleans is a Soul City, but Katrina was an exercise in bureaucratic over-reaction when the

people were already on their own recognizance. There were countless rescues by ordinary

citizens who operated their own boats up and down the flooded bayou. There were thousands

who were forced to climb to higher ground as they made their way to the bridges and

overpasses. There were countless residences who refused to leave their homes even though the

entire area was decimated. The general population functioned with great resolve, great

compassion and great dedication to their beloved New Orleans. Sure there were problems,

mixed messages, monumental errors and catastrophic bureaucratic floundering that only

magnified the governor‟s incompetence.

What about the confiscation of guns? If the guns were confiscated, were they returned? The

larger issue still has not been resolved, the “public bureaucracy- public citizen”. Instead of the

bureaucracy protecting infrastructure, they went after individual‟s guns.

Is the governor responsible for individual homes? No. Then what part of guns are public

property if located on private property”?

Yes, any gun used in the commission of a crime should be confiscated. How about a gun on

private property? If the governor doesn‟t care about private property but more concerned about

incarcerating public citizens because they are part of the bureaucratic framework, then we have

a problem. The SOP must distinguish between a public citizen and a private citizen, and who is

bound as “bureaucratic custodial fodder”. All private citizens, as per this SOP must be able to

deny assistance from an incompetent bureaucracy. Deny bureaucratic intrusion onto private

property, deny confiscation of personal property as long as established laws are faithfully

obeyed. This is part of all state Constitutions. Unfortunately, we still have a problem.

Is SOP confident enough in the actions of private citizens to organize, assist and transport

disaster victims to safety? No. As long as the governor fails to recognize a citizen‟s response

team(CD), the bureaucratic FUBAR will continue to resonate through all subsequent

emergency situations. We still have a problem.

Can a private citizen CD rescue private citizens? What‟s wrong with this picture???!!! If

socialism has reduced us to ask inhumane questions, then Yes, Private CD‟s can rescue public

citizens, immediately followed by a “bill” listing all incurred expenses to the appropriate idiot

in charge.

The SOP likes the name public Civil Defense organization than the word “militia”. In the

wild backwater of West Virginia, Colorado, Alabama or Idaho, any disaster can cause the entire

community to be erased from the map. What about State or Federal assistance? Here again, are

we public citizens or private citizens? Yes, we pay our assortment of taxes to federal and state

agencies, but will we get that money back without bureaucratic intrusion? No.

Yes, our taxes help to fund our military, fix our roads and bridges, but is federal assistance

really necessary? No. Is state assistance really necessary? Nope! Wow????

What is a damage assessment? Those figures come from insurance companies. Yes, we pay

insurance premiums for crop damage, floods, earthquakes, terrorism, pest damage and whatever

else we need. But what is socialism doing, destroying the insurance companies!!

(b) Urban Company Store - Public money for private citizens. Without getting too political,

let‟s stick with the SOP. What‟s the goal? The goal is for private citizens to create

private disaster relief funds through insurance companies. These funds can be used as

investments based on established fund procedures. Federal and State money is for the US

military, infrastructure and provisions established in the US Constitution. Unfortunately,

socialism has twisted this concept of money, where everything belongs to a massive

government bureaucracy who cares little for the general population.

What is the goal? The SOP must concern itself with the individual private citizen, to assist

whatever improvements in his/her life or his/her family‟s life to guarantee everyone‟s survival

in whatever disaster or emergency emerges.

Should the SOP be concerned with public citizens? The government seems to be doing a

great job in keeping public citizens unemployed and in squallier. If each governor or federal

bureaucracy wants to proliferate its own population of social derelicts, that‟s the governor‟s

problem, not ours. Unfortunately, our tax dollars continue to reward corrupt and indigent

behavior, where the governors are forced to co-opt private citizens along with the public

citizens, thereby exposing both to the unconscionable acts of incompetence, contempt and

betrayal.

Does this mean that TEA needs to buy 10,000 acres and create a commune or Patriotic hunt

club? I don‟t see a problem with it, but as Boy Scouts long ago said, “Be Prepared”, then we

must as well. Awesome, a Patriotic Hunt Club!! Did Daniel Boone ever kill a socialist?

(b) Suburban – What‟s wrong with Suburbia? We have soccer Moms, keeping up with the

Jones‟, fast cars and loose morals. We have security alarms, security fences, electric

fences, portable tasers and pepper spray. Suburbia has urban cowboys, rebels without a

cause and a worthless educational system.

Would Civil Defense work in Suburbia? Yes, but the distractions, mortgages, cable,

utility bills, private school tuition and whatever else, DO WE HAVE TIME???

This SOP must address the suburbia “mindset” because not all suburbia is TEA/9-12

or patriotic veterans. If socialism had any bastion of support, it would be suburbia.

