In the course of creating a portrait, anartist may strive to capture and bring tolife the ‘inner essence’ and ‘moralquality’ of the subject. Wordsconstructed and expressed from apoetic heart might try to ‘cast a bridge’that would connect our imagination andemotions – to perceive and feel what isobserved from the outside looking in.Similarly, a great photographerconfessed to often struggling to createa good portrait in the face of ‘too muchtemptation to pander to the individual’rather than capturing the inner truth.Here we find the artist, poet andphotographer in collaboration, intent onevoking what lies behind the outerappearance. Those that ply their art as ‘observers oflife’ are gifted individuals. Prominentpoets such as Wordsworth oftenexcelled in his view and depiction of theordinary man. His poetry carries a depthof empathy and understanding, having‘suffered numbing blows’ through thepersonal tragedy of losing three of hischildren. In ‘The Childless Father’(1800), Wordsworth looks upon OldTimothy, who grieves the loss of his last
child in the midst of a countryside event.The final lines are simple and heartfelt incomposition, where we might relate toTimothy’s pain:
‘Perhaps to himself [Old Timothy] at thatmoment he said; “The key I must take, for my Ellen isdead.”But of this in my ears not a word did hespeak;And he went to the chase with a tear onhis cheek’.
Through words, pictures andphotographs, each one of us has thatgift to connect to our loved ones: fondmemories that project so much morethan a vacant image. We look andreflect personally on the inner truth ofour relationships into which we havedeposited so much of ourselves – good,bad or indifferent. Martin Luther Kingurged his audience not to ignore thisinner truth; to look beyond the barriersof racism and to live in a world wherepeople would“…not be judged by thecolour of their skin, but the content oftheir character”. His renowned wordspoint towards a wise saying from theBible: “As water reflects from a face, soa man’s heart reflects the man.”(Proverbs 27:19).
Whatever the skill of the observer, toexpose the inner truth is a difficult taskbecause man’s moral vision is less than
perfect. Sin is a barrier. To whatstandard do we judge? To be thatperfect judge of character a personwould have to continually live out thetruth – nothing ever hidden away indarkness. There has been, and onlyever will be, one perfect judge ofcharacter: Jesus.
The content of his character was laidbare, and yet so many would not see –would not believe in the truth! Jesusexposed and confronted those with an‘appearance of respectability’ when hesaw their hearts were far from God. Hetouched upon and felt the pain of thepoor in spirit; those like Old Timothywho needed to draw near to God.Should you ever hear the phrase, “takea good look at yourself”, remember it isChrist who ultimately searches andjudges that inner truth. Nothingconcealed, nothing hidden.The Christian church and all its believersmust continually look in the mirror andrespond in the same way to thequestion that Jesus asked his disciplePeter, “Who do you say I am.” Peterreplied, “You are the Christ.” Peter wasfar from perfect, but Christ becamemore than a gifted observer, more thana judge of character, and much morethan a fond memory. Christ becamePeter’s inner truth.

