Police Regional Office2 reminded its personnel to stay neutral or non-partisan during the campaign and election period. This was conveyed by PNP Regional Director Police Chief Supt. Rainier Idio as policemen took their oath of non-partisanship at Camp Adduru in Tuguegarao City. PSupt Chevalier Iringan, Regional Police Community Relations Officer said that the regional chief explicitely stated that policemen must do their jobs with impartiality. “Lalo pang umiinit ang pulitika kaya mas kailangan ang serbisyo ng mga pulis pero dapat neutral lang, iwasang kumapi sa mga pulitiko at nasa gitna lamang ang PNP.” If policemen were seen favoring

Meanwhile, around 132 policemen from the regional office of PNP cast their votes for the 2016 election through absentee voting last April 26. PSupt Paul Bometivo, Deputy Chief of Police Community Relations Office said most of the police personnel are residents of Cagayan but could not vote on their registered polling places due to the call of their duties. PNP heightens its alert as the election period draws near requiring all personnel to be on duty. In Nueva Vizcaya, 36 police personnel also voted from different police stations. There were 77 applicants but only 40 individuals were approved of their

applications. COMELEC Bayombong administered the local absentee voting at Camp Saturnino Dumlao, Bayombong, Nueva Vizcaya. PNP Provincial Director PSSupt Leumar Abugan who is a registered voter of Cagayan led his personnel in electing their candidates from president, vice president, 12 senators and partylist representatives. COMELEC Municipal Officer Jojie Nacionales said some personnel were rejected of their application to join the local absentee voting because they were unable to register under the biometrics system which is a vital requirement for this election. Inactive participation during the past two elections also means disqualification to vote for the 2016 election.

Kabilang dito ang mga nagkautang mula taong 2010 hanggang 2015 at mga umutang pagkatapos ng bagyong Yoyong noong 2009. “Mas magandang bayaran na ng mga miyembro ang utang nila para hindi yan maikaltas sa kanilang retirement o kabuuang halaga na matatanggap nila balang araw at mas mataas din ang makukuha kung kinakailangang umutang muli,” paliwanag ni de Quiros. Dumating si de Quiros sa probinsiya sa huling linggo ng Abril upang dalawin ang iba’t ibang sangay ng SSS sa hilagang bahagi ng Luzon at pangunahan ang pagpapasinaya sa ikalawang palapag ng SSS sa bayan ng Solano. “Tinitingnan pa natin ang ibang pangangailangan ng ating mga kawani maging sa mga gusali dahil walang sariling opisina na pagmamay-ari ang SSS para mas maganda rin ang serbisyong maibibigay sa mga miyembro,” dagdag ni de Quiros. Pinayuhan naman ni SSS Solano Branch Manager Jose Rizal Tarun ang mga miyembro na tangkilin ang loan restructuring program na minsan lamang maaaring mag-apply. Maaring tumanggap ng aplikasyon mula ika 28 ng Abril 2016 hanggang ika-27 ng Abril 2017.

lifted from poverty TUGUEGARAO CITY, Cagayan, April 17 (PIA) - - The Department of Social Welfare and Development’s (DSWD) second round of household assessment for Listahanan, formerly the National Household Targeitng System for Poverty Reduction (NHTS-PR), showed that a total 1,511,320 beneficiaries of the Pantawid Pamilyang Pilipino Program have improved their status to “non-poor”. This figure represents a large percentage (36%) of the total 4.2 million active Pantawid Pamilya beneficiaries. “The improvement in the lives of these 1.5 million Pantawid Pamilya beneficiaries is due to their dedication and hard work to break from the intergenerational cycle of poverty that they have been in,” DSWD secretary Corazon Juliano-Soliman