What is a SOP? In reality, a SOP is the epitome of socialized government where everyone

Then how should our SOP be designed? The SOP does not designate goals, private citizens

do. If our goal is to education without action, that‟s not much of a goal. If our goal is to act

without guidance, cooperation or solidarity, that‟s not much of a goal either.

The SOP should be a Point of Discussion. Is knowledge power? No. Knowledge is known

information, and only made useful/destructive by those individuals/corporations who

understand it‟s potential. The SOP must go beyond knowledge, seeking “Fore Knowledge”

where ingenuity, resourcefulness and creativity is more about inspiring private citizens.

In an emergency, all corporate/manufacturing/industrial processes STOPS. If the

government deems any damaged industrial zones to be closed or quarantined, does that mean

that private citizens are similarly terminated? No. This is why government is incapable of

ruling itself.

This SOP was written during the Japanese earthquake and subsequent Tsunami. This SOP

was written during the Wisconsin protests and the impending "Recall" litigation. The SOP

reflects the flooding across the Midwest, Northeast and the Ohio/Mississippi watershed. This

SOP reflects video footage and countless interviews of disaster victims who lost everything

they had. This SOP reflects the revolts in Egypt, Libya, Pakistan, Afghanistan, Iran and

Bahrain. This SOP reflects the imminent invasion along the southern US border with Mexico

as thousands died due to drug gangs struggling for territorial possession.

13 Original Colonies? The British were already heavily urbanized, and thus created another

terminally ill urban model here in America. Who represented the rural minorities? Scots, Irish

and Germans. Who created the provincial political model? The British Crown (Monarchy).

Who were the survivalists? The Scots, Irish and Germans who saw the Native Americans as

valuable allies. Likewise, the French moved toward urbanization of Canada and pushed the

Native Americans to modernize as well. The inherent need to modernize creates a whole host

of problems, entitlements and financial liabilities. As we witness the unfolding tragedy in

Japan, the Japanese are quickly learning that technology is absolutely worthless without

electricity.

What is it about Scots, Irish and Germans that define America's rural culture? This SOP

encourages the industrialization of non-electric or self contained electric generation apart from

traditional electric providers.

(a) Wood - Wood Gasification to produce combustible wood gas. A word of warning, the

production of wood gas is a 1:1 usage. Wood gas cannot be adequately distilled and thus

is mixed with carbon dioxide, carbon monoxide and nitrogen oxide. Due to the amount

of impurities in wood gas, it is not advisable to transfer gas into pressurized tanks for

later use. Wood gas must be used in approved gas/diesel/natural engines. Wood gas can

be very corrosive, so all engines must be equipped with a water trap or drain. Multiple

videos demonstrate the process of building wood gasification units, some aboard pickup

trucks or similarly configured car/truck.

(b) Coal - 1 ton of coal = 1.3 cords of wood. Coal stoves are constructed differently than

wood burning stoves, so check your wood stove's instructions before trying to burn coal.

Heating coal is sold is anthracite grade coal but most iron/steel coal is bituminous or

lignite. Do not burn bituminous or lignite coal in your home coal stove!!

(c) Natural Gas - Most homes have gas heat, gas fireplaces or gas cooking. Depending on

your commercial provider, the cost per usage is generally a fixed price.

(d) Windmill - SOP likes windmills, but due to the varying tower designs, price and wattage,

careful consideration must be made before purchasing. Most windmills are

manufactured in China. Several videos are on how to build home-made designs made

from a truck/diesel alternator fabricated as part of the propeller assembly. Only D.C.

power is compatible with home deep cycle storage batteries

(e) Agricultural considerations - home gardens are vastly different than family farms. SOP

requests that everyone look into residential/industrial green houses using

"HYDROPONICS". Thus eliminates the use of soil, back-breaking gardening, weeding

and most pests.

(f) Blacksmith/Iron/Steel fabrication - This is not for the casual enthusiast, request

volunteering with a legitimate blacksmith.

(g) Concrete/Brick/Block - How was brick mortar made in the 1700's? A plaster mill. The

first reference of "plasterers" was in 1755, the Virginia Gazette. One of the first plaster

mills was in Stanhope, N.J in 1815. Most hydrogenated lime (brick mortar) came from

England until the wide use of plaster mills in the early 1820's here in America.

Fabricating a plaster mill is essentially a rock crusher and ending with a mill-wheel

stone. Most mill wheels are made of quartzite.

(h) Gunsmith - only experienced crafts persons only!

(i) Iron/Steel fabrication smelter/foundry – All provincial foundries started off as an English

export to America. Over time, the Appalachia grew into the Iron capital of the world.

This SOP is concerned about losing America‟s ironworker‟s brain trust as well as

America‟s iron works. Even as America‟s first foundries started small, similar small

iron works can replace the struggling mega-forges and foreign outfits.

