On Tuesday April 20, 2021, City Council reviewed and approved a proposal for aBeverly Hills Sing for Hope piano project for late summer 2021. Members of both theArts and Culture Commission and the Human Relations Commission were present. Theproposal is a co-sponsorship between the City, The Wallis Annenberg Center for thePerforming Arts and the New York based non-profit, Sing For Hope (Attachment 1).
On May 4, 2021, City Council reviewed and approved the collaboration between theNext Beverly Hills Committee, the Human Relations Commission and the Arts andCulture Commission to utilize the City-owned vacant space at 445 North Cañon Drive toinstall a temporary pop-up art exhibition titled Visions of the Future as part of theEmbrace & Celebrate Culture Initiative (Attachment 2).

INTRODUCTION
The Next Beverly Hills Committee Council liaisons (Mayor Wunderlich andCouncilmember Gold), in collaboration with the Arts and Culture and Human RelationsCommissions, is recommending to use the City-owned vacant space at 445 NorthCañon Drive to install a temporary pop-up art exhibit titled Visions of the Future forapproximately one month as part of the Embrace & Celebrate Culture initiative. Inaddition to use of the space, a waiver of special event fees and utility fees is beingrequested, as well as authorization for the City Manager to execute an Art LoanAgreement.
On April 15, 2021, the Next Beverly Hills City Council Liaisons, comprised of MayorRobert Wunderlich and Councilmember Julian A. Gold, M.D., reviewed the proposed artinstallation and recommended the item be presented to the City Council for approval.
FISCAL IMPACT
Funding for the temporary pop-up art exhibit is available in the Fiscal Year 2020/21 CityCouncil approved Policy & Management Business Development budget (00101313).
The art for the Visions of the Future exhibit is being loaned to the City of Beverly Hills atno cost to the City.
Other ancillary expenses related to this project are expected to be below the $10,000available in this year’s budget and includes items such as:• Rentals to install the art work including any temporary walls• Pipe and Drape backdrop for display of the art work• Extension Cords for power• Reimbursement for Fine Art Insurance Policy to insure these pieces while on Cityproperty
Meeting Date: May 4, 2021
Under the adopted Schedule of Fees and Charges, the City Manager may waive specialevent fees in the amount of $1 ,000 or less for any event in which the City is a participantor co-sponsor. If the proposal is approved, Staff recommends the City Council waive thefollowing fees as they may exceed the authority granted to the City Manager:
• Special Event Permit fees ($952 per month)• Utility Fees
DISCUSSION
The Next Beverly Hills Committee was established to engage residents throughinnovative initiatives and inspire them to make Beverly Hills a better place for all. One ofthe Committee’s prioritized areas of focus is Next Generation Arts, with the goal ofactivating and energizing the City.
Embrace & Celebrate Culture is a citywide joint initiative between the Arts & CultureCommission and the Human Relations Commission to celebrate diversity and create agreater culture of inclusion, equity and belonging in the City of Beverly Hills. Embrace &Celebrate Culture previously presented Vision in Light: Windows on the Wallis. As acollaboration between the Next Beverly Hills Committee, the Arts and CultureCommission, and the Human Relations Commission, the Visions of the Future exhibitcontinues the theme by promoting public art which embodies the ideas in the Embrace &Celebrate Culture initiative.
The Committee and the Commissions are proposing to activate the city-owned propertyat 445 North Cañon Drive, which is currently vacant, by creating a temporary pop-up artexhibit displaying the works of James Goldcrown and Markus Klinko. Attachment 1shows the art pieces that will be exhibited. The Committee is proposing the artwork beshown in the windows and doors of the space in front of a pipe and drape backdrop.
Although the outdoor patio area of this location is currently part of the OpenBH programand contains seating for Wally’s, the exhibit would be able to be viewed by the publicfrom the sidewalk.
The exhibit is proposed to be up for a limited, one-month time period, with an option toextend with the same or different art, provided 445 North Cañon Drive remains vacant.In the event the space is leased to a tenant, the art could be removed with short notice.
RECOMMENDATION
It is recommended the City Council provide direction regarding the temporary artinstallation proposed by the Next Beverly Hills Committee City Council liaisons, as wellas the Art and Culture and Human Relations Commissions, at 445 North Cañon Drive. Ifapproved, staff recommends waiving the special event permit fees and utility fees, andauthorizing the City Manager to execute the Art Loan Agreements.