Barangay Rescuers Dapat laging handa sa Sakuna

Iginiit ng Provincial Disaster Risk Reduction Management na kailangang laging handa ang mga barangay counterparts nila sa pagtugon ng anumang sakuna. Ito ang tinuran ni Eva Agamata, PDRRM Officer kasabay ng sunod-sunod na insidente ng pagkalunod sa iba’t ibang lugar sa Nueva Vizcaya. Aniya nagkakaroon umano ng maling proseso sa pagtawag ng tulong dahil ang tanggapan sa probinsiya ang tinatawag kaagad at hindi sa barangay o munisipyo. “Malayo ang panggagalingan ng mga rescuers kung sa provincial level ang agad na tatawagin, dapat yung nasa barangay ang unang magreresponde habang hinihintay ang tulong mula sa munisipyo at provincial level,” paliwanag nito. Mas maililigtas umano ang buhay ng isang biktima sa aksidente man o pagkalunod kung ang pinakamalapit na rescuers ay nakahandang tumugon sa kanilang pangangailangan. “Dapat na nakahanda ang Barangay Disaster Risk Reduction Management Council para makapagrescue sila, kaya nga nagsasagawa tayo ng mga trainings sa kanila dahil sila ang mas malapit,” dagdag ni Agamata. Inamin naman nito na may kakulangan pa sa pagsaklolo sa mga biktima na nalunod tulad ng scuba gears at diving training. Payo na nito sa mga nagpipicnic, bantayan ang mga batang lumalangoy at alamin ang mga danger zone lalo na kung dayo sa isang lugar.

Elmer Escobar mula DPWH Regional Office, sinimulan ang pag-aayos sa tulay noong ika-29 ng Marso at puntiryang matapos ito sa ika -25 ng Hulyo ngayong taon. Ang nasabing tulay na may dalawang linya lamang ay sanhi ng matinding trapiko sa pagitan ng bayan ng Solano at Bayombong na parehong may apat na linya ng mga sasakyan. Naiipon ang mga sasakyan pagdating sa nasabing bahagi ng lansangan. Umaabot sa 9.7 milyong piso ang inilaan ng DPWH sa nasabing proyekto na inaasahang magpapaluwang sa takbo ng

trapiko. Kasabay nito, hiniling ni Engr. Escobar ang kooperasyon ng mga motorsita. “May mga pasaway na driver talaga, kahit wala yung construction ng daan, mabagal na ang takbo ng mga sasakyan, lalo na kung may mga hindi sumusunod sa flagman,” ani Engr. Security Meeting Para sa Election Isinagawa BAYOMBONG NUEVA VIZCAYA – Ginanap sa Nueva Vizcaya Police provincial office ang 2nd. Provincial Joint Security Coordinating center (PJSCC) na pinamumunuan ni P/SSupt. Leumar Abugan, Atty. Manuel J .Castillo Jr. Provincial Election Supervisor ng Nueva Vizcaya, at ang 54 IB 5ID Phil. Army sa pamumuno ni LTC Nicolas J. Quemado battalion commander ng 54 IB. Dinaluhan din ito ng mga ibat ibang chief of police, PPCRV, 2TO GO ang official carrier ng election paraphernalias sa buong bansa at media kabilang na dito ang himpilang DWRV Radyo Veritas. Sa nasabing pagpupulong napag-usapan dito ang deployment ng PNP personnels, PA at AFP personnels upang magbigay ng seguridad sa panahon ng halalan. Nagbigay ng katiyakan ang PNP at Phil. Army na magkakaroon ng mapayapang halalan. Inilahad ng PNP at Phil. Army ang deployment sa kanilang mga personnels na maasigned sa ibat ibang lugar. Samantala ipinahayag naman ng 2GO, ang official carrier ng mga election paraphernalia tulad ng official ballots at vote counting machine (VCM) na sila ang maghahatid sa mga official ballots at VCM sa ibat- ibang bayan- bayan sa papamagitan ng kanilang siyam na sasakyan at sa pakikipagtulungan ng PNP personnels upang ihatid ang mga paraphernalia sa iba’t ibang mga barangay. Naunang dumating ang mga official ballots dito sa probinsiya na tinanggap naman ni Provincial Treasurer Rhoda Moreno at saka ihahatid sa mgay ibat ibang bayan na tatanggapin din ng mga municipal treasurer. Pansamantalang i-custody muna ito sa treasury office at saka ihahatid madaling araw ng May 9 at ang iba naman ay ihahatid mas maaga lalo

Samantala, ipinahayag naman ni Provincial director Abugan na may pondo umano silang nakalaan para sa pagbibigay seguridad sa mga VCM subalit limitado umano kung kaya’t hinikayayat nito ang mga barangay officials at mga mamayan na tulungan sila sa pagbibigay ng pagkain ng mga pulis na magbabantay sa mga election paraphernallas hanggang sa sumapit ang araw ng halalan.#

