ABOUT THIS GUIDE

PURPOSE The purpose of this document is to provide a Settlement User Interfaces (UIs) reference guide for users supporting WEIS Market Settlement activities. This guide describes how to submit, register for event notifications, view reports and WEIS Market Settlement results (e.g. invoices, statements) via UIs available in the SPP Portal.

SUPPORTING DOCUMENTATION This guide, along with following documentation, fully describes the process for submitting WEIS Market Settlement input data, registering for event notifications, and downloading WEIS Market Settlement Results from the Settlement Management System (SMS).

This document describes the user roles associated with the WEIS Settlement UIs and Web services. Please refer to the Settlements section of this document for detailed information on roles available. This document will be available on SPP Portal.

WEIS Settlements API and XML upload specifications for submitting data, downloading reports and consuming XML notifications.

INTRODUCTION

USER ACCESS Users representing Asset Owners, Market Meter Agents, or Market Participants who want to use the WEIS Market Settlement UIs must obtain an OATI x.509 digital certificate. The user’s certificate must be registered in the SPP Portal by their Local Security Administrator (LSA) with the appropriate Settlements WEIS roles and scope assigned. A Meter Agent LSA must register certificates for WEIS Market Settlement Meter Data roles.

A comprehensive list of the WEIS Market Settlement roles is posted in the SPP Portal Application Role Reference Guide on the SPP Portal.

SUPPORTED BROWSERS The Settlement UIs are supported on the following Internet browsers.

• Internet Explorer 11

• Google Chrome 11

• Firefox 63

• Microsoft Edge

USER INTERFACE

GENERAL LAYOUT The following illustrates the general layout of the SPP Portal and WEIS Market Settlement UIs.



1 – Screen Name: Screen Name associated with user certificate.

2 – Navigation Tree: Presents the user with specific options based on user roles.

3 – Functional Area: Each drop-down represents a different set of UIs based on functional area (e.g. WEIS Market, Market, Transmission). Access to each is dependent on roles assigned by the user’s LSA.

4 – Function: Each link represents different UI functions, such as data submissions or viewing results, available to the user. Access to each UI is dependent on roles assigned by the user’s LSA.

5 – Content: Displays report or submission page based on user’s role and selected function in the Navigation Tree.

NAVIGATION To navigate in the Settlement UIs, perform the following repeatable steps from the Navigation Tree:

1. Select Settlements

2. Select Functional Area

3. Select Function



FILE UPLOAD For WEIS Meter data input submissions, the UI supports XML file formats. The XML required formats are defined in the WEIS Settlement Management System Technical Specifications > WEIS Meter Services posted on SPP.org

FILE DOWNLOAD The WEIS Settlement UIs provide file download functionality on various pages. The XML download formats are defined in the WEIS Settlement Management System Technical Specifications > WEIS Settlement Reports Services posted on SPP.org.

STATUS MESSAGES The WEIS Settlements UI provides the following status messages for user submissions:

PENDING: SMS received and stored the submitted data successfully. At this phase, the data is stored but has not been processed in a settlement.

PROCESSED: SMS received and stored the submitted data successfully. This submitted data has been processed for a settlement.



REJECTED: SMS found validation errors in the data submitted and did not store any of the data.

FAILED: There was an error in processing the data and SMS could not store any of the data. In this case, there would likely be an application issue that SPP would need to resolve and it may not be related to the contents of the data. The transaction will be FAILED when there was an internal error that SPP code was able to detect and handle gracefully.

VIEW CALENDAR To view the Market Calendar:

1. Select Public.

2. Select WEIS Public.

3. Select Public Settlements.

4. Select Settlement Calendars.

5. Select the PDF or Excel version to download.



WEIS MARKET SETTLEMENT – METER DATA

SUBMIT METER DATA To submit Meter Data:

1. Select Settlements.

2. Select WEIS Market.

3. Select WEIS Meter Data.

4. Select Meter Data Submittal.

5. Select Browse.

6. Browse to the location of the XML file or ZIP file containing multiple XML files with Meter Data details, select the file name then select Open.

Note: The XML must conform the PostMeterData XML defined in the WEIS Settlement Management System API XML Specifications > WEIS Meter Data Service.

7. Select Upload.

8. The Upload Report indicates the status of the upload.

9. Select Close to close the Upload Report.

VIEW METER DATA SUBMISSION LOG To view log of Meter Data submissions:






4. Select Meter Data Submittal.

5. To refresh table, select .

6. To narrow down the results, apply filter criteria to any column by selecting the column name.

Note: A source type of ‘FILE’ indicates the data was submitted via the UI. A source type of ‘API’ is an indicator the data was submitted via Web Service.

Note: Submissions submitted prior the S7 Window Open will remain in a PENDING state until the window opens and the data is processed.

