1 – Sporting Regulations - General 1.1 Title and Jurisdiction
The SPEED EuroSeries will be organised and
administered by World Sportscar Organisation
Ltd, the body sanct ioned by the
Federation International de l’Automobile
(F IA) , The Motorsports Association of Great
Britain (MSA) and Motorsport Vision Racing
(MSVR) as the affiliated club responsible for
the eligibility of events, locations,
participants, vehicles & results.
Race Status: International
1.2 SPEED events will conform to the provisions of
the Technical Regulations & International
Sporting Code of the FIA, the General
Regulations of the MSA and the additional
written sporting and technical regulations of
SPEED EuroSeries and supplementary
regulations of event organisers. In any dispute
the English regulations will be definitive.
1.3 SPEED events are open to cars in the CN class
which must comply fully with the technical
specifications of the FIA Article 259 regulations
for Production Sports Cars Group CN with engine
capacity limited to 2,000cc and the specific
amendments detailed herein. Other category
vehicles may be accepted in invitation classes.
1.4 Officials:
1.4.1 SPEED EuroSeries will be co-ordinated and
organised by:

1.4.2 Eligibility Scrutineer: Lee Fowler
1.4.3 Series Stewards: A list of Stewards of the Series
will be published on the SPEED website. Any
three SPEED Official Series Stewards will
constitute a quorum. In the event of any of the
Championship Stewards listed being unavailable
or being unable to consider any particular matter
due to a perceived conflict of interest, SPEED
organisers reserve the right to appoint an
alternative championship Steward or, if deemed
to be necessary, more than one alternative
Steward. Additional specific Series penalties are
at the discretion of the Stewards of the Series,
who reserve the right to impose further penalties
on competitors proven by the Officials of any
meeting to have behaved, on or off the track, in a
manner considered likely to bring the Series into
disrepute. Penalties may include individual race
bans and/or forfeiture of awards. In the case of
repeated offences the Series Stewards reserve
the right to exclude a competitor for a fixed
number of races or from the Series. In such cases
no other competitors’ scores shall be adjusted.
The Decision of the Series Stewards will be issued
publicly.

1.4.5 ASN Delegates: None
1.5 Competitor Eligibility:
1.5.1 Entrants must be in possession of a valid
International Entrants License.
1.5.2 Drivers and Entrant/Drivers must be fully
registered for the Championship.
1.5.3 SPEED events are open to competitors holding a
valid ASN Competition (Racing) license of
International C standard or above. Attention is
drawn to Sporting Regulation 3.10 concerning
Speed Driver Ratings.
1.5.4 All necessary documentation must be presented
for checking at all rounds when signing-on.
1.5.5 Competitors are required to hold an authorisation
from their respective ASN to compete abroad.
1.6 Registration:
1.6.1 All Drivers and Drivers/Entrants must register as
competitors for the championship by returning
the Registration Form with the registration fee to
the Co-ordinator prior to the final closing date for
the first round being entered.
1.6.2 The registration fee is €500 made payable to
World Sportscar Organisation Ltd.
1.6.3 Registrations will be accepted until closing date of
entries for the final round.
1.6.4 Registered competitors must carry the SPEED logo
on their race suits and websites.
1.6.5 Entries will open on publication of these
regulations and close and close 14 (fourteen)
working days prior to each event of the series.
Entries submitted after closing date will be at
Race Director’s discretion.
1.7 Championship Rounds:
1.7.1 The SPEED EuroSeries will be contested over a
minimum of 10 rounds:

1.8 Points allocation
1.8.1 Drivers’ classification
The provisional classification of the
Championship must be affixed by the organisers
on the official notice board prior to the beginning
of each event.
Invitation Category cars will not be allowed to
score points for the Championship title, but will
retain their place in the classification at the end
of each Championship Event while being
"invisible" for the overall classifications. Drivers
of invitation class winning cars may be awarded
trophies.
In order to count for the classification the results
of an event must include:
A) a general scratch classification with no class
divisions.
B) a classification taken from the general
classification, relating to the Sporting Drivers
League, including non-finishers and exclusions.