Dahil sa mainit na panahon, pinayagang hindi muna magsuot ng kanilang uniporme ang mga kawani ng gubyerno sa kapitolyo. Ayon kay Letty Puguon, Pangulo ng Nueva Vizcaya Provincial Employees(NVPEA), nagsimula ang sibilyan na kasuotan noong ika-19 ng Abril at magtatagal hanggang ika-2 ng Hunyo. “Iniiwasan natin na may maheatstroke kasi mainit ang tela ng mga uniporme ng empleyado kahit na may aircon lalo na sa mga nasa labas na ang trabaho ay field work,” paliwanag ni Puguon. Ilang empleyado na umano ang nakaranas ng mataas na presyon ng dugo dahil sa init ng panahon lalo na ang mga matatanda na. Bagamat pinayagan ang ordinaryong kasuotan, kailangan pa ring sumunod ang mga kawani sa mga alituntunin sa pagsusuot ng damit. Kabilang dito ang pagbabawal sa masyadong mahigpit na mga damit, masyadong maigsing palda, walang mababang kwelyo ng mga blusa at bawal ang see-through na kasuotan. “Pinakaimportante na suot-suot nila ang kanilang mga ID para makilala sila ng mga tao na nangangailangan ng kanilang mga serbisyo,” dagdag ni Puguon. Paalala rin nito na hindi pa rin pinapayagan ang sandal o tsinelas sa trabaho at nagbabala na ang maari pa ring mabigyan ng memo ang sinumang lumabag ng mga alituntunin.

Local Absentee Voting Ginanap sa NVVPO

BAYOMBONG Nueva Vizcaya – Pinangunahan ni P/SR. SUPT. Leumar Abugan ang ginanap na local absentee voting na umaabot ng 35 PNP members mula sa 70 na bilang ng mga kapulisan ang nag apply sa nasabing absentee voting. Ang mga kapulisan na kabilang sa absentee voting ay nagmula pa sa mga ibat – ibang himpilan ng pulisya sa buong lalawigan kasama na dito ang Provincial Police Security Council (PPSC) sa pamumuno naman ni PSupt. Kevin Bulayungan. Ayon sa commelec resolution number 10003 rules and regulations on local absentee voting kaugnay sa National at Local elections, ang puwede lamang na iboto ng mga kapulisan ay mula sa mga kandidato na presidente , bise presidente, senador at party list representative. Sa nasabing resolutions ng COMELEC maliban sa mga PNP, kabilang din dito ang mga miyembro ng Armed forces of the Philippines (AFP), Philippine Army, media practitioners. Sila ay ma-assigned sa ibat-ibang lugar dito sa bansa upang magbigay seguridad at at gampanan ang kanilang mga tungkulin sa araw ng halalan. Ang

local absentee voting ay nagmula April 27,28, at 29, 2016 at ang araw na napili ng PNP Nueva Vizcaya ay April 27. Ang mga kapulisan na sumailalim sa nasabing local absentee voting ay nagfile pa ng kanilang applications noong Marso 7,2016 subalit hindi lahat ng mga PNP na nag-apply ay naaprubahan lahat dahil ang iba ay deactivated and records dahil hindi sila nakaboto sa nakaraang dalawang eleksiyon. Ang ilan naman ay wala talagang pangalan sa master list ng COMELEC dahil hindi sila nakarehistro ayon sa panayam ng radio veritas kay Jujilia Ambojnon Nacionales, Election Officer dito sa bayan ng Bayombong. PNP swears in 150 Lambat - Sibat volunteers in Ifugao

