PHASE I: ABATEMENT AND REMOVAL OF NON-CONTRIBUTING ELEMENTSActivities:

Purpose and Approach:• The Abatement and Removal of Non-Contributing Elements is necessary to make the building

safe for additional due diligence necessary to better inform the Design/Build teams design treatment recommendations and is the initial step to ready the building for construction.

• The DC SHPO concurred on these Phase I activities in April 2015 and the Design/Build team has commenced work.

Purpose and Approach:• These activities represent the balance of the initial steps necessary to protect the building from further

deterioration and to stabilize, brace and ready the building for construction. • The Design/Build team has carefully evaluated the necessity and methods related to all work impacting

contributingfeatures.AllworkdescribedaspartofPhaseIIwillbedonebyqualifiedpersonnelinaccordancewith the Secretary of the Interiors Standards for Rehabilitation (Secretary’s Standards), in compliance with the Programmatic Agreement (PA), Historic Structures Report, and the Master Plan, and will be subject to a forthcoming Section 106 Memorandum Of Agreement (MOA) for Pre-Construction Activities.

• Any work requiring additional information, work plans or review will be reviewed and approved by GSA’s RegionalHistoricPreservationOfficer(RHPO).Thedesignofthebuildingandanyassociatedrecommendationsand treatment of contributing features removed in Phase II will be consulted upon in a future Section 106 consultation. and will be part a future Section 106 MOA for the Project Undertaking.

PHASE II: STABILIZATION AND BRACING OVERVIEWActivities:

1. Removal of dayrooms and wooden porches.2. Removal of all plaster at interior face of exterior

• Approximately 10-15% of windows sash and

all trim in sound condition will be stored and

retained for restoration to be consulted on in a

future Section 106 consultation.

• All of the window frames will be abated for

lead in situ as part of the Phase II activities.

Method:

• Vibration and movement monitors are

Engineers and GSA RHPO.

• GSA is consulting with the DC

Archaeologist on all measures associated

with the ground disturbing activities

associated with this work.

material and/or failing throughout the building.Purpose of Removal:• In order to stabilize and protect the building from

additional harm.Method of Removal:• Salvage exterior face brick for reinstallation.• Structural repairs to be addressed at the lowest

levelofthebuildingfirst.• Work to be performed in accordance with the

Secretary’sStandardsbyqualifiedprofessionals.• Masonry repairs and materials to be reviewed by

GSA RHPO.• 100% repointing and cleaning of the exterior

wall will occur during the construction phase and will be consulted on in a future Section 106 consultation.
