Agency : New DelhiSwine flu claimed the livesof 33 more persons pushingthe toll towards the 1900mark, while the total numberof persons affected by theH1N1 virus touched32,000. According to theUnion Health Ministry, ason March 19, 1874persons have perished tothe disease while the numberof affected persons acrossthe states stood at 31,681.The Ministry had yesterdaysaid that, as on March 18,1,841 people havesuccumbed to the diseasewhile the number of peopleaffected by the H1N1 virusstood at 31,156. In Gujarat,the number of people whohave died of the disease hasclimbed to 404 while thenumber of affected personswere 6301. In Rajasthan,which is another of the worstaffected states, 397 peoplehave died while the numberof affected persons stood at
6331. Union Health ministrysaid that the death toll inMaharashtra is 334 with3,907 people havingcontracted the H1N1 virus.In Madhya Pradesh, 274people have perished with2040 persons affected. Thetoll in Telangana hasreached 75 with the death ofanother person while inKarnataka, the death toll hasrisen to 77. One more personhas died in Punjab taking thedeath toll to Fifty-three. Thetoll in West Bengal is 23 whilethe toll has increased to 36 in
Uttar Pradesh. Jammu andKashmir has seen 16 swineflu fatalities. In Delhi, the tollhas risen to 12 with thenumber of affected persons at

Images of Indian students blatantly cheating on school-leaving examinations under the noses of supervisors inBihar have gone viral, inviting ridicule on Twitter andexposing flaws in the much-maligned education systemof an impoverished eastern state. On Thursday, theHindustan Times published a photo of dozens of menclambering up the wall of a four-storey test centre in Biharstate, perched on window ledges as they folded answersheets into paper planes flown into classrooms. “Shouldwe shoot them?” asked Prashant Kumar Shahi, Bihar’seducation minister, addressing a news conference aftertelevision news channels aired the incriminating photo andraked up the scandal. “On average, four or five personsare helping each student use unfair means,” Shahi said,adding it was impossible to curb cheating if parentsencouraged their children. Exams held by the BiharSchool Examination Board (BSEB) are viewed as make-or-break tests that could transform the lives of millionsgrowing up in poverty. Copying is rampant during state-run standardised tests and invigilators look the other waywhen pupils consult peers via WhatsApp messages onphones or jot down answers from notes smuggled intoclassrooms. More than 1.4 million students are takingthe tests this week, crammed into 1,217 examinationcentres in Bihar. Supervisors stationed at notorious testcentres vie for the postings, enticed by the prospect ofbribes from parents eager to have their wards scrapethrough. Cheating has been on the rise since the stategovernment offered cash rewards of Rs10,000 ($160)to lower-caste students who were able to answer abouthalf the questions on their tests.This year, more than 1,000 students were caught cheatingin three days and have been expelled. The tests end onMarch 24. Attempts to chase away family memberslurking outside test centres on Thursday backfired, withstone-pelting mobs forcing police to beat a retreat. BSEBSecretary Srinivas Chandra Tiwari said of plans to holdawareness workshops for students and parents, whereattendees would be counselled against unfair means. Butmany parents blame the government and indifferentteachers for Bihar’s failure to curb cheating. The stategovernment has been accused of hiring more than400,000 teachers on contract without checking theirproficiency. In the last two years, more than 12,500teachers failed competency tests, unable to solve questionsdesigned for fifth-graders. “Why blame only the students?Are schools imparting proper teaching? They lack qualityteachers,” said Sanjeev Kumar Singh, whose son is takingthe tests this year. Taken to task by the Patna High Courtover large-scale copying in ongoing matriculationexamination and widespread criticism, the Bihargovernment today swung into action and cancelledexamination at four centres and took seven policemeninto custody for aiding in cheating. A division bench ofChief Justice L Narasimha Reddy and Justice Vikash Jaintook the state government to task over report of massscale copying in the matriculation examination.

Agency : New DelhiThe Delhi High Court onFriday restrained Indian firmGlenmark Pharmaceuticalsfrom manufacturing,marketing or selling its anti-diabetes drugs Zita and Zita-Met, saying it has "primafacie" infringed the patent ofUS drug major MerckSharp and Dohme (MSD).A bench of justices SRavindra Bhat and NajmiWaziri, while granting theinterim injunction, saidMSD "has established aprima facie case of patentinfringement" by Glenmarkand directed the Indian firmto give an undertaking thatit will comply with the order.The court also set aside itssingle-judge's April 5, 2013order refusing to restrainIndian company frommanufacturing and selling itsmedicines meant fortreatment of Type-2
diabetes. The bench,however, on Glenmark'soral plea to allow it to sellits goods already in themarket, clarified that it "maysell such of the productswhich are already in themarket i.e in possession ofits distributors and retailers"."It shall be in compliance ofinjunction, not further sell ordistribute or place in themarket the drugs inquestion," the court said andadded if any stocks of suchgoods are in its factoryawaiting distribution, "trueand correct accountsthereof be given". SEBI warns of penalties asboard quota deadline nears

