The French NationalAssembly willexamine the legal

aspects concerning thepolitical evolution ofFrance’s overseas outpostsstarting on January 24,according to the parliamen-tary schedule. The lawwould allow the islands ofSaint Barthélemy and SaintMartin to gain the status ofautonomous Overseas Col-lectivities (COM).Approved by the French

Senate on October 31,2006, this project isdefended by French Over-seas Minister, FrançoisBaroin, and based on theresults of a referendum inDecember 2003 in whichthe residents of the twoislands voted to no longerbe considered communitiesof Guadeloupe. Before the text is finallyexamined in a public ses-sion at the National Assem-bly, it has gone before the

Commission of Constitu-tional Law, the legislation,and the general administra-tion of the French Repub-lic. On January 17, DidierQuentin, as appointed bythe commission, will pres-ent his report in which hesuggests an amendmentthat would create two seatsfor representatives in theNational Assembly: one torepresent the future COMof Saint Barth, and thesame for Saint Martin.

was named the new spokesperson for UNSecretary General Ban Ki-Moon of SouthKorea, on January 1, 2007. On December18, 2006, Ban Ki-Moon replaced KofiAnnan of Ghana, who held the number onepost at the UN for the past ten years.Michèle Montas made quite an impressionwhen she was in Saint Barth in 2004 duringthe St. Barth Film Festival, when she pre-sented Jonathan Demme’s documentary, TheAgronomist, based on the life of her hus-band, Jean Dominique. When we inter-viewed Michèle Montas at that time, shesaid that the film was intended to bring thecase before “the international court of publicopinion,” as The Agronomist tells the storyof Jean Dominique, a Haitian journalist whowas assassinated in April 2000 at the door ofRadio Haiti Inter, the station he owned andoperated with his wife, Michèle Montas. Inspite of pressure to solve the case, his mur-der (and that of the radio station’s watch-man) remained unpunished, as does that ofMichèle Montas’ bodyguard who was assas-sinated on Christmas Day 2002, while pro-tecting her from bullets that were meant tokill her. As a result, she sought political exilein New York City for a second time, and haslived there since February 2003.

tion organized by the associationSaint B’Art, and the post office.The awards ceremony was heldon Thursday, January 4 at galleryPorta 34, at which time Hecklyreceived a check for 1,000 eurosand the promise that his paintingwill be reproduced on 10,000pre-stamped envelopes for salein the three post offices on theisland. Heckly thanked theorganizers for their support ofthe island’s painters, who findthemselves in a difficult situa-tion: “Art tourism is in a freefall,” he stated, as a reminderthat there has been a marked

decrease in sales by local artists.Second prize went to Yves Cer-rato who was awarded a checkfor 700 euros, while third prizewent to Josiane Piallou, who alsowon a special Public Prize, votedby those who saw the paintingson display during the Arts Festi-val organized by Saint B’Art inearly December. Her combinedprizes earned her 1,200 euros. Apainting by the promising youngpainter, Orlane Gréaux, a studentat the Mireille Choisy juniorhigh, took fourth place. A total of25 painters participated in the2006 competition whose themewas “Paint Saint Barth.” Thecompetition will be held againnext year.

If it’s January, it mustbe time for the St.Barth Music Festival.

Normally, the festivalwould be starting aboutnow, with two dance per-formances as the openingact. “We had to changeour schedule since ourconductor, Richard Buck-ley, had a conflict and hadto come later than usual,”comments Jill DeBroff,who serves as the rightarm to festival founderand director, FrancesDeBroff, who is of courseher mother as well. “Wewanted top-notch dancersof the same caliber as thetop-level musicians,” saysJill. “But the ones weasked couldn’t come lateenough in the month.” As

a result this year’s festivalhas an abbreviated sched-ule—January 23 through

February 2— but withsome old favorites andnew twists to appeal tomusic fans of manystripes.

One of the hottest newitems on the festival rosteris a free rock concert at8pm on January 27 at ZionGarden in Saline. “Drum-mer Ted Atkatz quit hisposition with the ChicagoSymphony to promote hisband, NYCO,” says Jill.“He is a single guy andfigured this was the timeto explore his passion, hisdream. The music is nothard rock, but more likeballads.” The local musicschool, St. Barth Harmonywill run the bar to raisemoney for their associa-tion, and help with chairsand parking. This outdoorevent should appeal toyounger audiences whomight not appreciate clas-sical music. “There’snothing like a good islandjump-up,” says Jill.