2. MINUTES OF MEETING OFTHURSDAY 20TH DEC 2012The minutes of the above meeting wereproposed, seconded & ratified.
3. PUBLIC SESSIONThe Chair welcomed back Inspector PaulMcCruden from his detachment andinvited him to update the members. TheInspector said that during the last periodwork had been done relating to roadsafety issues with numerous drivingoffences reported including speeding,tachograph offences, driving off road,drink driving and document offencessuch as driving with no license, insuranceand MOT. He said there had been littlestreet disorder during the festive periodwith only 3 minor breaches of the peace.Local officers had continued to payattention to parking issues on the HighStreet with drivers being warned aboutinconsiderate parking or given fixedpenalty tickets for parking on zig zagcrossings. Local officers also arrested 4individuals for assaults, theft by shoplifting and possession of drugs and theywere remanded in prison pending trial.Members were told that following thesuccess of last years “Operation Avons”,tackling under age drinking andantisocial behaviour, the Inspector saidthat further funding had been madeavailable for this year. He briefedmembers on the progress towards a
national police service, with thecombining of the Moray division withAberdeenshire, but there should be nochange in the way the local policingteams work. The Chair thanked him forthe information.Cllr Hayward told members she hadbeen in correspondence with Mr K Price,Moray Council Road Engineer, withreference to Disabled ParkingRegulations. She said that the legislationhad been made law in 2009 but to dateMoray Council had not actioned it. MrPrice explained that it had beensubmitted to committee in March 2011but due to work pressures it had notbeen proceeded with, there were some250 spaces that needed to be surveyedbefore the legal process could be carriedout. He said that as new applicationswere received from individual residentsthey were being actioned.Neil Jeronim, a member of the public,asked permission to inform members ofthe council about the lack of a cycle pathwhich had existed between Forres andBrodie but had been covered over duringre surfacing work of the A96 in 2010. Hesaid he had been in contact with MorayCouncil, BEAR (Scotland) and TransportScotland to no avail as each passed theblame for not funding the reinstatementonto another. The 2.2 mile stretch toBrodie was overgrown but enabled safecycling alongside a busy main road andwas not a part of the SUSTRAN network.As the Moray Coast had just been addedto the list of top ten coastlines in theworld for beauty he felt that it wouldencourage tourists and cyclists to visitthe area.
4. SECRETARY’S REPORTThe Secretary said that one letter hadbeen received from Ian Douglas, MorayCouncil, asking for volunteers to join theMoray Local Outdoor Access Forum.The Chair suggested that Mr Jeronimmay care to represent the Comm Councilon the Forum as a way of raising thestatus of his cycle path.
5. CHAIR’S REPORTThe Chair told members that he hadnothing to report.

EXTERNAL GROUPS REPORT Cllr Duncan said that two pupils fromForres Academy had been selected forthe Mount Dora annual exchange.Cllr Hayward said there had been no newplanning applications but she waspuzzled about the Hanover Housingapplication as there had been haste tomove people out into otheraccommodation and the windows hadbeen covered to prevent vandalism butnothing further had happened.The Chair welcomed M Cllr Skene to herfirst meeting. Cllr Skene told the meetingthat she had enquired about our concernover the reduction in members in the lastscheme and had been told that it was toestablish parity with population figures.She also reminded members about thedrop in consultation in Forres House onMon 21st about contaminated land.M Cllr McLean said that he was pleasedto see the old Mackenzie andCruikshanks re-opened and to note theChinese New Year celebration on the 4thFeb.M Cllr Alexander said that he had askedquestions about a 50 mph speed limit atBrodie and a pedestrian crossing overthe bypass. The annual Youth Concertwas due again on Mar 5th at 7pm andBen Romach had opened a secondbottling line after a 13% rise in profits. M Cllr Alexander said that he agreed withCllr Murdoch in a discussion aboutComm Cllrs, at the P & R meeting, andthe public did not support CommCouncils, illustrated by the lack ofcandidates coming forward at electiontime. He felt that they achieved little andsome actively discouraged newcandidates . Cllr Hayward said thatComm Cllrs gave freely of their time totheir community and she felt undervalued by Cllr Alexander’s remarks.
7. TREASURER’S REPORTThe Secretary, in the absence of theTreasurer said that the account nowstood at £1771.60.

It will not come as a surprise to many people that, inmy role as Cabinet Secretary covering food and drinkissues, the horsemeat scandal has kept me very busyin recent weeks.While I usually try to keep this column lighter, this is anissue that has, understandably, caused great
consternation for people. We have the right to expect that what we areeating is what is stated on the label. The issue here has not been aboutwhether or not the food is safe to eat, and provided it is stored andprepared properly that shouldn’t be an issue, it is, rather, about peoplegetting what they expect on their plates.The criminal activity of people who have introduced horsemeat in Europe’ssupply chain has huge ramifications for consumer confidence. However, ithas also focused people’s minds on where produce comes from and that,in itself, is not a bad thing. We have, here in Moray, fantastic high streetbutchers with top notch traceability of their meat and people in Moray canbuy that meat with confidence that it is quality assured and fully traceable.I will continue to back our Scottish producers and work with everyoneinvolved to ensure that illegal activity in the European supply chain forother products is stamped out.
There has been further coverage in the newsrecently of MoD plans for the future use ofLossiemouth and of wider defence basingissues. The one aspect that has been constant,however, has been the regular arrival of newpersonnel to our Moray bases.Military personnel posted into Moray regularly
talk about how they are made to feel so welcome in our communitiesand, equally, they also get involved in a wide range of local activitiesand supporting community groups and organisations.The welcome given from folk in Moray makes me very proud to beassociated with this part of the world and in the coming months therewill be further changes to our population as military changes occurand I look forward to being part of that welcome for many morepeople. In the June 2012 edition of Spotlight we introduced
Kinloss Garage as a new car repair business, aiming
to become a “thriving business and integral part of
the local community.”
Ten months on, it's well on the way to being just
that, and so we would like to take this opportunity
to give you an update.
Since last June, Kinloss Garage has welcomed
many new customers, and lots of you have come
back again (and again!). In fact the garage
became too busy for just one mechanic
(Andy Housby) so, in August, Andy Gittings joined
the team.