7. To view details for a submission, select the submission filename and select View.



8. To download the file submitted, select Download.

VIEW AO CALIBRATION REPORT To view AO Calibration Report:




4. Select AO Reports.

5. Select Report Type - Calibration.

6. Select Operating Date.

7. Select Settlement Type.

8. Select Asset Owner.

9. To narrow down results, select one or more of the following options:

a. Select Settlement Area (optional).

b. Select Meter Agent (optional).

c. Select Hour Ending (optional).

10. Select Search.



11. To view Hourly Summary per Settlement Area, select the Settlement Area in the report results.

12. To view Hourly Details per Meter Location, select the Hour Ending in the report results.

13. To download, select XML or CSV.

VIEW MA CALIBRATION REPORT To view MA Calibration Report:




4. Select MA Reports.






8. Select Meter Agent.



b. Select Meter Locations (optional).


10. Select Search.

11. To view Hourly Summary per Settlement Area, select the Settlement Area in the report

results.





VIEW MA INTERCHANGE REPORT To view MA Interchange Report:





5. Select Report Type – Interchange.






b. Select Interchange Locations (optional).


10. Select Search.



11. To view Hourly Summary, select the Settlement Area in the report results.

12. To view Interchange Location Hourly Details, select the Hour Ending in the report results.

13. To further narrow down results, select one or more of the following options:

a. To limit results to Meter Locations with submitted Meter Data, select ML Submitted: Yes; to only return results with missing Meter Agent submitted date, select ML Submitted: No.



b. To limit results to specific locations, select the Location Name in the Filter by Meter Location drop-down menu

c. To limit results to only include locations with a specific delta threshold, select a threshold from Daily Threshold or Hourly Threshold.


VIEW MA METER REPORT CARD To view MA Meter Report Card:





5. Select Report Type – Report Card.






b. Select Meter Locations (optional).


10. Select Search.



11. To view Meter Location details per Settlement Area, select the Settlement Area in the

report results.

12. To view Hourly Summary per Meter Location, select the Meter Location in the report

results.

13. To view Five-Minute details for each Operating Hour per Meter Location, select the Hour Ending in the report results.




a. To limit results to Meter Locations with submitted Meter Data, select Submitted: Yes; to only return results with missing Meter Agent submitted date, select Submitted: No.

WEIS MARKET SETTLEMENT – NOTIFICATION REGISTRATION

AVAILABLE EVENT NOTIFICATIONS The following notifications are available for members to register to receive from SMS via email and API.

REGISTER FOR NOTIFICATIONS To register for Notifications:



3. Select Notifications.

4. Select an Entity.

5. Subscribe to an event:

a. Select from the list of Available Events.

b. Click >> to move Available Events to Currently Selected Events.

i. To move multiple events to the Currently Selected Events, hold down the Ctrl key while selecting events.



6. Enter a valid email address and/or URL to which notifications will be posted for the Currently Selected Events.

7. Click Save.

8. Click Test to validate the Email Address and URLs (optional).

UPDATE REGISTRATION FOR NOTIFICATIONS To update registration for Notifications:



3. Select Notifications.

4. Select an Entity to view existing Notification Registration.

5. To remove to an event:

a. Select from the list of Currently Selected Events.

b. Click << to remove from the Currently Selected Events.

i. To remove multiple events to the Currently Selected Events, hold down the Ctrl key while selecting events.

c. Click Save.



6. To subscribe to an event:

a. Select from the list of Available Events.

b. Click >> to move Available Events to Currently Selected Events.

i. To move multiple events to the Currently Selected Events, hold down the Ctrl key while selecting events.

c. Modify the email address and/or URL(s) to which notifications will be posted for the Currently Selected Events.

d. Click Save.

e. Click Test to validate the Email Address and URLs (optional).

VIEW AO DETERMINANT REPORT To view AO Determinant Report:

4. Select AO Determinant.

Note: The Invoice UI returns all Invoices (WEIS Market) associated with the user’s Portal permissions. If the user has access to download invoices for multiple entities, each invoice will be available for download from the same UI page. Each invoice is listed separately indicating entity name.

SETTLEMENT - DISPUTES

SUBMIT DISPUTE REQUEST To submit a Dispute Request:

1. In the Navigation tree, select Settlements.

2. Select Disputes.

a. This will redirect to the SPP Request Management System

3. Log on to the SPP Request Management System.

4. Select Submit Request.

5. Select a Quick Pick.

6. Enter the Subject of the dispute.



7. Enter the Full Description of the dispute.

8. Enter the System Reference # (optional).

9. Select the Include Attachment(s) checkbox (optional).

10. Click Submit Request.

11. If Include Attachment(s) was selected, click Browse… to upload an attachment.
