The Vision for Stamford Downtown is to always be the vibrant regional city-center for living, working, shopping, dining, education, culture and entertainment.

The Stamford Downtown Special Services District manages, enhances and promotes the Downtown experience.

Goals

To ensure appropriate economic development as it impacts Stamford Downtown through comprehensive strategic urban planning and advocacy

To continue the trend of residential population growth within the District

To improve the quality of the Downtown experience

Stamford Downtown Special Services DistrictAnnual Report 2017 – 2018

TAMFORD DOWNTOWN is proud to be moving forward with zest as it prepares for the coming Fiscal Year. However, for an area as diverse and dynamic as our Downtown, moving forward isn’t effective without an adequate reflection of what transpired this past year.

First, it is necessary to highlight that which sets us apart from the rest of the city: the strength of our robust Grand List. While the Downtown’s land mass is less than one percent of the city’s total acreage, it accounts for 10.05 % of the citywide Grand List. Since 1992, the Downtown Grand List has grown from $328 million to $1.654 billion, a magnificent 404.16% increase. The Grand List’s strength is the foundation upon which we build for the future, ensuring delivery of the strong programs for the many thousands of people who live, work, shop, are educated and enjoy the arts in Stamford Downtown. These programs allow Stamford Downtown to be very “bullish” about its future.

Residential SectorThe residential sector has transformed the ambiance and the economy of the Downtown, creating an invaluable daytime and nighttime community. Today, 7,730 residential units (more than 12,000 residents) grace the Downtown: representing a 68% increase over the course of the last decade. The Downtown moves forward with the opening of several major residential complexes: Vela on the Park with 209 units and Atlantic Station with 325 units. Construction is underway at Tresser and Greyrock for URBY Stamford where another 672 units are being built. The DSSD’s 2017 demographic survey indicates that 84% of Downtown apartment residents are between the ages of 18-34 with a median income of $114,000. Thus, adding significant buying power to the Downtown economy. According to the 2017 residential survey conducted by consultant, Witan Intelligence, Inc., 94% of residents have college degrees. Retail and Restaurant SectorsMore than 80 restaurants and nightclubs call the Downtown home. Outdoor cafés line the downtown streets inviting patrons to dine and enjoy both inside and outdoor experiences. We welcomed thirteen new restaurants, which opened this past year: Bar Zepoli, Bedford Thai, BV’s Restaurant and Sports Bar, Café Oolala, California Tortilla, Crazy Taco Mex, Flinders Lane, Gaucho Argentinian Steakhouse, InThai Restaurant, Kyushu Ramen, Pieology, Rascal Flatts, and Roasted Sandwich Company. We trust they will attract the thousands of visitors who believe Downtown is the center of the culinary world.•

Outdoor MaintenanceThe DSSD manages a comprehensive outdoor maintenance program. We continue to provide regular ambassador patrols, daily street cleaning, and a robust landscaping protocol, which ensures four seasonal plantings with 168 lush flower-filled hanging baskets and a beautiful palette of plants in 17 garden areas, 6 downtown parks and 39 street planters. DSSD shovels the sidewalks after snowstorms providing safe access in stormy weather. This past year, the Downtown was brightened with more than 250,000 dramatic LED lights turning the streets into a winter wonderland.

Culture and EntertainmentArts and the theatre attract hundreds of thousands of people Downtown each year. The 3,000-strong member-supported Avon Theatre is an economic engine for the Downtown, filling countless Downtown restaurants before and after cinema screenings. The Palace brings live quality entertainment to the city including concerts, symphony, comedy and rentals. It is important to note that for every dollar spent on theatre or movie tickets, $32 is spent on food and other retail: yearly bringing $8,000,000+/- into the economy. NBCUniversal produces the Jerry Springer, Maury and Steve Wilkos shows at the Rich Forum. Their presence leverages $1,387,875 into the econo-my through their taxes as well as the food, hotel and ancillary services provided for show participants.

EventsStamford Downtown produces 20 events (concerts, dinners, fairs etc.) each year, attracting hundreds of thousands of people. These events include but are not limited to: Alive@Five, Wednesday Night Live, the Parade Spectacular, and an iconic outdoor sculpture show, generating over $3,000,000 in revenue to Downtown retailers and restaurants. The Parade Spectacular is the largest parade in Connecticut and the second largest helium balloon parade in the country, attended by 200,000+/- people, heralding in the holiday season.

EducationNo city is really great without the presence of a University in its Downtown. The addition of new

UConn dormitories in the Downtown, which opened this past September and house 300 students activated the neighborhood and increased the volume of business at area retailers and eateries.

Many ThanksThere are so many generous and committed sponsors who have helped support our numerous events and programs. A grateful shout out to all of them. Without them there would be no outdoor sculpture event, no Alive@Five or Wednesday Nite Live concert series and no Parade Spectacular. Thanks as well to our dedicated Parade volunteers and to the Friends of the Downtown who spearhead A Grand Summer Night, which raises money to bring art and sculpture Downtown. Special kudos to the city personnel who are an essential part of all our events. A very special note of appreciation to Mayor David Martin who continues to be a great and enthusiastic proponent and supporter of Stamford Downtown. And of course our thanks to a talented and dedicated DSSD staff responsible for the excel-lence of our programs.

