Nritya Gopal Burman, 45, took his life by hanging himself at his home at Nathua under Dhupguri block this morning, police said, adding, his was the first such case of suicide in north Bengal. The farmer was unhappy as he could not sell the crop at remunerative prices. Former PM Vajpayee to Receive Bharat Ratna at Home on Friday Agency : NEW DELHI Former Prime Minister Atal Bihari Vajpayee and one of the most-respected politicians across parties will be conferred the Bharat Ratna, the country's highest civilian award, on Friday. President Pranab Mukherjee and Prime Minister Narendra Modi will be among a host of VVIPs who are expected to be present at Mr Vajpayee's Delhi residence where he will be honoured. The announcement of the award for Vajpayee, the first Prime Minister from outside the Congress party to serve a full five-year term, came on December 24, a day before he turned 90. He was Prime Minister from 1998 to 2004, and has been seriously ill for the last few years. Among his boldest initiatives was his historic bus journey to Lahore in 1999 when he signed the landmark Lahore Declaration with Prime Minister Nawaz Sharif with both sides pledging to push for peace and security. The Bharat Ratna announced earlier for noted educationist and freedom fighter Madan Mohan Malviya will be given posthumously to his family members on March 30 at Rashtrapati Bhavan. An educationist with a vision, Malviya was behind the establishment of the Banaras Hindu University. Malviya is also remembered for his stellar role in the Independence movement. The recommendation for the Bharat Ratna is made by the Prime Minister to the President. In 2013, when the UPA government had announced the Bharat Ratna for former cricketer Sachin Tendulkar and scientist CNR Rao, the BJP had criticized the Congress for ignoring Mr Vajpayee's contribution to the nation. Gujarat FSL assisted CBI & Delhi police in over 750 cases Sunvilla News, Gandhinagar In the last two years, Gujarat’s Forensic Science Laboratory (FSL) has assisted both CBI (Central Bureau of Investigation) and the Delhi Police in over 750 cases, the state legislative assembly was informed on Wednesday. The FSL helped Delhi police in 610 cases where it tested 2,231 samples, the state government said in a written reply to a question raised by MLA Rajendra Trivedi. The same laboratory tested 18,997 samples in the 147 cases that it assisted for the CBI during the last two years, till December 2014, the government stated in reply to another question from MLA Rakesh Shah. 2002 Gujarat riots: Victims seek transfer of case to another court Sunvilla News, Ahmedabad As many as 84 survivors of the 2002 Naroda Patiya riot case, where 97 people of the minority community were killed, wrote a letter to the acting chief justice of the Gujarat High Court on Wednesday seeking transfer of their case to another court. At present, appeals of the convicts in Naroda Patiya riot case is being heard by the high court division bench of Justice Ravi Tripathi and Justice R D Kothari. However, riot victims have written in to the Acting Chief Justice V M Sahai expressing their apprehensions. "It is our most earnest request to the acting chief justice to transfer the above cases (appeals of the convicts in Naroda Patiya riot case) to some other division bench because we have reasons to believe that the division bench headed by justice Ravi Tripathi has made up its mind to allow the appeals and acquit the offenders," the letter reads. The letter is written by survivor and witness in the case Rahemeutulla Sheikh and 83 others who have signed it. The riot victims have also questioned the recent judgement by the same bench, which had granted bail to one of the convicts Kirpalsingh Chhabra on February 26. The division bench had then suspended the sentence of Chhabra, who was personal assistant of another convict and former state minister Maya Kodnani, till his appeal against the trial court order is pending before the high court. The survivors also questioned the verdict of division bench, which had put doubts on the trial court's judgement of convicting Chhabra and 30 others. A Special trial court had, in August, 2012, convicted 31 persons and awarded life term to 30 including Kodnani for killings and criminal conspiracy, while it had also awarded 'imprisonment till death' to right-wing group 'Vishwa Hindu Parishad' (VHP) leader Babu Bajrangi. Sunvilla News, Gandhinagar The income of the state government from Value Added Tax (VAT)/Sales tax has been on a steady rise since the last three years, however, the dues worth a phenomenal Rs 17,600 crore is yet to be collected by the