1.8.2 Subject to 1.5 and 1.6 drivers will be awarded
points on the following scale:

All other starters will receive 1 point.
1.8.3 Pole Position: 1 point is awarded for pole
position.
1.8.4 Fastest lap: 1 point will be awarded for fastest

1.8.6 Team classification
1.8.6.1 Teams will be awarded points on the following
scale:

1.8.7 Manufacturers classification
1.8.7.1 Subject to 1.8.8, chassis manufacturers who have
registered their brand with SPEED will be
included in this category.
1.8.7.2 Only the first two cars of the same manufacturer
will gain points on the following scale:

1.8.7.3 One point is awarded for pole position.
1.8.8 Manufacturers registration
1.8.8.1 “Manufacturer” means the person or company
who owns the intellectual property rights of the
chassis.
1.8.8.2 Manufacturers must register their brand for this
category with SPEED and pay the minimum
annual registration fee of €1500.
1.8.9 The annual overall classification is the addition of
points accrued in rounds of the season.
1.8.10 In the event of a points tie in the annual overall
classification, the number of higher places in race
results will determine the final position.
1.9 Awards
1.9.1 All race awards are to be provided by the
Organiser.
1.9.2 Per round: Trophies will be presented to drivers
finishing in the top three places overall in each
race.
1.9.3 Championship Trophies to be presented by
SPEED EuroSeries
1.9.4 Championship trophies: Drivers of first three cars
plus winning team and manufacturer.
1.9.5 Presentations:
Trophies are to be provided for presentation at
the end of each race or at an end-of-the-meeting
presentation ceremony.
All competing drivers should attend the podium
ceremony.
2. SPORTING REGULATIONS: JUDICIAL PROCEDURES Infringements to Sporting Regulations
2.1 Appendix 1 is a guide to infringements to the
Sporting Regulations.
2.1.2 Appendix 1 does not give a definitive list of
infringements and penalties, but indicates
examples.
2.1.3 These are the minimum penalties envisaged and
the Clerk of the Course and/or stewards may
impose other penalties.
2.1.4 It should be noted that there is no direct or
automatic right of Appeal to the International

Court of Appeal (ICA) on any matter arising from
this Series. Protests and Appeals shall be made in
accordance with the provisions of the Code.
3. SPORTING REGULATIONS:
CHAMPIONSHIP RACE MEETINGS & RACE PROCEDURES 3.1 Competitors are responsible for sending in
correct and complete entries with the correct
entry fees prior to the entry closing dates which
shall be 14 days before each round.
3.1.1 Entries must be made on an official entry form.
Submission of the official entry form confirms
that all drivers, entrant(s) and team personnel
relating to that entry fully accept and agree to
comply fully with all elements of these sporting
and technical regulations.
3.1.2 Entries must include a minimum of two drivers
per car.
3.1.3 No refund shall be given to any competitor who
withdraws after the closing date for entries.
3.1.4 Series competition numbers may be requested
and will be confirmed by SPEED.
3.1.5 A detailed timetable for each event will be
published in Supplementary regulations for each
event. This will include: Administrative checks,
scrutineering, briefings, practice, qualifying and
race/s. Any competitor failing to observe the
schedule for adiministrative checks, scrutineering
or briefing will be reported to the Stewards.
3.1.6 The maximum number of cars permitted to start
will be detailed in Supplementary Regulations for
each event.
3.2 Briefings
Organisers should notify Competitors of the
times and locations for all briefings in the Final
Instructions for the meetings. Competitors must
attend all briefings. Failure to attend may be
punished with a €150.00 fine.
3.3 Practice
The scheduled qualifying session shall be a
minimum of 30 minutes.
3.3.1 Should any practice session be disrupted, the
Clerk of the Course shall not be obliged to
resume or re-run the session in order to achieve
the published timing. The decision of the Clerk of
the Course shall be final.
3.4 Qualification
3.4.1 The official qualifying session will set the starting
grid positions. The competitor’s fastest practice
time will determine the grid position for Race 1
at the individual event. The competitor’s second
fastest practice time will determine the grid
position for Race 2 at the individual event.
3.4.2 Each driver should complete a minimum of 3 laps
practice in the car to be raced in order to qualify.
3.4.3 In the event that two or more cars qualify with
an equal time then the first car to have set the
time will take precedence.
3.5 Races:
3.5.1 The standard minimum scheduled race shall be
90 minutes whenever practical but should any
race duration be reduced at the discretion of the
Clerk of the Course or Stewards of the Meeting it
shall still count as a full points scoring round.
3.5.2 The inclusion in the SPEED EuroSeries of races of
180 minutes or greater duration will attract
double points.

