67% of Pinoy Internet users say there is a serious problem
of fake news in the Internet
Internet usage rises to 42% among Pinoys; 32% of them use
the Internet for 3 hours or more daily
The perceived seriousness of fake news in the Internet is
directly related to the frequency of using it
60% say there is a serious problem of fake news in the media
61% say the Government is serious in solving the fake news
problem in the media

Forty-two percent of adult Filipinos are now using the Internet, according to the
First Quarter 2018 Social Weather Survey fielded on March 23-27, 2018. This is a point higher than
the 41% in June 2017 [Chart 1, Table 1].
Among adult Filipino Internet users, 67% said the fake news problem in the Internet is
serious (40% very serious and 26% somewhat serious, correctly rounded), 20% were undecided, and
13% said it is not serious (9% somewhat not serious and 4% not serious at all).
The resulting net score (% serious minus % not serious, correctly rounded) of +54 was 11
points below the net +65 (73% serious, 8% not serious) in December 2017 [Chart 2].
Internet usage rises to 42% among Pinoys; 32% use the Internet for 3 hours or more daily
The annual average proportion of Internet users nationwide was 9% when SWS first
surveyed it in 2006. It rose to 11% in 2007 and increased steadily to 38% in 2017.
The March 2018 survey found that among the 42% who are Internet users, a plurality of 32%
use it more than 3 hours daily, 21% use it more than 2 hours daily, 13% less than an hour a day,
and 15% a few days per week. The remaining 19% said they seldom use the Internet [Chart 3].

This is similar to December 2017, when 32% used the Internet for more than 3 hours daily,
21% more than 2 hours daily, 13% less than an hour a day, 16% a few days per week, and 18%
seldom.
The perceived seriousness of fake news in the Internet is directly related to the frequency of
using it
The proportion of Internet users saying there is a serious problem of fake news in the Internet
was directly related to the frequency of using it.
The March 2018 survey found that 51% among those who seldom use the Internet said the
fake news problem is serious, followed by 64% among those who use it a few days per week and
those who use it less than an hour daily, 69% among those who use it 1-2 hours daily, and 77%
among those who use it 3 hours or more daily [Chart 4].
60% say there is a serious problem of fake news in the media
The Fourth Quarter 2017 Social Weather Survey, fielded on December 8-16, 2017, asked the
adult respondents, “In your opinion, how serious is the problem of the spread of fake news in the
media like television, radio, and newspapers?”
The survey found that 60% of adult Filipinos said the problem of fake news in the media was
serious (29% very serious, 31% somewhat serious), 27% were undecided, and 13% said it was not
serious (7% somewhat not serious, 6% not serious at all), for a net score of +47 [Chart 5].
61% say the Government is serious in solving the fake news problem in the media
The December 2017 survey also asked the adult respondents, “In your opinion, how serious
is the administration in solving the problem of fake news in the media?”
The survey found that 61% said the government was serious in solving the fake news
problem (32% very serious, 30% somewhat serious), 31% were undecided, and 8% said it was not
serious (4% somewhat not serious, 4% not serious at all), for a net score of +53 [Chart 6].
Majorities across socio-demographics say there is a serious problem of fake news in the
Internet
In March 2018, the proportion of Internet users who said there is a serious problem of fake
news in the Internet was higher in Metro Manila and Balance Luzon, both at 71%, compared to
Visayas at 68%, and Mindanao at 52% [Chart 7].
It hardly varied by locale, at 68% in urban areas and 64% in rural areas [Chart 8].

It was higher in classes ABC at 90%, than in class D at 64%, and class E at 62%
[Chart 9].
It was 10 points higher among men at 72%, than among women at 62% [Chart 10].
It was higher among college graduates at 76%, than among high school graduates and below,
ranging from 54% to 67% [Chart 11].
It had no clear pattern by age groups, ranging from 57% among the 35-44 year olds to 71%
among the 45-54 year olds [Chart 12].
By membership in social media platforms, perceived seriousness of the fake news problem
in the Internet was highest among Instagram users at 77%, followed by Twitter users at 76%, Viber
users at 75%, YouTube users at 68%, and Facebook users at 67% [Chart 13].
Survey background
The December 2017 and March 2018 Social Weather Surveys were conducted from
December 8-16, 2017 and March 23-27, 2018, respectively. They used face-to-face interviews of
1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance of Luzon,
Visayas and Mindanao (sampling error margins of ±3% for national percentages, ±6% each for
Metro Manila, Balance of Luzon, Visayas and Mindanao).
The area estimates were weighted by National Statistics Office medium-population
projections for 2017 and 2018 to obtain the national estimates for the December 2017 and March
2018 Social Weather Surveys, respectively.
The Social Weather Survey items about the fake news were non-commissioned. They were
done on SWS's own initiative and released as a public service.
