1. Public Information and Advocacy

The RD, PRO ARMM’s advocacy “ANG PULIS NA MAY DANGAL DAPAT BIGYANG PARANGAL. ANG PULIS NA HANGAL AY DAPAT IPATANGGAL” has high impact in instilling discipline to PRO ARMM personnel which is considered a key factor in the PRO’s achievement of tasks.

PRO ARMM conducted 43 media

engagements; Two (2) seminars on PNP Strategic Focus CODE-P and Beyond towards the realization of the PNP P.A.T.R.O.L Plan 2030; 15 cascading of PNP P.A.T.R.O.L Plan 2030 and one (1) Cascading and Coaching and Coaching of Alignment of the IP Card with the PGS Individual Scorecard.

a. Information, Education and Communication (IEC) Materials

a.1 Distribution of Informative flyers, handbooks, posters and stickers.

A total of 894 Legal Advisory flyers and 145 Panyerong Pulis Poster were distributed to the personnel of the RHQ, PPOs, and C/MPS.

. a.2. Police Information and Continuing Education (PICE). There were 68

PICE lectures conducted and 3, 068 participants. The purpose of this is to impart knowledge to the PNP personnel the proper way of investigating and handling cases as to the PNP matters is concern.

2. Citizen Empowerment

a. Institutionalization of Barangay Peacekeeping Operation (BPO). For the

period, there were 93 Municipal Police Stations and 1,022 Brgys with BPATs.

b. Anti-Drugs Abuse Council (ADAC). The PRO organized one (1) CADAC; 92

MADAC and a total of 950 Barangay Anti-Drugs Abuse Council (BADAC) region wide.

c. Community Awareness Activities. Several seminars and lectures conducted to empower the community and support the thrust of the PRO particularly on crime prevention.

1. Partnership and Collaboration with Stakeholders and other Pillars of the Criminal Justice System (CJS).

Community Organization and Mobilization. There were 46 Non- Government

Organizations (NGOs) that were active in the drive against criminality and other activities. 1 related training for barangay Tanods and BIN conducted on September 17, 2014.

Community Dialogues and Pulong-Pulong. Community dialogues and pulong-

pulong totaled 511.

2. Participation in Faith-Based Organization Takbong KAMPILAN Para sa Kapayapaan. The contingent from PRO ARMM

joined the Takbong KAMPILAN para sa Kapayapaan in relation to the 27th Anniversary of 6th Infantry Division, PA.

Bisekletahan at Takbong

Anibersaryo 2014. This PRO conducted Bisekletahan at Takbong Anibersaryo 2014 on August 2, 2014 with other PNP personnel and NUPs from RHQ and together with Biker enthusiasts, Barangay Officials of Making and Students of St. Benidect College of Parang. Bike For Peace. This PRO participated in the “Regional Bike for Peace” in relation to “Mindanao Week for Peace”, held in Isulan, Sultan Kudarat. The activity was headed by Bishop JOSE COLIN M. BAGAFORO, DD Among the participants were the Biker’s Organization in Region 12 and ARMM, the LGU’s, PRO ARMM and PRO 12, AFP, NGO’s, Civic, Business and Religious Groups.

The Catholic PNP joint the 50th celebration of Patronal Fiesta of Our Lady of Mt. Carmel Parish in Parang, Maguindanao on July 20, 2014.

The Muslim personnel of the PRO observed 5 days Ramadan Break during Eid’l Fitr celebration last June 28, 2014. Likewise, sponsored a Qur’an Reading Competition held at COC, Camp BG SK Pendatun. Representatives of the RHQ, PRO ARMM and the five (5) PPOs competed on said activity.

The PRO also supported the Muslim PNP by means of slaughtering the cow and goat (QURBAN) as part of the Eid’l Adha cerebration last October 5, 2014. Likewise, 7 personnel went to Mecca, KSA for Hadj.

3. Participation in Religious, Health/Physical Fitness, and Environmental Protection Programs/Campaigns. Sunday Mass. A regular Sunday mass are being held inside camp attended by Roman Catholic PNP personnel and its dependents. Muslim Friday Prayer. Congregational prayer held every Friday at the Regional Mosque, inside camp attended by muslim PNP personnel and its attendant. Open Team Runs. Open Team runs Competition sponsored and held in the Regional Headquarters participated by PNP personnel from the regional headquarters and from the five (5) PPOs of the PRO. Cotabato City Medical Society 5K Fun Run. Personnel of this PRO participated in the Cotabato City Medical Society 5K Fun Run with the theme “Makitakbo kay Dok Para sa Kalusugan” in relation to the celebration of Medical Week 2014.