LAGAWE, Ifugao, Apr. 25(PIA) - - A total of 150 Lambat-Sibat volunteers from various sectors were sworn n recently to help the Philippine National Police (PNP) in the maintaining peace and order in the community. PNP – Ifugao Acting Director, Police Senior Superintendent Constancio Chinayog, Jr. administered the oath taking of Lambat-sibat volunteers at the Provincial Police Office in Lagawe town. The volunteers pledged to abide by the rules and regulations of the Lambat Sibat Volunteer Program and to perform their duties and responsibilities for the preservation of peace and order to the best of their ability and capacity without fear. Chinayog enjoined the volunteers to promote the spirit of volunteerism and work for the betterment of their respective barangays and the province as a whole. Lambat-Sibat is a deliberate, programmatic, and sustained approach taken by the PNP to combat criminality nationwide. It uses both wide dragnet and intel-targeted operations to catch small-time criminals and repeat offenders, under the “whole of PNP” approach. The volunteers’ functions are to support the PNP in its anti-criminality drive, ensure efficiency of law enforcers; provide timely information on activities of crime groups; provide intelligence information especially in highly urbanized and critically crime prone areas; support advocacy activities, information operations and media relations; and establish policy on the further recruitment of community Lambat-Sibat member-volunteers. After all the noise of political exercises, we are facing serious concern like how would our country go forward under new leadership? What would happen to the promises of our leaders? Will it be fulfilled? What will happen to friendships broken due to political differences? What will happen to families divided by political affiliations? And most of all what will happen to the most tangible traces of election propaganda? The numerous posters and tarpaulin hanged all over the province and the entire country. Election period is the time that posters, tarpaulins and streamers are hanged to remind voters who are running for a certain position. Supporters are so diligent in going around to hang or display these political propaganda. Public and private properties are not excused from being trespassed just so that these materials get displayed. They serve the purpose of reminding electorate who are soliciting votes from them. No particular time of the day to hang these materials, in fact, even early morning and late evening, the followers of these politicians are working hard to hang those propaganda materials. The fight goes beyond the platform of government. Even the simple tarpaulin posted has undergone photoshop to sanitize undesirable traces of ugliness so that it will look good to voters. One study that was published many years ago confirmed that a candidate with pleasant appearance or aura will have a greater chance of winning in the election. What then is the implication of this? Many of our voters will still vote for any candidate based on their looks not what they can give/render to society. The more tarpaulin or poster

the more chances of being voted. That is the belief of traditional politician in their strategy to convince people to vote for them. But what is the implication of having more poster or tarpaulin in the market? This is both good and bad for the

community. What is the advantage of more posters and tarpaulin hanged all over? Well, people can easily recall people with lot of names and faces advertised through political materials. Second, economically speaking, makers of electionpropaganda materials are in for more income, accept it or not. At any rate it is seasonal for them to make money out of this political exercise. The downside of this political exercisewith lots of election paraphernalia? We are creating a tons of waste for Mother Earththat she cannot recycle. It is also a soft side explaining how candidates vehemently violate election rules pertaining to the allowed size of propaganda materials and where these are suppose to be placed. In a way we are telling to the world who we are. We are messy people? Should we explain? I know, I believe it is not in the number of election materials that will bring success to many candidates. I am just wondering why of all the speeches they delivered, many of those candidates claim to be pro environment yet no one promised to clean up their political garbage after the election.Probably we can pose this challenge to them, to clean up your mess. Who knows the next day after they read this article they will realize that they have the moral obligations to fulfill and that is to be a law abiding citizen before they can demand obedience from the people whom they made those promises.#

Legal Vote Buying on the Loose

As the final survey day for the candidates draw near to its finality, dirty money seems to flood the community. Indeed money to buy votes is scattered in most of the towns of Nueva Vizcaya with the exemption to those who have unopposed candidates and underdog

