Purpose of this document.
This document has been produced to support the previously submitted Land of Heol Fain, St Brides Road, Wick Residential Public Art Plan and the planning application for the discharge of condition 26 - Public Art as part of the Planning Permission Reference: 2014/01424/1/CD. Location: Land off St. Brides Road, Wick. The public art proposal for the residential development has been devised by artists’ Owen Griffiths and Fern Thomas in consultation with David Wilson Homes (South Wales) and the following community stakeholders:
David Ambrose - Chair of Wick Community Council Conway Hawkins - Wick Community CouncilStewart Dearlove - Wick Community CouncilPhil Murphy - Wick Community CouncilKate Jauncey - Wick Community CouncilJan Purcell - Wick Community CouncilRichard Lewis - Wick Community CouncilKathryn Thomas - Sustainable WickMike Webb - Sustainable Wick Cllr Stewart T. Why combine durational community engagement, public art, ecology and playground designs?
Studio Response are working with house developers David Wilson Homes (South Wales) on a community led approach to presenting art in the public realm in and outside the red line of their St James’ Gardens, Wick residential development.
For the St James’ Gardens residential development artists Owen Griffiths and Fern Thomas were commissioned to undertake a durational community engagement events and a series of physical artworks. The artists aims are to involve the local community in decisions that affect them through artist-led experiences such as the artist-led walks, community workshops and through the creation of Wick Artworks Facebook page . It is worth noting that consultation isn’t the same as engagement, in so far as the experience of art-led events was in itself a large part of the public art commission and through dialogue with local community champions the physical works have been created.
The following artwork designs have been produced following the above experiences, workshops and discoveries made by the artists’ during their engagement period in Wick, as such some of the artworks suggested are both within the red line of the residential development and within the older part of the village; as we believe it is important that the public artworks address the main aim of the commission, which is to create a series of functional artworks which has the potential for independent community and volunteer involvement in the enhancement of creative place-making in Wick for years to come.

St James’ Gardens Residential Development
Monks Wood, Wick.
Wick Village Green
Initial Artist Design Statement.
St James’ Gardens residential development.
The proposed public artworks within the St James’ Gardens is:
- A series of planted community aged mild planters ( circa 9 planters)- An entrance Pergola- Way-finding sign - Bespoke bench.
In Wick Village.
The proposed public artworks outside of the ‘red line’ of the residential development’ within the village is:
- Community information board (to be designed with children from Macross and Wick Primary School).- A series of way-finding signs- Flower bulb trail
Monk Woods.
- An external compost toilet. - A cob oven.
We believe the artworks within the heart of the village and at Monk woods is an intrinsic part of the original art strategy, which outlined the need to connect residents within the new development and the exciting village. The artworks and flower trails aim to visually and emotionally link both sites but more importantly to assist in provide resources that encourage health and well-being for the Wick and to encourage future generations to engage in ecology, art and their outdoor environment.

Design Details Update to accompany drawings Oct 2019
Phase 1 - St James Gardens and Wick Village
Way finder Posts at St James Gardens & village
These will be larch posts located throughout the scheme starting at St James’ Gardens. The Way finders will also have hand carved details contributed by local children at Wick and Marcross Primary School which will be overseen by experienced wood carver Ami Marsden. The posts will be installed by EP Joinery and Lead Artist Owen Griffiths and will be held in place by postcrete
Raised Beds at St James Gardens
The raised bed proposals have been altered to be a simpler shape. There are three different dimensions to the cylinder bed all manufactured form 8mm mild steel. Planting has been locally sourced and will be suitable, hardy and low maintenance. Planting will take place in two stages, firstly in Oct / November and then in spring 2020. Laura Madden is landscape designer and is overseeing and undertaking all planting.
Benches at St James Gardens
The larch benches will sit on concrete pads or foundation points which will be specified by EP Joinery and or Dunn Landscapes. This raising of the bench will mean an easier maintenance schedule such as grass cutting and will extend the lifetime of the material.
Pergola at St James Gardens
The CAD drawings have been updated to show the pergola dimensions. This again will sit on concrete pads and its width will match the path of 3 meters. Again this will be constructed in larch.
Bulb Planting St James Gardens and Wick Village
Bulbs including Tenby Daffodils, Wild Bluebells, Wild Crocus, Snowdrops, Winter Aconite, Star of Bethlehem and Wild Tulips all sourced in Wales from Shipton Bulbs. They will be planted throughout the village at the agreed locations. Lead Artist Owen Griffiths, assisted by Isabel Griffin will lead community planting days during October half term. The planting days will be advertised locally through groups, the school and Sustainable Wick and will be open to everyone.

