    1. RATIONALE AND BACKGROUNDThe Search for SEAMEO Young Scientists (SSYS) is a gathering of young scientistsall over Southeast Asia and beyond as a venue for sharing and dissemination ofinformation on their scientific and mathematical research projects. It was

    initiated in 1997 and, since then, has been held every two years with a spec ifictheme.

    SSYS aims to encourage young learners to apply scientific and mathematicalknowledge into technological problem-solving activities to address sustainabledevelopment. It plays a strong role in encouraging and involving young learnersin projec ts which will generate much interest in science and mathematics. It alsoaims to increase the awareness of young learners about the relationshipbetween science, mathematics, technology, environment, economy andsociety. It aims to foster camaraderie and networking among these young

    learners through science and mathematics congresses, exhibitions andcompetitions.

    Moreover, SSYS is a platform that provides opportunities to enhance the vastpotentials of youth through intellectual activity in conceptualising ideas, andthrough cooperative teamwork in organising those ideas into more tangibleinvestiga tive research projec ts which will benefit the environment, society andeconomy.

    In the 9th SSYS Congress, the theme Disaster Risk Reduction for SustainableDevelopment has been adopted. According to the United Nations International

    Strategy for Disaster Reduction (UNISDR), Disaster Risk Reduction (DRR) is theconcept and practice of reducing disaster risks through systematic efforts toanalyse and reduce the causal factors of disasters. Reducing exposure tohazards, lessening vulnerability of people and property, wise management ofland and the environment, and improving preparedness for adverse events areall examples of DRR. As sustainable development is defined as thedevelopment that meets the needs of the present without compromising theability of future generations to meet their own needs (The BrundtlandCommission, World Commission on Environment and Development, 1987), DDR istherefore part and parcel of sustainable development. It includes disciplines

    such as disaster management, disaster mitigation and disaster preparedness. Inorder for any development activities to be sustainable, there is a need to reducedisaster risk. On the other hand, unsound development policies will increasedisaster risk and losses (UNISDR, 2013).

    At RECSAM, we believe that education is essential in attaining sustainability andthe present generation of youth, regarded as the hope of the future, should playa crucial role to achieve this end. Hence, the Centre welcomes submission ofscience and mathematics projects that showcase DRR ideas and innovationsaimed at limiting the impacts of na tural disasters, reducing the likelihood of adisaster occurring, or strengthening a communitys ability to respond and cope

    with a disaster, within the context of sustainable development.

    2. OBJECTIVESThe SSYS is envisioned as a worthy intellec tual venture and an effectivemedium to promote lifelong scientific and mathematical values, interests,skills, attitudes and motivation among the youth. It is hoped that through theSSYS, there will be an increase in societal well-being through quality scienceand mathematics education interspersed with technology, environmental,economic and soc ietal awareness.Specifically, SSYS aims to:

    2.1 Encourage research and development in science and mathematicsamong young learners in Southeast Asia and other countries;

    2.2 Provide a forum for the exchange of ideas and experiences amongstudents in Southeast Asia and other countries;

    2.3 Provide a venue for intellectual and social interactions among studentsand educators; and

    2.4 Identify and give recognition to outstanding young science andmathematics researchers.

    3. THEMEThe 9th Congress adopts the theme Disa ste r Risk Re d uc tio n fo r Susta ina b leDeve l opmen t . All projects submitted should adhere to the congress theme.Research projects that do not match the theme may be disqualified.

    4. PARTICIPATIONThe SSYS 9th Regional Congress will be conducted in a friendly atmosphereand participants will have an opportunity to socialize and meet otherteenagers with common interests from SEAMEO Member countries andAssoc iate Member countries.

    4.1 Participation is open to all secondary students (excluding pre-universityand matriculation levels) from public and private schools recognised bythe Ministry of Education of the respec tive countries;

    4.2 Students may work on the project alone or in a team (up to 4 students)and must be guided by at least 1 teacher advisor;

    4.3 Each student is only allowed to be registered under one project only;4.4 Should the number of team members exceed 4, only the first 4 registered

    names would be considered for prizes and certificates;4.5 Prizes and certificates will be given only to students, teachers and/or

    officials in the participating team;4.6 Parents and observers accompanying the students are welcome on a

    fee-paying basis. Please enquire for further information.4.7 All participating students, teachers and/or officials must fill in SSYS Form 1

    while parents and observers must fill-in SSYS Form 4 and submit to theorganiser by 1200 noon, 20 September 2013 (Friday).

    5. GENERAL GUIDELINESThe students are required to present their research project orally to thejudges, observers, other students and general audience in a lecturer format.They are also required to showcase their research project through exhibition.Each research project will be judged based on the quality of the writtenreport, oral presentation and research project exhibition.

    5.1Research Project5.1 The working language is English.5.2 The areas of research should be related to the application and the

    integration of knowledge in Basic Science (Biology / Chemistry / Physics /General) and Mathematics with Technology, Environment or Health,which a ims at Disaster Risk Reduction for Sustainable Development.

    5.3 Collaboration with lecturers, academics or scientists is highlyencouraged. However, the scope of involvement of the collaboratorsshould be clearly defined and described.

    5.4 Students must do all the work. Teachers and collaborators may help inplanning and advising, but may not actually design, conduct or buildthe project. Abuses of this rule may result in disqualification.

    5.5 All students are expected to be able to answer questions regarding theresearch and development of every phase of their projects. Everyportion of the abstract and research paper must be the original work ofthe students.