state, the Gujarat Assembly was informed on Wednesday. The state government collected VAT/ sales tax dues worth over Rs 41,800 crore in 2012-13. This income increased to Rs 44,200 crore in 2013-14 and in the current fiscal it stands at over Rs 31,100 crore. (till December 2014), the state government stated in a written reply to an unstarred question asked by Congress MLA Sailesh Parmar in the House. The districts of Ahmedabad, Jamnagar and Bharuch contributes the highest quantum of these taxes to the state government coffers. However, the government is yet to collect VAT/Sales tax dues worth Rs 17,618 crore from the state (as on December 1, 2014). Vadodara (4265 cr), Ahmedabad (Rs 3354 cr) and Bhavnagar (Rs 1403 cr) are the top three districts that have the maximum amount of dues. Even Surat and Kutch districts have dues of over Rs 1000 crore. The state government earned Rs 4600 crore of VAT on Diesel, Rs 2000 cr on Petrol, Rs 1300 cr on PNG, Rs 300 cr on CNG, Rs 100 cr on fertilizers and Rs 85 cr on Castor seeds (between July 2013 and June 2014), the government stated in a written reply to another question posed by Congress MLA Balwantsinh Rajput. The documentary ‘Goonga Pehelwan’ follows India’s most successful deaf-mute Delhi-based athlete Virender Singh on his quest to reach the Rio Olympics 2016 and become only the second deaf wrestler in the history of the Olympics to do so. Singh has won the first and only gold medal at the 2005 Deaflympics in Melbourne, in 74-84kg freestyle wrestling, a silver medal at the second World Deaf Wrestling Championships in 2008 in Yerevan, Armenia, and a bronze at the 2009 Deaflympics in Taipei, Taiwan and a bronze at the 2012 World Deaf Wrestling Championships in Sofia, Bulgaria. Thegovernment has garnered over Rs 1 lakh crore at theclose of bidding, however 11 percent airwaves stayedunsold. According to sources, the spectrum auctionpayout by various companies stand at -- Vodafone likelyto be at Rs 34,500 crore, Bharti Airtel at around Rs27,500 crore, Idea (Rs 28,000 crore), Reliance Jio (Rs11,000 crore) and Reliance Communications (Rs 2,300crore). Terming the auction outcome as satisfactory withthe companies showing faith in the government, sourcessaid now spectrum sharing and trading guidelines are beingworked upon. The telecom companies have 10 days tomake earnest money deposit. The government willdisclose names of provisional winners post SupremeCourt hearing. GV Giri of IIFL expects the mainstreamtelecommunications company (telcos) to largely retain atleast the minimum spectrum in their renewal circles. “Iexpect based on the information disclosed in the last threeweeks by department of telecommunications (DoT) thatBharti would have increased their spectrum holdings in afew circles and I would expect that Idea has at leastmanaged to get the minimum of 5 Mhz assured for itself,”he said. Giri said that the auction has come at a steepprice and therefore smaller companies will be burdened.“There could also be a few cases of companies losingout on their 900 Mhz because there was not enough of itor the price was too steep or the bidding was just toocompetitive,” he said. He believes the market might startpaying a lot more attention to 900 Mhz 3G as adifferentiator between operators as “sooner or later theoperators who have paid big money for the spectrumwill start putting it to use in the best possible way which isto use it for data”. “Overall if after the Supreme Courthears this case starting tomorrow, the judgement concludeswith the auction considered valid and if the results seemto say that our current guesses and estimates are by-and-large accurate then the market will react verypositively,” he added. Sanjay Kapoor, Chairman,Micromax, feels that every operator now will breathe asigh of relief as the auction is finally over. The strategynow going forward is what everybody curiosity will bearound. “Absolutely people have probably retained thespectrum that they wanted to and some have enhancedthe spectrum pool as they wanted to stay ahead in thegame on data. Now how much a price rise will be requiredto make up for this deficit or investment that everybodyhas made needs to be seen,” he said. Companies withsmaller balance sheets that have put in lot of money willface the challenge that will come across in their strategy,said Kapoor. “Idea has always grown incrementally overthe past so many years. There would be 5-6 operatormarkets so we would see that some of the middle playersor some of these smaller players would consolidate. Nowwhether they consolidate among themselves or theyconsolidate with the larger player is yet to be seen,” hesaid.