3.6 Starts
3.6.1 The pit lane will open at the allocated time for
cars to make their way to the grid and will
remain open for 5 minutes. Cars may pass
through the pit lane on reconnaissance laps
during this period but may not cross the grid
under any circumstances. After 5 minutes, the pit
lane will close.
3.6.2 All race start countdowns are to have a minimum
elapsed period of 5 minutes from the time the pit
lane closes to the start of the Green flag Lap(s) in
the formation as specified on the Track Licence
for each circuit.
3.6.3 Any cars in the pit lane, removed from the grid
after the 1 minute stage or driven into pits on
Green Flag lap shall be held in the pit lane and
may start the race after the last car to take the
start from the grid has passed the control line or
pit lane exit, whichever is the later.
3.6.4 Any drivers unable to start the Green Flag lap are
required to indicate their situation and any
drivers unable to maintain grid positions on the
Green Flag Lap to the extent that ALL other cars
are ahead of them, may complete the Green Flag
lap but MUST remain at the rear of the last row
of the grid until they cross the control line at the
start of the race.
3.6.5 Excessive weaving to warm-up tyres - using more
than 50% of the track width, and falling back in
order to accelerate and practice starts, is
prohibited.
3.6.6 Races shall be started by means of a rolling start
in 2X2 formation.
3.6.7 No car may pass another until it has crossed the
control line.
3.7 Re-Scrutiny:
All vehicles reported involved in contact
incidents during races or practice must be re-
presented to the Scrutineers before continuing in
the races or practice.
3.8 Pit & Pit lane Safety:
3.8.1 Pit lane speed limits will be as per final
instructions and must be adhered to at all times.
3.8.2 All team personnel on pit lane must wear
fireproof clothing.
3.8.3 Fuel may not be added in the pit lane. Fuel may
not be added on the grid. Fuel may not be added
at any time after the 5 minute board has been
shown during the race start procedure until the
chequered flag has been shown. In races of
duration longer than 90 minutes, 3.8.3 will be
amended in the event supplementary
regulations.
3.8.4 A full, unpinned, approved 6kg powder fire
extinguisher must be provided by the team for
each car on pit lane during any running period.
3.8.5 During the race, only three personnel may work
on the car in the pit lane. An additional team
member should act as fire-marshal during pit
stops but may not touch the car, parts or
equipment other than the fire extinguisher. In
races of duration longer than 90 minutes, 3.8.5
will be amended in the event supplementary
regulations.
3.8.6 During qualifying, the number of personnel
working on the car is unlimited.