Pre season (NOW)
Many of you will be thinking about giving
your lawn a good scarifying about now.
Last year’s old thatch plus the usual
build-up of moss over the winter will
choke your grass this season unless it is
raked out. Ideally this should be done
before you need to start feeding and
mowing your lawn. You can do this by
hand with a spring rake, or many of you
will have a small electric scarifier/rake to
help. We use a much more rigorous
blade scarifier which cuts out the thatch.
The small electric rakes are good for
lifting off annual moss but aren’t power-
ful enough to tackle thatch. We often
work together with our customers at this
time of year, we take out the thatch and
they follow on with the electric rake –
that works best of all.
I thought it would be worth including a
photograph of a typical scarifying job in
progress. This might give you an idea of
the scale of the exercise – not for the
faint hearted. Good luck !

hire-purchase and mortgages, to cover the cost of things we have set our hearts on, but which we cannot a�ord. These things may be a bigger house, a better car, luxury holidays or some other possession which carries with it a status symbol. In this way, we �nd ourselves on a treadmill of our own making, with a crushing burden of debt, from which we cannot escape, because of our lifestyle.
We will get no help from God to maintain a standard of living which we may yearn after, but which we cannot a�ord. “Let your behaviour be without covetousness; and be content with such things as ye have” (Hebrews 13:5).
Another evil e�ect of covetousness is the bad example it sets to others. We all have our own own sphere of in�uence either for good or evil and this is particularly true of overseers and deacons-hence the reason that such men in the church must not be covetous (1 Timothy 3:3-8). If we are marked by covetousness then our example will have a leavening e�ect upon others: encouraging them to a similar lifestyle. Yet we Christians are still not content with such as we have. Self denial and godliness with content-ment are out of fashion.
Covetousness is also idolatry. If we are covetous we spare ourselves no pains to achieve our desired object. We love that object with all our
heart, our soul, our strength, our mind, and it has become an idol to us, worthy of all veneration. Those who are determined to have the things of this world will �nd themselves ensnared. They will discover that covetousness is addictive because each fresh acquisition only whets the appetite for more and more.
If covetousness marks us as a Christian it is evident that we are �nding our pleasure in earthly things and that we are depending on something other than God for satisfaction. God made us for Himself and our heart should �nd no rest until it rests in God through our Lord Jesus Christ. It must grieve the Lord, who has redeemed us for Himself, to see us striving after the things of this life – clothes, food, job or profession, car, garden, fortune, pleasures, etc. to the exclusion of the higher spiritual interests of our own soul. It must also follow that if God is displeased with us then we cannot enjoy communion with Him until our life-style is adjusted in line with His will. We cannot expect to grow in divine things if our heart is occupied with material things.
Covetousness not only includes the active pursuit of material things and earthly bene�ts which lie in our grasp, but also includes the passive smouldering desire to obtain that which our neighbour has but is impossible for us to achieve, and this awakens the spirit of envy and jealousy.
Therefore let us set our a�ections on things above and beware of covetousness for the Lord Jesus Christ “died for all, that they which live should not henceforth live unto themselves, but unto Him which died for them, and rose again” (2 Corinthians 5:15)
