Fire erupted at main market Gulmarg, 55 kms from here, last night causing damage to six shops, a police spokesman said. He said police is investigating the cause of the fire. In another incident, fire broke out at a shopping complex on the outskirts of Srinagar last night. Agency : Chandigarh, Mar 21 Hailing the Cow Protection Bill passed unanimously by the Haryana assembly, Governor Kaptan Singh Solanki today said that no other service is as great as 'gau sewa.' "The chief minister had earlier said nobody had committed suicide and once in Vidhan Sabha, she had said only one person has committed suicide. Swine flu deaths at 1,895; Number of cases nears 32,000 mark Agency : New Delhi Swine flu claimed the lives of 21 more people as the death toll across country rose to 1,895 on Saturday while the total number of affected persons inched towards the 32,000 mark. According to data collated by the Union Health Ministry, as on March 20, the contagious disease has claimed the lives of 1,895 persons while the number of affected persons across various states stood at 31,974. In Gujarat, the number of people who have died of the disease has climbed to 407 while the number of affected persons were 6,330. In Rajasthan, which is another of the worst affected states, the death toll inched towards the 400- mark as 398 people perished from the disease while the number of affected persons stood at 6,356. The Union Health Ministry said Agency : Kolkata India is set to become the first country in the world to have biometric data and no duplicacy in the voters' list after linking of Aadhar card with voter identity card, Chief Election Commissioner HS Brahma said on Saturday. "When we are able to seed the Aadhar figure (number) on EPIC card that will ensure that there is not a single duplicate number. We will do it definitely by 2015 and then India will be the only country in the world where there will be complete biometric of voters. There will be not a single fraud or duplicate voters," Brahma said at a conference on electoral reforms here. Asked about Supreme Court's order which had said that Aadhar is not a prerequisite for availing public services, he said everyday lakhs of voters are seeding their names with Aadhar card on their own. "Everyday our voters are themselves seeding (their names for Aadhar cards). More than lakhs daily. We do not want to make it compulsory but our voters themselves want it. It is a good gesture," the CEC said. He appealed to all citizens of the country to avoid duplicate names in the voter list saying it is a crime punishable for upto one year. Brahma said once the Aadhar number is mentioned in the electoral rolls then individual voters can also change their address online because Aadhar will be the basic identity. It will remove all allegations of duplicacy in the voters list and harassment to voters in changing their address, he said adding that so far 85 crore Indians have got their Aadhar numbers. "We are very hopeful that the remaining 25-30 crore people's Aadhar cards would be done byAugust this year," he said adding that in West Bengal the Aadhar figure is around 55 per cent so far. On electoral reforms, he said political reforms should also be talked about in the same spirit. He said if the government accepts the report of the Law Commission then 95 per cent of problems on issues of electoral reforms will be resolved. Asked about expenditure ceiling for political party candidates, he said they need to be vigilant as money and muscle power doesn't lead to level playing field. "Filing of nominations should also be online so that people can know the plus and minus of the candidates," Brahma added. Election Commission may revoke registration of parties which do not contest Agency : KOLKATA The Election Commission is planning to revoke registration of political parties which have never contested any election in the last 5-10 years. Chief Election Commissioner H S Brahma today said there are more than 1,600 registered parties in the country of which only less than 200 participate in the electoral process."We are very seriously thinking that if a party has not participated in any election within a period of five years or seven years or 10 years then they should be suo moto deleted from the registration," Brahma said at a conference of National Election Watch here. He said they are thinking of taking some serious action against those who have not contested a minimum of 2-3 state assembly elections and one parliamentary election. "We are not able to enforce it. But if there is a pressure from the people on them (elected representatives), I think this kind of bogus registration of political parties for doing other than the real political activity can be curbed. But state funding or no funding is not the issue here," Brahma said. He said that upon registration, political parties get a number of benefits from the state including financial exemption in income tax. Political parties can always say that they contested but not won he said adding that "there are instances where they never participate even in municipal or panchayat election which is very unfortunate". that the death toll in Maharashtra rose to 342 with 4,007 people having contracted the H1N1 virus. In Madhya Pradesh, 279 people have perished with 2,069 persons affected. The toll in Telangana has reached 75 while in Karnataka, the death toll has rose to 77. The death toll in Uttarakhand has reached 11 while in Punjab, the disease has claimed the lives of 53 persons. Another person has died taking the death toll in West Bengal to 24 while the toll has increased to 36 in Uttar Pradesh. Jammu and Kashmir has seen 16 swine flu fatalities. In Delhi, the toll has risen to 12 with the number of affected persons at 4,137. In Kerala, the death toll has reached 12 while 14 people have died in Tamil Nadu after another person died of the contagious disease. Andhra Pradesh has now seen 22 swine flu fatalities while 20 people have died in Himachal Pradesh. The disease has claimed the lives of 17 people in Chhattisgarh. 