I. INTRODUCTION

The 2012 Mediterranean Coast Day central regional celebration was organised in Split, Croatia by PAP/RAC, as a part of the EU IPA Adriatic SHAPE project, and in collaboration with UNDP’s “Coast” project. The main event was held on September 25 but the activities were extended over the whole week. The theme of the celebration was “The Voice of the Coast”. The ICZM Protocol and its practical implementation highlights were presented by the directors, leaders and managers of the Mediterranean coastal programmes and projects.

The host of the event on 25 September was be H.E. Mr. Mihael Zmajlović, Croatian Minister of Environmental and Nature Protection. The event was attended by high-level representatives of Croatian authorities as well as a number of distinguished foreign guests, UNEP/MAP and UNDP representatives, and members of the diplomatic corps.

All the events of the Mediterranean Coast Day 2012 were well covered by the media, TV, newspaper articles, Internet portals, etc.

II. 25 September 2012 (Split, Vila Dalmacija) - The 2012 Mediterranean Coast Day Central Regional Celebration

The main event was organised in the beautiful Villa “Dalmacija”, generously offered for the occasion by the Municipality of Split. The host of the event was H.E. Mr. Mihael Zmajlović, Croatian Minister of Environmental and Nature Protection. The event was attended by high-level representatives of Croatian authorities, as well as a number of distinguished foreign guests, National Focal Points for PAP/RAC, representatives of UNEP/MAP and UNDP, members of the diplomatic corps, representatives of local authorities and institutions, SHAPE project partners, other EU project representatives, NGOs and the civil society. Main event The main event started by welcome addresses. One of the highlights of the welcome address by Mr. Zmajlović, Croatian Minister of Environmental and Nature Protection, was the announcement that the ICZM Protocol would soon be ratified by the Croatian Parliament. The Minister thanked all the participants, and wished to all a great Coast Day celebration, raising hopes for a further successful cooperation among Mediterranean countries. Both Mr. Ante Sanader, Prefect of the Split-Dalmatia County, and Ms. Anđelka Visković, Deputy Mayor of the City of Split, warmly welcomed the announcement of the Minister concerning the future ratification of the Protocol by the Croatian Government. They stressed the challenges of its implementation at the local level, and insisted on the fact that the ratification would carry a strong message to the local population, especially with regard to the very sensitive topic of the construction banned in the coastal strip of 100 meters. In fact, special efforts will be made by the local stakeholders to implement on the ground, alongside with the population, the requirements of the Protocol, to guarantee a better coast to the future generations. Ms. Louisa Vinton, United Nations Resident Coordinator in Croatia and Ms. Maria Luisa Silva Mejias, Executive Secretary and Coordinator of UN Environmental Programme/Mediterranean Action Plan, thanked the Croatian authorities and the local partners for their participation in the Coast Day events, and for showing strong commitment to the principles of the sustainable development, back bone to the ICZM Protocol. Ms. Željka Škaričić, Director of PAP/RAC, informed the participants that until then 6 countries had ratified the ICZM Protocol. She gave a brief overlook of Mediterranean demography and urbanisation, pointing out both threats and opportunities in coastal zones. She reminded the audience of the fact that the ICZM Protocol is a unique document in the world providing a legal basis for ICZM and that, as such, it represented an excellent tool for Mediterranean decision makers to better integrate the principles of sustainable development in the regulations and management of coastal areas. Ms. Škaričić’s presentation is attached in Annex II. The Programme of the celebration is available in Annex I and the list of participants in Annex IX.

The ICZM Protocol and its practical implementation highlights were presented by the directors, leaders and managers of the Mediterranean coastal programmes and projects:

Ms. Sanja Lješković-Mitrović, Deputy Minister of the Ministry of Sustainable Development and Tourism of Montenegro, presented the process of integration of ICZM principles in building a Spatial Planning Plan in Montenegro. Her presentation was focused on explaining the main steps of the ongoing implementation of the CAMP Montenegro projects, its difficulties and achievements. Ms. Lješković-Mitrović’s presentation is attached in Annex III.

Ms. Elisa Andreolli, Consultant for the IPA Adriatic SHAPE Project from the Thetis company, presented an overlook on Marine Spatial Planning processes. She identified specific challenges when presenting the SHAPE project, and pointed out the challenges of building a new and common policy to bridge ICZM and MSP. Ms. Andreolli’s presentation is attached in Annex IV.

Mr. Marko Prem, Deputy Director of PAP/RAC, presented the challenges of implementing efficient coordination mechanisms, a key step for ICZM implementation on the ground. Using the practical example of the CAMP Levante de Almeria project in Spain, which was in its final phase of implementation, he stressed the crucial need for strong vertical and horizontal coordination mechanisms in ICZM processes. Mr. Prem’s presentation is attached in Annex V.

Ms. Monique Petard, General Counsellor of the canton of Montpellier X, Vice-president, in charge of environment, sustainable development and Agenda 21, presented the ongoing coastal restoration project in the Herault province of France. She gave a specific insight into the integrated management project of the coastal zone of Thau, sharing her experience, as a local decision maker, in the field of participatory processes, where compromise is essential to build long-time strategies and effective actions for a sustainable development. Ms. Petard’s presentation is attached in Annex VI.

Mr. Gojko Berlengi, Project Manager of the UNDP COAST project, presented the COAST project which aims at a sustainable development of coastal zones of Dalmatia. The project started in 2007 to be concluded in 2013. Mr. Berlengi gave on overlook of the actions undertaken, which encouraged initiatives for the preservation and valorisation of local ecological diversity and cultural identity, and the future follow-up activities. The emphasis of his presentation was on the steps of the project in building a successful local community of partners, committed to the sustainable development of their territory. Mr. Berlengi’s presentation is attached in Annex VII.

Ms. Marina Marković, Programme Officer at PAP/RAC, presented the history of the Coast Day event, which started in 2007 as a small awareness-raising campaign on the role of ICZM for the sustainable development of the Mediterranean coasts, to grow to become an international event organised at national levels. This success story is to be continued, and one of the next steps would be the official adoption of the Mediterranean Coast Day as an official event by the Contracting Parties to the Barcelona Convention. Ms. Marković’s presentation is attached in Annex VIII.

Afternoon events

In the second, more casual part, groups of children and adolescents presented the results of the activities preceding the main event. Namely, the main focus of those activities was on the young population with the intention to raise their awareness of the values and problems of the coast. The celebrations were concluded on September 28 by a gala concert on Riva (the Split waterfront promenade). The numerous audience, including Mr. Ivo Josipović, President of Croatia, enjoyed performances by Oliver Dragojević, one of the most famous Croatian singers and UNDP’s ambassador for the coast, Valentina Fijačko, soprano, prima donna of the Split National Theatre, and three “klapa” (male vocal groups singing traditional Dalmatian songs).