opponents or lets just say the candidates are just honest and God-fearing. During the past elections, voters were listed by a certain political party and marking them as their paid voter. However, if their opponent were able to sense their dirty tactic, he will also make his dirtier moves, topping the price of the first candidate by a few more hundred of pesos to turn around their vote or not to vote at all. That was the undercover vote-buying. This year, vote buying has become more systematic with colored supporters seem to flock from everywhere. Vote buying has become legal because of political watchers. They could be openly seen lined-up in the house of a politician or his cohorts because as they say, they are just being given allowance. They had no worries that they might be caught and filed case for vote buying as opposed to the traditional gapang way of buying votes. What is staggering is the fact that many were called to line up because their names are on a coupon, listed on a sheet of paper to claim their money but they are not watchers, not even a keen supporter to that politician. What could be their purpose of distributing money to these voters if not to buy their votes? And worse, with the half of the coupon serving as claim stub for additional fee if that candidate won the election. From north to south, messages were conveyed to DWRV and Espiritus-et-Veritas about vote buying. As election draws near, the price gets higher. Although there are many reports, the opposite goes for the evidence. This is one of the hardest incidents to prove. And the sad thing is, as three years go by, vote buying is becoming truly open and accepted by the voters. In fact, they await for the time to hire the supposed watchers and the pinaggagapang period which is the day and night before election tagged as the massive vote-buying period. If indeed the paid people are just watchers, maybe it is about time that watchers be regulated, of their number and of their allowances. It has become an advantage for the rich candidates to pay more watchers or supporters, defeating the purpose of limiting the expense for the campaign period. It has become the euphemism or disguise of vote buying because no one will file a case against a candidate who will pay thousands of watchers who will also vote for him during the election period. When will this dirty game end? If we continue to accept money and keep our silence, then do not expect a good change to come, no matter how beautiful their promises and platforms may be. We dare for those who truly believe in change to speak out and do their part, reveal those who bought their votes instead of cowering behind the 500-peso or even less bill they used to buy dignity. There will be no one to blame but ourselves if we continue to suffer the disgrace of these kind of politicians if what we all do is accept their money.

Of the 15.1 million households or 16.7 million families covered in the 2nd assessment, the Listahanan identified 880,978 households or 983,816 families as vulnerable. “We encouraged other agencies and organizations involved in social protection to allot a portion of their resources to implement programs that will help vulnerable households attain the level of self-sufficiency,” the secretary added. The complete profile of the vulnerable poor, which includes breakdown per sector, geographic location and employment or occupation, among others, is available upon request. However, the list of households, families or individuals can only be obtained upon execution of a data sharing agreement with the DSWD. This is to ensure that the list will only be used for implementation of programs and services meant to improve their well-being. “While the Listahanan can generate statistics on poverty, it does not provide the official poverty statistics,” Soliman said. The official poverty statistics released by the Philippine Statistics Authority (PSA) provides data on poverty and subsistence incidences based on poverty and food thresholds. The Listahanan is an administrative tool for targeting poor families. National Nutrition Council Region 2 together with other NNC Regional Offices, NGOs and Central Government offices convened in the recent orientation-workshop on chronic food insecurity(CFI) analysis on 26-29 January 2016 in Tagaytay City. The orientation-workshop, funded by NNC provided the participants information on the updated IPC (IPC)-CFI Indicators Reference Table and the latest version of the Information Support System (ISS). The workshop groups also completed 3 of the 6 steps in IPC-CFI analysis namely: step 1: Context analysis, step 2: Evidence repository and step 3: Identification of Non-Exceptional Circumstances. The NNC R-02 is in charge for the

analysis of its 3 out of 5 provinces namely: Cagayan, Nueva Vizcaya and Isabela. The interagency IPC analysts are composed of representatives from the Department of Agriculture (DA); Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) and Food and Nutrition Research Institute (FNRI) of the Department of Science and Technology; Philippine Statistics Authority (PSA); Office of Civil Defense of the Department of National Defense (DND); National Economic and Development Authority (NEDA); Institute of Human Nutrition and Food and Interdisciplinary Studies Center on Food Security of the University of the Philippines Los Baños (UPLB-ISCFS); Action Against Hunger (ACF); World Vision Development Foundation, Inc.

