Be a vital part of Telopea’s future The vision for Telopea as a vibrant, cohesive, diverse community was set out in a master plan developed by NSW Land and Housing Corporation (LAHC) and City of Parramatta Council (Council).

This plan outlines the potential to develop more housing, delivering greater housing choice with good access to public transport, community facilities, open space and a vibrant retail hub.

The Department of Planning & Environment (DPE) has created a precinct proposal to help bring the vision into reality. This precinct proposal outlines the proposed land uses and built form for the Stage 1 master plan area.

Your feedback is an important part of the planning process – and we welcome your views on the precinct proposal.

The planning process

Community engagement shapes the Vision for Telopea Master Plan Report (2016)

Master Plan endorsed in principle by City of Parramatta Council (March 2017)

WE ARE HERE • Telopea precinct proposal

Review submissions and update plans. Develop final recommendation and costings for infrastructure strategy

Minister for Planning finalises the Stage 1 rezoning and infrastructure plan

Final plans shared with Telopea residents and stakeholders

A vibrant, cohesive community that appeals to a diverse population

More homes and housing choice, with around 3,500 – 4,500 social, affordable and private dwellings for people in a range of household incomes

New and upgraded public spaces, community facilities and a potential new retail hub to meet the needs of existing and new communities

Taking advantage of the new light rail with more services + direct access to Parramatta

Improved connections and better pedestrian access throughout the precinct

Revitalisation of the whole of Telopea.

The rezoning processThe first step in the precinct proposal is the rezoning of the NSW Land and Housing Corporation’s and Council’s master plan area (known as Stage 1). Renewing this part of the precinct is an integral step in realising the vision for the Telopea precinct.

We are also investigating infrastructure upgrades to support the precinct’s existing and new populations.

Future stages will provide opportunities for growth in the broader Telopea precinct.

Precinct Support SchemeThe NSW Government has allocated approximately $5 million of additional funds for local infrastructure upgrades in Telopea through the Precinct Support Scheme.

The funding will enable City of Parramatta Council to upgrade local facilities, such as parks and streetscapes, to directly benefit the community.