3.8.7 Only one of the three personnel may assist the
driver entering the car with seatbelts. The
second driver may not assist the driver entering
the car.
3.8.8 Engines must be stopped during driver change
pit stops.
3.8.9 No reversing shall be permitted in the pit lane.
3.8.10 In the event of a car breaking down in the pit
lane it may be pushed to the pit bay/garage
3.8.11 There is no limit on the number of personnel
working on the car in the garage.
3.9 Drivers
3.9.1 for 90 minute races
In a 90-minute race, the maximum period a
driver may drive for in one stint is 60 minutes.
3.9.2 for 60 minute races
In a 60-minute race, the maximum period a
driver may drive in one stint is 40 minutes.
3.9.3 In races of duration longer than 90 minutes,
driver stint regulations will be detailed in the
event supplementary regulations.
3.9.4 In the event that the pit lane is closed for
whatever reason causing a driver to exceed
his/her maximum permitted driving time, he/she
must enter the pit lane at the first opportunity
after the pit lane has re-opened.
3.9.5 In the event that through Force Majeure during
an event a two driver entry becomes a single
driver entry, the remaining driver must make a
mandatory pitstop during the race between 30
minutes and 40 minutes after the start.
During the mandatory pit stop the car must be
stationary with the engine off for a time of 120
seconds. These times may be amended and
competitors advised by bulletin by the Stewards
of the Meeting.
During the pit stop the driver may remain in the
car. Single drivers are not permitted for races of
duration longer than 90 minutes.
3.10 SPEED Driver Rating
3.10.1 Drivers will be SPEED rated Gold, Silver or
Bronze. Driver rating criteria includes:
*Previous holding of an International A or
superior license
*Previous team status
*Recent international results
A driver whose record indicates a high degree of
competency or professionalism will be rated
Gold. (See SPEED EuroSeries document “DRIVERS’
APPLICATIONS AND CONDITIONS FOR ENTRY”)
3.10.2 The series stewards will have discretion to
determine the SPEED rating of a driver at time of
entry.
3.10.3 A database of SPEED Drivers will be maintained
by the Organisers.
3.10.4 An entry in the SPEED EuroSeries may not
feature more than one SPEED gold-rated driver in
any race. In races of duration longer than 90
minutes, driver rating regulations will be detailed
in the event supplementary regulations.
3.10.5 Entrants must nominate the name of the driver
to start each race on the official series form and
submit it to series organisers no later than 45
minutes prior to the start of the race.
3.10.6 The nominated starting driver may not be the
same for both races.

3.11 Race finishes:
After taking the Chequered Flag drivers are
required to: Progressively and safely slow
down, remain behind any competitors ahead
of them, return directly to the Pit Lane
Entrance/Paddock Entrance as instructed,
comply with any directions given by
Marshals or Officials and to keep the
helmets on and harnesses done up while on
the circuit or in the pit lane.
3.12 Safety car
3.12.1 As per FIA regulations, Appendix H to the
International Sporting Code subject to
amendments as published in final Event
regulations.
3.13 Parc fermé
3.13.1 After qualifying all cars must go directly to Parc
Fermé. Failure to do so will result in no qualifying
time being posted.
3.13.2 All cars starting the race must go directly to Parc
Fermé after the race as directed by the stewards
unless cleared to do otherwise by SPEED
Technical Delegate. Failure to do so will result in
the car not being classified.
3.13.3 All cars will be held in Parc Fermé where checks
will be carried out by scrutineers
3.13.4 No team members shall be allowed into Parc
Fermé unless called by the Scrutineer to assist
with checks.
3.13.5 The area designated as Parc Fermé will be issued
in Final Instructions.
3.14 Results
3.14.1 To be classified a car must have completed 50%
of the total distance achieved by the first car in
the race.
3.14.2 Race results shall be deemed provisional at least
until all cars have been released from Parc Fermé
by the scrutineers and the Clerk of the Course
has dealt with all matters relating to the
competition.
3.14.3 The final race results will be issued signed, timed
and dated by the Clerk of the Course.
3.14.4 Subject to series stewards’ approval which will
be detailed in a bulletin issued no less than 7
(seven) days before an event, race win success
ballast will be applied. Where applicable the car
driven by the winning driver(s) will carry 20kg of
ballast for the next series race and/or qualifying
session. A consecutive win will attract additional
10kg of ballast. An inferior result will revert the
car to its base weight (see Technical regulation
4.1). A maximum 40kg of ballast can be applied.
Any ballast required must be attached to the
shell/chassis via at least 4 mounting points using
bolts with a minimum diameter of 10mm each
with steel counter plates of at least 400 sq mm
surface area and 3mm thickness.Provision must
be made for the fixation of seals by the
scrutineers. Where ballast is fitted, it shall be
fitted in the passenger’s location.
3.15 Fuel
3.15.1 Fuel will be a control fuel (Sunoco CF, 102 RON)
supplied by Anglo American Fuel Company.
Random fuel testing shall be carried out during
or after practice, qualifying and races at each