According to adocument seen by Re/code,Google is in the process offacilitating consumer accessto their bills through theiremail, rather than through thetraditional mailbox. Re/codereports that the new tool istentatively being called“Pony Express” and will notonly allow Gmail users toaccess their bills, but to paythem as well directlythrough the platform,instead of having to godirectly to the companywebsite to pay. Thedocument suggests that“Pony Express” is slated fora fourth quarter debut, thoughreports note that “Pony

Express” may just be a codename for the product. On theother hand, the company’sGoogle Wallet productcontinues its effort to grabmarket space, and Googlerevealed just days ago thatthe mobile payment serviceis now integrating into ride-sharing application Lyft. Butwhile the service struggles tocompete with the likes ofApple Pay, reports haveemerged that Google isworking on an entirelyseparate mobile paymentsAPI that could be unveiledas soon as this May. IPCA Lab tanks on USFDA importalert;m-cap down by Rs 1,205 cr

Agency : MumbaiShares of IPCALaboratories today settledfor the day with losses ofnearly 13 per cent on theBSE after import alerts wereissued by the USFDAagainst two of itsformulations manufacturingunits. During the day theshares of the companyopened on a weak note andthen tanked as much as13.42 per cent to touch anintra-day low of Rs 658 onthe BSE. At the end oftoday's trading session, thestock was quoted at Rs664.65, down 12.55 percent on the BSE. Followingthe decline in share price,the market capitalisation ofthe company declined by Rs1,205.24 crore to Rs8,385.90 crore. IPCALaboratories today said USFDA has issued import alert

to two of its facilities atPithampur in MadhyaPradesh and Piparia inSilvassa, which will affect itsexports to the US. Already,the US FDA had issuedimport alert to thecompany's activepharmaceutical ingredients(APIs) production unit atRatlam in Madhya Pradeshin January this year for non-compliance of prescribedmanufacturing norms. InForm 483, US FDAinspectors raise concernsrelated to compliance ofgood manufacturing practisenorms. Moreover, thecompany said it hadvoluntarily decided tosuspend API shipmentsfrom Ratlam manufacturingunit for the US market tillthe US FDA inspectionobservations issue isresolved.

EIA report on NTPC's Pudimadakaproject to be ready by May

TheNTPC already has athermal plant (NTPCSimhadri) with a capacity of2,000 MWs at Parawadain Visakhapatnam district.The expert appraisalcommittee under theMinistry of Environmentand Forests has issuedterms of reference in ameeting held in January for

conducting EIA(Environmental ImpactAssessment) study for theproject. EIA studies are inprogress and are expectedto be completed by May.The NTPC has invitedtenders for the main plantequipment. The APGovernment has allocated1,200 acres land inAtchutapuram and Rambillimandals and the investmentoutlay is Rs. 26,000 crore.According to NTPCsources, it is the first timein the country that thecompany is executing1,000 MW coal based unitswith supercriticaltechnology, increasing theefficiency and reducing theemissions drastically.