The festival opens on Jan-uary 23 with a doubleheader by the John EllisJazz Quartet from NewOrleans, with JasonMarsalis on percussionand a new member of thequartet, Aaron Golden-berg, on piano. “The festi-val has commissionedJohn to write a jazz piecefor our flautist MathieuDufour, principal flute ofthe Chicago SymphonyOrchestra,” explains Jill.This is one of two piecescommissioned by the fes-tival this year: the secondis a trombone concerto byJames Stevenson, whoalso wrote the Saint BarthOverture in the mid-90s.The soloist for the concer-to is Nitzan Haroz, whoperforms with thePhiladelphia Orchestra.“What is exciting is thathe will be able to performthis piece with orchestrasaround the world,” Jilladds.

Also “new” this year isthe Miro String Quartet intheir first appearance atthe festival— afterFrances tried to get themfor three or four years, andtheir schedule finallyallowed them to come.The annual opera eveningcloses the festival on Feb-ruary 2, and featuresPagliacci, conducted byRichard Buckely. Anorchestra concert, a con-cert by the Suzuki violinstudents, a piano and fluteconcert, and anotherchamber music concertround out the festivalmenu. The local number ofvoters hit newhighs in December

2006, with 595 inscrip-tions for the electoral listbetween January 1 andDecember 31, 2006,including 250 in the lastweek of the year. Of these595 requests, 188 enrolledfor the first time, and atotal of 554 were accept-ed, with 41 rejected, bythe administrative com-mission in charge of voterregistration for the munic-ipality, and which closedthe list for the year on Sat-urday, December 30. Ifone adds the 77 peopleadded automatically at theage of 18, that brings thenumber of new inscrip-tions to 631 for the year.By subtracting 54 votersremoved from the list, thetotal number of voters isnow 4,805 on the officiallist that closes on Febru-ary 28. This represents anincrease of 12% comparedto the previous list of4,228 voters dated Febru-ary 28, 2006. This record number ofinscriptions is related tothe importance of theFrench elections in 2007:starting with the presiden-tial elections which willbe held on Sunday, April

22 and Sunday, May 6,2007, followed by the leg-islative elections whichwill be held on consecu-tive Sundays, June 10 and17, 2007. Yet the mosthighly anticipated elec-tions in Saint Barth will bethat for the future territori-al council which will beheld before the first roundof presidential elections ifthe political evolution ofSaint Barth into a moreautonomous COM (Over-seas Collectivity) goesinto effect before the endof the parliamentary ses-sion in late February/earlyApril. The high number of voterscan also be explained bythe belief of certain resi-dents of the island thatbeing on the electoral listis required to be a fiscalresident of Saint Barth, yetthat is not true: citizenswho opt not to be on theelectoral list, but meet thecriteria of fiscal residents,do not have to worry. As of Wednesday, January10, changes to the elec-toral list to date can bereviewed at City Hall,where the final list will beavailable for consultationafter it is closed onFebraury 28, 2007.

Every general assem-bly of the membersof the CLE (Eco-

nomic Liaison Committee)offers this group of socio-professionals the opportu-nity to check the status ofthe eventual political evo-lution of the island and theeconomic factors it entails.The next meeting, whichshould be held in late Feb-ruary or early March,breaks the mold and willactually be three days ofmeetings with three dis-tinct themes. Three lawprofessors, who wereasked by the CLE in 2002to analyze the historicFranco-Swedish treaty.will lead the first meeting.They will discuss the legalaspects of the potentialevolution of Saint Barthfrom a community inGuadeloupe, which it hasbeen since 1948, into amore autonomous Over-seas Collectivity. The second meeting willreveal the results of astudy held for almost threeyears by the CLE concern-ing the fiscal future of theisland. The study hasexamined the agreementsthat will determine theconditions under which the

new fiscal status of SaintBarth will exempt resi-dents from French nationaltaxation, and the situationsin which it will and will beapplicable. The third meeting will bebased on the results of themarketing study undertak-en by Ipsos and the Robin-son Company to determinethe tourist image of SaintBarth. This study was heldduring the summer andfall, during which time asample of potential clientswho fit in the same demo-graphic categories as theislands current guests werequestioned, along withcurrent tourists as well.The study also provides acomparison of tourismwebsites. The CLE, whosegoal is to present a planfor the “harmonious andlong-lasting” economicdevelopment for SaintBarth, is convinced thatthe island should have anInternet portal adapted to aclearly defined clientele:“With a 50% annualincrease, the number ofonline reservations for air-lines and hotels continuesto outstrip other methodsof advertising. But in ahighly competitive con-text, a simple presence onthe Internet is not enough.The quality of the sites andtheir online services nowconstitute a decisive com-petitive advantage,”explains Jean-MarcGréaux, president of theCLE, which currently has150 members.