2 Terrorists Who Attacked Army Camp in Jammu and Kashmir's Samba Killed Agency : JAMMU In a second attack against security forces in two days, two terrorists opened fire and lobbed grenades at an Army installation in Samba near Jammu this morning. Both the terrorists were killed after a long firefight with the Army. "Two terrorists have been killed in the Samba attack," Defence Minister Manohar Parrikar said this afternoon. The terrorists opened fire at the camp of the 81 Armoured Regiment of the Army on the Jammu-Pathankot National Highway, a little before 6 am, but couldn't get inside. They were then, reportedly, pinned down in the bushes between the camp and the Army school, where a long gunbattle ensued. Reinforcements were brought in by the army and it also moved in 'Infantry Combat Vehicles' from Jammu towards the encounter site. A civilian, who was on his way to the Vaishno Devi pilgrimage, was injured in the attack and shifted to a nearby hospital. The Jammu-Pathankote highway, on which the Army camp is situated, was closed for traffic for precautionary measures. Security agencies are investigating whether the two terrorists had infiltrated with the same group that carried out yesterday's attack, which happened just 20 kilometres away. Yesterday, two terrorists dressed in Indian Army uniform had crossed the international border, hijacked a jeep and stormed a police station in Kathua district of Jammu, killing four people. It was the first major terror attack in Jammu and Kashmir since Mufti Mohammad Sayeed's PDP- BJP coalition government took charge this month. Sources said the terrorists would have used unfenced sections of the International Border to cross over. Although the entire India- Pakistan border is fenced, there are portions both on the International Border (IB) and the Line of Control (LoC) where rivers and rivulets make the fencing vulnerable. DAYWhy 1,731 Indians died of swine flu..?I got myself a flu jab the other day. It’s a protectivevaccine against seasonal flu but probably won’t offerprotection from swine flu, the H1N1 virus that has claimedmore than 1,700 lives in India so far in its latest outbreak.I am in a very tiny minority of people who have been ableto access the jab—you have to book it in advance—as apreventative measure. My doc at a shining private hospitalsuggested it, and I dutifully grabbed the opportunity whenit came my way. Weeks earlier, somewhat paranoid aboutwet sneezes that travel in public places at great speed, Ihad found myself in a crowd of people thronging one ofDelhi’s oldest and best-stocked pharmacies, looking forthe flu vaccine. “There’s none here, sir,” the polite manwho manages the shop informed me. “You can go to (thegovernment-run) Ram Manohar Lohia Hospital if youwant to,” he added with a look that said: “I wouldn’tbother if I were you.” “Even members of Parliament andministers are calling up, asking,” his assistant chipped in,grinning. “They don’t much care for us otherwise.” Notquite seeing the point of light banter in the midst of whatlooked like an epidemic (but isn’t), I asked him to fetchme as many of the E-95s as he could. These are facemasks that are recommended by the government as aprevention against swine flu. It’s dreadfully easy to panicin India. The most recent government figures show 1,731people have died from swine flu since January and thatmore than 30,000 have been infected. These figures needto be put in perspective, of course: tens of thousands ofpeople die from flu or related infections around the worldevery year, including in the most developed of nations.Still, the steadily climbing death toll in India is an indictmentof its abject public health system—without doubt, manylives could have been saved. There is little doubt, too,that most of the victims of swine flu are poor—peoplewith little access to emergency medication, leave aloneprotective seasonal flu jabs. The outbreak has exposedthe hollowness of the public health system, especially inthe matter of preparedness and monitoring of drug stocks.This outbreak of swine flu has been characterized by asevere shortage of the standard drug used to treat it—Tamiflu, or its variant, Oseltamivir. The reason mypharmacy in Delhi did not have stocks of the swine fludrug is poor planning and execution of governmentregulation. The approved versions of Tamiflu that are soldin India are classed as Schedule X drugs. There arerestrictions over their sale for reasons that uncontrolleduse may lead to the virus mutating, rendering the drugineffective and posing a fresh public health challenge. Thisis a perfectly reasonable public health measure, but theentire purpose is defeated if the authorities are unpreparedfor emergencies and are caught out without stocks.Astoundingly, in a country of more than 1.2 billion people,a mere 2,500 chemists have the licence to stock ScheduleX drugs—that’s one pharmacy for nearly half a millionpeople! But that cannot be the full story: no doubt, thedistribution of these pharmacies would be heavily skewedin favour of big cities and towns, with rural India, as ever,left untended. What does a Schedule X drug mean forpharmacies?

During QuestionHour in the Assembly,Congress MLA fromBayad, MahendrasinhVaghela sought details fromGujarat Energy MinisterSaurabh Patel aboutelectricity sold to differentstates by Gujarat, as well as

the rationale behind sellingelectricity to these states. Inhis reply, Patel stated that theGujarat government hadsold a total of 2186.34million units of electricity tosix different states during2013-14 (February toJanuary) and 2014-15(February to January). Outof these, 2021.36 millionunits were sold during2013-14 and 164.98 millionunits of electricity were soldduring 2014-15, he said. In2013-14, Karnataka

purchased 1810.53 millionunits of electricity at Rs 4.16per unit, Uttar Pradeshpurchased 190.82 millionunits at Rs 3.29 per unit andDelhi purchased 20.01million units at Rs 4.25 perunit. In 2014-15,Karnataka purchased 26.11million units at Rs 4.50 perunit, Uttar Pradeshpurchased 45.73 millionunits at Rs 3.03 per unit,Maharashtra purchased11.03 million units at Rs2.97 per unit, West Bengalpurchased 50.84 millionunits at Rs 3.09 per unit andAssam purchased 3.04million units at Rs 3.04 perunit.