(WVDFI); World Food Programme (WFP) and Food and Agriculture Organization of the United Nations (FAO); and the National Nutrition Council of the Department of Health (NNC-DOH). Foreign foundation to launch riparian zone vegetation project in Dibibi CABARROGUIS, Quirino, April 19 (PIA)—In celebration of the Earth Day, the International River Foundation, together with the Department of Environment and Natural Resources (DENR) and the provincial government here, is set to spearhead the launching of a river rehabilitation project at Brgy. Dibibi here, this Friday. The river rehabilitation project, known as riparian zone vegetation, aims to plant bamboo trees (bayog specie) along the riparian zones of Dibibi rivers to reduce soil erosion and provide shed and foods for the aquatic resources in the rivers. IRF’s senior advisor Abdulah Bansuan said a memorandum of agreement will be forged among the barangay residents who will produce the bamboo planting materials, the IRF who will finance the project, the DENR and local government units and other stakeholders for technical and financial support for the project. Under PD 1067 Water Code of the Philippines, riparian zones are ecosystems located along the banks of rivers, streams, creeks, or any other water networks. Old public vans banned from roads SANTIAGO CITY, Isabela, April 17 (PIA) – Public vans with plate numbers ending in 1,2 and 3 were now banned from the roads in a move to ensure safety of passengers, according to North Luzon Transport Cooperative (NOLTRANCO). Daniel Gaffud, NOLTRANCO board chairman, said this is in line with the government’s policy to phase out public utility vehicles (PUVs) that have been used 13 years since the year of their manufacture. Crime Volume sa rehiyon bumaba dahil sa implementasyon ng Lambat-SibatBahagyang bumaba ang crime volume sa lambak Cagayan mula Enero hanggang Marso ngayong taon kumpara sa nakaraang taon. Sa pinakahuling datos ng Regional Operations and Plans Division (ROPD) na iprinisinta sa ginanap na Regional Management and Coordinating Council Committee (RMCC) Meeting kahapon, April 25, 2016, mula sa dating crime volume na 4, 151 sa unang quarter ng taon noong 2015 ay bumagsak ito sa 3,556 o 14.33% ngayong taon. Ang index crime ay bumaba ng 18.21 %, mula sa dating 1,137 noong nakaraang taon, umabot na lamang ng 930 ngayong taon. Sa nasabing pagpupulong, binigyang diin ni PSUPT RENATO B MALLONGA, Hepe ng Regional Operations and Plans Division na ang pagbaba ng crime volume sa rehiyon ay resulta ng pinaigting na Anti- Criminality Action Plan na tinawag na “Lambat-Sibat” ng PNP sa pakikipagtulungan ng mga mamamayan. Aniya, inaasahan pang bababa ito sa mga susunod na buwan dahil narin sa mga nakaambang mga operasyon ng Lambat-Sibat lalo ngayong papalapit ang eleksyon. Ipinagmalaki din ng naturang opisyal ang resulta ng Anti-Criminality campaign ng PRO2 kung saan mula sa apat na pu’t dalawang (42) operasyon, apat na pu’t tatlong (43) mga baril at tatlong (3) replica ang nakumpiska habang aabot sa apat na pu’t walo (48) ang mga naarestong lumabag sa COMELEC Resolution No. 10015 (Gunban). Samantala, ang pinakamaliit na botante ay sa bayan ng Alfonso Castaneda na umaabot lamang sa 5,479 na sinusundan ng Villaverde na may 5,541 registered voters. Dagdag ni Castillo, umaabot sa 295 total number of voting centers sa buong lalawigan. Ang halalan sa May 9,2016 ay magsisimula ganap na 6:00 ng umaga hanggang

5:00 ng hapon. Subalit ang mga board of election inspectors (BEI) ay dapat nandoon na ganap na ika-lima ng umaga para sa paghahanda sa halalan. Ang pinakamaraming voting centers ay sa bayan ng Kasibu at Kayapa na may 35 voting centers, Solano at Bambang na may 25 voting centers, at Bayombong na may 20 voting centers at Alfonso Castaneda naman ang pinakamaliit na May 7 lamang na voting centers. Nanawagan si Atty. Castillo sa lahat ng mga tumatakbong kandidato na maging mahinahon at iwasan ang anumang gulo habang isinasagawa ang kampaniya hanggang sa araw ng halalan. Sinabi pa niya na mahinahon at tahimik ang mga kandidato subalit ang mga maiinit ay ang kanilang mga supporter. Hiniling din niya na dapat lumabas ang mga botanteng upang bumoto at dapat huwag ibenta o ipagpalit ang kanilang mga boto sa salapi o anumang material. Dapat iboto at piliin ang karapat-dapat na kandidato na may magandang plataporma de gobyerno, ang kandidato na mapagkakatiwalaan at handang magsilbi sa taong bayan. Dapat ipagdasal sa Panginoon kung sinuman ang dapat na maluklok sa pwesto at isama na rin na ipagdasal na magkakaroon ng mapayapa at tahimik na halalan sa buong bansa. #
