The app was formally launched by Union Home Minister Rajnath Singh in the presence of Delhi Lieutenant Governor Najeeb Jung. According to the police, when activated, this app will allow Android smartphone users to call the police control room (PCR) and will also trigger a 30-second audio and video recording at the press of the phone’s power button. Himmat will help users contact police in the quickest possible time in an emergency, a senior police officer said, adding that the PCR will also be able to call back on the victim’s number. The mobile phone user will be asked to feed five emergency contact numbers of friends or relatives into the app’s data base when she first downloads the app. Pak boat with explosives blows up in the Arabian Sea The DTC has appointed a three-member panel to investigate the cause of the fire that gutted17 buses. “We have appointed a three-member fact-finding committee, headed by the deputy chief general manager (mechanical) who has been asked to submit a report within three days,” DTC Chairman-cum- Managing Director Debashree Mukherjee said. Delhi Fire Service Chief A.K. Sharma has not ruled out possibility of either a sabotage or a bonfire, which could have caused the massive blaze at the depot. “Somebody might have lit a bonfire nearby to keep himself warm during the winter night and left it unattended. Senior leader Suresh Soni inaugurated the conclave (Karyakarta Shibir), in which around 25,000 RSS workers are taking part, state RSS functionary said. RSS chief Mohan Bhagwat will address the conclave on Sunday. Soni, in his speech, said the Indian culture had solutions for all the major global problems. India had a system that can deal with challenges such as global terrorism, global recession and global warming, he said. Haryana CM Khattar orders fresh probe into Vadra land deal Haryana Chief Minister Manohar Lal Khattar has ordered a fresh probe into the allotment of 350.17 acres of prime land in Gurgaon to realty firm DLF. The allotment was quashed by the Punjab and Haryana High Court in September last year. CM Khattar said: “The first priority of the state government was to ensure good governance, transparency and provide people a graft-free system. Initiatives such as Good Governance Day, CM Window, CM portal and transparent registration have been taken in this direction, and it has increased people’s faith in the government.” Sources close to the government said the probe has been ordered on the basis of a letter written by senior IAS officer Ashok Khemka. It is worth mentioning that Khemka had also cancelled the mutation of the land purchased by Congress chief Sonia Gandhi’s son- in-law Robert Vadra. Khemka in his letter has nailed the DLF and Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) which had appealed against the high court decision. Terming it a politico- bureaucratic nexus, Khemka has said the separate appeals filed to get the allotment restored were part of the predetermined strategy. The senior IAS officer also said the HSIIDC officials had connived with the DLF bosses to shower the prime land at throwaway prices, neglecting other bidders on a single bid basis. Khemka has also accused the HSIIDC officials of providing interest waiver to the DLF, which was also offered additional piece of land measuring 54.6 acre without making changes in the reserve price. All four people on board the vessel from near the Pakistani port city of Karachi are believed to have been killed in the dramatic episode, according to the defence ministry. The suspicious behaviour of the boat's crew brought back memories of the 26/ 11 terror attacks in Mumbai six years ago. Then, 10 gunmen had travelled from Karachi in a boat, hijacked an Indian fishing vessel and steered it to Mumbai to go on a three-day rampage during which they killed 166 people. A defence ministry official said the trawler stopped only after the ICG fired shots, but the crew had by then set it on fire, triggering a major explosion that sank the vessel. Neither the boat nor its crew could be "recovered" due to rough weather. The ICG ruled out the explosion being an accident, saying the men on the boat sped away because they were hiding "something really serious". "If they weren't doing anything wrong, then they had no reason to run, to set the boat on fire. Why would anyone set (themselves) on fire?" said KR Nautiyal, deputy inspector general of the ICG. A top government source told HT it all began around 9am on December 31, after the National Technical Research Organisation (NTRO) issued an intelligence alert to the ICG that a suspicious Pakistani fishing boat from Keti Bunder near Karachi was headed towards India. The conversations between the crew and their handlers in Pakistan were intercepted and intelligence authorities suspected that a terror strike was being planned With the NTRO providing the exact coordinates of the trawler, the ICG scrambled a Dornier plane at 11am to locate it. The Dornier captain was categorically asked not to fly too low as it would have alerted the crew. The plane spotted the boat at the exact location given by the NTRO. It undertook a second sortie at 2pm and found that the rogue boat was still sailing towards India. The aircraft was launched for the third time at 5.30pm. It found no change in the boat's course. By now, the ICG was pretty clear that the Pakistani vessel was up to some serious mischief --- perhaps a 26/11-type terror strike or a suicide attack on an Indian warship. It immediately ordered two warships patrolling the area to intercept the boat and interrogate the crew. ICG's in-shore patrol vessel Rajratan made contact with the boat around 11pm. The warship warned the unlit vessel to stop for investigation but it swiftly changed course and attempted to speed away, taking advantage of the "darkness, bad weather and strong winds". This led to a hot pursuit that lasted for more than an hour before the four-man crew hid below the deck and exploded the boat. "The consequences would have been disastrous had the boat slipped past our defences. It was on a suicide mission," the source said. Top security officials were at their desks, monitoring the entire operation till 4.30am on January 1 Spot the difference: Modi's NITI Aayog looks quite like the Planning Commission The government has set up NITI Aayog, a think-tank that will replace the Planning Commission. According to a government press release, the new body is the result of "extensive consultations" the Centre held with state governments, domain experts and other relevant institutions. The move is the first major step taken by Prime Minister Narendra Modi in order to break away from the Socialist legacies in the matters related to economy and development. The Planning Commission, established by Jawaharlal Nehru 65 years ago to formulate Five-Year Plans, has been criticised for being a Socialist era vestige, which became irrelevant in a more globalised and market- focussed economy. NITI Aayog has been set up "to provide a critical directional and strategic input into the development process". It will act as a "think-tank" and advise the Centre and states on policy matters. The Aayog seeks to end "slow and tardy implementation of policy, by fostering better Inter-Ministry coordination and better Centre-State coordination", the press release says. It will also monitor and evaluate the implementation of programmes. NITI stands for National Institution for Transforming India. One important factor being highlighted in the press release is that NITI Aayog rings in co- operative federalism.

