Climate Policies Development in the RM – ongoing process

By end of 2013 year, the Government of the RM will approve two climate change policy documents, on which the MoEN and UNDP Moldova started to work in October 2010;

Climate Change Adaptation Strategy - Policy Objectives

The Aim of the Climate Change Adaptation Strategy of the Republic of Moldova is: “to ensure a framework when the country’s social and economic

development is resilient to the future impacts of climate change”.

The General Objective of the CCAS is: “to establish a strong enabling environment and clear direction

for an effective and coherent climate change adaptation process to take place across all relevant sectors of the national economy”.

Activities and projects those arise from the Climate Change Adaptation StrategyUNDP Project “Supporting Moldova’s Climate Change Adaptation Planning Process”, supported financially by Government of Austria (2013-2016): The overall goal of the project is “to ensure that Moldova has a

system and capacities in place for medium- to long term adaptation planning and budgeting with the overall aim to reduce vulnerability of the population and key sectors to the impacts of climate change”.

The main project objective is “to support Moldova to put in place its National Adaptation Plan (NAP) process contributing to and building upon existing development planning strategies and processes and to implement priority adaptation actions”.

Activities and projects those arise from the Climate Change Adaptation StrategyThe Expected Project Outputs are as following:

Output 1. Institutional and policy frameworks for medium- to long-term gender-sensitive adaptation planning and budgeting are in place;Output 2. Institutional and technical capacities for iterative development of comprehensive NAP strengthened;Output 3. Adaptation interventions in priority sectors implemented including demonstration projects at a local level to catalyse replication and up scaling.

EU Project “Clima East Program” (2013-2016), subdivided in two main components: (1) Clima East Policy Component and (2) Clima East Pilot Projects in seven partner countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine). The specific objective of the Clima East Policy Project is “to foster

improved climate change policies, strategies and market mechanisms in the Partner Countries that are more in line with the EU acquis, by supporting regional cooperation and improving information-access to EU climate change policies/acquis”.

The main aim of the Clima East Pilots Project is “to demonstrate through pilot projects the feasibility of ecosystem based approaches to climate ‐change, meaning that intact ecosystems such as peatlands, permafrost landscapes, boreal forests and pasture land can have a strong and cost‐efficient positive effect both on climate change mitigation and adaptation”.

Activities and projects those arise from the Climate Change Adaptation Strategy (cont.)

The aim of the pilot project in Moldova is “to demonstrate a natural resource management model in the pastures and forests of Moldova which increases ecosystems’ capacity to sequester carbon under pending climate warning risks, while at the same time retain biodiversity and economic values”.

The project targets the pastures and forest degraded lands located in the Orhei National Park area and their buffer zone.

Under the Clima East Policy Project, actions has explicitly been organized around 6 result areas. Under the Result Area 3 “State-of-the-art national

climate change mitigation and adaptation policies developed, fine-tuned and implemented” it is planned the mainstreaming of climate change into the territorial arrangement strategy and other policies.

Under the Result Area 4 “Increased capacity for climate change vulnerability and impact assessments and increased capacity for adaptation planning” it is planned: to develop two National Adaptation Programmers of

To strength capacity on vulnerability assessment of different sectors of the national economy to new climate conditions:Assess the climate change impact on water

resources in relation with the following sectors: agriculture, human health and promotion of RES;

Provide assistance in Land Use, Land Use Change and Forestry vulnerability assessment and increase of agriculture and forestry sectors resilience to climate change.
