The EC notice said the statement, made during a public rally on January 18, 2015, in Uttam Nagar in New Delhi, amounts to “abetting and promoting electoral offence of bribery” under relevant sections of the Representation of People Act read with provisions of the IPC. The public speech made by Mr. Kejriwal that invited the EC’s ire was: “It’s election time. When people both from BJP and Congress come offering money, don’t refuse, accept... some have looted money from 2G, some have looted money from coal scam... Take money from both the parties but vote for AAP. “We will fool them this time. They have been deceiving us for the last 65 years. Now it’s our turn,” he had said. The notice said the poll panel “prima facie” was of the opinion that by making the said statement Mr. Kejriwal has “violated the model code of conduct” which is in force in the national capital in view of the forthcoming Assembly polls on February 7. The EC said it had received complaints in this regard from political parties after which it asked the Chief Electoral Officer of Delhi to submit a CD of the speech made for review by it. The EC has asked Mr. Kejriwal to respond and present his side by 4 p.m. on Thursday failing which the poll body “shall take a decision without any further reference” to him. It said the model code of conduct envisages that parties and candidates participating in the electoral fray shall “avoid scrupulously all activities which are corrupt practices and offences under the election law, such as bribing of voters...” Earlier on January 17, Mr. Kejriwal was issued a show cause notice by the EC for “prima facie” violating the code with his remarks alleging that the BJP is trying to incite communal violence in the capital city. The deadline for his reply to this notice is Tuesday. Kiran Bedi and Arvind Kejriwal: The twins who aren’t New Delhi, Jan 20,2015 First the similarities: Kiran Bedi and Arvind Kejriwal have much in common. They are IIT alumni, former civil servants, Ramon Magsaysay recipients, social-activists-turned- politicians and above all self-made celebrities. Besides that near-common academic and service background, they’re temperamental twins: domineering, self- righteous, self opinionated and habituated to marching to their own drum beats. That makes them awkward team-players who aren’t mostly able to take peers along. They look the same age. But Arvind is about 19 years younger than the 1949 born Kiran. That explains perhaps the traits that differentiate them--- for people born two decades apart can’t be replicas. Tact for instance doesn’t come easily to Kiran, who can be officious to the extent of being annoying. A proof of it was the condescending manner in which she engaged with the Delhi BJP leaders the other day. As if she was addressing political sophomores, she hectored a section of the gathering that included veterans such as VK Malhotra and Harsh Vardhan, a sitting cabinet minister. “Kiran can be self- opinionated to the extent of being insubordinate,” remarked a police official who has known her for years. He wasn’t sure whether she’d succeed in politics: “She’s not amenable to contrarian views. She’s in her mid-60s which isn’t exactly the age at which one can change. Her party colleagues will have to take her on as-is-where-is basis.” The BJP’s local-brass has little choice; Kiran’s the PM’s pick for the chief ministerial sweepstakes! In fact, Arvind too had offered her the CM’s slot to draw her to AAP before the last Delhi assembly polls. That leaves him hamstrung in confronting her head-on--- his attacks restricted to accusing her of joining the very forces they fought in the Anna Hazare- led anti-graft stir. But politics is more about people than political parties. Kiran will have to come to terms with that reality as she goes around seeking support for the BJP. It’s time for her to be a patient listener rather than being an incessant talker. Can she? Proud To Be In BJP, Modi Is My Action Hero, Says New Censor Board Chief New Delhi, Jan 20,2015 As questions were raised over several Censor Board members having BJP links, its new chief Pahlaj Nihalani, a film maker, today said he was proud to be a "BJP person" and called Prime Minister Narendra Modi as his "action hero". At the same time, Nihalani, who was the brain behind the BJP's campaign video 'Har Har Modi, Ghar Ghar Modi' in the run up to the general elections last year, said he will work the "best way" to avoid any controversy. The comments by Nihalani, who was named as the new Chairperson of Central Board of Film Certification (CBFC) yesterday, came even as the government defended its appointments, saying the idea was to have a "mix of all". "I am proud to say I am a BJP person. I believe in BJP. Narendra Modi is the voice of the nation....He is my action hero. He is a visionary person," Nihalani told NDTV. Talking to PTI, Nihalani said he will strictly enforce the guidelines of the Censor board. "In my long experience in the film industry, I have seen that only healthy films with strong social message are a hit with the audience. As the chairman of Central Board of Film Certification (CBFC), I will try to strictly enforce the guidelines laid down for the board," he said. Jan Dhan Yojana features in Guinness Book of World Records with 11.5 cr bank accounts New Delhi, Jan20, 2015 As many as 11.5 crore bank accounts have been opened under the Pradhan Mantri Jan Dhan Yojana, exceeding the enhanced target of 10 crore and covering 99.74 per cent of households, Finance Minister Arun Jaitley said today. “Most of India today is included in the banking system,” he said, adding that more than Rs 9,000 crore has been deposited in the Jan Dhan accounts. Prime Minister Narendra Modi announced the financial inclusion scheme in his first Independence Day speech last year. It was launched in August with a target to open bank accounts for 7.5 crore poor persons by January 26, 2015. The target was later increased to 10 crore accounts. Addressing a press conference here, Jaitley said the government would use these bank accounts to pass on benefits to individuals under its various social security schemes. Financial Services Secretary Hasmukh Adhia said that even Guinness Book of World Records has recognised the achievements made under PMJDY. In its citation, the Guinness Book said: “Most bank accounts opened in one week as part of the Financial Inclusion Campaign is 18,096,130 and was achieved by the Department of Financial Services, Government of India from August 23 to 29, 2014.” A couple loots money exchanger of Rs 5 lakh New Delhi, Jan 20,2015 A couple has allegedly looted Rs five lakh from a money exchanger, who was called by them to their rented accomdation in Rohini area to exchange USD 8000, after holding him hostage at gun point. The victim, Naresh Kumar, was contacted by the accused couple on yesterday afternoon, who told him that they had USD 8000, which they wanted to exchange for Indian Rupees, a senior official said. Chakraborty was appointed Chief Secretary by the previous JMM-led UPA government and his tenure was till December 31, 2016. With 8country partners, more than 25000 delegates from120 countries, CEOs from more than 300 leadingcompanies, the scale of 7th Vibrant Gujarat Summitwas much bigger than in the past. For me it becameall the more special as it was the first summit forme as the Chief Minister of Gujarat.