CBI’s credibilityimpugned

The discharge by a Mumbai special court of BharatiyaJanata Party president and former Gujarat Minister AmitShah in the Sohrabuddin Sheikh fake encounter case isa boost for the BJP and a setback to the Central Bureauof Investigation, which seems unable to live down itsreputation as an agency that is ever eager to please itspolitical bosses. With the judge of the Special CBICourt, M.B. Gosavi, ruling that there was substance inthe defence argument that the case was foisted on Mr.Shah for political reasons, the CBI will have a toughtime recovering its credibility as the country’s premiercriminal investigation agency. That the judge decidedto discharge Mr. Shah from the case, and saw no needfor him to go on trial, says a lot about the nature of theevidence put together by the CBI. Not only was theagency’s mode of investigation faulted, but politicalmotives were attributed to its actions. However, if theCBI framed Mr. Shah in the case for political reasonsto please the previous Congress-led government at theCentre, then could it have made out a “weak case”against Mr. Shah to please the present BJP-ledgovernment? After all, Mr. Shah is seen as the secondmost powerful person in the country, and as a closefriend of Prime Minister Narendra Modi. This indeedis the question raised by Rubabuddin Sheikh, brotherof Sohrabuddin. Given the track record of the CBI inrecent times, this is not a question to be dismissedcasually. If political pressures did indeed force the CBIto frame Mr. Shah, then, quite plausibly, similarpressures could now have been at work to facilitate hisdischarge in the case. At the end of a civil rightsmovement against corruption in high places, the LokpalAct, 2013 was introduced with provisions to insulatethe CBI from political interference. But in high-profile,politically sensitive cases such as the one involving Mr.Shah, the investigation can still be tailored to suit therequirements of the rich and the powerful if the highercourts do not take to strict and constant monitoring.Sohrabuddin’s relatives have decided to appeal againstMr. Shah’s discharge, and some of the evidence willagain come under scrutiny. At this stage, if anything atall is certain, it is that the CBI’s handling of this caseagainst Mr. Shah does not inspire confidence in thepublic mind.

Exercise could help improve qualityof life of Parkinson’s patients

According to a new studypublished in Neurology – themedical journal of theAmerican Academy ofNeurology – exercise couldhelp improve balance ofthose suffering fromParkinson’s and this couldenable them to move aroundand improve their overallquality of life.In the study, 231 people withParkinson’s disease eitherreceived their usual care ortook part in an exerciseprogramme of 40 to 60minutes of balance and legstrengthening exercises threetimes a week for six months.This minimally-supervisedexercise programme wasprescribed and monitored bya physical therapist withparticipants performing mostof the exercise at home. On

average, 13 per cent of theexercise sessions weresupervised by a physicaltherapist.Falling is a common problemfor people with Parkinson’s,with 60 per cent falling eachyear and two-thirds of thosefalling repeatedly. “Theresulting injuries, pain,limitations of activity andfear of falling again canreally affect people’s healthand well-being,” said studyauthor Colleen G Canning,of the University of Sydneyin Australia.Compared to those in thecontrol group, the number offalls by participants whoexercised was reduced inthose with less severeParkinson’s disease, but notin those with more severedisease.