event. At the end of qualifying and the race at
least 3 litres of fuel from the tank of the
competing car must be available to Scrutineers
pumped out via the car’s standard pump for
analysis. Any failure to comply will result in the
competitor being excluded as set out in Appendix
ONE of these regulations.
3.15.2 All cars must be fitted with a self-sealing
connector which can be used by the scrutineers
to remove fuel from the tank. This connector
must be FIA approved (cf. technical list n°5) and
fitted on the feed line to the engine fuel rail. It
must be possible for a pipe to be fitted to this
connector.
3.16 Tyres
3.16.1 Only Cooper and Avon tyres marked for the
SPEED EuroSeries will be eligible.
3.16.2 Tyres shall be marked and tyre identification
numbers/codes/bar codes for qualifying and race
must be provided at scrutineering. Tyres to be
used or tyres that have been used must be
available on request.
3.16.3 A maximum of four sets of new slicks may be
introduced per race weekend.
3.16.4 For Rounds 1, 10, 11 and 12, competitors must
use the compound as detailed in paragraph 12.3.
Tyre compound for Round 13 will be notified by
bulletin.
3.16.5 No pre-warming of tyres is allowed.
3.16.6 The use of any form of tyre softening is not
permitted.
3.16.7 No additional cutting, grooving or buffing of any
tyre is permitted
3.16.8 Technical staff employed by Cooper Tires are
nominated as Judges of Fact in respect of any
matters in connection with the use or condition
of tyres during any event.
3.16.9 Wet tyres may only be used if the track has been
declared ‘Wet’ by the Race Director.
3.17 Transponder
3.17.1 Each car must be equipped with an AMB TransX
260 type transponder or similar as approved by
event timekeepers.
3.17.2 The fitment and functioning of the transponder is
solely the responsibility of the team.
3.17.3 The transponder number must be notified at
scrutineering.
3.18 Car markings
3.18.1 All cars shall be required to carry the mandatory
series decals, the positioning of which shall be as
shown in Appendix 2. The cars must be
presented at scrutineering with the correct
decals in place to secure the scrutineering
accreditation.
3.18.2 No other event, series or championship decal
may be apparent.
3.18.3 Additional event decals may be provided by
SPEED EuroSeries and competitors may not
refuse to carry them.
3.18.4 All cars shall be required to carry standard FIA
safety signage in close proximity to the relevant
item of equipment
3.19 Radios
3.19.1 Pit to car voice radio systems shall be permitted
but must be registered with the SPEED
EuroSeries and licensed with the relevant local

authorities. It is the responsibility of the team to
ensure they are compliant.
3.19.2 Any form of radio or remote data transmission is
not allowed
3.20 Podium procedure
3.20.1 Both drivers from the first three cars to finish the
race must attend the podium presentation
directly after the race. The Chief Mechanic from
the winning team must also attend the podium.
The winning drivers of entries from other
invitation categories must attend the podium.
3.21 Judicial Procedures
3.21.1 The procedure for protests and appeals is in
accordance with the FIA International Sporting
Code.
3.21.2 The Protest & Appeal Fees will be set by each
ASN and will be issued with Supplementary
Regulations for each event. The amount of an
International Appeal is €6000.
3.22 Testing
3.22.1 No private testing will be provided by the
organiser. Private testing arranged by the
competitor is not restricted.
4. TECHNICAL Regulations
4.1 SPEED EuroSeries requires vehicle compliance
with 1.3. The 2013 series is therefore open to
vehicles complying with FIA CN regulations
limited to 2,000cc. Vehicles must comply with FIA
Appendix J Article 259 including Articles 15 or 16.
(Article numbers refer specifically to FIA Article
259 published 25.11.2011).
ARTICLE 259 – ADDITIONS & AMENDMENTS
To be read in conjunction with FIA Article 259, published
25.11.2011 on the FIA website
2.8 In addition: one wheel-speed sensor allowed,
only set on rear wheel
3.7.4 Amended: The ‘flat bottom’ must extend
rearward from the vertical plane tangent to the
rear of the complete front wheels and up to the
vertical plane tangent to the front of the
complete rear wheels. It is not required to have
the four 50mm holes in the flat floor. One
inclined, flat surface (rear diffuser), continuous
and rigid is permitted underneath the car to the
rear from the vertical plane tangent to the front
of the complete rear wheels. An area 150mm
either side of the centreline of the car and from
the front of the diffuser to the rear of the
diffuser is free in shape to accommodate the
transmission housing. The maximum radius of
the moulding joining the flat plane with the
vertical end panels of the diffuser is 50mm.
Vertical strakes are permitted. No part of the
diffuser may be more than 250mm above the
plane of the “flat bottom” of the car and may not
protrude beyond the rear of the bodywork as
defined by FIA 3.1 & 3.4.
4.1 Amended: For SPEED EuroSeries events, CN2 cars
must weigh at least 570kg without the driver and
with fuel removed. The Organisers reserve the
right to review and vary the minimum weight
(base weight) of individual cars any time during
the 2013 Series. They may implement a variation

