Complex and innovative public-private partnership using Prime Plus Contracting.

VINCIPLC)wasselectedbytheUKMinistryofDefence

(MoD)in2006forProjectMoDEL;acomplexandinnovative

public-privatepartnership.Thispartnershipwasdesigned

specificallytoenabletheMoDtoconsolidateover1,000

militarypersonnelandoperationsfromsixsurplussites

acrossNorthWestLondon,throughtheconstructionof

£180millionofnewfacilitiesatRAFNortholt;creatingthe

MoD’sfirstintegratedcoresiteinLondon.

SpearheadedbySt.Modwen,VSMEstateshas

responsibilityforsecuringplanningconsenttodevelopand

disposeofthesixsurplussites,theproceedsbeingutilised

tofundtheworksatRAFNortholt.Todate,St.Modwen

hassecuredplanningconsentonallsixsites,withthree

nowsold,followingcompletionofenablingworks,allowing

developmenttocommenceimmediately.

Thesitesprovideamixofresidential,commercialand

communityusesandintotal,willdeliverover4,000much

needednewhomeswithinLondon.

portfoliothathighlightshowalongtermandcloseworking

relationshipbetweenSt.ModwenandaLocalAuthoritycan

transformanareainneedofmajorregenerativechange.

St.ModwenacquiredtheEdmontonGreenShoppingCentre

in1999fromtheLondonBoroughofEnfieldandsincethen,

hasworkedcloselywiththeCouncilonthe£100million

regenerationofthissite,includingthedevelopmentofa

new72,000sqft,LocalAuthorityrun,leisurefacilityand176

residentialapartments(100%affordable/keyworker).

The450,000sqftcentrenowalsoconsistsof120retailunits,40

marketstalls,leisureandcommunityusesandoffices.Footfall

continuestoincreaseandinthelasttwoyearsalonehasrisen

by15%to200,000visitorsperweek.

St.Modwenhasfullresponsibilityformanagingandmarketing

thecentre,ensuringthatitremainsalivelyandfriendlyspace

forallthecommunitytoenjoy.

Futureprojectsincludetherefurbishmentofthemainshopping

mallsanddevelopmentplannedforNorthSquare.

This110acre,formerWW2airportcomplex,waspurchased

byExeterandDevonCountyCouncilintheearly1950s

andrunaspartofExeterAirport.In2008,theCouncil

concludedthataformationofacorporatejointventurewith

aprivatesectorpartnerwasrequiredtobringforwardthe

developmentof1.4millionsqftSkyparkBusinessPark,

comprisingofficeandindustrial/manufacturingspace.

Followingasix-monthselectionprocess,St.Modwen

wasnamedjointventurepartnerinFebruary2009,and

agreementswereexchangedinMarch2009withDevon

CountyCouncil.

Thepartnershipstructureforthejointventurefollowsthe

Government’sLABVmethodologyandwillallowDevon

CountyCounciltoparticipateinfuturevalueanddecision

makingoverthe20-yearlifeofthepartnership.

ThesiteisrecognisedinRegionalPlanningGuidelinesasa

strategiclocationforlarge-scaleemploymentdevelopment

andisexpectedtocreateupto7,500jobs.Itwillbecomean

exemplarandsustainableBusinessParkandisexpected

tobeakeydevelopmentwithinthewiderExeterandEast

DevonNewGrowthPointinitiative.Itisviewedasamajor

contributortothegrowthoftheregionaleconomy.

St.Modwen’srelationshipwithBPstartedin2008whenwe

acquiredthe1,060acreformerLlandarcyoilrefinerysite

nearNeath,SouthWales.Wearenowredevelopingthis

intoCoedDarcy,a£1.2billioncommunity.In2009,wealso

purchaseda2,500acreportfolioofdisusedBPsites,the

majoritysituatedinSouthWales.