The most defining moment during the entiresummit was to see dignitaries from world-overspeaking the language of Gujarat. When SecretaryGeneral of United Nations Mr Ban Ki-Moon said“Kem Chho, Tamne Maline Anand Thayo”, ( Howare you are, it was nice meeting you! ) it felt likeour determination to scale new avenues ofdevelopment has got the world talking ourlanguage.

Today, when I sit-back and think of it, I feelextremely blessed to have got the opportunity tolead the hosting of such a grand event. So manynitty-gritties were involved! Even if a small thinggoing wrong would have led to chaos! I do nothave any words to thank the Almighty for grantingus such a great success. It would have not beenpossible without divine grace.

I thank everyone right from Union Ministersto my cabinet colleagues to Team Gujarat to thecitizens of Gujarat for the success of these high-profile events. I also thank media for beautifullycovering both the events that boosted the image ofGujarat being a competent state. The hard work ofnumerous people paid off.

Friends, there are two things about theseevents which I find noteworthy. First, the comingtogether of our Indian brothers & sisters residingin different parts of the world to Gujarat to markthe centenary of the return of Gujarat’s great sonMahatma Gandhi’s to his soil. Second, sincecenturies our Gujarati brothers & sisters have beengoing overseas for business and now the globalbusiness community is converging under one roofat Vibrant Gujarat. It feels the entire wheel of timehas come full circle.

