Introduction
Jharkhand Agency for Promotion of Information Technology (JAP-IT) of Government of Jharkhand (GoJ) is establishing Jharkhand State Information & Communication Network (JharNet) through an operator.
SWAN project of Jharkhand consist of 22 districts , 35 sub districts and 212 blocks. All are connected from Ranchi State Network Center.There is near about 250 Cisco Routers, above 450 Cisco switches, near about 200 Wireless Cisco devices and above 3500 IP phones.
SPECTRUM is a service and infrastructure management system that monitors the state of managed elements, including devices, applications, host systems, and connections. Status information, such as fault and performance data from these elements are collected and stored. SPECTRUM constantly analyzes this information to track conditions within the computing infrastructure. If an abnormal condition is detected, it is isolated and the user is alerted. SPECTRUM presents the user with possible causes and solutions to the problem.
SPECTRUM’s design is based on the client/server model. The primary server, known as the Spectro SERVER, is responsible for the collection, storage, and processing of data. The Spectro SERVER uses Inductive Modeling Technology to perform these functions. Inductive Modeling Technology combines an object-oriented database with the intelligence of inference handlers. The object-oriented database contains model types that define how a managed element is represented, and models that represent specific managed elements. It also contains relations that define possible associations between model types. Inference handlers provide additional functionality to this system by reacting to events produced by SPECTRUM or managed elements.
The Spectro SERVER stores data in the knowledge base that defines model types, models, andrelations in the knowledge base. The Spectro SERVER also polls managed elements and receivesalert information from the computing infrastructure. It analyzes and stores this information in theknowledge base, and gives client applications access to this information
SPECTRUM supports a suite of client applications. Its main client application, Spectro GRAPH,provides the graphical user interface that is used to monitor the network and launch other clientapplications. Spectro GRAPH’s views contain a variety of icons, tables, and graphs that represent the different elements of the network. These graphical components present status information, and provide access to management facilities specific to the managed element they represent. SPECTRUM also has a Web interface that provides users with a series of client applications that display in a Web browser. All information presented by client applications is retrieved from the Spectro SERVER.
JharNet have a large number of elements installed on it. There is 22 district, 35 sub district, 212 bolcks,388 Offices.

Notification
Alerts, events and Alarm
SPECTRUM is a services and infrastructure management system designed to notify us if there is a fault with a particular managed element in the computing environment. One way that SPECTRUM accomplishes this is by receiving alerts (usually SNMP traps) from problem areas in the computing infrastructure, and converting those alerts into events and alarms to be displayed in various SPECTRUM applications. SPECTRUM uses a series of support files called event configuration files to indicate how alerts, events, and alarms should be processed.
A Router(Cisco 3845) is down (suppressed) due to the damage of a particular port of BackBone (Cisco 7613)
Down condition
Interface is down. A alert is shown in the Picture. Easy to understand why the router is down for the customer.
An event is an object representing an instantaneous occurrence within SPECTRUM. Events usuallyindicate that something significant has occurred in relation to the model or other component.The processing of an event may include logging the event and generating an alarm.
Event
There is 4 type of alarm .Suppressed, critical, major, & minor .Alarms are generating due to different abnormal condition.
Alarm Notification
An alarm is an object that indicates a user-actionable, abnormal condition exists in the managedenvironment. Usually an alarm is generated when an event has occurred, and the EventDisp filespecifies that an alarm should be generated.
Some probable causes is detected for a faulty Network.

If any element is down among the entire network spectrum have a Capability for detecting root cause. As well as it generate events for the Particular problem.
Fault Management
Particular problem could be mail as our customer requirement. Probable Causes is mailed to customer automatically.
Spectrum OneClick
OneClick is designed to deliver SPECTRUM information to network operators and troubleshootersusing graphical user interface. It provides customized access to information and tools for users who monitor and/or troubleshoot specific portions of a network managed by SPECTRUM.
OneClick’s architecture uses the Java Network Launch Protocol (JNLP) and the Java Web Startapplication to allow remote systems and users to access the OneClick server. JNLP is a standard for application delivery that does not require traditional installers or the launching of executable code. After installation, the OneClick Console communicates with the Web server on the OneClick Server using port 80 by default. The Web server communicates as a single client of the SpectroSERVER using the CORBA interface

SPECTRUM uses several support files to produce the icons, views, and textual informationdisplayed in the user interfaces of the client applications. Most of these files are text files and canbe modified with a text editor, or in some cases with a SPECTRUM tool.
Spectrum Alarm Notification Manager
Establish the criteria by which the list of alarms is filtered and displayed. We can filter alarmsaccording to: Model Type, Model, Landscape (EAM only), Date/Time, Address, Model Class,Severity, Cause, Assignment, and State.
Establish the criteria by which alarms are ordered. We can sort alarms by any of the columnheadings (Severity, Date/Time, Model Type, etc.) and by two different methods (from the Sortdialog box or by clicking directly on the Alarm List column headings).
Event configuration editor
The Event Configuration Editor (ECEditor) is a graphical user interface that allows us to create,delete and modify event and alarm configurations. Using the various ECEditor functions, We candefine how an event should be processed, the text of the message the event displays, and the textof the Probable Cause file. Essentially the ECEditor gives you a simple, graphical method of editingthe Event Disposition, Event Format, Event Table and Probable Cause files defined above.
