Counsel youth on good credit behaviour: RBI to banks, credit bureau Agency : Mumbai Stating that bad loans from education segment are very high, Reserve Bank deputy governor R Gandhi on Tuesday asked credit information companies (CICs) and banks to 'counsel' the youth on good credit behaviour. "The young borrowers are oblivious of consequences of non-repayment on their credit track record. Can CICs and banks look at 'catch them young' policy for credit counseling and developing a credit culture in them?" Gandhi said at a Cibil event in Mumbai. "The awareness campaigns need to be focused on the new generation, even before they enter into a credit relationship," Gandhi added. He said the amount of non- performing assets of educational loans under Rs 4 lakh, which qualifies under the priority sector lending guidelines, was 7.54% as of March 2014 as against the overall average of 4%. "Can CICs provide a periodic, non-chargeable credit report to the student loanees and make them aware of their own credit position?" Gandhi asked. The comments come within a fortnight of Governor Raghuram Rajan describing education loans as a "complex issue" as the banks have to manage with the societal needs on one hand and the rising NPAs on the other. The IIT and IIM- educated Rajan said even though State effectively subsidises educational loans, one of the elite schools he attended has reported a problem on loan non- payment, and added the RBI is reviewing the scheme. The need, Rajan had emphasised, was to track students better which is now possible using the Aadhar number and also have a good system of insurance where the not-so-successful students do not suffer. Gandhi on Tuesday expressed satisfaction at the coverage of CICs for retail borrowers, but pointed out the exclusion of the smaller businesses and corporates as a worry. He, however, expressed dissatisfaction at the way CICs have been functioning, especially when it comes to sharing information and creating repositories. Uma Bharti says no mercy should be shown to Nirbaya rape accused Agency : New Delhi Senior BJP leader and former Madhya Pradesh chief minister Uma Bharti on Tuesday said that no mercy should be shown to Mukesh Singh, one of the accused involved in the gang rape and murder of a 23-year-old woman on the night of December 16, 2012. Reacting strongly to Mukesh's interview and statement to the BBC in which he defended his action, and said that girls and women should be confined to their homes and do household chores rather than going out to discos, movies and bars, Bharti said, "There should not be any mercy for him. Why was he allowed to give the interview in the first place?" "He is a rapist and a murderer and he should be hanged. I can't comment on how this interview was taken," she added. Earlier, the Bharatiya Janata Party (BJP) had denounced statements made by Mukesh Singh, adding that the perpetrator's 'mindset' has betrayed the reason why he committed the crime. "The accused still does not believe he is guilty and the punishment which was given to him is completely justified. The decision taken by the court is correct," said BJP leader Meenakshi Lekhi. "His mindset shows the reason due to which he has done this crime. The matter of security is being looked into, in order to see how the interview was conducted. I am sure the government has already started to look into the matter," she added. While speaking to BBC Four from his cell in an interview that appears in 'India's Daughter', a BBC Storyville documentary, Mukesh Singh, one of the five accused convicted of raping and murdering Nirbhaya, said that a girl is 'far more responsible for rape' than a boy. He said housework and housekeeping was the domain of girls and they had no rights to roam or visit discos and bars at night. "They are doing wrong things, wearing wrong clothes," he said, and added that only '20 percent' of the girls were good. "Mufti sahib is considered as a senior politician of this state but yesterday's statement, he gave regarding voting, has hurt the voters of Jammu, Kashmir and Ladakh regions," Mir said. The JKPCC chief said that the voters came out to vote for parties and leaders based on the work done and manifesto, but the way Mufti sahib said that it was because of Pakistan and militants... such a senior leader should have not made such remarks discrediting people of J-K and those who were instrumental in successful polls in the state. Agency : NEW DELHI Targeting the previous UPA government, Prime Minister Narendra Modi on Tuesday said it had not formed SIT on blackmoney because there was an attempt to “save somebody” and rejected suggestions that his dispensation was threatening the opposition on the issue. The prime minister also rejected the opposition charge that his government was pro- corporate or pro-rich as he cited a number of schemes like Swacch Bharat Mission, Housing for all, toilets for government schools and Jandhan, questioning whether these were meant for the benefit of the rich or poor. In his hour-long reply to the Motion of Thanks to the President’s address in Rajya Sabha, he spoke about the issue of black money over which questions are being asked from his government about what has been done since last nine months. “I believe that the dream of bringing black money would have been possible by now had an SIT been formed in 2011 when the Supreme Court had asked for it. That time the SIT was not formed because there was an attempt to save somebody,” he said. Modi rejected Congress leader Anand Sharma’s charge that the government was threatening the opposition in the name of revealing the names of those having black money accounts. He said he does not hold such a mindset of threatening others as it has never worked in a democracy and will never work. He said the law should be allowed to take its own course. Modi recalled how threats of sending him to jail were issued when he was chief minister of Gujarat. “Nobody’s threats work. Threats have neither worked in a democracy nor they can. For 14 years in Gujarat, I used to get letters, threats of sending me to jail every day. I knew what games were being played,” he said. He said would not like to say anything more on this as he believed that this will come out some day when the history is written. Hitting back at Congress, Modi reminded how threats were used against the opposition during the period of emergency. “Everybody knows who has the character and language of intimidation. Everybody knows what excesses were committed during the emergency. What can be a bigger threat than this,” he said, targeting the Congress. He asked the opposition “not to put words in somebody’s mouth, which have not been said.” Earlier, Sharma took umbrage to Modi’s remarks in Lok Sabha on the blackmoney issue when he had said that those having blackmoney would not be spared and later it should not be alleged that the government was “vindictive”. Sharma viewed these comments as a threat and said his party was not afraid. Sharma had earlier taken umbrage of the Prime Minister’s remarks in Lok Sabha on the blackmoney issue. “You said in Lok Sabha that you will not spare anybody. Has anybody given an application (to be spared)? Do not issue threats. Nobody is going to be scared by such threats. Mobile tariffs need to go up: Bharti Enterprises Chairman Sunil Mittal Agency : New Delhi Telecom major Bharti Airtel on Tuesday pitched for a hike in mobile and data tariffs, at least in small quantities, as it gears for the biggest ever spectrum auction beginning tomorrow. “Tariff has to go up. The good news is that we are talking about very small tariffs raises. In last three years, only 3 paise have gone up. In a competitive market, markets will ultimately determine,” Bharti Enterprises Chairman Sunil Mittal said here at the Mobile World Congress. Eight telecom operators have deposited a whopping Rs 20,435 crore as earnest money for the auction of radiowaves. Bharti Airtel has deposited Rs 4,336 crore as earnest money for the auction, which is the second highest after Reliance Jio Infocomm Rs 4,500 crore. “My view is that India needs to have 5-7 paise more per minute, 2-3 paise per mb and that is not going to hurt anyone’s pocket,” Mittal said. He did not mention any timeframe for the hike in telecom service rates and indicated that the hike may not be linked directly to the auction despite its putting pressure on the financials of the telecom firms. “It (spectrum auction) puts pressure on balance sheets may result in rise in tariff. We don’t know,” Mittal said. The latest auction of radiowaves for the telecom sector is going to be the biggest auction of 2G and 3G spectrum wherein 8 firms will bid to acquire radiowaves in four bands. At the base price, value of spectrum being put for auction is about Rs 82,000 crore. Most of the spectrum being put up for the auction is presently held by Airtel, Vodafone, Idea Cellular and Reliance Telecom. Their licences are expiring in 2015-16.