Installation Rites of Parish Priest of our Lady of Perpetual Help PRO ARMM personnel attended the installation rites of Reverend Father Ezalde D. Panaguiton, DCC as Parish Priest of our Lady of Perpetual Help held at Barangay Sarmiento, Parang, Maguindanao.

Patronal Fiesta Mass of St. Martin de Porres PCSUPT NOEL O. DELOS

REYES, RD PRO ARMM and PSSUPT MARCELO O. PINTAC, RCDS attended the Patronal Fiesta Mass of St. Martin de Porres, Patron Saint of this PRO.

Parish Renewal Experience (PREX) Christian PRO ARMM personnel participated

Church based program of St. Martin de Porres.

In line with the Integrated Transformation Program on Weight Loss Management Program and Physical Fitness and Sports Development Program being conducted by HRDD, the PRO conducted physical conditioning exercises every Tuesday and Thursday (Athletic Days).

A two (2) day seminar was conducted

at the COC Building, PRO ARMM, from September 16-17, 2014 on the Sexual Harassment Awareness for Police Officers attended by PRO ARMM personnel.

22nd Celebration of National Children’s Month 2014. RWCPD of this PRO celebrated the 22nd National Children’s Month 2014 to the students of the Upi National High School and Gayonga National High School last October 28-29, 2014 with 190 students who participated that activities.

3, 2014 Police Women from PRO ARMM participated the Women’s Month Celebration held at ORG Compound, Cotabato City.

5. Anti-Corruption Initiative. Upon his assumption, the Regional Director directed that there is no fees for

2. Management of Resources Monitoring of the General Dispatched Vehicles (GDVs) through the monthly

Travel Log Book whenever dispatched according to priority basis. In all activity of the dispatched vehicles, inspection and conduct of repair and TIR were being undertaken and recorded to the Motor pool Activity Log. Likewise, for the maintenance of Generator Set, records of operation on its status and oil consumption are being monitored. Buildings, particularly the Commissioned Officers County (COC) building is regularly checked. Minor repainting, cleaning of toilet and bowls and minor repair caused

by termites were undertaken to maintain its environment-friendly or cleanliness of the surroundings.

B. Optimized utilization of Logistical resources

1. Financial Management Program. Below are the breakdowns of Personal Claims of PNP personnel and Non-Uniformed Personnel (NUP) who were paid/settled by this PRO:

a. Maintenance and Other Operating Expenses. A total Php 176,057,000.00

was released for the operational and administrative requirement of the PRO.

b. Combat duty Pay. A total amount of Php 26,809,500.00 for Combat Duty Pay was released and distributed to 26,754 uniformed personnel.

c. Replacement Clothing Allowance (RCA) Claim. A total amount of Php

32,942,000.00 was released for RCA with 2,353 personnel as recipients; Php 11, 986, 000.00 for Productivity Incentive Benefit of PNPs and NUPs.

d. On Special Financial Assistance, Initial Clothing Allowance, Clothing

Allowance of NUP and Salary and Long Pay Differential.

The amount of Php 455, 000.00 clothing allowance for 91 NUPs, Php 4,789,620.23 was released fund for the prior claims of 224 personnel of this PRO for Salary and Long Pay Dirrentials.

The amount of Php 199, 696. 98 as a Special Financial Assistance

(SFA) and Php 413, 084.85 as a Reimbursement Hospital Expenses (RHE) for five (5) policemen.

2. Logistic Management Program. On mobility, the PRO is a

recipient of one (1) patrol vehicle (KIA). The patrol vehicle is being maintained at the RHQ, PRO ARMM.

Also, 150 sets of UHF Handheld Radio; 40 units of Glocks 17 Gen 4 intended for Proficiency Training purposes; 2,061 units of Glock 4 Gen 4 were issued to RHQ, RPSB and PPOs personnel; Six (6) rappelling rope for PPSC and RPSB; 16 pieces of Tactical belt for PPSC and RPSB; Seven (7) pieces digital Kyocera for R-Staff. 14 pieces of GO PRO Camera distributed to different PPOs. One (1) Sulu; Five (5) RPSB; Two (2) Basilan; Two (2) Lanao del Sur; Two (2) Maguindanao and Two (2) Tawi-Tawi. 15 units desktop computers with complete accessories donated by PNP foundation Inc. for Basilan PPO.

