A bid bond in the amount of 5% of the bid issued by an acceptable surety shall besubmitted with each bid (for those contracts that exceed $100,000). A certifiedcheck or bank draft payable to Madison County, Texas or negotiable U.S.Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
The project to be constructed will be financed with assistance from the GLO underthe U.S. Department of Housing and Urban Development CDBG-DR programand is subject to all applicable Federal and State laws and regulations. Attentionis called to the fact that not less than, the federally determined prevailingDavis-Bacon and Related Acts wage rate, as issued by the Department of Laborand contained in the contract documents, must be paid on this project. Inaddition, the successful bidder must ensure that employees and applicants foremployment are not discriminated against because of race, color, religion, sex,sexual orientation, gender identity, or national origin. Adherence to the MadisonCounty Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00.
All contractors and subcontractors must be cleared (not suspended or debarred)prior to any formal action authorizing the award of a contract to the contractor.Minority Business Enterprises, Small Business Enterprises, Women BusinessEnterprises, Section 3 Businesses, and labor surplus area firms are encouraged tosubmit bids.
Madison County reserves the right to reject any or all bids or to waive anyinformalities in the bidding. Bids may be held by Madison County for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders’ qualifications prior to the contract award.
The successful bidder must furnish performance and payment bonds upon the forms contained in the contract documents in the amount of 100% of the contract price from a responsible surety company authorized to do business in the state of Texas and satisfactory to the County.