Gujarat to attract Rs 6,100 cr inship-building & repair projectsSunvilla News, Gandhinagar

The Gujarat governmentexpects to attract privateinvestment to the tune of Rs6129 crore in form of ship-building and repair projectsin the state, the GujaratAssembly was informed onWednesday. The stategovernment has receivedabout 14 applications fromdifferent players in the ship-building and repair industry,till March 31, 2014, the stategovernment said in a writtenreply to a question posed byMLA Satish Patel. Four ofthese applications are underimplementation, while therest are in preliminary stages,the government added.There are already a fewplayers in the ship-buildingindustry in Gujarat. This

include Alcock Ashdown inBhavnagar, ABG ShipyardLimited at Magdalla,Modest InfrastructurePrivate Ltd in Bhavnagar,L&T Shipbuiding nearHazira and Pipavav Defenceand Offshore EngineeringCompany Ltd at Pipavav.Nargol port to attract Rs3,800 cr of investmentsApart from the investment inship-building, the state isexpected to attractinvestments worth Rs 3,800crore in the phase-I of theNargol port project which is

Gujarat govt to introduce revised GUJCOC BillSunvilla News, Gandhinagar

After failing to getPresidential assent for itsanti-terror bill thrice,Gujarat government hasdecided to introduceGujarat Control ofOrganised Crime(GUJCOC) Bill in a newform in the Assembly but itwill retain some of thecontroversial provisions. TheGUJCOC bill, which is onthe lines of the stringentMaharashtra Control ofOrganised Crime Act(MCOCA), was rejected in2004 and 2008 by the thenPresident AJP Abdul Kalamand Pratibha Patilrespectively who hadsuggested someamendments in the

provisions related totelephone interception andconfession made beforepolice officer beingconsidered as evidence incourt. After its passage forthe third time in the stateassembly, the bill is stillpending for clearance fromthe President. The stategovernment has once againprepared a new draft of thebill and rechristened itGujarat Control of Terrorismand Organised Crime(GCTOC) Bill-2015. It hasbeen submitted in theAssembly and will be tabledfor discussion and approvalof the House on March 31.One such contentiousprovision is the admissibilityof evidence collected

through intercepted calls ofthe accused. This provisionempowers the police tointercept calls and admit it asevidence in the court.Justifying the provision, the‘Statement of Objects andReasons’ in the bill states thatit is necessary in thecontemporary day whereorganised criminal syndicatesmake extensive use of wireand oral communication. Itsays that the interception ofsuch communication toobtain evidence is inevitableand an indispensable aid forthe law enforcement. Thestatement provides a detailedjustification on the issue byadding that the existing lawsare inadequate to curb themenace of organised crimes.

The Bill will be tabled fordiscussion and approval ofthe house on March 31, thelast day of ongoing Budgetsession. It further says, “It istherefore, considerednecessary to enact a speciallaw with stringent provisions,including the power tointercept wire, electronic ororal communication.” As perthe clause-14 of the bill,evidence collected through‘interception of wire,electronic or oralcommunication.

Trivediwas replying to the debateon supplementary demandon women and childwelfare in the assembly.The demand was raised byCongress MLA fromViramgam Tejashree Patel.Raising the issue, Patel saidthat as per the July 9, 2010orders, anganwadiworkers were to be given180 days of maternity leave,but in Gujarat it was only135. She called on the firstwoman chief minister,Anandiben Patel, to give180 days of maternity leave.Trivedi, while replying saidthat after consultations, theCM decided to increase

maternity leave to 180days. Earlier, speaking onsupplementary demands,Tejashree Patel took dig atthe former chief ministerand Prime MinisterNarendra Modi, for notbeing able to take effectiveaction in the climate changedepartment. She furtherclaimed that Modi hadpenned a book:'Convenient Action,Gujarat's Response toChallenge of Climate', butdespite being suggestedways to curb climatechange, the Sabarmati riverwas still among the top tenpolluted rivers. She furtherclaimed that the Gujaratgovernment was directedby the high court to form apolicy for cutting of trees,but the government is yet tocome out with the policy.She sought to know fromthe government why it wasforced to deny permissionfor setting up industries inAnkleshwar.

squads dispatched tovarious exam centres hadbeen reduced to just 67from 400-odd in the past.The officials said that thistime a control room was setup to catch copycats; thecontrol room received livefeeds from every examcentre. The cameras atleast made the invigilatorsmore vigilant. The officialssaid that around 50 casesof copying were registeredafter they were pointed outby the control room.Officials said they wereencouraged by the fact thataround 90 cases of the620-odd were registeredby invigilators.