SOP also encourages the creation of castings/moldings of engine and

heavy equipment parts for assembly. The availability of large trucks for

emergency egress should exist other than from the National Guard. Military surplus

M35A3 with either manual or automatic transmissions fitted with American

made diesel engines capable of running on WVO, waste engine oil or natural gas

Many of the old blueprints and fabrication molds/castings still exist for

remanufacture at local facilities.

(j) Lumber/sawmill - Fabricating your own lumber is an easy process, but for urban

dwellers, please ask before cutting down park trees. Most rural residences know

the best places to harvest trees specifically for lumber. The traditional trees harvested

are pine (home construction only) and for fine furniture are oak, cherry, elm and walnut.

Lumber can be air dried or kiln dried to an optimum 6% water content. Lumber under

9% water content can be used with minimal warping/shrinkage.

(k) Communication/Emergency Broadcasting Service - All private citizens need an official

and truthful Patriotic News Service. Whether this is from AM/FM, SW or NOAA, this

SOP request that we list all appropriate frequencies and regional reception.

Shortwave/SSB operators are strategic players in the war against socialized propaganda.

During times of emergencies and unpredictable power outages, all comm operators

should accommodate emergency power units. SOP encourages all private citizens to

have either solar or rotary powered radios capable of receiving AM/FM/SW/SSB and

NOAA. Similar police/fire scanners should also be on hand. The SOP is

hesitant in relying on GPS/sat-cellphone TX/RX via orbiting satellites. Respectfully

request going to more traditional technology instead of relying on satellites.

Respectfully request incorporating a preventative EMI/EMP guide. All

communications/radio equipment is vulnerable to EMP radiation which represents a

catastrophic security threat.

(l) Urbanization through rural technology and non-electric technology. Many buildings are

now salvaging interior temperatures/body heat/heat generated from electric

wiring to recycle back to usable energy. SOP likes this approach. Urbanization still

hasn‟t adequately conquered the problem of housing the enormous population of city-

dwellers. Yes, the key phrase is public citizens, but as economic problems escalate,

urbanization is a losing proposition. Unfortunately, all levels of government care little

for public citizens.

Who owns urbanization, or does urbanization control it all? As per Pittsburgh during

the Industrial Revolution, a large majority of the population dedicated itself to the

industrial cause.

Just as textile manufacturing helped industrialize the south, the availability of

clothing helped dominate fashion trends around the world. Unfortunately, most of

America's industrial has vanished. SOP still has a problem in allowing urbanization to

"nationalize" all startups with proceeds going back to maintain urban‟s bureaucratic

appetite. This only perpetuates the concept of the public citizen who are little more

than indentured servants working for the "state". Can urbanization dedicate itself to its

citizens, or is bureaucracy our only option?

Retaining a privatized rural monopoly on farming, timber, mining, and

manufacturing does little to help struggling public citizens. Even as America's

industrial might goes overseas, combined with the growing threat from Islam and

socialism, what is our role as private citizens?

(m) Militia - Any militia or military exists and functions as a team, not functioning as

Private militias have never understood the concept of "equal in goal only". This

SOP does not like the idea of civilian militias released to their own devices regardless of

goals or tactical objectives. This SOP requests a workable model as to proper militia

recruitment, training, and proper ratio of x-vets to civilian personnel. Due to the wide

range of privatized assets and security concerns, specialized training in SWAT and

guerrilla style tactics are more desirable than straight infantry operations. It‟s

conceivable that a socialized federal regime could confiscate all military assets to arm

now, any intellectual discussion is pointless and offers little tangible strategy. As

private citizens, money or barter is definitely a bitter pill to consider. What will happen

to the value of gold as globalists design socialism over economic concerns? Gold exists

as a global standard, but as socialism continues to infect more monetary systems, gold

will become obsolete. Based on current developments with Japan dropping the dollar

and our escalating debt, America is looking at a complete financial collapse in one year

to 18 months. SOP absolutely needs a firm and definite answer as to a public monetary

system or go to barter. We must have this in place and workable before America's

economic demise!!!!!

(o) Land ownership - Provincial America received its first British Crown land grant around

1632. All land grants were issued based on allegiance to the British Crown, which

excluded most Scots, Irish and Germans. The Scots, Irish and German immigrants

immediately moved into Appalachia reaching deep into Kentucky and Tennessee before

1730. The British Crown discouraged immigrant homesteading beyond the established

provincial borders, but it was here that freedom was born. Scots, Irish and German

immigrants created their own understanding of land ownership by building "starter"

forts. Any land gained by the immigrants were given by the Native Americans

(Cherokee) themselves under a treaty of peace and trade goods. Unfortunately, as the

British Crown pressed westward in defiance of Native American treaties, this put many

of the immigrant settlements at risk. In 1750, open hostility between France and

England escalated Native American recruitment to control North America. The concept

of land ownership represented both Constitutional liberty and freedom's fortitude to

protect inherent individuality. Yes. SOP understands and rejects the historical cruelty

associated with slavery. As private citizens, we must acknowledge that we exist as a

team, yet stand as individuals in defiance of socialism. SOP requests which is more

important, individual land ownership or cooperative ownership where continued

existence is the primary goal. Yes, traditional deeds, warrants and probates do reward

land ownership, but SOP requests that we have this discussion of land over survival.

