Nobody is declaring the end of the fi nancial crisis. It is clear that California has a long and diffi cult road to fi scal recovery. The State’s economic woes persist and budget cuts in Sacramento continue to affect the day-to-day operations of cities, counties, and school districts. Daly City, like most cities in California, has felt the pinch of the recession for many years. We’ve struggled to maintain a high standard of basic government services – including public safety (police and fi re), water and sewer service, street and park maintenance, libraries, and recreation facilities. As the City Council prepares for another fi scal year, we will likely face diffi cult funding decisions. In the end, the City Council fully expects to adopt a balanced budget by the end of May.

The newest twist facing California’s cities is the elimination of redevelopment agencies. On January 20, 2012 the California State Supreme Court rendered a decision that upheld the legislature’s ability to dissolve redevelopment agencies across the state effective February 1. The Court’s decision widely reported in the news media, but the ramifi cations of the action were widely ignored.

When California’s redevelopment agencies unceremoniously vanished, few paused to weigh the magnitude of the decision. Daly City would look entirely different if the Daly City Redevelopment Agency never existed. Without Daly City’s redevelopment efforts, there would be no Pacifi c Plaza, home of the 20-screen Century Theater and the world headquarters of Avid Audio (Digidesign) would likely be in Palo Alto or San Francisco. Without redevelopment, Mission Plaza might still be the site of the decaying Mission Bell Motel. Without redevelopment, the War Memorial Community Center would not have been rebuilt and the John Daly branch library would still be housed in the 1920’s-era building that currently serves as the Daly City History Museum.

The Daly City Redevelopment Agency had an impressive track record of partnering with nonprofi t developers to bring affordable housing to our city. Without the involvement of the Daly City Redevelopment Agency, Hillcrest Gardens, Schoolhouse Station and Vista Grande Apartments – all 100% low-income units – would not exist. The Redevelopment Agency partnered with Habitat for Humanity to facilitate the construction of more affordable housing - including the 36-unit condominium development under at 7555 Mission Street.

Redevelopment agencies across the state had detractors who opposed government subsidies to commercial entities. However, in Daly City, the Redevelopment Agency was the City’s most productive means of creating new jobs and affordable housing. Without the Redevelopment Agency, Daly City effectively lacks the ability to pursue revitalization efforts in the Bayshore neighborhood. The long awaited completion of the Pacifi c Plaza development is unattainable.

The demise of California’s redevelopment agencies marked the end of an era in Daly City. Though we’ll never give up on the hope for a better tomorrow, the goal has never seemed more unattainable.

VOLUNTEEN PROGRAM AYRPA Teen to Youth Tutor Community Service Project. It gives teens from grades 7th-12th (13-18 years of age) an opportunity to perform community service at one of our Partnered Afterschool locations through the After School Education and Safety Program (ASES) and Afterschool Youth Recreation Program (AYRP). Volunteens engage youth participants in the program by providing homework assistance, playing games or activities and doing arts and crafts; motivating the youth in structured play, while learning life skills, teamwork, and promoting professional growth.

SWIMMING CLASS DESCRIPTIONSINFANT AND TODDLER CLASSESSea Turtles:Ages 6 months - 5 years. Must be accompanied in water by parent or guardian. Tadpoles are introduced to the water environment, basic swim skills and water safety through games, songs and the use of toys. Guardians, parental involvement in the learning process reinforces the parents’ role in the child’s development.

Ducklings:Ages 3-5 years. A child’s fi rst swim class without parental assistance. Water adjustment, pool safety, underwater exploration, kicking, and stroke readiness are introduced.

YOUTH CLASSES: AGES 6-17 YEARS (LEVELS I-VIII)Must be at least 48” tall OR of adequate skill level.

Level I: GuppiesIntroduction to Water Skills: emphasizing water adjustment, basic breathing, fl oating, kicking, gliding, jumping, and treading.

Level II: Jellyfi shFundamental Aquatics Skills: front/back fl oat with no support and with glide; introduction to elementary backstroke arms, sidestroke, front crawl, back crawl, sculling/fi nning; treading and jumping.

Level III: Sea HorseStroke Development: front crawl, back crawl; treading, knee dive; introduction to elementary backstroke, butterfl y kick, underwater glides, sidestroke and deep water swimming.

TEEN/ADULT CLASSES: 13 YEARS and UPBeginner Teen/Adult I (Platypus) and Beginner Teen/Adult II (Barracuda)Raises the comfort level, establishes natural buoyancy movement, and develops basic strokes.