The sun’s transit towards north has broughtnew rays of brightness for India and the entireworld. I would say that Vibrant Gujarat Summithas marked the beginning of a new chapter ofprogress, prosperity and peace for India and theworld.

Friends, in the days to come, our state willcontinue to progress with vision to make Gujarata ‘Smart State’. Gujarat has created a uniqueidentity for itself among all the states of India. Thewhole country and the world have its eye set onthe next step that Gujarat would take. There is asaying: If I have seen further it is by standing onthe shoulders of giants.”

Gujarat’s great sons Mahatma Gandhi, SardarPatel and now Narendrabhai Modi have been abeacon for its exemplary success. It is their visionand leadership that has helped us carve a niche forourselves. I feel extremely fortunate of being theChief Minister of a progressive state that standson the shoulders of such giants.

I call on each and every Gujarati to optimizeon the strong foundation we have by supportingstate government’s endeavor to put Gujarat in linewith developed countries of the world.

The helicopter wouldstart making sorties soon, hesaid adding that an airsupport unit team is beingdeveloped.

Govt considering privatisation of fourairports including Ahmedabad: Raju

“We are thinking ofprivatising four airports inIndia. Ahmedabad airportis among these four. Thereis immense scope ofdevelopment in this sector.We are committed toprovide world classfacilities to passengers,” hetold reporters here.

He was here to hold areview meeting withGujarat Civil AviationMinister Saurabh Patel todiscuss the issues andproblems related to civilaviation sector in the state.

The other airportsbeing considered forprivatisation are Chennai,Kolkata and Jaipur.

Appreciating thecleanliness at theAhmedabad airport, hesaid, “This (airport) is anice place. Gujaratis arevery clean people, that iswhy the airport is lookingclean.”

After the meeting,Patel said that the Centrehas accepted Gujarat’sproposal to start directflight between Rajkot andDelhi.

The Centralgovernment has given apositive response andaccepted our proposal tostart direct flights betweenRajkot and Delhi, whichwill commence fromFebruary 15. Now, people

of Saurashtra region don’thave to come toAhmedabad to catchDelhi-bound flights,” saidPatel.

During the meetingwith Raju, he made arepresentation regarding

the state’s Deesa andKeshod airports which arecurrently under the controlof Airport Authority ofIndia.

“Deesa and Keshodairports are currentlyoperated by AAI. We have

put forward our demand tohandover these twoairports to us, so that wecan set up Maintenance,Repair and Overhaul(MRO) hubs for aircraft.This will boost aviationsector in Gujarat,” he said.

Man dies of camelbite in AhmedabadAhmedabad, Jan 20,2015

A 45-year-old mantoday died after a camel bithim on his head.

The animal owner hasbeen detained for furtherlegal procedure, policesaid.

“Govind Trivedi (45)was walking nearJamunanagar slum inBapunagar area of the citylate last night when a cameltied there bit him on hishead. After brief treatment,the man died today,”Bapunagar police station’sinspector P D Parmar said.

The animal’s ownerLalsingh was questionedabout whether the camelwas suffering from any

disease or if it had bittenany other person in thepast, Parmar said.

If any negligence onbehalf of the animal’sowner is found, then a caseunder IPC section 304, forcausing death due tonegligence, will beregistered, he said.

The incident occurredyesterday when Trivediwalked past the camel andit suddenly bit him. Thepassers-by later took him toCivil hospital, said Parmar.

A post mortem of thebody was conducted toascertain the exact cause ofthe death, Parmar saidadding that a case ofaccidental death has been

registered.Meanwhile the owner

of camel said that he hasbeen in possession of thiscamel for last three-fouryears.

He said camel behavesroughly during winter, andone needs to take care whilegoing closer to it.

He said his labourerwas sleeping there only. Hesaid, “if someone drunkapproaches this animal andbehaves roughly in thisdangorous period of winterduring night when it is tied,I am not responsible forthat.”