Overthenext25years,St.Modwenwillremediateand

regeneratethesesites,togetherwithCoedDarcy,toform

amajorlinkeddevelopmentwhichwilldeliverthemost

importantregenerationprojectinSouthWales.Extending

over3,000acresandprovidingover£3billionofinvestment,

thelinkedschemewillfocusonthreekeyareas–Housing,

EmploymentandEducation-andwillinclude:

4,000homes

SwanseaUniversity’ssecondcampus,thefirstphase

alonesettocomprisea£200milliondevelopment,

providing300,000sqftofacademicaccommodationand

remediationanddevelopmentofformerindustrialsites

andindoingso,breathingnewlifeintothoseareasofthe

countryinneedofregeneration,leavingourpartnerswitha

legacytobeproudof.

alsoopenuptheRiverReaandRiverArrowforthefirsttime

St.Modwenhasinvestedover£75millionsinceacquiring

thesiteandhascreated660permanentjobsthroughthe

developmentoftheTechnologyParkandInnovationCentre

andover500constructionjobs.Furtheropportunities

willbecreatedthroughtheproposednewtowncentre,

increasedcarproductionatMGMotorUKLimited,together

withthe500newjobsgeneratedthroughtherelocationof

theCollege.

In1997,St.Modwenenteredintoajointventurewith

ManchesterCityCounciltobringabouttheregenerationof

Wythenshawetowncentre.Thefirstphaseincluded

60,000sqftofnewretailspace,anewmarketandextensive

publicrealm.

Sincethistime,St.Modwenhascarriedoutfurtherphasesof

developmentwhichhavegrownthis£100millionschemeto

over450,000sqftofretailandofficespace.

Sincetakingownershipofthetowncentre,St.Modwenhas

workedinpartnershipwithManchesterCityCounciltoreduce

crime.Inthelastthreeyearsalone,therehasbeena20%

decreaseincrimeinthearea.

Mostrecently,St.ModwenisdevelopingthenewEtropCourt

schemewhichcomprises100,000sqftofofficeandretail

space.Reinforcingitscommitmenttotheregenerationof

ManchesterandtotheWythenshawearea,ManchesterCity

Councilhascommittedtothenewofficespacewhich,at

55,000sqft,willaccommodateupto500citycouncilworkers.

Underpinningthemajorstepchangethatthispartnership

hasproducedtodate,anewmasterplanestablishingthe

visionforthenexttenyearshasbeenagreedwithManchester

CityCouncil,settingtheframeworkforthisverysuccessful

developmentprojecttocontinuewellintothefuture.

asaleandleasebackagreement.Thisportfolioincludedover

800,000sqftofproperties,across35acresinLincoln–asite

weretainedforincomeonalongtermleasetoAlstom(now

SiemensPLC).

AsSiemens’businesshasgrownanddevelopedinLincoln,its

occupationalrequirementshavechanged.In2010–seeking

todrawonourdevelopmentandregenerationexpertise-the

companyapproacheduswithplanstoconsolidateitsGas

Turbineservicebusiness,intoanewpurpose-builtfacility.

ToaccommodateSiemens’plansandensurethatthislong

establishedbusinessandmajoremployerwasretained

withintheregion,wespentconsiderabletimeunderstanding

itsoperationalrequirementsandwhattheyneededtoachieve

fromthisstrategicrelocation.Wethenworkedcloselywith

LincolnshireCountyCouncilandNorthKestevenDistrict

CounciltoensurethatSiemens’requirementsweremet.

Siemenshassincesigneda£20millionpre-letanddevelop-

mentdealwithustobuilda135,000sqftfacilityatTealParkin

Lincolnona12yearlease.Thecompanywillcontinuetooccupy

muchofthespacewithincentralLincolnasitsmanufacturing

businessmovesintothespacevacatedbytheGasTurbine

servicebusiness.

agreementcovers2,000plots,onsevenSt.Modwensites,

across120acresofland.Itisalreadyprogressingwell;

threeofthesiteshavereceiveddetailedplanningapproval

withconstructioncommencingonthefirstsiteinMay2011.

WeexpectanotherfourdevelopmentswithPersimmonto

obtaindetailedplanningconsentandstartonsitebySpring

2012.

Wearealreadyidentifyingadditionalsitestoputintothe

jointventurewhichhighlightsthestrengthandsuccessof

thepartnershipwithPersimmontodate.