The PRO continued its development program through the repair/renovation of Regional Legal Service Office, PIO, RCD as well as the PRO ARMM firing range.

For the period, two (2) Standard MPS buildings were completely constructed;

the Datu Unsay MPS Building. Phase III, Datu Abdullah Sangki MPS Phase III, both in Maguindanao.

This PRO have 118 MPS, 15 are completely constructed standard police

station while 15 are on-going, 72 are not standard police stations while 16 has no police station.

Madrasha Buidling in Sulu PPO is completed. The documents for the

construction of Languyan MPS in Tawi-Tawi PPO are subject for evaluation.

Conduct of Seminar Workshop on Mainstreaming the Preparation of PNP Annual Operations Plans and Budget for CY 2016 was conducted on October 21-22, 2014 at PRO 11, Camp Quintin M. Merecido, Buhangin, Davao City.

The PRO conducted a one-day 1st Quarter Regional Logistics Family Conference CY 2014 at Molina-Muños resort in Parang, Maguindanao. The attendees were Supply PNCOs of RHSG, RPSB, Supply PCOs/PNCOs and PSAOs of Basilan, Sulu, Tawi-Tawi, Lanao and Maguindanao.

The Regional Comptrollership Division also conducted a quarterly Family

Conference and conference with the Logistics to ensure that finances and logistical resources are properly disseminated or are distributed accordingly. Learning and Growth

2. Individual Training Program. For the period, 95 personnel of the PRO

graduated from PSJLC; 31 personnel of the PRO graduated from PSSLC training program at the ARMMTS and 5 Officers Candidate Course (OCC) is ongoing.

3. Unit Training Program

For the In-Service and Job Enhancement Trainings/Seminars, the PRO conducted 38 programmed and 19 un-programmed trainings/seminars which were participated by 3,668 and 925 PNP uniformed personnel and NUP, respectively.

4. Specialized Training Program

PI MANUEL A. ROXAS and PI NIKKO V. NATO attended the Scout Ranger Course at HFSRR, SOCOM, PA, CTSMB on October 9, 2014 and also three (3) personnel of this PRO still undergone Commando Course.

5. Foreign Training Program

PCI ADEL B. VERTIDO, PSI PHILAM JAY S. BALAQUI and eight (8) PNCOs of this PRO, attended the Post Blast Investigation Course conducted at Moyock, North Carolina, USA last May 12-18 and June 2-18, 2014.

1. Promotion System

For the CY 2014, 53 PCOs and 662 PNCOs

were promoted via the regular promotion program.

2. Internal Reforms This PRO conducted 627 drug tests for

random.

Five (5) batches of schooling on Character Aptitude Development Training (CADET) were undertaken by the PRO with 271 PNP personnel of the PRO.

Further Reduction of Uniformed Personnel at Headquarters. Of the actual

strength of the PRO which is 6,428, 15.74% or 1,038 personnel were assigned at Regional Headquarters (RHQ) and Provincial Headquarters (PHQ) while 84.26% or 5,390 personnel were assigned in the field.

Assignment of at least 21 personnel of every MPS. All C/MPS are manned

by at least 21 PNP personnel. OIC and/or COPs of the 118 C/MPS are all PCOs.

3. Living the PNP Core Values Maka Diyos

Alay Lakad and Zumba for Peace. Personnel of this PRO participated the Alay Lakad and Zumba for Peace together with the residence of Polloc, personnel of 37th IB, Philippine Navy and Regional Economic Zone Authority employees with the theme “Regalong Handog Malasakit sa Kapatid” at Barter Trade Center Polloc Port, Parang, Maguindanao. Walkathon and Zumba Work-Out. Personnel of PRO conducted a walkathon and Zumba work-out activity to the pupils of Saliguidan Memorial Elementary School at Polloc, Parang, Maguindanao.

2014 Eid’l Fitr Celebration Muslim PRO ARMM personnel attended the early morning congregational prayer “Sambahayang” at Salaam Police Mosque in connection with the Holy Month of Ramadhan.

Islamic symposium held a COC, Camp BG SK Pendatun and participated

by PNP PRO ARMM personnel.