In ClosingIt’s been a very productive busy year, but we at the DSSD are always moving forward and planning and refining what comes next. As you read this Annual Report, you will learn each department’s programs for Fiscal 2018/19. Only with thorough planning for the future can we ensure that the Downtown remains the heart of the city---the center of office, retail, dining, entertainment, higher education and residential development.

Shop Small• Organized fourth annual Shop Small program held with 26 participating merchants in conjunction with American Express• Extensive marketing campaign created to provide awareness of special promotions for the entire month of November

Holiday Salute in Stamford Downtown• The eighth annual “Holiday Salute in Stamford Downtown” attracted 21 Stamford Downtown businesses decorating their storefronts to create a festive atmosphere in Downtown

2018/19 Goals:The Retail Team will continue to enhance existing events while broadening the scope of retail marketing campaigns.

Downtowner EventsThree Downtowners will be held in the spring. A free rehearsal will promote the Stamford Symphony, plus two residential opening events at the newly built Vela on the Park and Atlantic Station.

Broker Outreach• The Retail team continues to engage the real estate broker community by attending International Council of Shopping Centers (ICSC) annual conventions in New York & Hartford.

2018 ARTWALK in Stamford Downtown• Celebrating its sixth year in June, this gallery stroll will showcase seven Stamford Downtown art venues: Fernando Luis Alvarez Gallery, Franklin Street Works Gallery, the Loft Artists (pop-up gallery), the Ferguson Library Gallery, R. Hollander Master Goldsmith Studio Workshop, the Stamford Art Association and the UConn Stamford Campus gallery.• Along the ARTWALK route, the evening patrons will enjoy live music, ballroom dance demonstrations performed by Metropolitan Dance Center and a multi-media display by Sacred Heart’s Film School.

Goal: To ensure the appropriate economic development of Stamford Downtown through comprehensive planning and advocacy

Stamford Downtown is the watchdog for appropriate Downtown development, balancing the challenge of intense development with environmental and quality of life objectives. Using Stamford’s Master Plan as a guide, the District has helped foster the development of a Downtown with a full array of retail, office, cultural, recreation and residential uses.

2017/18 Accomplishments:Veterans ParkThe DSSD plays a very active role in the redevelopment of Veterans Park. Plans are underway to create a welcoming environment for our Veterans’ holiday commemorative events and to also serve as an urban park that will attract the surrounding millennial population. The park will be an inviting environment for office workers enjoying lunch orjust taking a stroll.

Innovate StamfordActive participation in the Stamford Innovation District, sitting on its Executive Board. A significant state grant coupled with major corporate matching funds provide the monies to enhance downtown place-making programs at Alive@Five, the Palace Theatre and Veterans Park.

Boards, Commissions & CommitteesStamford Downtown staff sits on the boards of numerous public agencies, community groups and corporations including: The Palace, Mill River Collaborative, Ferguson Library, Avon Theatre, Franklin Street Works, Stamford Police Foundation, Access for All and the Stamford Chamber ofCommerce.

2018/19 Goals:New Development OversiteContinue to monitor emerging development proposals both in the Downtown and in the adjacent neighborhoods through a comprehensive review and analysis process. There are many new projects slated to come before the DSSD’s Economic Development Committee.

Atlantic Street Underpass ProjectMonitor and hold public meetings about the incredibly complex widening of the Atlantic Street underpass, in an attempt to mitigate the traffic difficulties for our stakeholders and patrons.

2017/18 Accomplishments:Art in Public Places, Sculpture ExhibitDuring summer 2017, Stamford Downtown hosted “Art Shapes,” a sculpture exhibit featuring 39 fiberglass shapes (cubes, spheres, pyramids) painted and enhanced by local/regional artists.

Brews on BedfordIn its second year, our craft brew festival was expanded to two events on May 13 and October 14: both of which were sold out!

Alive@FiveSuccessfully produced six concerts starring national headliners including CeeLo Green, Ziggy Marley and Sugar Ray. Our corporate community outreach program resulted in advanced sales of 1,939 admis-sions and 1,354 beverage tickets.

Wednesday Nite LiveIn its second year of rebranding, Wednesday Nite Live continues to grow, averaging 2,000 people per week, and featuring national acts including Dionne Warwick, The Guess Who, Kool & The Gang and The Four Tops.

Stamford Downtown Turned 25A yearlong celebration of Stamford Downtown’s 25th anniversary included an elaborate Anniversary Celebration at the Stamford Marriott in June 2017, featuring key note speaker, Brian Cashman, GM of the NY Yankees and Master of Ceremonies Alan Kalter.

Street Pole BannersDesigned, produced and installed 300 colorful and vibrant new Stamford Downtown street pole banners with the themes: Splurge, Social, Succeed, Indulge, Connect, Vibe and Bravo.