DAY'Rape the girl, blame the girl'I have been trying to write on this topic for quite sometime now, but unfortunately, I was left shocked andspeechless every time I heard another frivolousjustification for rape cited by sex offenders. Mukesh Singh,the convict in the 2012 Delhi rape incident – in which adaughter of India had to suffer the consequences of beingborn a girl in a patriarchal, chauvinistic society – assertedit was Nirbhaya’s fault, that she was "indecent to beroaming around at nine o'clock at night." What can yousay to this twisted logic? What can you do to change it?No solution, no suggestions, no words ever seemedsufficient. Worse, true justice is unattainable, impossible.When I first entered the field of law, I had the usual quixoticnotions of the profession – how glamorous it would be;how virtuous, how just. I had imagined I would go aboutpleading justice, and it would fly towards me like wingedangels. I saw myself as a solitary force of order amidstchaos. It would be easy, I thought, or at least convenient.One of the first files that came my way was that of a rapeincident. The victim was a final year medical student atone of the most prestigious universities of the country.The culprit was her Khalu (maternal uncle). He hadtrespassed her house with the intention of theft, and wasdiscovered by the girl. She was raped, apparently tosilence her from speaking up, and it was filmed. The uncle,soon thereafter, absconded to one of the Southeast Asiancountries. By the time I put the file down, I was fightingback tears. I thought about what she must have envisagedfor her future, what she must have dreamt for her life; allthose years of hard work, all those moments of struggleshe must have gone through, and now, here she was, arape victim. In sub-continental societies, a rape victim isa victim twice. She is a perpetual victim. Once invadedby the soulless barbarian, and forever stigmatised to thesoulless society. We have been trying to get the culpritrepatriated through Interpol ever since. Years have passed;the poor girl has had to appear in courts over and overever since, but without any sign of the criminal.Psychologists hypothesise that rape is about power andnot lust. I feel that is an over-simplification of the truth. Iremember that sweltering day in June when, just havingfinished cross-examination and drenched in sweat, asenior colleague and I were walking down the longcorridors of the city district courts. An ASI hadapproached us, requesting for help with a statement that arape victim was to make in the court. She did not have alawyer. We quickly examined the file's contents and walkedinto the court. RBI, govt formalize inflation target