Makabayan The PRO celebrating the 113TH Police Anniversary on October 24, 2014 with

theme “Ang Pulis na may Dangal Dapat Bigyang Parangal. Ang Pulis na Hangal ay Dapat Ipatangal”

Human Right Desks have been established in all MPS of the PRO. A total of

12 various seminars/lectures relative to Human rights were conducted and participated by 348 PNP personnel.

Makakalikasan

The PRO continuously supporting the DENR in protecting and preserving the natural and residual forest against illegal operations. Also, PNP personnel conducted Oplan Baklas after midterm and Brgy Elections 2013.

D. Institutionalized adequate package of benefits and remuneration

1. Moral and Welfare Program

a. PNP Housing Program. The construction of housing projects for PNP personnel of the PRO is ongoing at Brgy. Sarmiento, Parang, Maguindanao

b. Scholarship Program. One (1) PNP dependent has availed a

scholarship program sponsored by the “KAAGAPAY SA PANGARAP FOUNDATION, INC., and eight (8) PNP dependents availed the Comprehensive Educational Assistance (PCEA).

c. PNP Health Care Program. 30 PNP personnel were able to claim

reimbursements of their hospital expenses. 2. Personnel Enhancement Program

Awards and Decorations – A total of 14,107 appropriate awards were

given to deserving PNP and NUP broken down as follows.

a.1. Community-Based Information Networks. There are one hundred

forty (140) Barangay Information Network maintained.

a.2. Counter Intelligence (CI) and Security Activities. On CI watch list, 63 PNP personnel are included in the CI watch list; two (2) personnel were charged for Extortion; 39 were charged for drugs related activities; while 22 were charged for allegedly holders of fake/dubious credentials or fake identify.

a.3. Foreign Liaison. There were 10 VIPs security operations conducted and attended two (2) index liaisoning with the foreign counterparts. Likewise PRO ARMM received distinguished foreign visitors from British Embassy and Japan Embassy for the current year.

Compared to the 2,206 TCV of same period last year, there was an increase of 1,256 (56.93%) incidents with an average monthly crime rate of 9.67 incidents per 100, 000 populations.

c. Operations

c.1. Anti-Criminality Initiatives. a. Police Visibility. The PRO intensified its efforts against street crimes through the Police Integrated Patrol System especially on identified crime prone areas. Relatedly, a total of 12,879,107.00 man hours was spent in patrolling.

b. On Law Enforcement.

1. Campaign against illegal drugs. A total of Php 5,200,676.8685 worth of illegal drugs and paraphernalia were confiscated to include marijuana leaves/plants. Likewise, 193 persons were arrested and 131 cases were filed in court.

2. Campaign against Carnapping. Anti-carnapping efforts resulted to

the recovery of eight (8) vehicles and 13 motorcycles on various operations conducted. Fourteen (14) persons were arrested.

3. Campaign against Bank Robbery. No incident recorded for the period.

4. Campaign against Hijacking/Highway Robbery. No monitored hijacking and highway robbery incident in AOR.

5. Campaign against Illegal Gambling. A total of 18 anti-gambling

operations were conducted that resulted in the confiscation of 95 slot machines and Php 6,020.00 bet money and 29 persons were arrested.

6. Campaign against illegal Logging. Seven (7) operations

conducted that resulted in the confiscation of 19,362.5 Board Feet of lumbers. an estimated market value of Php145,218.75.

7. Campaign against illegal Fishing operations. One (1) Operations

conducted that resulted to the arrested of seven (7) persons. 8. Campaign against Prostitution/Vagrancy and Child/Abuse

Pedophilia. No incident reported for the period. 9. Campaign against Smuggling/Piracy. Two (2) operations

conducted against smuggling resulted in the confiscation of 4,040 liters of imported/undocumented diesel worth of an estimated market value Php193,920.00. The confiscated items were turned-over to the Bureau of Customs for proper disposition.

10. Campaign against Cattle Rustling. 13 Operations resulted in the

arrest of five (5) cattle rustlers and the recovery of 16 animals and two (2) cases filed in court.

11. Campaign against Syndicated Crime Groups/Criminal Gangs.

There were six (6) PAGs members were arrested and 16 CGs/OGs were also arrested. 12. Campaign against Human Trafficking. A total of 99 victims of

human trafficking were rescued in the province of Lanao del Sur and Tawi-Tawi that resulted to the arrest of two (2) persons and one (1) case filed in court. Victims were turned-over to the DSWD for proper disposition.

13. Campaign against Loose Firearms (Kontra Boga). A total of 231

assorted high powered and low powered firearms were confiscated and that resulted to the arrest of 195 persons.