Designs - Compost Toilet & Cob Oven, Monks Wood.
Through the partnership with Sustainable Wick the cob oven and compost toilet will be incorporated into their programme of workshops and community events. We view the Cob Oven and Compost Toilet as community resources for all Wick residents. Through the durational community engagement and consultation process the artists and Studio Response wholeheartedly believe that the siting of this additional work addresses the need for new strategies for bringing the community, old and new, together.
We believe that community resources do not have to be entirely located within the red line of the development site to achieve this. In addition, we feel that the provision of facilities and shared community resources in the local woods would support the benefits of community growing, green spaces and outdoor education for physical and mental well-being. We sincerely believe that community growing can act as a powerful tool for local Wick and can bring this community together and encourage people to adopt greener and healthier behaviours.
Sustainable Wick is working with the artists who are in contact with the Woodland Trust who have leased Monk Woods to Sustainable Wick for 100 years. We have received approval in principle from the Woodland Trust, however we are waiting on an official letter of consent to enable the compost toilet and oven to go ahead.

Maintenance & Management.
26
St James’ Gardens.
Routine maintenance and ongoing management of St James’ Gardens artworks and planting has been considered as part of the design process, with information being provided by the artists’ and their sub-contractors with regards to maintenance schedule and management. This will be to:
- Ensure sufficient resources are available for the long term maintenance of public art works - Ensure the public artworks remain fit for purpose and safe for the life span of the works - Ensure future maintenance operations are consistent with the design intent of the public artworks, which will be documented in a maintenance schedule produced by the artists’ and Studio Response in consultation with David Wilson Homes and their management company for the site:
The artists’ their sub-contractors and Studio Response will supply all the necessary information to maintain the public artwork via a maintenance manual which will be produced during the build programme. Copies of the maintenance manual which will include the type and frequency of maintenance operations and ongoing Health and safety checks will be made available to Wick Community Council (for public artworks outside the St James’ Gardens red line of the development, the maintenance company and the Vale of Glamorgan Council.
To ensure the longevity of the public artworks we will also provide on the completion of the build:
- Maintenance schedule setting out the frequency and types of operation for the planting and public artworks (including the proposed cob oven and compost toiled proposed to be located in Monks Wood). - Address the planting during establishment and once established and the all other information pertaining to the general landscape and community planting.
The material and equipment information, including the detailed construction information for the bespoke planters and pergola. The maintenance period will begin once outstanding or remedial works have been completed to the satisfaction of the artists’, David Wilson Homes, Wick Community Council, Studio Response and the appointed Property Management Company.
27
Wick Village.
Maintenance of planters, benches, signage and flower trails within the wider Wick community and outside the red line of the St James’ Gardens development will need to be discussed further and a way forward agreed for maintenance.
Monk Woods.
Maintenance of the proposed cob oven and compost toilet has been discussed with Sustainable Wick who has agreed in principle to maintain them as part of their management plan. The members of Sustainable Wick would also discuss the resources with their partners the Woodland Trust. It has also been agreed that there will be sufficient signage / way-finding implemented in the village to welcome all members of the Wick community and visitors to engage with Monk Woods and to encourage community health and well-being through outdoor activities.