    5.6 The written report must specifically delineate the work done by thestudent(s) on the project.

    5.7 All research projects should be focused on the given theme; be anoriginal work; be a result of a current continuing or parallel scientificresearch and investigation and NOT a duplication of any previousresearch; demonstrate and apply scientific and mathematics principlesor attempt to provide new concepts in the process of designingtechnological activities or creating technological inventions to meet theneeds of societal development; have relevance or contribute to thelivelihood development of society or community and environment, in

    meeting human needs and/or promoting the soc io-economic growth ofthe society; and the community in particular; reflect the needs of thecommunity and how it can be sustained; and be cost-efficient,environment-friendly and feasible.

    5.2Project BriefAll students must submit a project brieftogether with SSYS Form 1, SSYS Form 2and SSYS Form 3. Project brief needs to be written according to the projectbrief format provided in Ap p end ix 5. Submission can be made via email or

    post. Submissions through social channels are also accepted. Kindly ensureacknowledgement of receipt upon submission. Documents should reach theorganizer by 20 September 2013 (Friday).

    5.3Written Report5.1 All students are required to submit written report of their research project,

    bound and in soft copy, formatted in MS Word and addressed to theorganizer on or before 3 January 2014 (Friday).

    5.2 At least 4 hard copies of the reports need to be prepared for distributionduring the C ongress.

    5.3 The soft copies may be sent to the secretary through this email address:[email protected]. Please make sure you receivean acknowledgement of receipt from the organizer.

    The format of the written report should strictly follow the sequence as shownin the table below:

    PAGE DESCRIPTION

    Cover Page/ Title PageThe cover page contains the title, names of the studentresearchers, schools/institutions, and advisers. The titleshould be written in bold, easy-to-read letters.

    AbstractThe abstract is a synopsis of the general topic andshould provide information about the overall content ofthe project.

    Table of ContentsLists all the content areas with the number of pages. Thenumber of each page of the report should also be givenat the centre or bottom right hand corner of the page.

    Acknowledgement This page contains the list of names, institutions, sponsors,and other collaborators that have been involved in theconduct of the project in one way or another.

    5.4Congress (Oral presentation)The Science and Mathematics Congress is a venue where the delegates willpresent their projects to the members of the panel of judges and the public.

    The venue of both congresses would be different accordingly. The congresswill start once the judges and students are ready. There would be a questionand answer (Q&A) session after each presentation.

    - Any student from the research project team may present. Multiplepresenters are allowed as long as the presenters are a team member;

    - Teachers are not allowed to assist the students in any way during thepresentation;

    - Presentation should be done using computer, an LCD projec tor and MSPowerPoint (or related) software. All presentation files will be collectedfrom the delegates prior to the event.

    - The order of presentation for each project will be determined by drawinglots. The drawing will be done prior to the event and the sequence will beposted on the SSYS official website as well as SSYS social page.

    - Presentation should only be for 5 to 10 minutes for each project. Shouldthe presentation end before the time, the presenter should announceend of presentation. To remind the presenter of the time remaining, anotice board with the message two minutes will be showed. At the endof two minutes, a thank you notice will signal the end of thepresentation.

    - Immediately after the presentation, a question and answer session bymembers of the floor will follow (within the time limit provided).

    5.5Research Project ExhibitionAll projects will be displayed in an exhibition hall for the public to view. The

    panel of judges will be viewing the exhibition for judging. The researchproject exhibit on display must:

    - fit two display panels each with dimensions 0.9 m by 2.1 m;- be sturdy and strong/durable with parts firmly attached; lightweight, can

    be easily set-up and taken down, transportable and self-supporting;- be complete with accessories with the panels joined with hinges so that

    the project can be folded and unfolded easily;- ensure that any information, pictures, graphs, or other images be held

    down with masking tape for easy removal or re-arrangement;- observe safety measures in the case of electrical items or presentations

    with computers or chemicals; and- not contain any live organisms, specimens, poisonous materials or

    chemicals which are toxic or explosive.

    - The submission of projects involving the use of information andcommunication technology or multimedia has to include the relevantaccessories or attachment, e.g. computer or video compact discs, CDs,slides, etc.

    - During the exhibition of the projects, no LCD projector, computer, OHP,DVD player, or any audio-video equipment will be provided. Should thedelegates require this equipment, they have to secure the equipmentthemselves.

    - Common science laboratory apparatus (test tubes, beakers,thermometers, etc.) and mathematics tools (compass, rulers, etc.) will beprovided upon request.

    - Two display panels, 1 table, 2 chairs and 1 power outlet will be providedfor each project.

    5.6Removal of Project ExhibitionsAll projec t exhibits must be removed promptly after the public viewing time.Participants who wish to share their project exhibits with others may opt tosurrender their exhibition items to the secretariat. Kindly inform the secretariatbeforehand.

    5.7Notification of AcceptanceThe organizer will send a Notification of Acceptance to all application by

    29 November 2013 (Friday). List of successful research projects will also bepublished in the SSYS official website.

    6. CRITERIA FOR JUDGING THE PROJECTSSSYS is designed as a congress or forum for the exchange of ideas andexperiences among student researchers in SEAMEO member countries. Toencourage and give recognition to potential young scientists, the projectsare judged based on the following c riteria:

    Scores in each component will be totalled and the project with the highestscore in each component will be awarded Outstanding Award for ResearchReport, Outstanding Award for Presentation of Exhibits, Outstanding Awardfor Presentation in Congress and Outstanding Award for Significant Project.

    The overall highest score will be awarded Most Promising Young Scientist(s)for Science or Mathematics Category. There will also be special awards given

    to projects that show potential in six different areas.