Private citizens need to define a viable ratio betwen cooperation and individualism in

not only land ownership, but barter, charity and population growth.

(p) Municipal water and water quality - Water quality must be an exact science and all

phases of water treatment, testing of water reservoirs and distribution must be secure

from terror threat.

(q) Fossil Fuels - Fossil fuels represent a viable energy source during emergency

situations and must be readily assessable to drive the new privatized economy.

America's sovereignty depends on Americans using home-grown energy sources.

This SOP requests that the following energy sources be privatized by private citizens as

a consortium or profit sharing.

(1) Oil Shale - Oil Gasification

(2) Construct gasification plants no closer than 50 miles to the Oil Shale mining site.

This is due to subterranean collapse as the oil is slowly extracted. Changes in

surface topography has occurred in coal mines, salt, gypsum mines and sink holes

(when construction is accidently placed over Karst topography).

(3)Anthracite coal - Appalachian coal is a mixture of high grade Bituminous coal and

pure carbon Anthracite coal. Anthracite coal, because it‟s pure carbon composition

is called clean coal. Bituminous coal is a chemical mixture of coal, methane gas,

petroleum fuels, solvents and organic tars. Bituminous coal is primarily used in

steel/iron production and gasification.

(4)Natural Gas or methane is produced when bituminous coal is forced under great

pressures and temperatures which forces the gas from the coal's chemical matrix. An

inherent problem in anthrosite coal mining is hitting isolated pockets of natural gas

causing contaminated air or underground explosions.

(r) Education - We all experienced the Texas text-book controversy this past year. As

private citizens, we either have to severely critique our books or print our own. If we

compare buying or printing, which one is more cost effective? This SOP wants more

books that are re-usable year after year which will keep costs down. The SOP isn't

sure if copyright profits could offset publishing costs. BUT consider the Privatized

Educational Mission Statement, "We publish our own books, thank you very much!!"

(s) Stock Market - This is a beast in itself!! Is having a stock market within our goal

structure? The SOP prefers that all privatized entities operate within in the bounds of

export only. What‟s the consequence of individual private entities requesting IPO

status? This may represents a huge step but is it worth taking? This SOP

likes the money or barter discussion, but speculation on markets is quite different.

Respectfully request more information on this and how to proceed.

(t) Government - The SOP requests a survey, are you an "automatic" person or a "manual"

person. As this SOP grows in size and scope, yes we do need some kind of

government which best suits us. SOP understands that any privatized government

must be based on the Constitution, or else there is no SOP. Americans must operation

the standardized structure of the US Constitution. If done incorrectly, a privatized

government can quickly mutate into socialism, communism or whatever it wants.

Proprietary private institutions are likewise dangerous because of its inherent

resistance to standardize government models. Here are our options:

(1) use what we already have

(2) Purge all existing elected officials and tart over with new elections

(3) create a new political class from private citizens

(4) Create a new Constitution as a regional proprietary rule

(5) organize an American convention to decide which standardization is

Best. Nominate delegates from each private community to attend. Easier said than

done!!

(6) Every private community left to its own devices

(7) Privatized monarchy under a provincial model

(8) Purely military chain of command model

(9) Create a "rotary" custodial government where everyone takes a turn.

(10) Complete anarchy - give us all guns and shoot anything that moves!!

No private citizen should be so inept that they voluntarily become public citizens. But

surrendering to a benevolent bureaucracy who believes in propaganda instead of real freedom is

anything but Freedom. We cannot afford to lose sight of what we're building, even though it‟s

hard and difficult.

This SOP didn‟t address religion because spiritual individualism has no business being

dictated by others. Yes, all religions have their undesirables, and there‟s not easy way to share

one‟s dirty laundry. Like on the title page, retaliation has never built civilizations, but we

should concern ourselves in developing goals and mutual understanding before we argue which

God is greater. We will have plenty to do as we argue over political, economic or idealistic

questions. Religion is a time for solace, a time to rejuvenate one‟s spirit and a time to reflect on

what‟s important. In the end, the most we would have learned about ourselves and our God.

God created us for a purpose, but it‟s God‟s purpose that we seek. Humanity or Inhumanity has

already created enough stumbling blocks, let‟s not create a another one.