Bark in the ParkIn its second year, this fun-filled day for dog owners and dog lovers in Latham Park on Bedford Street was very well received. The day featured an agility course, demonstrations and pet vendors including a very popular pet photo booth.

GOAL: To attract people to the Downtown through comprehensive signature events and marketing programs.

Stamford Downtown has a strong and focused calendar of events featuring a summer-long outdoor sculpture exhibit, ten outdoor summer concerts, a brew festival, a farmers’ market, an arts & crafts show, an event for dog owners and dog lovers alike, a pre-Thanksgiving Parade Spectacular as well as a star-studded Santa rappel down Landmark Square, followed by a Holiday tree lighting.

The events draw renowned artists, musicians and sponsors, while successfully attracting hundreds of thousands of spectators annually.

Arts & CraftsThe 2017 Arts and Crafts Show was produced in house by Stamford Downtown for the sixth consecu-tive year. 84 juried artisans from throughout the region displayed and sold a mix of ceramics, fine art, jewelry and more.

Heights & LightsCelebrity rappellers, Brian Cashman, GM of the NY Yankees, Duke Castiglione, FOX 5 Sports Anchor and Todd Piro, FOX News Channel Correspondent rappelled on Friday, December 1 with a live broadcast on FOX News Channel which promoted the Sunday, December 3 rappel.

Stamford Downtown Parade SpectacularThe 2017 parade was successful, despite another

year of high winds. Most balloons were still able to participate and the parade featured 12 bands, 7 dance troops and 6 Floats and starred comedic daredevil Bello Nock.

2018/19 Goals:Timeless – The Works of Seward JohnsonStamford Downtown will present a summer-long exhibit featuring 35 unique and realistic life-sized sculptures by Seward Johnson and an iconic, monumental, 26-foot-tall sculpture of Marilyn Monroe.

Alive@FiveA five-week concert series starring national headliners including Gavin DeGraw, Neon Trees, Life House, Gin Blossoms/ Tonic/Vertical Horizon, Sean Kingston and Sammy Adams, is planned for Summer 2018.

Wednesday Nite LiveTo build on the success of last year’s Wednesday Nite Live series, we will continue to book national headliners including Joe Jackson, The Rascals, Dennis DeYoung of Styx, O’Jays and Trombone Shorty.

2017/18 Accomplishments:Ambassador ProgramStamford Downtown’s Ambassadors offer daily pedestrian and bike patrols, maintain close communication with Stamford Police Department and local social service providers, serve as a source of Downtown-based information for pedestrians, while also facilitating consistent communication with tenants.

Clean Team Stamford Downtown’s Clean Team provides daily sidewalk, open-space and curbside litter removal as well as graffiti removal and regular power washing. The Clean Team deploys hand-held devices to document street-level physical conditions which are sent to the City’s Operations Department.

Beautification ProgramStamford Downtown designed and implemented a formal landscape beautification program which encompasses garden beds in multiple Downtown parks as well as sidewalk gardens, street planters, planting islands and 168 hanging baskets.

Snow RemovalThe Downtown Sidewalk Snow Removal Program ensures a pedestrian-friendly path in front of each building, and clear curb cuts, during snow events of 2’’ or more.

Holiday LightingCompleted selection of a new Holiday Lighting vendor and installation of lighting at Columbus Park and street trees along northern portion of Atlantic Street, Ferguson Library, Bedford Street and Latham Park

Wayfinding Guidelines• Designated as the Project Manager for creation of a Wayfinding Plan for the Stamford Innovation District • Oversaw selection of consultant team as well as planning and public engagement process. Project is on-going with completion targeted for Summer, 2018.

Goal: To plan, initiate and manage enhanced operational services, which improve Downtown’s physical environment

Stamford Downtown is committed to fostering an attractive, well-managed environment that welcomes residents, visitors, workers and students. To achieve this Vision, Stamford Downtown deploys a multi-pronged strategy that includes Stamford Downtown’s Ambassador and Clean Teams, landscape beautification, holiday lighting and snow removal.

2018/2019 Goals:Streetscape GuidelinesReview of City of Stamford Streetscape Guidelineswith working group comprised of representatives from City Operations, Engineering and Parks Departments. This group reviews the City’s existing Streetscape Guidelines for the purpose of establishing an updated standard for quality maintenance of the street-level environment including trees, tree beds, street furniture and trash receptacles.

Smarter Giving CampaignInitiate a partnership, comprised of local social services providers, to address aggressive panhandling, vagrancy and homelessness.

PlacemakingIn 2018, Stamford Downtown will work to introduce additional Creative Place making initiatives such as the conversion of on-street parking spaces into dining areas called Parklets.

Funding the District for 2018/2019The DSSD is funded primarily by 211 commercial and 303 residential property owners who pay an annual fee to the District based on their property assessments. The formula was adopted in 1992 when the District was incorporated and subsequently amended in 1998 to reflect the impact of re-valuation. In addition to assessments, a significant portion of the DSSD’s program income is derived through sponsorships.
