The Role of the Public
Public Involvement Training Class – Presented by the Office of Environmental Services
Different Roles Stakeholders are typically consulted prior
to introducing a project to the public Help identify/define issues and concerns Buy-in is essential
The public plays an equally important role in voicing concerns and opinions Further define issues, needs and desires Specific segments of the public may have
quality of life and day-to-day activities impacted the most

Definition An individual or group that has a “stake” or
a vested interest in a project May be directly affected
Can be internal or external to ODOT

Our Assets Integral in building consensus and
conveying various needs and concerns Help define community goals and needs Share and exchange information and ideas Understanding the roles of stakeholders
and the public is critical to project success Involvement is dependent on a project’s
type, complexity, and anticipated impacts

When AreStakeholders Identified? Can occur during development of the
Project Initiation Package (PIP) Be cognizant of potential controversy Anticipate social, economic, cultural, and
environmental needs they may have Determining role and level of involvement
is further defined in a PI Plan, if needed If a PI Plan is not required, District
Environmental Staff or the PM may need to consider stakeholders, as appropriate

Who Can Be a Stakeholder? May vary from project to project
The challenge may be identifying influential “movers and shakers” that are not as prominent as others
Can include, but are not limited to: Elected and appointed officials Community leaders Businesses Public and Social Service Providers Advocacy and Special Interest Groups Government Agencies

How areStakeholders Identified? District Environmental Staff or the Project
Sponsor (if not ODOT) can assist More familiar with the politics, issues,
concerns, and needs of local stakeholders Use the following questions as guidance:
Whose involvement is needed and why? Who are the community leaders that can
influence public opinion? What groups or organizations may have an
interest in the project?

Goals Identify and involve stakeholders early in
the decision-making process Understand community values Ensure the project will meet expectations

When DoesConsultation Occur?
Dependent on project type and complexity Path 1, Path 2, and Non-Complex Path 3
As appropriate May occur if concerns arise surrounding
road closures and detours May involve e-mail correspondence,
conference call, or one-on-one meetings Typical stakeholders may be the mayor,
council members, city manager, township trustees, emergency or public services

When DoesConsultation Occur?
Complex Path 3, and Path 4 and Path 5 Higher level of involvement may be
needed based on context and intensity Involved during each phase of the PDP as
alternatives are developed Possible that stakeholders may not
participate or may not be needed until later phases of the PDP

Consultation is Key Stakeholders play an important role in the
planning and development of a project Early and sustained involvement can lessen
project delays and enhance decision-making Projects are more likely to be successful
when stakeholders have an active role Help define a project’s Purpose & Need Help define community vision and goals Can influence project success/failure Provide knowledge and insight

Definition The public is any citizen or group of citizens
that are affected by a project and/or that use an existing transportation system to be improved

Participation Helps resolve or reduce conflict
surrounding known and future issues Enables individuals knowledgeable about
the community to provide meaningful input Develops a diverse community network Allows those affected by the project to
express their views

Outreach Consider those within and adjacent to the
project area Users of mass transit Minority and low-income populations Elderly Disabled Persons of Limited English Proficiency
(LEP) Homeowners and tenants Commuters

PI Plan Defines when the public becomes involved
and how to appropriately engage Those in proximity of a project may:
Be interested in all aspects of project planning and development
May desire more information Want to be involved and engaged
throughout the life of the project
Utilize a variety of approaches and activities that can meet the needs of the public