Agency : New DelhiIndia has set a target forinflation in a landmark changein its monetary policy, a yearafter the Reserve Bank ofIndia (RBI) informallyadopted an inflation target.The move, stronglychampioned by RBIgovernor Raghuram Rajan,is expected to make themonetary policy morepredictable. RBI will look tocontain consumer priceinflation within 6% byJanuary 2016 and within 4%with a band of 2 percentagepoints for all subsequentyears, as per the monetarypolicy framework agreementbetween the central bankand the Union governmentsigned on 20 February, butpublished on the financeministry’s website on

Monday. “It is essential tohave a modern monetarypolicy framework to meetthe challenge of anincreasingly complexeconomy,” the agreementsaid, adding that theobjective of the monetarypolicy is to primarily maintainprice stability while keepingin mind the objective ofgrowth. “The monetarypolicy framework is clear: theobjective is containinginflation,” finance secretaryRajiv Mehrishi told reportersin New Delhi. The agreementis seen by analysts as proofthat the Narendra Modi-ledgovernment has bought intoRajan’s suggestion. Rajan haslong argued that inflation hasto be subdued for India toachieve sustainable long-termgrowth.

509 essential drugsget cheaper: Govt

Agency : New DelhiNational PharmaceuticalPricing Authority (NPPA)has fixed the ceiling price of509 essential medicineswhich led to a reduction inrates by above 40 per centin case of 127 drugs,Parliament was informed onTuesday. "NPPA hasalready fixed the ceilingprice in respect of 509essential medicines out of680 medicines (628 netmedicines) contained in theSchedule-1 of DPCO2013," Minister of State forChemicals and FertilizersHansraj Gangaram Ahirsaid in the Lok Sabha. Outof 509 drugs, above 40 per

cent price reduction hashappened in the case of 127essential medicines, whileprices of 34 drugs hascome down in the range of35-40 per cent, he added.Besides, the drug priceregulator has reduced theprices of 30 drugs in therange of 30-35 per cent,25-30 per cent for 57 drugsand between 20-25 percent in case of 65 drugs.Moreover, the price of 44drugs has gone down by15-20 per cent, 10-15 percent in case of 55 drugs,between 5-10 per cent for46 drugs and up to 5 percent in case of 51medicines.