Patkar faced questionsrelated to the case of March2002, when a mob hadthronged Mahatma Gandhi’sSabarmati Ashram where aso called peace meeting byleft-leaning NGOswas onafter the post-Godhra riots in

Gujarat.During the hour-long

cross examination byadvocate Vijay Sharma ofaccused Amit Thaker, thethen BJP Youth wing chief,Patkar was asked questionslike the place where she satwhen the mob had entered.

Patkar was also askedabout the place from wherethe mob had entered andattacked her, along withother people attending thepeace meeting.

Further crossexamination is scheduled forMarch 17 before

metropolitan court Judge AS Desai.

On March 7, 2002,Patkar and other rightsactivists had called a peacemeeting at SabarmatiAshram when a mobvandalised the place andallegedly assaulted Patkar.

After the incident, an FIRwas lodged against Thaker, BJPcorporator Amit Shah, presidentof city based non-governmentalorganization National Councilfor Civil Liberties V K Saxenaalong with a group of BJPworkers and also a Congressleader Rohit Patel.

Principalsenior civil judge P B Parmar issued a summons toSatish Mehta, editor and owner of `Aabtak’, askinghim to remain present in the court on February 4.

According to the suit, the paper had on November20, 2014 published a report alleging that Jadeja andhis business partner Jenesih Ajmera had links with BaliDangar who is facing charges of land grabbing andextortion.

Jadeja owns a restaurant, `Jaddu’s Food Field’,on Kalavad road in the city.

“We had to move the court after we failed to getresponse to legal notices sent to the editor,” saidadvocate Hiren Bhatt, Jadeja’s lawyer.

“The paper had published the news withoutverifying it and the news has damaged the reputationof my client. Jadeja has no links or has never metDangar in his life. The newspaper says that Ajmera isJadeja’s partner in the restaurant, which is wrong.Ajmera is not his partner in any business,” saidadvocate Bhatt.

The Gujarat HighCourt has appointedspecial trial court Judge PC Rawal after special courtJudge P B Desai soughttransfer when someaccused had objected tothe conduct of the trial bythe latter.

The accused hadobjected to hearing of the

case before Desai statingthat Special PublicProsecutor of the case HM Dhruv and the judge arerelatives, which could leadto adverse results.

So far, the court hasexamined around 349witnesses in connectionwith the case.

Twenty one serialblasts had rockedAhmedabad city on July26, 2008, in which 56people were killed andseveral injured.

will be introduced inAhmedabad city soon,Gujarat government todayannounced.

C u r r e n t l y ,autorickshaws and radiocabs provide services topassengers in the city.

“Just like autos, youwill find taxis running onthe city roads soon. Thegovernment has decided tointroduce taxis in the city.The service will be

launched soon as we havealready formulated therules and regulations forthe same,” Gujarat RoadTransport Minister VijayRupani said here.

Ahmedabad is rapidlygrowing and it is necessaryto provide another mode oftransport in addition toautos and buses, he said.

“Ahmedabad is alarge city. Taxis are alreadyrunning in other big citieslike Mumbai and Delhi.Therefore, we felt thatsuch a service should be

introduced here as well.These taxis will charge aminimum fare of Rs 20 (forthe first kilometer) and Rs12 for every subsequentkilometer,” Rupani said.

In the wake of thealleged rape of a 27-year-old woman executive inDelhi by a driver of an app-based taxi service operator,Gujarat government hadannounced several rulesand regulations for thesecab operators in the staterecently.

According to Rupani,

such rules will beapplicable to these driversof these regular taxis aswell.

“It will be compulsoryto install GPS in all thetaxis, so that we can tracktheir movement andrespond quickly in case ofan emergency. Apart fromregistration with RTO,drivers need to undergopolice verification beforeacquiring permit from us.They are also required towear a specific uniform,”said Rupani.