Beginner Teen/Adult III (Orca):Builds upon skills learned in the beginner adult level and become more comfortable with deeper water.

SWIMMER AIDEIf you enjoy working with children, love the water and want to give back to the community, sign-up to be a swimmers’ aide. Prerequisite: Must be Level 5 - Sea Lions or above skill level and at least 11 years of age. Assist swim instructors with swim lessons; develop professionalism and leadership skills, earn community service hours and participate in a 30-minute swim work out weekly! The NEW Giammona-Westmoor Pool is a year-round indoor, heated swim facility with 11 swimming lanes, a therapy pool, and a classroom. The pool temperature is approximately 82 degrees. The pool is located at the south end of Westmoor High School. Parking is available in front of the pool on Edgemont Dr., and in the school parking lot off Westmoor Ave., the western border street. Dressing room, lockers, and showers are provided. You must bring your own lock to use lockers. LEAVE ALL VALUABLES AT HOME.

Policy Overview:• Scholarship applicants must be residents of the City of Daly City.• It is the mission and policy of the City of Daly City to provide access for all citizens to its Library and Recreation classes, events and programs.• The Scholarship Program shall be based upon an existing system for eligibility, utilizing San Mateo County programs (CalWorks, Medi-Cal, General Assistance and WIC) to establish eligibility thresholds. The purpose of this shall be to ensure integrity of the Scholarship Program which shall be established in a manner that balances administrative simplicity and effi ciency and individual confi dentiality and dignity, with the City’s need to verify residency and income eligibility.

Requirements:• The Scholarship Program applicant/recipient must be a Daly City resident.• Scholarship recipients are only eligible for one scholarship per Activity Guide cycle.• A new Scholarship Application must be completed for each scholarship requested.

Scholarship Criteria:• Scholarship assistance is to be used only to off-set the cost of the registration fee and not for supplies, extra fees, admission fees or excursions/fi eld trip fees.• The following age groups are eligible for the award of a scholarship: Youth through age seventeen (17) and active adults age 50 and older. Adults age 18-50 are ineligible for the Scholarship Program.• Youth programs qualifi ed for scholarships are limited to: youth athletic leagues, youth aquatic classes and the Youth Recreation Program.• Active adult programs qualifi ed for scholarships would be limited to: classes which facilitate physical movement.• Program areas not eligible for scholarships would include: library services, tiny tot classes, tennis lessons, camps, trips and excursions, facility and pool-party rentals, drop-in classes, all classes and programs serving adults age 18-50 years of age and classes $10 and under.

All reservations require a rental deposit of $250 basic/$250 platinum. If you cancel or change your rental date less than 30 days before your party, the entire deposit will be forfeited. If you cancel more than 30 days before your event, you will be charged a $100 cancellation fee and any remaining paid fees will be refunded. REGISTRATION INFORMATIONINSTRUCTIONSFill out registration form completely, including Class Code and ages for children (please print). If indicated class is full and no alternative is listed, your name will be put on the waiting list and your check returned. Make checks payable to City of Daly City (include Class Code on check). Do not mail cash. Registration will not be processed without correctly paid fees.Register early! Classes fi ll up quickly or maybe cancelled due to low enrollment. Classes not reaching minimum numbers maybe cancelled and fees refunded. Registration will be taken at the pool beginning the fi rst day of each class only. If you have any questions or want to establish an internet account, contact (650) 991-8001.

REFUNDS/CREDITS/MAKE-UPSAfter a class starts, refunds/credits will be granted only if the participant can’t continue a class due to extended illness or family emergency or the participant/parent exercises the “Satisfaction Guarantee” policy. Refunds/credits will not be granted for individual classes a participant misses during a session. No make-ups in most classes - inquire with instructors.

We are confi dent that we will ensure our promise to provide that high quality. We guarantee that you will be satisfi ed with the recreation classes, programs, and services in which you participate. If you are dissatisfi ed with the quality of our programs or instructors, we encourage you to contact us immediately so that we can work to resolve your concern and improve the quality of our programs for all participants. If you are not completely satisfi ed, contact us and we will arrange for you to do one of the following: 1. Repeat the class at no charge. 2. Receive full credit toward another program. 3. Receive a refund.To receive credit, repeat a class, or obtain a refund, please drop by in person, write, or call. Request must be made within 10 business days after the last class meeting. In some cases, we may need your receipt, cancelled check or proof of ID.Currently, this guarantee applies to all of our programs except adult sports leagues, trips and travel, facility cancellation fees, food, banquets, security and insurance.