Haas is a sailor at heart,and has broken the “can-vas” ceiling in more waysthan one. She came toSaint Barth on her 49’German Frers sailboat,Synergy, to sail in the NewYear’s Eve Regatta onDecember 31, 2006, butlack of a spinnaker put herat a disadvantage in therace. My bet is she’ll beback better prepared nexttime.She was luckier last Junewhen she sailed with an allwomen’s team, TeamWAVE, in the 100th annu-al Newport-Bermuda race,and won a division title,earning the inaugural Car-leton Mitchell FinisterreTrophy as the yacht withthe best-corrected time inthe Cruiser Division. Theall women’s team wasformed to raise money andawareness for an organiza-tion called ‘WomenAgainst Violence Every-where’ (WAVE). De Haassailed with a crew of topCaribbean female offshoresailors including TeamWAVE organizer Val Doanalong with Annie Westcott,Julie Swartz, Kate Lee,Sierra Lowell, and BeckyPaull–Rowlette. Nagico

Insurance, a company thathas a workforce with 60%women and is a big cham-pion of women’s rightsworldwide, is the principalsponsor for Team WAVE.Their victory in the New-port-Bermuda race was thefirst time an all femaleteam took home a trophyin that event’s history! Her boat has had quite ahistory: built it 1974, itwas damaged in hurricaneBertha in 1996 andrepaired, then it actuallysank during hurricaneLenny in 1999, yet deHaas —who lives aboardher boat— and her dogboth survived. Once again

the boat was repaired, thistime by a new owner, justin time for the HeinekenRegatta in 2001. But in2003, de Haas bought theboat back and has beenliving on it ever since. She’ll be sailing again inthe Heineken come March,and usually sails in theBVI spring regatta. As the33-year boat is not outfit-ted with the latest in tech-nology, plotting a coursecan be a little tricky.“She’s an old lady,” not ahot shot racing boat,” saysde Haas. All the same, deHaas sure has a lot of funtaking Synergy to theraces!

But hisdesigner ready-to-wearclothes —that will beon sale in St. Barth nextSeptember— carry thelabel “Valerian H.”Valerian like a stagename, and H. forHughes— a familyname well known inSaint Barth, whichstands to reason as thisyoung fashion designernow living in Paris wasborn here. His grand-parents and uncle live inGustavia, and he returnstwice a year to visit hisnative island. With his high-school diplo-ma in hand, and two yearsof Beaux Arts training underhis belt, the young artistturned toward the world offashion. After working as an

assistant to the Belgiandesigner, Dries Van Noten,for two and a half years,then for Christian Lacroix,Yves Saint-Laurent, Dior,and Paco Rabanne where heworked on designer ready-to-wear collections, Jean-Christophe was on his wayup in the world of hautecouture. But working for

others and following therules of the fashion houseswas not enough for him.Five years ago, he foundedhis own line, “Valerian H.”Starting with made-to-orderdesigns, he started showingtwo small annual collectionstwo years ago. His 2008winter collection is nowcomplete and will be avail-

able in Saint Barth as ofSeptember at Stéphaneet Bernard and atNomades. The collec-tion places an accent onwhite, blue, and pastelgreen, with cotton andcotton voile fabrics.Jean-Christophe’s linesare subtle, almost mini-malist. “My style is likemyself, simple anduncomplicated. My lookis timeless,” explains thedesigner. In addition toateliers in Levallois–”actually a small facto-ry,” he confides— and a

The Chorale De Bons Choeurs, directed by Charles Dar-den, will celebrate its 10th anniversary with concerts onSaturday, January 20, and Sunday, January 21, at theAnglican Church in Gustavia at 8pm. The program willinclude classical, pop, and gospel repertoire. The choir wasfounded in 1997 by Nicole Aussedat, Isabelle Deravin,Annick Fiore, and Erich Houdant.