During theQuestion Hour today in thestate Assembly, CongressMLA from LunavadaHirabhai Patel sought fromthe State Energy andPetroleum Minister SaurabhPatel details about theprogress made in the off-shore gas and petroleumexploration project in KGBasin during the last twoyears. Various worksrelated to geo-scientificsurvey, drilling, engineeringand construction have beendone within last two yearsat the block in KG Basin,the Minister said in a written
reply. Patel stated thatGSPC had initially done ageo- scientific survey as wellas an analysis of the block.He added that batch drillinghas been completed for 4wells. On the engineeringand construction front,GSPC has completed thedesign, fabrication andinstallation of off-shore WellHand Platform(WHP) aswell as off-shore Processcum Living Quarter Platform(PLQP). An On-shore GasTerminal (OGT) has alsobeen constructed to store thegas, Patel said. To transferthe gas from off-shorePLQP till OGT, anunderwater pipeline has been
laid by GSPC. The companyhas also undertaken theprocess of procuring andinstalling Gas TurbineGenerators (GTGs), Pateltold the House. In his writtenanswer, Patel said that Rs2847.25 crore have beenspent by the stategovernment for the KGBasin project within last twoyears. Patel said that Rs2052.31 crore have beenspent during 2013-14 whileRs 794.94 crore have beenincurred in 2014-15 (as onDecember 31, 2014). TheMinister also said thatproduction of oil or gas is yetto commence in KG Basinblock.

Kheralu police, sub-divisional magistrate andother high-ranking officialswere present there tomonitor the disposalprocedure but some amountof liquor must have
accumulated in smallpuddles across the farm,Bawa said. The police hadcrushed the liquor-bottlesby using a road-roller anddisposed them, he said.Patni said the goatsconsumed the liquor afterfinding it ‘tasty’ and thenfainted. He said he wasbemused on finding hissome goats tipsy. The goats

44,534 jobs created Gujarat’sMicro Sector in last three years

provided the details in RajyaSabha on March 19, 2015in a reply to a questionraised by MP Mr. ParimalNathwani. The ministerstated that PMEGP wasincepted in 2008-09 with aview to create jobopportunities in MSMEsector. Under PMEGP, atotal of 2.94 lakh microenterprises have beenassisted with a marginmoney subsidy of Rs.5734.03 crore providingemployment to an estimated25.76 lakh persons since itsinception till January 31,2015 in the country so far,he stated. Mr. Nathwaniwanted to know about stepstaken by the government forgenerating employmentopportunities in themanufacturing sector in thecountry. According to thestatement tabled in the house,under this scheme generalcategory beneficiaries canavail of margin moneysubsidy of 25% of theproject cost in rural areasand 15% in urban areas. Theminister also stated that themargin money subsidy is
35% in rural areas and 25%in urban area for beneficiariesbelonging to specialcategories such as scheduledcastes, scheduled tribes,OBCs, minorities, women,ex-servicemen, physicallyhandicapped, beneficiariesbelonging to North EasternRegion, hill and borderareas, etc. The maximumcost of project of Rs. 25lakh in the manufacturingsector and Rs. 10 lakh in theservice sector is consideredfor the subsidy underPMEGP, he said. Theminister also said that anyindustry related to agro andfood processing, ruralengineering enterprises,mineral based items, forestbased units, polymer &chemical based units,textiles/ apparel items andservices sector can be takenup the beneficiaries underPMEGP. Khadi and VillageIndustries Commission(KVIC) is a nodal agencyat national level forgenerating employment bysetting up as of micro-enterprises in non-farmsector.

EDofficials held two bookies —Kiran Mala alias KiranAmdavad and Tommy Patel— for betting during theongoing ICC cricket worldcup 2015. This is the firsttime, ED has unearthed acricket betting racket.According to ED sources,Mala and Patel were runningthe betting racket for the lasttwo years and were alsosuspected to be involved inIPL fixing case in which theywere interrogated by Delhipolice. In 2013, crime
branch in Ahmedabad hadarrested them for fixing inIPL. On the basis of a tip-off, ED officials launched asearch operation at 12.30pm on Thursday in afarmhouse near GoldenChokdi in Vadodara. Sebi, RBI to issue IFSC guidelinesfor GIFT city this month: Sinha
Agency : MumbaiThe new guidelines forsetting up the country’s firstInternational FinancialServices Centre (IFSC) inGujarat’s GIFT City will beput in place this month,markets regulator Sebi saidFriday. “GIFT has beenannounced in the Budgetand the timeframe has alsobeen given, effective April 1.We are in constant touchwith RBI,” Sebi ChairmanU K Sinha said here Friday.“RBI and Sebi will come outwith formulations beforeApril 1,” he added. FinanceMinister Arun Jaitley hadannounced in the Budget lastmonth that India’s first IFSC
would be set up in GIFTCity in Gujarat. Sinha saidthere are some challengesand discussions arecontinuing to resolve them.“There are somechallenges… How do youtreat this territory?