by way of a Bulletin issued by the Co-ordinator
giving a minimum of 7 days notice.
5.1 Amended: For CN category vehicles in the SPEED
EuroSeries events, only the Honda K20 A series
engines EP3 and FD2 variants are permitted. This
will apply for the 2013 season at least.
5.6 Amended: The maximum rev limit must not
exceed 8,200rpm. All standard production engine
sensors which have any influence whatsoever on
the engine management system must be
retained in the standard position and in working
order. It is not permitted to reposition positional
sensors.
Competitors will supply on demand all electronic
devices, source codes, programmes, machine
codes, passwords and all or any material &
equipment necessary to ensure full and proper
checking and analysis of the 8,200rpm limit by
the SPEED Eligibility Scrutineer.
The results of this analysis may be published.
Failure to permit or facilitate inspection of
electronic devices may result in exclusion from
the SPEED EuroSeries. The engine ECU may be
exchanged, removed for independent technical
analysis or electronically interrogated at any time
(including the time allocated for qualifying) upon
the request of a designated official from the
SPEED EuroSeries or from the Stewards of the
Meeting.
SPEED reserves the right throughout the season
to undertake further detailed inspection of any
electronic device used by the competitor. The
installation of a SPEED specified data logging
system and installation loom to provide
inspection of the 8,200 rpm limit is mandatory
and must be working at all times. The installation
loom must be purchased from SPEED. The data
logging system will be provided to entrants at
each event upon payment of a €500.00 deposit.
Competitors must return data logger to SPEED
organisers upon request during the event and at
the end of the meeting. Failure to return the
logger at the event will result in forfeiture of the
deposit. The logger remains the property of
SPEED.
The Organisers reserve the right to review and
vary the maximum rpm of individual cars at any
time during the currency of the 2013 series. They
may implement a variation by way of a bulletin
issued by the Co-ordinator giving a minimum of 7
days notice. The timing chain tensioner may be
modified or replaced but the mounting position
and method of operation must be retained.
Rocker cover fixings and oil sump fixings must be
drilled to allow scrutineering seals to be fixed.
5.10.1 In addition: The local limits will be published in a
Bulletin on an event by event basis. Whilst some
circuits will use a ‘drive by’ method to manage
noise, as a guide it is expected that the maximum
noise limit permitted will be 108dbA static when
measured by this procedure: Measurements will
be made at 0.5m from the end of the exhaust
pipe with the microphone at an angle of 450 with
the exhaust outlet and at a height of 0.5 to 1m
above the ground as demonstrated by the
diagram below with the engine RPM stable at
5500rpm:

6.1.1 Amended: Only SPEED specified and regulated
fuel may be used during practice, qualifying and
race.
SPEED regulated fuel can only be purchased
through SPEED approved supplier. The supplier

6.2.5 Amended: Automatic fuel cut-off connectors for
all fuel feed pipes going to the engine and return
pipes from the engine are mandatory.
6.6 Amended: The maximum amount of fuel which
may be carried on board including all lines and
collectors shall be 80 litres. For races of duration
longer than 90 minutes, refer to Supplementary
Regulations.
Any device, system, procedure, construction or
design the purpose and/or effect of which is to
increase in any way, even temporarily, the total
fuel storage capacity beyond 80 litres, is
prohibited.
8.4.4 Reminder: FIA approved red rain light required in
addition to stop and tail lights
9.1.1 In addition: Paddle shift gearbox control is
permitted. Traction control - including GPS
integrated systems - is not permitted.
Amended: Transverse gearbox installation is not