14. Community Safety and Protection Program. Personnel of this PRO participated in the Cotabato City Medical Society 5K Fun Run with the theme “Makitakbo kay Dok Para sa Kalusugan” in relation to the celebration of Medical Week 2014.

15. Community Oriented Policing System (COPS). There were 242 COPS established/maintained.

16. Civil Disturbance Management Operations. The PRO conducted

civil dispersal operations at Tawi-Tawi during the International Business Conference on June 27, 2014. Likewise, during the visit of HE President SIMEON BENIGNO AGUINO III at Cotabato City.

17. Search and Rescue Operations. Forty five (3) search and rescue operations were conducted recording 16,560 man-hours spent for the purpose.

Operations with 5,606 man-hours spent. 19. VIP Security Operations. Security coverage to the CPNP during his

visit to Sulu in relation to the Kidnapping Incidents between two (2) foreign nationals. 20. Traffic Management. A total of 536,508 man-hours were spent on

traffic management. 21. Airports and Seaports Security Operations. Recorded a total of

950 security operations on airports and seaports spending 144,036 man-hours. 22. Disaster Preparedness and Management. There were 83 activities

conducted in coordination with the AFP counterparts and different stakeholders.

For the period there are four thousand eight hundred twenty two (4,822) medical consultation, treatment and evacuation while the Dental Dispensary performed three thousand twenty four (3,024) dental consultation and treatment with a total of seven thousand eight hundred forty six (7,846) medical and dental cases that benefited PRO ARMM personnel, dependents and authorized civilians.

For the month of December 2014, the HRAO conducted three (3) lectures

1. Intelligence a.1. Counter intelligence (CI) and Security Activities

A total of six (6) Complete Background Investigations (CBI) and two (2)

Counter Intelligence Report monitored, checked and acted upon.

a.2. Intelligence Production Seventy-one (71) persons were included in the Wanted List, Seven

Hundred One (701) in the Watch List. Two hundred thirty-two (232) groups were identified as potential PAGs and seventy-three (73) are active PAGs.

a.3. Foreign Liaison There were three (3) recorded VIP security operations conducted by this

PRO.

B. Investigation b.1. Service of Warrant of Arrest A total of 4 Warrant of Arrest were received, four (4) of these were

served, hence, a 100% WOA service rate. b.2. Crime Statistics In December, 2014 alone, a Total Crime Volume (TCV) of 933 was

recorded compared to the 249 TCV for the same period in 2013, it increased by 604 or (274.70%) incidents.

c.1. Anti-Criminality Initiatives.

a. Police Visibility A total of 736,668 man-hours were spent in patrolling. Reportedly, no

incident report on street crime was recorded for the period.

b. On Law Enforcement .

1. Campaign against Illegal Drugs Eleven (11) persons engaged in illegal drugs were arrested and

0.8 grams of shabu with a total DDB Value Php 9,440.00 and various drugs paraphernalia were confiscated.

2. Campaign against Carnapping On Anti-Carnapping two (2) Motorcycles were reported stolen with

one (1) arrested person; and three (3) Motorcycles were recovered and arrested two (2) persons.

3. Campaign against Bank Robbery

No incident recorded for the period.

4. Campaign against Hijacking/Highway Robbery No incident recorded for the period. 5. Campaign against Illegal Gambling No incident recorded for the period. 6. Campaign against Illegal Logging No report of accomplishment for the period. 7. Campaign against Illegal Fishing No report of accomplishment for the period. 8. arrest of one (1) person.

Campaign against Loose firearms (Kontra boga) A total of twenty-six (26) assorted Light Weapons and Small Arms

were confiscated and recovered that resulted in the arrest of eleven (11) persons; four (4) cases were filed in court.

14. Community Safety and Protection Program The PRO conducted simultaneous taping of firearms’ muzzles on

December 19, 2014 in relation to the celebration of Christmas Day and New Year. 15. Community Oriented Policing System (COPS) There were 142 COPS established and maintained. 16. Civil Disturbance Management Operations No report of accomplishment for the period. 17. Search and Rescue Operations No SAR operation conducted for the period. 18. Disaster and Relief Operations No operations conducted for the period. 19. VIP Security Operations A total of eighty-five (85) VIP security operations were

conducted with 11,324 man-hours spent. 20. Traffic Management A total of 52,720 man-hours were spent in traffic management. 21. Airports and Seaports Security Operations
